This paper's objective is to draw a decision guideline to continue research and development (R&D) investments in biotech start-ups facing the "Valley of Death" syndrome - a long negative profit period during a financial crisis. The data include financial indices as Net income, Revenues, Total stockholders' equity, Cash & equivalents, and R&D expenses of 18 major biotech companies (nine in negative profit and nine positive, in FY2008) and 15 major pharmaceutical corporations as benchmarks both in FY2008 and in FY2016 derived from the US SEC Database, EDGAR. A first methodology dealing with real options analysis assumes Total stockholders' equity as a growth option. And a second methodology, Bayesian Markov chain Monte Carlo (MCMC) analysis, is applied to test the probability relationship between the Total stockholders' equity and the R&D expenses in these three groups. This study confirms that Total stockholders' equity can play the role of a call option to support continuing R&D investments even in negative profits.

Entrepreneurial ecosystem is a very active area of research both conceptually and empirically, yet most literature that emerged over the last two decades predominantly pertain to developed economies. At the same time, transitioning and emerging economies have continued to grow rapidly, making a strong case to study entrepreneurial ecosystems in emerging economies (Bruton et al., 2018). Ecosystems are broad constructs and the constitutive elements of an ecosystem are themselves complex (Stam, 2015). Hence exploring key elements of the ecosystem in depth to understand the mechanisms of how entrepreneurship is supported through intermediary organizations like incubators is a fruitful exercise. In this context, we review the book "Technology Business Incubators in India Structure, Role and Performance" which is a timely synthesis for academic researchers and practitioners, looking to explore the topic as it pertains to emerging economies. The book is part of the De Gruyter Studies in Knowledge Management and Entrepreneurial Ecosystems series, that covers pertinent ecosystems issues around universities, and sustainability by leading authors.

The purpose of this study is looking for the support policies and factors to stimulate the quality innovation movement. Kano's model proposed a two-dimensional model on quality based on customer perception and experience. And Timko developed the customer satisfaction coefficient for overcome the weak points of Kano's model. In this paper, new approach framework is proposed by integrated Kano's model and Timko's customer satisfaction coefficient. And it applied to confirm the various factors which was offered by government and major company's policies for small and medium enterprises.

최근 정부는 기술모방형 R&D 전략의 한계를 극복하기 위해 기초연구에 대한 투자를 대폭 확대하고 있다. 이러한 상황에서 우리나라의 R&D 지원시스템은 창의적 창조적 기초연구를 뒷받침하기에 적절한 지에 대한 평가가 필요한 시점이다. 이에 본 연구는 기초연구에 대한 특성과 필요한 시스템적 요건에 대해 해외사례 및 우리나라의 기초연구 지원시스템에 대한 분석을 통해 접근하였다. 본 연구는 문제점 분석을 통해 새롭게 기초연구의 정책운영체계라는 패러다임 도입이 필요함을 논하였다. 또한 기초연구의 성과는 연구자체의 수월성과 더불어 연구를 지원하는 전주기적 체계의 적절성이 매우 중요한 요소임을 발견하였다.

벤처기업은 기존 기업의 틈새 영역에서 도전정신을 기반으로 경제성장과 일자리 창출의 중요한 역할을 하고 있기에 정부는 지속적으로 연구개발(R&D) 예산을 확대하고 있는 상황이다. 특히 대기업과 중견기업 등에 비하여 자원과 역량이 부족한 벤처기업은 이를 보완하기 위해 정부에 대한 의존이 높은 상황에서 정부 R&D 지원 정책에 대한 신뢰가 중요한 역할을 할 것으로 판단된다. 이에 본 연구에서는 벤처기업의 정부 R&D 지원 정책에 대한 신뢰에 따라 혁신성과에 미치는 영향에 대해 분석하였으며 실증분석 결과는 다음과 같다. 첫째, 벤처기업에 대한 정부 R&D 투자는 혁신성과에 긍정적인 영향을 미치는 것으로 나타났다. 특히, 제조업과 기술 수준이 높은 고기술과 중고기술 그룹에서 유의하였으며 비제조업 및 저기술 중저기술 그룹에서는 유의하지 않은 것으로 분석되었다. 둘째, 정부 R&D 지원 정책에 대한 신뢰가 높을수록 정부 R&D 투자에 따른 벤처기업의 혁신성과 역시 높은 것으로 나타났다. 기술 수준별 분석에서도 고기술 및 중고기술 그룹과 제조업 분야에서 정부 R&D 지원 정책에 대한 신뢰의 조절효과를 확인하였다. 셋째, 정부 R&D 지원 단계별 신뢰에서는 사전, 중간, 사후 평가에 대한 모든 단계에서 조절효과를 확인하였다. 이는 정부 R&D 투자 정책의 효과성 제고를 위해서는 R&D 지원 단계 전반에 걸쳐 정책에 대한 신뢰를 제공할 수 있도록 노력하는 것이 중요하다는 것을 실증적으로 분석하였다. 본 연구를 통해 벤처기업의 기술 수준 및 제조업 여부에 따라 정부 R&D 지원 방식의 차별성이 필요하며 특히 기술수준이 낮은 그룹과 비제조업을 대상 정부 지원은 기업 눈높이에 맞는 지원 방식의 도입으로 정부 R&D 지원 정책에 대한 신뢰를 제공하는 것이 중요하다. 정부는 R&D 예산을 배정하고 관리 감독의 역할보다 벤처기업 성장에 밑거름이 되는 조력자로써 공정하고 투명한 의사결정이 전제된 정책집행 되도록 노력해야 할 것이다.

