The Analysis of The Factors Affecting The Research Outcomes of Government-funded Research Institutes in Science and Technology (과학기술분야 정부출연연구기관의 연구실적 영향요인 분석)

  • The Korean government's R&D budget has risen steadily annually, reaching 24.2 trillion won in 2020, and the ratio of R&D expenditure to GDP ranked high among OECD countries. However, national science and technology innovation ranked low among OECD countries. This study focused on Korean government-funded research institutes in the field of science and technology by analyzing the effects of budget and workforce input on research performance in order to provide directions for management. Multiple regression analysis was conducted with budget and workforce input as independent variables, which influence major research outcomes (SCI paper, patent, royalty). In the research budget, only government contribution had a positive effect on SCI thesis performance, and the increase in the government project and private project funding had a negative effect on the number of patents and technology royalties. For the workforce, the positive effect of regular workers on all research achievements was 3-6 times more than that of non-regular workers. Through this study, policy implications such as establishment of institutional performance indicators according to research types were derived for the outcome driven management of government-funded research institutes in the field of science and technology.

  • Businesses have to survive and thrive in both domestic and international environments. In order to resolve these problems, new alternatives have been presented. These include the importance of women's resources and entrepreneurship of female CEOs. The sensibility, delicacy, creativity as well as the intuitive power of female CEOs, actively enables them to cope with the ever-changing environment. Because of the rapidly changing circumstances, the above mentions women's attributes are highlighted thus, causing women's roles in society to shift from their traditional tendencies to finding careers and their own identities. Due to this change in social roles, social interest and the values of female CEOs are being reevaluated. Accordingly, the conceptual consideration of female entrepreneurship (innovation, enterprise, risk sensitivity) as well as the factors to be considered for the entrepreneurship of female CEOs in order to promote knowledge management performance was derived in this research. The deducted implication of this research is that generally, the enterprise and risk sensitivity of entrepreneurship affect the knowledge management performance of female CEOs. It is therefore proved that in the case of female CEOs, entrepreneurship and self-efficacy are linked, allowing them to achieve the desired outcome for a specific task performance. Female CEOs are capable of company management through the mediating process of their enterprise, risk sensitivity, and self-efficacy and with faith in their knowledge management, will be able to achieve high performance. Therefore, using strengths and nature peculiar to women, women's economic activities derived from knowledge management based on entrepreneurship will not only help overcome the long-term economy crisis but also lead to high economic growth and development. This will be a dynamic force for the nation's new growth with financial means. The comparative study of existing results will also contribute in suggesting the direction of policies that will enable the success of female CEOs in entrepreneurship.

A Study on the Characteristics of Firm Agglomeration of Green Energy Industry in Daegyeong Region (대경권 친환경에너지산업 집적 특성에 관한 연구)

  • The purpose of this study is to examine the geographical distribution and the clustering characteristics as an industrial cluster in order to provide alternative fundamental data for the preparation of the policies to facilitate the development of the Green Energy Industry. The main source of the data in this study is the outcome of a survey conducted to the firms and environment specialist from June 21st, 2010 to July 23rd, 2010. The Green Energy related companies in Daegyeong region are clustered around Pohang and Gumi, Gyeongbuk, and Dalseo District of Daegu Metropolitan City. The core element of the sustainability of the Green Energy Industry in the region is the inducement of the large-scale corporate presence in the region as well as the technical and geographical proximity. That is, the fact that there are sister companies established by the large scale corporate Daegyeong region as they have chosen this field for their new drive for growth. The major location factors are proximity, higher quality expectations from the local demands, technical availability, and competition with other companies of the same industry in the region, rather than the availability of the raw material. And the choke points for these companies are the financial support of R&D and the policy support of specialist training. The policy to facilitate the development of the industry in question in Daegyeong region, therefore, should shift from its previous focuses on infrastructure building and taxation benefits to financial supports for the technical research, human resource development in response to the needs of the companies. Also, programs to support the proficiency training for the already-hired work forces and development of new policies for the Green Energy Industry are needed to be introduced for the development of the Green Energy Industry in Daegyeong region.

  • In this paper, we propose an smart device based robot programming education program and analyzing students' perceptions such as satisfaction, Expectancy-Value of IT convergence learning after the robot education program according to elementary gifted students' level. Smart device based robot programming education program designed based on schematic of the convergence suggested by WTEC and consist of creative phase, integration/fusion phase, innovation phase, outcome phase for learning practical process of the IT convergence. We are conducting a smart device based robot programming education class to consist of 126 gifted students and analysing the difference of perception. According to analysis of the result, core and advanced students' perception on satisfaction score shows also high. However, advanced level students' satisfaction score shows higher than core students' satisfaction score. Also, advanced level students' expectancy-value score on IT convergence learning shows higher than core students' score.

