The importance of new renewable energy is emphasized not only new growth engine but also the key solution for the exhaustion problem of fossil energy and environment problem. For the steady growth of new renewable energy industry, securing related labor force is an essential factor. In this study, the status on labor force of new renewable energy industry was identified and forecasted the labor force demand of new renewable energy in 2015 by reflecting the industrial growth outlook on the new renewable energy. For the quantitative analysis methodology, the stock approach of Bureau of Labor Statistics (BLS) of the United States was applied. Also by performing survey on the experts, the opinions of experts on supply and demand of new renewable energy labor force or worker training programs have been gathered. As a result of study, it has been analyzed that nearly 20% annual growth rate will be shown as the labor force demand in the field of new renewable energy industry increases from 14,100 people in 2010 to 33,200 people in 2015. In the survey on experts, we could find that a plan for supplying labor force must be prepared promptly in order to accomplish new renewable energy supply objectives and industrial growth objectives by our country in the future as the supply of new renewable energy labor force is currently insufficient. Also, it has been analyzed that the effort for deciding the proper new renewable energy labor force training program standard will be necessary. This study result could be used as a material of labor force training plan for the steady growth of new renewable energy industry in the future.

Central government of Korea devised the balanced national development as one of important agenda of government administration, and set up special act for balanced national development. According to special act, a plan to transfer public institutions to local areas was publicized on June 24, 2005. Thus 175 public institutions located in the capital area will be transfered to 11 local governments, and innovative cities will be built in local areas until 2012. However, Gwangju and Jeonnam province adopted not two individual innovative cities but one common innovative city in cooperation with two local governments. This study focuses on the characteristics of location selection process of common innovative city in Gwangju and Jeonnam province. Discussion about construction of common innovative city was started in need of new model for common development of two provinces, and most of peoples agreed a plan to establish on common innovative city within Jeonnam area near Gwangju area. Gwangju Jeonnam Regional Innovation Council, in particular, played an important role in the process of location selection and initial discussion about common innovative city. In addition, Common innovative city to be built in Naju city will be provided positive regional development effects in several dimensions. In result, it has been evaluated as a successful model of innovative city to be constructed with transfer of public institutions to local areas.
Recently, the untact healthcare industry due to COVID-19 has been attracting attention, and the telemedicine industry based on medical information has become a field of the healthcare industry receiving attention. However, in Korea, due to obstacles in the legal system, telemedicine is still illegal between doctors and patients. In the case of neighboring China, the reality is the opposite of the recent rapid growth of the telemedicine industry under the leadership of the government. This study looks at this from the perspective of the industrial innovation system on the grounds that telemedicine is an industry and innovative technology needs to be changed to clarify the difference between domestic and Chinese telemedicine industries. As a result of analyzing China's telemedicine industry on the seven sub-divisions of demand conditions, innovators, networks et al., Such as seizing appropriate opportunities for demand driving effects and appropriate communication between economic actors were identified as major success factors. This researcher proposes the following suggestions. first, it conforms to the current digital New Deal policy flow, and conducts a demand survey on the change in demand for medical services in the 4th Industrial Revolution and the Untact Era. For the introduction, a plan to conduct a demand survey for the public and second, second, a plan to grow and intensively foster digital high-tech medical care as a new industry was suggested.

Jeongseon-gun has the SaBuk Public Library, 17 small libraries, and the Jeongseon Educational Library. In 2023, with the completion of the Jeongseon County Public Library, there is a need to establish innovative library policy strategies that consider balanced development by region. The primary goal of this study was to set the direction for the future of Jeongseon County's public libraries and provide appropriate strategies. To achieve this, an examination of the local situation and characteristics of Jeongseon County was conducted, followed by an analysis of the operational status of the public libraries. Additionally, a satisfaction survey and demand analysis were conducted among the residents of Jeongseon County regarding the libraries, to analyze directions for library improvements. Ultimately, taking into account the local characteristics, library status, and residents' needs, an optimized strategy for the region was presented. As a result of the study, the operational goal to achieve the vision was set as "a life-friendly library that shares the healthy lives of residents of Jeongseon-gun," and emphasized its role as a companion close to daily life for the healthy lives of Jeongseon-gun residents. The four strategic tasks to promote the operational goals were expressed as "a library that grows with local residents," "a library that provides multicultural exchange," "a sustainable future-oriented library," and "a library that cooperates with the local community."
Since municipal welfare institutions operate for different purposes from general companies or public enterprises, ESG practice items and model construction should be conducted through various and comprehensive social welfare studies. Since there are not many studies available in domestic welfare institutions yet and there are no suitable ESG management utilization indicators, the Cheonan Welfare Foundation's strategy and management strategy system were established to spread the model to other welfare institutions and become a leading foundation through education and training. The foundation and front-line welfare institutions selected issues identification and key issues through the foundation's empirical analysis and criticality analysis, focusing on understanding ESG management and ways to establish a practice model that positively affects institutional image and business performance. Based on this, the promotion system was examined by establishing a performance management plan after deriving appropriate strategies and establishing a strategic system for social welfare institutions. Environmental and social responsibility, transparent management, safety management system establishment, emergency and prevention, user (customer) satisfaction system establishment, anti-corruption prevention and integrity ethics monitoring and evaluation, responsible supply chains, and community contribution programs. This study attempted to specifically present efforts to settle ESG management through the consideration of the Cheonan Welfare Foundation. Therefore, it is considered to be useful data for developing ESG management by referring to the systematic development process of the Cheonan City Restoration Foundation to develop ESG measurement indicators.

