A Study on the Prioritization of Policy for Gendered Innovations

  • Gendered innovation in Science, Technology and Innovation, which seeks better science for both men and women by integrating sex and gender analysis, has become an important issue in the entire process of STI, as initiated by the European Commission, Canadian Institutes of Health Research in Canada and the National Institutes of Health in the United States. Korea has also attempted to reflect gendered innovations in Science and Technology as a critical factor in the 3rd and 4th National Plan, followed by the Act on Women Scientists and Engineers (2002). Against this background, the aim of this study is to prioritize the policy instruments regarding gendered innovation in Research and Development. Through the Focus Group Interview (FGI) and the Analytic Hierarchy Process (AHP), this study attempts to set the priority among selected criteria, various types of policy instruments, and the applied research development area. As a result, this study shows the preparation of the relevant legal and institutional mechanisms for the full introduction of gendered innovation in S&T, and the importance of various policy instruments for S&T innovation in the fields of planning, budgeting, managing national R&D projects, evaluating and impact assessment, etc., being derived in a systematic way to ensure their effectiveness.

A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

The Effects of the change in Telecommunication Regulation on Incentive for Network Investment and Innovation - Based on Korean Telecommunications Regulation Changes-

  • This paper analyzes the impact of the change in telecommunication regulation changes including the unification of telecommunication service on network investment. The unification of telecommunication service plays a role of separating behavior regulation from entrance regulation and reducing entrance constraints. Therefore, it is expected that the market spillover effect is high through the improvement of behavior regulation. In addition, the effects of the other regulation changes in the 2010 Telecommunications Business Act revision are analyzed. This paper discusses critical factors affecting the decision making process in respect to the firm level and analyzes the impact path guiding investment and innovation. The key findings are as follows. First, the impact of entrance deregulation depends on the intensity of deregulation. If the intensity is not high, this regulation increases the incentive on investment and innovation. However, if the intensity is high as shown in abolishing of licensing, it affects the incentive negatively. Second, if interconnection regulation focuses on existing facilities or the intensity is not strong, this light handed regulation might increase investment and innovation. However, if interconnection obligation is expanded to the facility not constructed or the facility applying new technology, this regulation might deteriorate investment. Third, price deregulation increases the competition of service but it also increases the business opportunity, which means positive effect on investment. Finally, the paper proposes the guideline for telecommunications policy.

Technology Transfer and Entrepreneurial Development through University Business Incubation Process in Thailand

  • This study is concerned with the process of technology transfer and commercialization. It is focused on the entrepreneurial development through the university business incubation process of Thailand. The study analyzes the leading university business incubators (UBIs) as well as major science and technology incubators to understand the strategies for commercialization of technology. The analyses of results, based on the Triple Helix model, have shown that the incubation program is one of the major policy mechanisms to support innovation and suggested that UBIs should act as an intermediary between the spheres of university and industry to provide interactive linkages and promote effective utilization of university research. The empirical study provides theoretical and managerial implications on the government policies to support the entrepreneurial development, innovation development and diffusion.

  • Recently, as the role of science and technology in social domain is more increased and the creative economy becomes a important matter in national development strategy, it is necessary that the improvement of legal system on science and technology for efficiently responding to paradigm shift into Innovation driven science and technology policy. Especially, The Framework Act On Science And Technology as a general and basic norm on science and technology policy is necessary to revise in systematic and substantial aspect in order to correspond with changed environment and current of the times. The Framework Act On Science And Technology was established in 2001 and revised several times, but substantial amendment reflecting the political facts as the need to demand was insufficient because it was revised only related with restructuring the government organization and changing the S&T Policy Coordinating Committee system. And therefore, this paper aims to review the problems and complementary factors and suggest the improvement draft on The Framework Act On Science And Technology. According to study, the revision methodologies are following : first, the Chapter and Paragraph of the law should be restructured to improve the systemicity, next the comprehensiveness, effectiveness, connections with related special laws and compatibility of the law should be complemented by adding the new provision or amending the inadequate provision to improve the position and function as a general and basic norm.