  • Before the financial crisis of 1997 in Korea, many industrial sectors across the country have achieved remarkable economic growth since the 1970s because of the development of large-scale equipment industries such as civil engineering, steel, construction and chemical industries. However, after the financial crisis, the economic growth rate has slowed down. Also, the global recession and the rise of China in the global business environment have led to a long-term recession in the national industry as a whole. In current economic environment, it is not easy for the companies even having excellent resources to continue its competitive advantage. Moreover, the chemical industry, which has an influence as a basic industry of other industries, misses the point of transformation into a high value-added industry, as shown in previous research. In order to meet the rapidly changing global business environment, Korean chemical companies should have a dynamic capabilities which to rapidly reallocate and consolidate the resources and capabilities they possess. The dynamic capabilities to convert, rearrange and develop the resources possessed by the company in the direction of creating high added value and to promptly search for, absorb, transform and fuse newly required capabilities and resources should be continuously applied to Korean chemical companies. It is the core competence to secure competitive advantage. In order to secure the dynamic capabilities of the company, the dynamic capabilities of individual employees should be strengthened and employees should be able to demonstrate their own leadership so that they can proactively work and self-manage in a positive direction. Previous studies have focused mainly on the dynamic capabilities of firms. However, the competence of the human resources that make up the enterprise leads to the capabilities of the enterprise, and the human resources themselves are also important corporate resources. This paper focuses on the dynamic capabilities of individuals and strives to clarify the causal relationship between dynamic capabilities, self-leadership, and organizational effectiveness which have direct or indirect effects on management outcome. The reasons for choosing the chemical industry are based on the fact that a domestic chemical companies are in a long-term recession, and they lacks a innovation and value creation capabilities. Also, chemical industry has a large impact on the national economy.

Investigating the Characteristics of Academia-Industrial Cooperation-based Patents for their Long-term Use (지속적 활용이 가능한 산학협력 특허 특성 분석)

  • Patents that are research results from industry-university cooperation (IUC) are a source of innovation, and play an important role in economic growth, such as technology transfer and commercialization. For this reason, there are many efforts to revitalize IUC, but in general, company patents are achievements that can be commercialized, rather than research achievements, so not all patents are used for business, even after their creation as the outcome of IUC. Therefore, this research supports the design of measures in which IUC can ultimately be linked to successful utilization of patents by identifying the purposes of IUC, even after it has been successfully promoted, and patents have been filed as a result. To this end, first, the patents registered for industry-academia cooperation in the United States are collected, and second, a predictive model is designed, with unexpired and expired patents predicted using machine learning techniques. The final identified patents are intended to derive available factors in terms of marketability and technicality. This study is expected to help predict the utilization of unexpired and expired patents, and is expected to contribute to setting goals for research results from technical cooperation between corporate and university officials planning early IUC.

  • The purpose of this study was to investigate the positive impact that social value coaching has on employees, specifically highlighting the role of regulatory focus. Based on a coaching model, we developed a social value coaching program and applied it to the employees. We investigated whether the experimental group that participated in the social value coaching program would report higher levels of meaning of work, hedonic job satisfaction, eudaimonic job satisfaction, and job crafting compared to the control group, as well as whether regulatory focus would function as a moderator. We only analyzed the moderating role of prevention focus as promotion focus did not show any moderating effects. The results suggest that the experimental group that participated in the social value coaching program reported significant increases in all of the outcome variables compared to the control group. Additionally, for meaning of work, hedonic job satisfaction, and eudaimonic job satisfaction, the effects of the coaching program was stronger for those with a higher level of prevention focus than those with a lower level of it. Based on these results, we discussed the implications and limitations of this research, as well as suggestions for future research.

