This article explored the status of E-Government initiative in developing countries by taking the case of Ethiopia. The study had analyzed the practice, challenges and the future prospect of the E-Government initiative in the country. The paper had used both secondary and primary sources of data. In identifying the practice and future prospects of the E-Government imitative, related works in the area were reviewed and appraised. In ascertaining the major challenges, structured and semi-structured interviews were carried out with selected stakeholders from the government office and the private sector. The result of the study had shown that the country had registered a promising progress in E-Government index in the past four years ranking at 157th in the year 2014, which was standing at 172nd in the year 2012. Above all, high- level political commitment and the design of specific actions plans that are linked to the national sustainable development priorities were the key success factors. Nevertheless, there are still enormous challenges that have to be tackled for citizens to drive the benefits arising from the implementation of E-Government initiative. The study had identified limited cross-sectoral connectivity, lack of intra-organizational connectivity, low human resource capacity, language barrier, lack of awareness and absence of appropriate legal and regulatory framework as major challenges. Finally, the study forwarded constructive suggestion that can be adopted in the way forward of the E-Government initiative.

Former South Korean President Moon Jae-in implemented a project called the Peace Initiative, which prioritized a "peaceful and prosperous Korean Peninsula" as the core national agenda and involved using a peace-based frame instead of a unification approach to address inter-Korean relations from a different perspective. This initiative was evaluated in this study using a revised version of the pyramid model to assess the input-output-result process underlying the project and determine whether it generated results that differed from those achieved by the previous administration. To these ends, this research compared Moon's key presidential speeches with those of his predecessor, Park Geun-hye, as input, news commentaries and responses from major players as output, and the trend of perceptional and attitudinal changes in public opinion as results. Although Moon failed to accomplish significant policy effects on inter-Korean relations because of geopolitical challenges and the transfer of power to the conservative party, the analysis revealed that the input, output, and partial results of inter-Korean dialogue reflect some progress.

A power supply of cathode has been developed for hall-effect thruster for small satellite. A microwave cathode has been applied to the electric propulsion system and cathode power is necessary in oder to work securely. Anode current is varied by a flow rate controlled by anode tank pressure. Then cathode current has to be controled in proportion by anode current. So cathode power supply has been designed to offer a current proportional to anode current. Also cathode power has been tuned to work securely for cathode to emit more electron than anode within 0.03A. The function test of cathode power was performed by constructing an equivalent load for anode and cathode. It has been tested in a vacuum chamber in order to ensure a stable operation of the thruster. And it was confirmed that thruster normally has been operated in the space environment after the launch.

The purpose of this study was to examine the visual evaluation of image according to the style, hue, value, and chroma of the male clothing and the preference of image. A quasi-experimental method was used for this study. The first factorial design was the $2{\times}3{\times}2{\times}2$ (style of upper clothes ${\times}$ hue ${\times}$ chroma ${\times}$ color of trousers), and the second factorial design was the $2{\times}3{\times}2$ (style of upper clothes ${\times}$ value ${\times}$ color of trousers). The styles of upper clothes were a soutien collar casual jacket and a polo shirt. The subjects were 509 female college students living in Seoul. Factor analysis showed five image categories of men's clothing: initiative, dignity, politeness, activity, and mildness. Yellow was evaluated as having the highest initiative and activity. Blue was shown to have lower mildness than red and yellow. The high saturated chroma was perceived to be higher initiative and activity than low chroma. The shirts were evaluated higher in activity and mildness than the casual jackets were. The beige pants were perceived to be higher in dignity and mildness than the dark blue pants. The high chroma jackets were perceived to be higher in both initiative and activity than the low chroma jackets. The navy blue pants with the upper clothes in low chroma blue were perceived to be higher in politeness than with the upper clothes in low chroma red or yellow. The low value clothes were perceived to be higher in both initiative and dignity.

The study has compared the effects in SNS-utilized instruction that each of self centric activities and social interaction added social activities affected self initiative, attitudes and self efficacy to information technology respectively. The research methods utilized the pre experimental design as nonequivalent experimental group. The data was analyzed by paired t-test and content analysis. The results showed that the SNS class utilized self-centric activities were effective in self-initiative and attitudes toward information technology, while social interaction added social activities were effective in not only self-initiative and the attitudes of information technology but also self efficacy of information technology. And content analysis of the effects of the education showed that information sharing, instancy and accessibility were advantageous but information security and privacy issues were problematic. That is, it was confirmed that when self-centric activities and social interaction activities were practised simultaneously in SNS-utilized instruction, the self initiative which learners planed and executed by themselves, the attitudes and self efficacy of information technology which were able to enhance learning ability and to show satisfaction to individual learning were improved.

