Motorcycle Inspection Standards Development II (이륜자동차 검사기준 개발 II)

  • This paper presents the motorcycle inspection standards of electrical system, frame & body, lights and speedometers. 187 real-world motorcycles are visually and mechanically inspected according to the developed inspection standards. The non-compliance rate of inspection standards of the lights is 23.7% and main causes are damage, tinting, painting and coloration of head-lamp, number plate lamp, front-rear position lights, stop lamp and direction indicators of motorcycles. Also, 28.4% of motorcycles are dropped from the luminous intensity inspection standard. Motorcycle electrical system cannot be visually inspected. The motorcycle inspections standards are improved reflecting 187 cases of real-world motorcycle inspection results.

  • This paper presents the motorcycle inspection standards development on the vehicle identification, engine and transmission, tyres and wheels, steering and suspension, and brake system. 187 real-world motorcycles are visually and mechanically inspected according to the developed inspection standards. The non-compliance rate of the vehicle identification is 20.3% and main causes are insecure, damaged, and not clearly visible number plate. The non-compliance rate of the brake system is 15.5% and main cause is failing to meet the brake performance requirements. The motorcycle inspections standards are improved reflecting 187 cases of real-world motorcycle inspection results.

  • Fuel cell systems are a completely different form of electricity source that has been used so far and is an aggregation of multiple technologies with multidisciplinary features that can be operated safely only when gas and electrical safety are being considered. Since fuel cells generate through electrochemical reactions there are difficulties in ensuring electricity safety, power quality assessment, effective control and reliability standards for system faults using conventional inspection techniques and even though they are necessary as a primary means for reduction of CO2 owing to the Climate Convention, electrical safety assessment and measures are required for the prevention of faults in residential facilities. Although small-scaled distributed power supplies can be utilized as important means of peak control and energy management measures, research is required for observing the effects on the system and the development of inspection technology to ensure stable operation, and the electrical safety of residential fuel cell systems need to be assessed and the problems derived for establishing electrical safety standards. From the year 2002, Japan has established laws on technical safety standards and development and rules on the product specifications and standards for the industrialization of hydrogen fuel cells. Also, a lot of effort have been made for the commercialization of fuel cells by building one-stop certification services. Internationally, the IEC TC 105 has established international standards based on fuel cells. In order to protect the national interest, the country should be able to respond accordingly meet global standards. In fact, in Korea, to comply with the international trend, Korea Energy Management Corporation is establishing a certified agenda for fuel cells and Korean Agency for Technology and Standards is enacting technical standards for fuel cells. The current terms of fuel cells are that research has been focused more on the quality and performance of manufactured products rather than stable power operation and maintenance over time. In this paper, by considering the household fuel cell as a power device, the safety standards of the fuel cell system for a reliable operation with the existing power system is being proposed.

A Survey on the Sanitary Condition of Kitchens in School Food-service Programs (일부 학교급식소 조리실의 위생관리에 관한 조사연구)

  • A survey including an inspection was conducted to assess the sanitary condition of kitchens in the school food-service programs and to prepare background data for improving the safety of school meals. The survey was carried out over a two-month period (September-October, 2001). A self-administered questionnaire recommended by the Korea Ministry of Education & Human Resources Development (MOEHRD) was offered to a random sample of dieticians of twenty-five elementary schools in one region of Korea about food, sanitation, and safety inspection of their kitchens. Air temperature, relative humidity, and airborne microbes in the kitchens were monitored during preparation, cooking, and service. The inspection results showed their sanitary rendition met the level B of the recommendation of the Korea MOEHRD. The range of air temperature of the kitchens was 21.4~22.4$^{\circ}C$. and the range of relative humidity was 62.4~69.6%. The microbiological evaluation of kitchen samples indicated aerobic plate count levels from 22..5 to 26.5 CFU/15 minutes. Although the results of inspection show that the levels of sanitary condition of kitchens in the schools were good, they are not satisfactory for safe food-servile because the temperature and humidity levels are high. This study indicates that the school kitchens should be monitored and strict inspection is necessary. The legal standards for school food-service should include standards for kitchen air temperature, relative humidity, and airborne microbes.

  • ISO 9000 is a series of several standards(ISO 8402, 9000, 9001, 9002, 9003, 9004,...). ISO 9000 is a standard explaining fundamental concepts, defining important terms, and providing guidance for selecting among the other standards. ISO 9001, the most comprehensive standard to ensure quality in design, development, production, installation, and servicing. ISO 9002 is used to assure conformance to specification, installation and servicing. ISO 9003 has the least requirement among three standards and applies to inspection and final testing. ISO 9004 is a standard developed for internal use only and not applicabe to contractual arrangements. In this paper, quality system requirements for ISO 9000 series are also specified.

  • Latest development of ICT makes building, including houses, factories and public facilities, more intelligent and automatized. It follows that a wide variety of electric and ICT installations are adopted along with micro electronic equipments. Corresponding to such changes, the frequency of lightning increases due to the abnormal climate. The major damage by lightning surge is disconnection and malfunction of facilities. It is necessary, therefore, to make a regulation of inspection and maintenance for lightning protection facilities. This paper deals with main issues of a regulation draft of inspection and maintenance for lightning protection facilities based on IEC 62305

  • The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behaviour that determine the commitment to, and the style and proficiency of, an organization's health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.

  • In this paper, we proposes a study on the derivation of inspection factors for the periodic inspection of large buses equipped with AEBS and LDWS. we investigate the safety evaluation (NCAP) of domestic and foreign vehicles and safety standards for the two functions currently in operation and analyze the evaluation factors, measurement methods and evaluation scenarios and so on. In addition, the test scenario was derived by analyzing the vehicle safety evaluation data already held, Therefore, we use an real large bus and the inspection elements for the periodic inspection were derived.

  • Recently, the reactor trip in nuclear power plants has mostly occurred by the failure of secondary electrical facilities. Some kinds of technical standards or acceptable criteria are required to regulate those facilities. Therefore, in this paper the failures of secondary electrical facilities which cause reactor trip are analyzed, and the inspection technologies including guidelines for secondary electrical facilities are developed.
