This study was carried out with the aim of suggesting the directions and criteria for the evaluation of engineering college by the media. In order to accomplish the purpose of the research, we compare and analyze items and criteria of the evaluation of the engineering colleges by domestic and foreign major media companies and investigate and analyze opinions of the engineering community on the evaluation on engineering colleges and universities by media, and then suggest direction of improvements of the evaluation including evaluation items. As the methods of study, literature survey, field investigations, and interviews of experts were utilized. The results of this study are as follows. At first, the direction of evaluations should be focused on educational values of institutions, and then evaluation should consider the characteristics of each universities and engineering colleges. Expansion of participation of engineering communities in evaluation process is also necessary and to secure of reliable and public data is highly important. In addition, the weighting factor of educational performance area were proposed to raise and also the factors should be adjusted to reflect the characteristics of engineering colleges.

Government R&D Project Management in Korea has had considerable difficulties because of the lack of project monitoring systems and insufficient communication. The National Program for Tera-level Nanodevices (TND Program) is a ten-year R&D program for commercialization in the area of nano technology. Collaboration and communication among the various participants such as business companies, universities, and government R&D institutes are key success factors in this R&D program. TND Program office has developed a Web-based project management system. This system consists of mostly four sub-management functions: (1) Milestones management of all R&D projects; (2) DR (Design Review) management as the mechanism for checking the performance against milestones; (3) Project activity management using the WBS (Work Breakdown Structure); (4) Budget management. Additionally, it also has many R&D supporting functions such as technology information bulletin board, community management, and visual summary of project progress and performance. This system is effective for monitoring research project as well as measuring project performance of the overall research program. This Web-based system has become the useful tool of R&D moving target mechanism and effective communication and collaboration tool. System features and adoption process of the system are also suggested.

본 연구는 글로벌 경제체제 하에서의 차세대 국가경쟁력기반인 광역경제권역 내에서의 지방 R&D 지원체계의 효율화에 대한 연구이다. 최근 OECD 주요 선진국들은 국가경쟁력 강화차원에서 지역의 경제권역을 확대해 가면서 확대된 경제권역에 새로운 권한과 기능을 부여하는 방식을 채택하고 있다. 또한 지역의 R&D의 역량을 강화하여 국가경쟁력의 기반인 지역의 경쟁력을 강화하기 위한 노력을 경주하고 있다. 본 연구는 이러한 상황하에서 우리나라의 지역 R&D의 경쟁력을 강화하기 위한 지역 R&D 추진체계에 대한 현황분석과 사례분석을 통하여 향후 우리나라의 지역 R&D 발전을 위한 방안을 도출하였다.

The paper discusses a novel educational initiative in e-commerce pedagogy where students work on an e-government project. The paper describes a two-semester joint e-government project conducted by the town of Amherst, NY, and the State University of New York at Buffalo. During the first semester, students in a graduate e-commerce course in the School of Management were instructed to identify and analyze management issues valuable for small or middle size local government. In the second semster graduate students from the Department of Computer Science and Engineering designed and implemented prototypes of three e-government portals: an on-line action site for governmental procurement (E-Procurement), a portal for reservation of community recreation facilities (E-Recreation), and a portal for online dog registration (E-DogRegistration) combining a central registry of dog owners with distributed veterinarian databases. The objective of this initiative is twofold. First, it saves the local government resources by eliminating duplication of services and by using students as developers. Second, it provides students with real life hands-on experience. The paper discusses both the technical issues involved in the implementation of the project, and the management issues that need to be taken into account to enhance the e-commerce experience for the ordinary citizen and local governments.

Science & Technology(S&T) personnel have been Playing a major role to develop our country since S&T is the most important factor in enhancing national competitiveness in the 21st century, As S&T activities are done by S&T personnel, it is essential to improve the welfare of S&T personnel in order to increase the performance of S&T activities. We should motivate them to pour their efforts and energy in S&T activities. However, the issue of S&T personnel's welfare has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many social problems, for example, avoidance of S&T areas by young generation, low social recognition of S&T community, and so on. Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. In this paper, we will suggest the 'Comprehensive Welfare Town for S&T personnel' as an effective instrument for improving of S&T personnel's welfare. In particular, we will discuss the detailed aspects of the comprehensive welfare town : objectives, strategies and budgets.

