A Study of Innovation Policy regarding Technical Regulation and Conformity Assessment Procedure on ICT Equipments - Focused on Privatization Plan (CT 분야의 기술기준 및 적합성평가시스템의 혁신정책에 관한 연구: 민간화 방안을 중심으로)

  • The technical regulation and conformity assessment procedure of our country on ICT equipments is currently required to have more innovation due to the request of main trade countries, the second phase conclusion of MRA, necessity of expansion of conformity assessment service market and demand of manufacturers. The world's leading advanced countries have already proceeded with innovation based on privatization plan. According to the comparative analysis of the level, it turned out that Japan obtained the highest level of privatization while South Korea ranked the lowest level. According to the research result of examination and certification ability of private institutions of our country, it turned out that our country is expected to have possibility of achieving higher level of privatization than that of the present. Moreover, according to the questionnaire survey conducted to the persons concerned regarding privatization direction, they gave positive response to all the indicated survey contents of privatization direction in terms of "delegation of certification services to private sectors (contracting-out)", "transformation of EMC into private voluntary standard" and "changeover of conformity assessment agent". However, from the view of acceptance and conflict model, it is estimated that starting from "delegation of certification services to private sectors (contracting-out)" seems to be the most advisable plan. Also, prior to privatization, it is required to improve relevant systems such as certification examiner system.

Analysis of the Interrelationship between Academic Research and Policy using Text Mining (학술연구의 동향 및 정책과의 상호관계 분석 : 중소기업 기술혁신정책을 중심으로)

  • In the Small and Medium Enterprises(SMEs) sector, research has shown an increasing trend due to changes in industrial society and policy. Therefore, the interrelationship between academic research and policy is relatively high. In this study, we analyzed the trends of academic research related to SMEs innovation policy. Moreover, we examined the interrelationships. By using text mining techniques, we have identified key themes and changes in domestic policy papers published since the announcement of the "Five-Year Plan for Innovation of SMEs". Also, we compared them with "Five-Year Plan for Innovation of SMEs" of each period. The result shows that the gap between academic research and policy has been closing over time. This study shows that there is an increasing number of research studies that verify policies at the relevant time from an academic point of view, and that policy issues are in turn influencing academic research due to government-driven policies. Also, it was confirmed that there was a time gap between academic research and policy. Academic research tended to increase compared to the previous year's level, when the policy had been implemented. The results of this study are expected to contribute to the establishment of the "2019~2023 five-year plan for Small and Medium Enterprises" which will be announced in the future, and this study will demonstrate the possibility of devising evidence-based policy.

  • The corporate R&D(Research and Development) has a primary role of new product development and its potential is the most crucial factor to estimate corporate future value. However, its systemic inadequacies and inefficiencies, the shorten product life-cycle to satisfy customer needs, the global operations by outsourcing strategy, and the reduction of product cost, are starting to expose to R&D business processes. The three-phased execution strategy for R&D innovation is introduced to establish master plan for new R&D model. From information technology point of view, PLM(Product Life-cycle Management) is one of the business total solutions in product development area. It is not a system, but the strategic business approach that collaboratively manage the product from beginning stage to end of life in all business areas PLM functions and capabilities are usually used as references to re-design new R&D process. BPA(Business Process Assessment) and 5DP(Design Parameters) in PI6sigma developed by Samsung SDS Consulting division are introduced to establish R&D master plan and re-design process respectively. This research provides a case study for R&D process innovation. How process assessment and PMM(Process Maturity Model) can be applied in business processes, and also it explains process re-design by 5DP method.

  • This study aimed at proposing a RD&D good practice policy guidelines for energy technology innovation in electric power industry, we identified the success factors on energy RD&D through representative case analysis such as energy RD&D demonstration project and strategy plan, technology road map, etc. Based on a successful case study, we have identified the key elements needed to suggest when setting a RD&D technology innovation policy framework for technological competitiveness in the power industry sector. We have presented guidelines for energy technology innovation direction from the full cycle perspective of RD&D. The energy RD&D innovation system that we have established is meaningful in that the implications are derived and reflected through the case analysis of developed countries. The results of this study are as follows; Enhancement of R&D investment performance, commercialization of research achievements, promotion of export industrialization of electric power industry, establishment of RD&D governance system of power energy, etc.