본 연구에서는 한국전자통신연구원에서 운영 중인 ICT 분야 중소기업 기술지원 프로그램의 수혜를 입은 기업에 대한 기술지원 효과를 분석하였다. 데이터 수집을 위하여 167개 기업을 대상으로 설문조사를 실시하였고, 군집분석을 통하여 기업을 3개의 집단으로 분류하였다. 이후 집단 간의 차이를 검증하기 위하여 분산분석을 실시한 결과 매출액 규모가 높은 그룹에 속한 기업은 기술지원 효과가 높게 나타났고, 매출액 규모가 낮은 그룹에 속한 기업은 정보제공 효과가 높게 나타나는 결과를 도출하였다.

A Smart factories are systems that enable quick response to customer demands, reduce defect rates, and maximize productivity. They have evolved from manual labor-intensive processes to automation and now to cyber-physical systems with the help of information and communication technology. However, many small and medium-sized enterprises (SMEs) are still unable to implement even the initial stages of smart factories due to various environmental and economic constraints. Additionally, there is a lack of awareness and understanding of the concept of smart factories. To address this issue, the Cooperation-based Smart Factory Construction Support Project was launched. This project is a differentiated support project that provides customized programs based on the size and level of the company. Research has been conducted to analyze the impact of this project on participating and non-participating companies. The study aims to determine the effectiveness of the support policy and suggest efficient measures for improvement. Furthermore, the research aims to provide direction for future support projects to enhance the manufacturing competitiveness of SMEs. Ultimately, the goal is to improve the overall manufacturing industry and drive innovation.

The article analyzes the features of innovation and investment activities of enterprises in the context of digitalization to increase their competitiveness in the international market. Ukraine's position on the Global Innovation Index is assessed. The interrelation of management functions in the context of innovation and investment activities of enterprises is substantiated. The structure of sources of financing of innovative activity of industrial enterprises is analyzed. Trends in changes in the volume of foreign direct investment and capital investment in Ukraine are assessed. It is determined that the level of innovative development of enterprises is determined by the level of their investment support, which is determined by the level of their investment attractiveness. The components of the strategy of investment attractiveness of enterprises are outlined. Determining factors in the implementation of innovation and investment policy of enterprises are identified and the main stages that should include the processes of managing innovation and investment activities of enterprises in the context of digitalization.

우리나라의 자영업자 비중은 아직도 OECD 국가 중 최상위에 속하고 있어 국민경제에 큰 부담으로 인식되고 있다. 그래서 정부는 자영업자에 대한 지원정책이 필요하다는 공감대 속에 이들에 대한 지원을 지속하고 있다. 그러나 아직까지 정부의 자영업자 지원의 경제적 효과에 대해 분석한 연구는 거의 없다. 그래서 본 연구는 정부의 자영업자 지원의 실질적 효과를 추정하였다. 자영업자의 매출액 결정식 추정결과 노동투입, 영업기간, 연령, 성별, 사전 사업 준비기간, 자영업자 지원정책 경험 변수가 통계적으로 유의하게 나타났다. 본 연구결과는 정부의 자영업자 정책 지원 시 우선 시 해야 되는 정책요인들이 무엇인지 중요한 실무적 지침을 제공하고 있다.

최근 우리나라는 글로벌 경제의 침체를 극복하고 침체된 경제를 활성화시키기 위해서 중소기업의 혁신역량을 강화시킬 수 있는 다양한 정책을 진행해 왔다. 이 연구는 ICT 기술 기업이라는 관점에서 이러한 정부의 노력 중에서 R&D 정보 지원 사업이 가진 가능성과 한계를 실증적으로 연구해서 증거기반의 정책이 가능하도록 시사점을 제공하고자 한다. 이 연구에서는 2014년 중소기업 기술통계조사 결과를 활용해서 정부의 R&D 정보 지원 정책과 중소기업의 기술적 또는 경제적 성과가 어떤 관계가 있는지 분석했다. 이 연구의 결과에 따르면 중소기업에 제공된 R&D 지원 사업(R&D 기획 지원 및 기술정보 제공)은 기술투자에 유의한 관계가 있는 것으로 나타났다. 반면에 R&D 정보 지원 사업은 기술적 또는 경제적 성과와 직접적으로 유의한 관계는 없는 것으로 밝혀졌다. 다만, R&D 기획 지원 사업은 기업이 ICT 분야를 연구하는 경우 기술적 성과에 유의한 관계가 있는 것으로 나타났다. 이 연구의 결과는 ICT를 포함한 기술 중심의 중소기업을 지원하는 정책을 구상하는 정책입안자에게 다양한 시사점을 제공할 수 있으며, 특히 중소기업에게 정보를 지원하는 기업이나 연구자에게 여러 가지 정책적 가이드를 제공해 줄 것으로 기대한다.