이 글은 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 정리하고 그것을 활성화하기 위한 방안을 다룬다. 먼저 현재 이루어지고 있는 사회문제 해결형 인문사회-과학기술 융합연구의 사례를 살펴볼 것이다. 복잡한 사회문제를 해결하기 위한 인문사회-과학기술 융합연구 사례와 기술이 가져올 수 있는 사회적 문제를 사전적으로 성찰하고 개선하기 위한 연구를 검토할 것이다. 이어서 사회문제 해결형 융합연구를 범주화하기 위한 틀로서 <2유형>(Mode 2) 연구를 제시하고 이를 바탕으로 사회문제 해결형 인문사회-과학기술 융합연구의 특성을 살펴본다. 이 특성을 기준으로 사회문제 해결형 인문사회-과학기술 융합연구의 역할과 발전방향을 모색한다.

The presidential election and the inauguration of the new government are a period of the policy window opening. The newly launched government is expected to improve the quality of life of the people. The Yoon Suk-yeol Government is also launched with new expectations with a transitional period in health care. The sustainability of health care in Korea is threatened. The environment of health care and the main policy issues of health care are difficult to secure the necessary finance for health care in spite of the increasing health care burden. Accordingly, the Yoon Suk-yeol Government's health care policy aims to provide intensive support to those in need of health and welfare and to improve the health of the people through investment in health. And for integrating fragmented health care and welfare services and creating people-centered community-based health care, a health care innovation center will be established for the evaluation platform of new delivery and payment systems, a health care development plan will be established for the blueprint of health care, and reorganizing the central & local government should be reviewed. Although we are facing unfavorable situations such as the distribution of the National Assembly, inflation, and the possibility of economic recession, we expect that announced health care policies will be implemented, recognizing that health care innovation is the only way to improve health care sustainability.

Purpose: This article explores the experiences of Research Universities (RU) on distribution-support technologies in commercialisation with a specific focus in the Malaysian context. Research design, data and methodology: A qualitative research was carried out, in which six RU were interviewed. A structured interview was conducted. To analyse and interpret the data was using an approach adopted in qualitative thematic strategy. The findings were transcribed using Atlas.ti software to analyse related themes through a thematic analysis approach to link theories. Results: The findings provide useful insights into the significant roles of distribution-support technologies on the commercialisation strategy and impacts on the ecosystem of innovation and commercialisation in providing the importance of Distribution-support Technologies to strengthen the role of university-industry-community relation to drive the economy towards a high-income nation. Conclusions: This study will contribute theory through commercialisation literature by adding new knowledge concerning the link between universities and distribution-support technologies in commercialisation. Therefore, the practical contributions are significant for universities; industries; research institutes; government and societies to develop and plan strategically for effective, strategic and sustainable distribution-support technologies in innovation and commercialisation ecosystem.

The application of the knowledge from the Human Genome Project to clinical medicine will be through both industrial drug development and the application of pharmacogenomics (PG) to patient care. The slow uptake of clinical innovations into clinical practice can be frustrating, but understanding the history of acceptance and sustaining medical innovation is critically important to position PG to succeed. This primarily means that PG tests must have legitimacy; they must be thoroughly validated, must be cost-effective, must be widely accepted by medical practitioners, must be supported by public policy, and must have a way of being easily incorporated into current medical practice. They must also lead to actionalble decisions by health care providers for their patients. Innovative PG assays should be tested in the best US laboratories, and reimbursement for testing must be accepted at the federal and state level. The companies providing these PG tests should be capable of supporting the interpretation and use of the test throughout medical practice. Advances such as the addition of PG information to drug labeling and the routine use of validated biomarkers to determine choice of cancer chemotherapy have been made. The PG research community must pay attention to the principles that have been previously described for acceptance and sustaining medical innovations in order for PG to be widely accepted in clinical medical practice.

The demand for metaverse is increasing rapidly due to the development of 3D information technology and the pandemic situation caused by COVID-19. Small and medium-sized enterprises(SMEs) are also in increasing demand for metaverse in the community, meetings, and customer services of their employees. Based on the UTAUT model, this study investigated the acceptance of the Metaverse-type information system(IS) by employees of SMEs. Using the responses from 170 SMEs employees, we conducted the regression analyses SMEs employees' usage intention on Metaverse-type IS. The results of the research analyses were as follows. First, among the variables of the UTAUT model, performance expectations, social influence, and promotion conditions had a significant effect on the intention to use. Second, among the variables derived from the industrial specificity of Metaverse-type IS, only individual innovation had a significant influence on the intention to use. Last but not least, in the relationship between the intention to use Metaverse-type IS and the influencing factors, only individual innovation was significant in the moderating effect according to past metaverse use experience.
