Over the past few decades, globalization has been shifting economic power upward to transnational actors on the one hand, and downward to subnational or regional spaces on the other. This phenomenon has resulted in the centrality of territorially delimited subnational regions acting as critical loci of economic governance within a complex and globally distributed value chain of trade and service flows. Within this broader context of industrial restructuring are economic regions that span national borders in their collective assets. The paper focuses on investigating the economic competitiveness and productivity of cross-border (or binational) economic regions. Using the conceptual framework of economic clusters, an econometric model that measures proxies of geographic proximity of firms in the life sciences cluster, and a new binational economic model, the paper examines the key characteristics, potentials and constraints of economic competitiveness and productivity in a cross-border region comprising counties in Western New York and regional municipalities in Southern Ontario. The findings demonstrate the direct and indirect benefits of closer cross-border economic cooperation. The paper then concludes with some policy observations about leveraging cross-border economic clusters for strategic industrial cooperation.

Science & Technology (S&T) personnel have played a major role to develop our country since S&T is the most important factor to increase national competitiveness in the 21st century. Therefore, it is very essential to increase the welfare of S&T personnel in order to increase national S&T and economic competitiveness. However, the welfare of S&T personnel has not been discussed sufficiently not only in academic research, but also in actual S&T policies. It has caused many. social problems (for example, avoiding fields of S&T of young generation, low social recognition of S&T community and so on). Under this background, this paper aims at investigating how to effectively improve S&T personnel's welfare. For this purpose, we deal with a theoretical review on the welfare of S&T personnel. After that, we will suggest 'Comprehensive Welfare Town for S&T Personnel' as a method of improving the welfare of S&T personnel.

Radiation technologies are being utilized in a wide range of daily modern life and provide the public with valuable benefits through applications in fields of medical, industrial, agricultural, and science & engineering research. On the other hand, there is a high possibility that radioactive materials can be used for malevolent purposes such as dirty bombs. The International community, therefore, has made efforts to improve the security of radioactive sources aimed at protecting the public from radiological terrorism. The paper investigated high-risk radioactive sources which could be used as dirty bombs. The paper reviewed the possibility of radiological weapon attacks and analyzed international trends to enhance security of radioactive sources. This study also proposed our countermeasures to reduce the threat of radiological terrorism and to properly respond to the radiological emergency caused by the radiological weapon attack.

Biochip, that is a fusion of BT/IT/NT, is the fundamental technology of bio-engineering in Post-genome Era. It is not only the tool to analyze the huge bio-informations but also the technology necessary for screening of new medicine and medical examination. Except some technological fields, biochip area has a good chance of occupying advantageous position in the world technology community by early aggressive investment, because a new access to this technology is possible without a past imitation process. This study is to analyze the trend of development of domestic and foreign biochip technology and its current market status. Finally it presents some suggestions for the government policy considering the possibility of its development in Korea.

Models and Strategies for Network Operator's B2B Ecommerce The B2B ecommerce market is one of the fastest growing areas in the telecom industry. However network operators have been slow to enter the arena, Network operator have been held back by their general unsurety about the Internet business. Network operators'core business(the supply of connectivity and transport service) is becoming unprofitable. As a result they are looking to diversify into areas where margins are higher. B2B ecommerce offers them a major way to achieve this. It is possible to identify various business models for offering ecommerce services to end user, ranging from the provision of complete packaged applications to the implementation and management of customized ecommerce solution. In this study the three main approaches available to network operators are the traditional IT outsourcing model, the ASP model and the community builder model.

This paper suggests a new paradigm of science and technology (S&T) policy for the purpose of the new national development that pursues not the scale expansion of a industrial production but the qualitative enhancement of industrial and S&T comparativeness. The new S&T policy paradigm includes new policy directions such as the density increasement of high quality- brain power and the energy supply for crossing the threshold from imitative R&D to creative R&D. Also, this paper argues that it is necessary not only to acquire the support of the local S&T community and policy-makers on the new S&T policy paradigm, but also to develop and implement policy measures in details on the basis of the new paradigm suggested by the paper.

As the climate crisis intensifies, the need to improve the climate resilience of developing countries is ever increasing. Hence, the international community is seeking ways to effectively conduct climate technology transfer by linking the projects with financial mechanisms. However, commercialization of climate technology in developing countries is no easy feat as comprehensive knowledge on the target country is a prerequisite for seeking a suitable technology-financial linkage measure. Hence, in-depth discussions on effective climate technology and financial linkage measures have become an important global agenda, and South Korea, as a country with long experience in climate technology transfer, and a strong ecosystem for public climate technology, should step forward to take up a leading role. Against this backdrop, this paper proposes strategies and implementation measures for linking funds from the Multilateral Development Banks (MDB) with Korea's Public Climate Technology (PCT) by examining several key areas of R&D, international cooperation, and technology commercialization.