Technological Innovation in Public Education in the Era of COVID-19: Focusing on Distance Education Policy in South Korea

  • As the COVID-19 continues spreading, Korea's Ministry of Education (MOE) announced that all public schools, including elementary, middle, and high schools, must begin on April 9, 2020, via online teaching for the first time in the nation's history. There were opposite views among educators regarding the unprecedented attempt to start school online. This study intends to analyze the strategies and policies of distance learning in the public education sector using the experiences in Korea, which has been dealing with the COVID-19 pandemic over the past six months, and thus presents educational implications that may be of interest other countries in the post-COVID-19 era. This study first conceptualized the distance education policy in two domains: technological infrastructure and technological teaching and learning, and then examined what specific policies have supported distance education in school settings. For the analysis of policies supporting distance education in Korea, this study analyzed the relevant documents that include the annual plan and press release uploaded on the website of MOE from early March until early August. Accordingly, 13 documents that contain the distance education policy were analyzed in this study. To provide equal opportunities for all students and ensure fair resource allocations, technological inequality should be discussed in the context of educational inequality. Finally, this study looks at how strategies and policies could be related to educational equality and equity.

  • This study analyzes the business performance of research and development(R&D) and especially studies the effect of technology management activity and technology innovation competency on commercialization performance. According to previous studies, the technology management activity can be composed of technological innovativeness, analysis of market, R&D method, and appropriateness for commercialization plan. Also, the technology innovation can be divided into patent, R&D manpower, R&D investment ratio, production capability, and marketing capability. On the result of the analysis, all the components of technology management activity are positively related with commercialization performance. In case of technology innovation competency, however, only production and marketing capabilities have influence on the business performance. Especially, marketing capability controls the effect of technology management activities on the commercialization performance. Consequently, technology management is very important activity for SMEs to succeed commercialization and SMEs should collaborate with production and marketing departments from the early stage of R&D.

  • For the most domestic small and medium sized enterprises, having found no solution of the growth. For most companies do overcome stagnation phenomenon in the growth phase, stratagy of the technical innovation is very important. In this paper, we will study the concept of growing pains and stagnation cause of domestic small and medium sized enterprises. Through this, classifying small and medium sized enterprises growing step and find out the factors that to lead technical innovation for growth. we suggest plan for stratagy to continue the growth of small enterprises to mid-sized enterprises a standpoint of the technical innovation at each growth step.

  • Purpose - This study investigates the effect of strategic orientation on market performance with emphasis on the mediative role of innovation capability, economic value and relational value in food producer companies. Research design, data, and methodology - In this descriptive study, a population of 244 managers and employees of Food industry companies in Tehran were investigated. The respondents filled a questionnaire on strategic orientation, innovation capability, economic value, relational value and market performance, during January to August 2018. Reliability and validity were evaluated by Cronbach's alpha coefficient and confirmatory factor analysis. To analyze the data, Spearman's correlation coefficient and structural equation modeling were used by SmartPLS software. Results - Effects of competitor's orientation and technology orientation on all three intermediary variables were positive and significant. The effect of customer orientation on innovation and economic value was positive and significant, but the effect of customer orientation on the value of the relationship was insignificant. Furthermore, entrepreneurial orientation has a positive and significant effect on innovation capability. The effects of three mediator variables on market performance are positive and significant. Conclusions - As the relationship between the mediator variables and market performance were positive and significant, companies should have a comprehensive plan of focus on strengthening these variables.

  • Innovation clusters have different factors depending on different stages. Innovation clusters in Gyeonggi now are early stages, which are necessary to investigate factors so that they go into upstages. Silicon Valley is known as one of the best innovation clusters, which are now represented as the forms of related variety. The purpose of the paper is to investigate current situation of innovation clusters in Silicon Valley and suggest appropriate policies for the development of innovation clusters in Gyeonggi. In order to do this, we visit several representative institutions regarding infra, human-training, industry-academic-institution cooperation, start-up assistance and local government. Throughout the case study, we propose implications, and produce policy tasks for the development of cluster policy in Gyeonggi.

  • This study is a study on the innovation resistance that may arise in connection with the introduction and use of smart factory-related technologies by SMEs. It is to study the effect of the leading factors of innovation resistance on innovation resistance and the effect of innovation resistance on use intention by using the extended innovation resistance model. A total of 176 survey data were used for the study, and the study was conducted using SPSS 25 and Smart PLS 2.0. Relative advantage, suitability, perceived risk, social impact, and organizational characteristics have a significant effect on innovation resistance, and innovation resistance was tested to have a significant effect on the intention to use. As an implication according to the research, a plan to improve the level of introduction and use of smart factories using the expanded innovative storage model was presented by dividing positive and negative factors, and factors that should be improved and factors that should be reduced are presented. It was specifically presented.