So in order to maintain the pace with the changing business scenario and coping with the competition Innovation and Creativity is considered a mandatory tool for a business to exist and grow in market. Whether a company is Employee centric or Business centric Innovation and creativity has to have its space in order to keep a business ahead of others in the Market. Also it's not just the competition which has led to the Innovation and Creativity in Business practices it's also the demanding chunk of consumers and customers who are aware and prefer maximum choices before making a final deal. Another reason as to why there is a change in business practices is the globalization of businesses where you need to rope in the Innovative ideas to launch and sustain in new market. There had been tremendous shift in business practices but to give a room to innovative ideas and implement that creativity need ample to space and vision along with an attitude where in you can resist for getting an immediate results from innovative business practices. Corporate Creativity is characterized by the ability to perceive the world in new ways, to find hidden patterns, to make connections between seemingly unrelated phenomena, and to generate solutions. Generating fresh solutions to problems, and the ability to create new products, processes or services for a changing market, are part of the intellectual capital that give a company its competitive edge. Creativity is a crucial part of the innovation equation. The innovation and creativity is not limited to any area of business, it can start from your waiting lounge to your board room meeting depending upon how the things are perceived and implemented for the betterment of people and business. The purpose of this research is to understand the latest creative business approaches and practices that organizations are following to be different from their competitors. Also this shift from generic business practices to the Innovative and Creative approach seems to take the business into new world. This approaches means starting from the bottom of the Pyramid and finally touching the pinnacles in Innovation and creativity. A Study on the Perception of Data 3 Act through Big Data Analysis (빅데이터 분석을 통한 데이터 3법 인식에 관한 연구)

  • Korea is promoting a digital new deal policy for the digital transformation and innovation accelerating of the industry. However, because of the strict existing data-related laws, there are still restrictions on the industry's use of data for the digital new deal policy. In order to solve this issue, a revised bill of the Data 3 Act has been proposed, but there is still insufficient discussion on how it will actually affect the activation of data use in the industry. Therefore, this study aims to analyze the perception of public opinion on the Data 3 Act and the implications of the revision of the Data 3 Act. To this end, the revision of the Data 3 Act and related research trends were analyzed, and the perception of the Data 3 Act was analyzed using a big data analysis technique. According to the analysis results, while promoting the vitalization of the data industry in line with the purpose of the revision, the Data 3 Act has a concern that it focuses on specific industries. The results of this study are meaningful in providing implications for future improvement plans by analyzing online perceptions of the industrial impact of the Data 3 Act in the early stages of implementation through big data analysis.

The Main Character and Evaluation of China's New Electronic Signature Legislation (중국 전자서명법의 주요내용 및 평가와 전망)

  • China has recently (28 August 2004) adopted a new act legalizing the electronic signature. This new act provides electronic signatures with the same legal status as handwritten signatures, and states that on-line certification providers will have to be created in order to ensure the security of on-line operations made using said signatures. This new act is intended to increase Chinese electronic business, and thus to raise the revenue China can expect from said business. And the law grants electronic signatures the same legal effect as handwritten signatures and seals in business transactions, and sets up the market access system for online certification providers to ensure the security of e-commerce. As Internet trade requires a reliable third party to identify the signers, the credibility of online certifying organizations is significant for the transaction security. So, considering the weakness of China's social credibility system, the law regulates that the online signatures certification providers should be approved and administered by governments.

  • The Design Protection Act of Korea classifies industrial designs into examined-based and unexamined-based articles. For design application and registration under the DPA, applicable product for the design needs to be chosen in order for it to be registered. Clothing and personal belongings under class B in the classification list are subject to unexamined-based articles. A sound and logical classification system will lead to higher administrative efficiency as well as assurance of more convenience for the system users. This paper examines the suitability of the design classification for clothing and personal belongings and purposes to suggest improvements.

Accessing Technology from Global Production Networks: The Case of Joint Ventures in Indian Auto Industry

  • This study provides a background on the growth of Indian automobile industry under different regulatory regimes. It is observed that the international joint ventures have played a key role in the growth of the sector. The study further examines the motives for forming IJVs in the auto component sector and also identifies the criteria for choosing the joint venture partner to mitigate conflicts. These two specific attributes form the core towards transfer of technology, promoting innovation and also act as a catalyst for adopting and choosing appropriate technology. The study brings out the relationship between motives, partner selection criteria and performance of the IJVs. Results indicate that firms gave maximum importance to technological skills, quality control measures and proprietary knowledge in selecting IJV partners. It is also observed that the motives affect the partner selection criteria in terms of skill and resources needed from the partner.