The Sembilan Archipelago is famous for its great biodiversity, in which the humphead wrasse (Cheilinus undulatus) (locally named Napoleon fish) is the primary commodity (economically important), and currently, the environmental degradation occurs due to anthropogenic activities. This study aimed to examine the eco-environmental parameters and assess their influence on the abundance of humphead wrasse and other coral reef fish compositions in the Sembilan Archipelago. Direct field monitoring was performed using a visual census throughout an approximately one km transect. Coral cover data collection and assessment were also carried out. A coastal water quality index (CWQI) was used to assess the water quality status. Furthermore, statistical-based analyses [hierarchical clustering, Pearson's correlation, principal component analysis (PCA), and canonical correspondence analysis (CCA)] were performed to examine the correlation between eco-environmental parameters. The Napoleon fish was only found at stations 1 and 2, with a density of about 3.8 Ind/ha, aligning with the dominant composition of the family Serranidae (covering more than 15% of the total community) and coinciding with the higher coral mortality and lower reef fish abundance. The coral reef conditions were generally ideal for supporting marine life, with a living coral percentage of about > 50% in all stations. Based on CWQI, the study area is categorized as good and excellent water quality. Of the 60 parameter values examined, the phytoplankton abundance, Napoleon fish, and temperature are highly correlated, with a correlation coefficient value greater than 0.7, and statistically significant (F < 0.05). Although the adaptation of reef fish to water quality parameters varies greatly, the most influential parameters in shaping their composition in the study area are living corals, nitrites, ammonia, larval abundance, and temperature.

The purpose of this study was to investigate the effects of participation in the learning community program on the communication skills and cooperative learning capabilities of college students. To this end, in the second semester of 2018, pre and post surveys were conducted on 296 students at A University and analyzed using SPSS. The main research results are as follows. First, there was a significant difference in the participation of the learning community program in the cooperative learning capacity of college students. Second, in the analysis by sub-factors, there were significant differences before and after the program in the factors of cooperative learning competency learning participation and learning satisfaction. Third, the differences between grades showed significant differences between the 2nd and 3rd grades before and after the program. Fourth, based on the results of this study, suggestions were made for learning community program activities and follow-up studies. The results of this study analyzed the effects of learning community activities conducted at universities on the communication skills and cooperative learning capabilities of college students, and presented practical measures for the systematic operation and support of learning community activities.

This study was conducted with the aim of opening a new horizon in understanding the church, which is a community of faith, in the context of losing social credibility with selfishness and closedness, and spreading social distance due to the epidemic. First, the concept and meaning of 'Ecclesia', a representative term for the church, was studied historically, biblically, and theologically, and Paul's intention was frequently used. Second, we explored the new horizons of the community of faith through a discussion of Roberto Esposito's Communitas and Immunitas, which unraveled the relationship between community and individual with an immunological concept. Not only dis lose social trust for a variety of reasons, but it has been pointed out as a target of social distancing due to the spread of the epidemic virus and is facing a crisis of weakening or loss of the faith community of the "church". Since the second epidemic has been predicted since Covid-19, the partial loss of daily life and the weakening and loss of meeting worship and fellowship in the church are inevitable. The church in the future needs to transform and build a true community of faith that understands the concept of immunity and can lead the transformation of society while revealing the spirit and life scent of Jesus Christ. To this end, innovation and practice of the paradigm of the community of faith appropriate to the rapidly changing times and situations is required. In Chapter 1 of this paper, we propose innovation by pointing out the problems of the church and the faith community, which have lost social credibility, and which are the objects of social distance, with selfishness and closedness. Chapter 2 studies and analyzes the 'Ecclesia' used in ancient Greek to transform the paradigm of the faith community, and identifies the intention of the apostle Paul to apply the 'Ecclesia' to the church's faith community. Chapter 3-4 discusses the concept of immunity, summarizes the reinterpretation of Esposito, who looked at the relationship between the individual and the community through the concept of positive immunity beyond negative immunity. And It draws application points for transforming the faith community of various communities, individuals, and churches. In conclusion, Chapter 5 restores precious gatherings and participation that are weakened and lost through the meaning of 'Ecclesia' and suggests expansion to higher level public gatherings and democratic participation. In addition, based on the reinterpretation of the concept of immunity, we present unity in diversity and diversity in unity as alternatives to the church and community of faith.