The purpose of this study is to explore the direction of the role of lifelong vocational education as a field of lifelong education based on the content analysis of the innovation plan for lifelong vocational education and training in 2018. The conclusion is as follows. First, in terms of policy orientation, the direction of lifelong vocational education is possible to carry out life-integrated lifelong vocational education in terms of lifelong education. Second, in the education and training process, lifelong education can be carried out in specific practical competency areas in terms of lifelong vocational education. Third, in the case of the education and training system, in terms of lifelong vocational education, the philosophy of lifelong education is to establish an education system that spans the entire life. Fourth, in the case of education and training programs, various programs can be operated by type of lifelong education institution in terms of lifelong vocational education. Fifth, in the case of education and training, lifelong education can be distributed evenly across life stages from the perspective of lifelong vocational education. Sixth, in terms of the relationship with the industrial sector, lifelong education can strengthen the connection with industrial demand in terms of lifelong vocational education, and it can also strengthen the connection with government agencies. Seventh, in the case of support for the underprivileged, lifelong education is viewed from the perspective of lifelong vocational education. Free education and customized support for the underprivileged are possible at provincial and provincial lifelong education institutions and city, county, and district lifelong learning centers.

Many researches for service-life of chemical cartridges of respirators have been performed in many countries. On the result of these researches a few softwares programs were eventually developed to be used. In spite of that, it is difficult to apply these researches and softwares practically in the work spot because of too many factors that influence on service-life of chemical cartridges. This study was the first of two conducted for the purpose of developing program for estimating exchange period or service-life of chemical cartridges available feasibly in the workplaces. Collecting plan of cartridges discarded after use is in principle that three cartridges from three workers at a time, three steps of 1/2 exchange time due to smelling, just routine exchange time and 1.2 to 1.3 expanded time of routine exchange, total nine cartridges are collected in the same job site. 33 cartridges for organic vapor were collected in paint spray process of ship yard and paint factory, and 6 cartridges for acid were collected in plating process. These cartridges were analysed the remaining breakthrough time in 3M Innovation Center. Challenge vapor and breakthrough concentration were complied with Korean regulation for chemical cartridge respirators. Estimated breakthrough time was determined from previously used time plus breakthrough time for the remaining. Exchange period of cartridge would be the shortest time among three estimated breakthrough times. On the result breakthrough time for organic vapor was found to be relatively easily estimated, but that for acid aerosol or vapor was difficult to be confident. Even though this method was difficult to be precisely predicted exchange period of cartridge, it could be an alternative program practically available in the job site.

The purpose of this paper is to explore the educational direction and present improvements of the local college of engineering through the business feasibility and analysis of the universities that conducted financial support projects to improve engineering education. For this study, we analyzed a three-year of survey on the business satisfaction of the university that implemented aid for innovation in engineering education. A result of statistical analysis on the performance of the education programs and operations that performed by the participants in the project shows that the overall satisfaction rate of the support projects has increased from 73.8% to 83.4%, but the average rate of the related industries has relatively decreased. The research shows that the satisfaction level of creativity and problem-solving ability of new employees in task performance was low so that the overall satisfaction level of the business decreased. We are going to come up with improvement plan to develop creative problem solving skills through the design of program for engineering education innovation in the future.
The purposes of this study are first, to plan communication strategies for promoting the 1st National Science Festival and other events of the April 1997's Science Month in Koreas; second, to monitor communication activities done for those events; third, to evaluate effects of communication activities. Both the Ministry of Science and Technology and the Korea Science Foundation were arranged to execute our planned communication strategies. Basically we utilized the three sequences of human behavioral condition : Exposure, attention, and cognition. For planning, we suggested concrete communication strategies for each sequence, for example, first, those for bringing exposure to every event, second, those for bringing attention to the event, and third, those for bringing cognition of the event. Those communication strategies were suggested to use specifics of newspapers, television programs, radio programs, commercial and corporate magazines, electric visual sign advertisements on the street, and computer communication. For monitoring and evaluation, we used the same three sequences as the criteria. For example, we monitored and evaluated how much exposure, attention or cognition an event got or which specific medium contributed to exposure to, cognition of an event. For monitoring, graduate students were dispatched to examine each event through watching and interviewing. For evaluation, about 950 of event participants and non-participants were surveyed by means of face-to-face interview. Overall, we found that newspaper articles and television programs contributed a lot to people's exposure to events of the April 1997's Science Month. Especially, newspaper played a major role of heightening exposure. However, most events and/or their science and technology content failed to get salient attention and its following active cognition. The 1st National Science Festival attracted much exposure, but had some problems of disorder and commercialism. This sharp increase of exposure and some attention were believed to have reinforced people's, especially event participants' positive opinion of science and technology which is part of scientific culture.
In this study, the effects of Venture Start-up's Technological Capabilities on Financial Stability and Possibility of Insolvency was investigated by use of SEM(Structural Equation Model). Technological Business Capabilities include CEO's Technological Capability, Management Specialization and the Feasibility of the Investment plan. The empirical data for this study were taken from the technology assessment data of Korea Technology Guarantee Fund(KTGF) on 1,419 Venture Start-ups from 2011 until 2012 and the financial data of the following 2 years of the sample. Venture Start-ups established within 7 years, were selected for this study's sample from viewpoint of their 'High-Risk High-Return' characteristic. The results are as follows : Manpower including CEO's Technology-related Knowledge and Experience, Management Organization's Technological Specialization and Cooperativeness, Reasonable Investment and Financing Planning etc. were proved to improve Financial Stability, and therefore reduce Possibility of Insolvency.