A Study on the Implementation of a Community-based LIS Capstone Course: Developing the 21st Century Skills of Preservice Librarians through Human Library Projects (지역사회협력 기반 문헌정보학 캡스톤 교과목 개발과 운영에 관한 연구 - 휴먼라이브러리 프로젝트 수행을 통한 21세기 학습 기술 강화를 중심으로 -)

  • This case study reports on the redevelopment of a course, Local Culture Information Theory offered by the Department of Library and Information Science at C University, into a capstone design course using a project-based learning approach. In collaboration with a local community youth organization, the redesigned course provided an opportunity for LIS students to develop and implement a digital literacy program that enabled high school students to use a variety of digital multimedia technologies to complete a project of digital Human Library featuring video, audio, and digital are such as webtoons. Through semi-structured interviews with 5 students and 3 staff from partner organizations, this study reports on course development process, the establishment of local partnerships, project outcome, as well as suggestions for improvements. In addition, a qualitative analysis of the participating students' interview responses using the Framework for 21st Century Learning (P21) found they developed and improved 11 skills across three core areas: life and career skills including self-direction, project management, collaboration with diverse teams, flexibility, responsibility, leadership; learning and innovation skills including communication and collaboration, problem-solving, creativity, and critical thinking; and information, media, and technology skills through media creation. Lessons learned and recommendations from this case study may be useful for other LIS programs and faculty interested in implementing project-based learning or developing capstone design courses.

A Study on the Stereotype of ICT SMEs' R&D: Empirical Evidence from Korea (ICT 중소기업 R&D의 스테레오타입에 대한 연구 : 한국의 사례를 중심으로)

  • The ICT industry has been the main driver of Korea's economy with international competitiveness and is expected to be the growth engine that will revitalize the currently depressed economy. A broad range of different perspectives and opinions on the industry exist in Korea and overseas. Some of these are stereotypes, not all of which are based on objective evidence. Stereotypes refer to widely-held fixed opinions on a specific group and do not necessarily have negative connotations. However, they should not be viewed lightly because they can substantially affect decision-making process. In this regard, this study sought to review the stereotypes of ICT industry and identify objective and relative stereotypes. In the study, a decision-tree analysis was conducted on a survey result of 3,300 small and medium-sized enterprises (SMEs) in order to identify Korean ICT companies' characteristics that distinguish them from other technology companies. The decision-tree analysis, a data mining process based on machine learning, took a total of 291 variables into account in 10 subjects such as: corporate business in general, technology development activities as well as organization and people in technology development. Identifying the variables that distinguish ICT companies from other technology companies with the decision-tree analysis, the study then came up with a list of objective stereotypes of ICT companies. The findings from the stereotypes of Korean ICT companies are as follows. First, the companies are in need of technology policies that help R&D planning and market penetration. Second, policies must better support the companies working to sell new products or explore new business. Third, the companies need policies that support secure protection of development outcomes and proper management of IP rights. Fourth, the administrative procedures related to governmental support for ICT companies' R&D projects must be simplified. It is hoped that the outcome of this study will provide meaningful guidance in establishment, implementation and evaluation of technology policies for ICT SMEs, particularly to policymakers or researchers in relevant government agencies who determine R&D policies for ICT SMEs.

Multi-Level Analysis on the Influence of Core Employment Policies on the Team Leader's the Perceived Internal Process Organizational Competency and Job Satisfaction - Moderation Effect of Corporate Entrepreneurship - (인재우대 정책이 팀장의 인지된 조직 내부프로세스 역량과 직무만족도에 미치는 영향에 관한 다수준 분석 - 사내기업가 정신의 조절효과 중심으로 -)

  • Companies have recently become increasingly interested in corporate entrepreneurship to establish a core employment policy in order to secure and maintain core employees and to foster an innovation-oriented organizational culture. Therefore, The purpose of this study is to empirically analyze the causal relationship between core employment policies and the team leader's the perceived internal process organizational competency and job satisfaction, and to investigate whether corporate entrepreneurship has a moderation effect. Non-financial service industries including ICT companies were subject of the study and human capital corporate panel(HCCP) was utilized. The samples were 367 team leaders from 79 domestic companies. This study also applied Multi-Level Analysis(HLM), which simultaneously analyzes variables at both the individual level and the organizational level in order to improve the accuracy of the study. According to the result of the study analysis, core employment policies have a positive(+) impact on the perceived internal process organizational competency and job satisfaction. In addition, the moderation effect of corporate entrepreneurship was verified during the process when core employment policies influence the two outcome variables. corporate entrepreneurship was found to have a moderation effect that strengthens the influence on job satisfaction, but the moderation effect on the perceived internal process organizational competency was not statistically significant. These results confirm that organizational cultural factors such as corporate entrepreneurship are important influence variables in the process of influencing individual-level variables such as core employment policies. Academically, It suggests that in order to enhance the effectiveness of company strategies in respect of human resource management such as core employment policies, it is important to foster a cultural environment that suits the industry and characteristics of the organization. In addition, it suggested that companies in need of new innovation need to utilize corporate entrepreneurship.