We have fabricated high-quality c-axis-oriented $MgB_2$ thin films by using a pulsed laser deposition technique. The thin films grown on (1 1 0 2) $Al_2$$O_3$ substrates show an onset transition temperature of 39.2 K with a sharp transition width of ~0.15 K. X-ray diffraction patterns indicate a c-axis-oriented crystal structure perpendicular to the substrate surface. We observed high critical current densities ($J_{c}$) of ~ 16 $MA/\textrm{cm}^2$ at 15 K and under self-field, which is comparable to or exceeds those of cuprate high-temperature superconductors. The extrapolation $J_{c}$ at 5 K was estimated to be ~ 40 MA/$\textrm{cm}^2$, which is the highest record for $MgB_2$ compounds. At a magnetic field of 5 T, the $J_{c}$ of~ 0.1 $MA/\textrm{cm}^2$ was detected at 15 K, suggesting that this compound is very promising candidate for the practical applications at high temperature with lower power consumption. As a possible explanation for the high current-carving capability, the vortex-glass phase will be discussed.d.d.d.

The purpose of this research was to investigate and analyse how Community Forest Initiatives as urban fringe management initiatives made alliances with a variety of interest groups, enrol them in the urban fringe management processes using the Actor Network Theory. The Thames Chase Community Forest Initiative was selected and its area of operation included a $97 km^2$ area of green-belt area in East London. It was a instrument far improving and protecting the unique characteristics of the countryside landscape from urban developments as well as evaluating the impact of forestry inclusion in land use planning in the urban fringe. It was operated through a tiered structure comprising the Thames Chase Joint Committee and the management team. They employed a variety of devices to speak with one voice to bring about an effective operation process and to secure the enrolment of a variety of interest groups in its operational processes. Of note, the initiative's actor network impacted on improvement to and management of the countryside landscape despite not owning any land itself. As a result, when urban fringe management initiatives will be launched in South Korea to achieve a more effective and efficient urban fringe management, local councillors and representatives from public and non-government bodies should be more responsive to local communities' views and needs and work more vigorously on their behalf through lobbying, seeking media support, and so on. Moreover, better understanding and communication between local authorities' officers and management initiatives' teams are essential to avoid duplication of work practice.

We have investigated the mixed-state magnetoresistance of high quality c-axis-oriented MgB2 thin film for magnetic field from 0.5 T to 5.0 T, applied normal to ab-plane. The temperature dependence of magnetoresistance was well described by vortex glass and fluctuation theories for different temperature regimes. We observed glassy exponent of v(z-1)~3 and upper critical field of $H_{c2}$(0)~35 T, which is consistent with previous data obtained from direct $H_{c2}$(0) measurements. Interestingly, the thermally activated flux flow region was observed to be very narrow, suggesting that the pinning strength of this compound is very strong. This finding is closely related to the recent reports that the bulk pinning is dominant in $MgB_2$and the critical current density of $MgB_2$ thin film is very high, comparable to that of cuprate superconductor. The present results further suggest that $MgB_2$is beneficial to technical applications.ons.

The arrival of the Smart Age has allowed the mature development of information and communication technology (ICT), which increasingly affects our societies and daily lives. Aligned with the contextual background, the Association of Information Systems, which comprised MIS professors, selected ICT-enabled Bright Society Initiative as a future agenda in December 2014. This study employs the Delphi method, which involves the three steps of brainstorming, clustering, and ranking, to deliver the main purposes of the research: finding the agenda items to examine the Bright ICT Initiative, ranking these items strategically, and discussing the subprograms. The research findings discover 11 major issues, and the importance of each issue is ranked by analyzing the survey. Furthermore, how the levels of the importance of each issue that affects individuals, corporations, and societies/nations differ according to age and gender is studied.

고속 이동통신의 발전으로 인하여 무선 상에서 웹 브라우징 서비스를 효율적으로 받으려는 요구가 늘고 있지만 기술적인 측면과 표준화 분야 측면에서 아직까지 충분한 지원이 이루어지고 있지 않다. 이러한 문제점을 해결하고자 W3C MWI Activity는 모바일 웹 브라우징 환경의 호환성 확보와 유무선 웹 콘텐츠간의 효과적인 연동을 위한 목적으로 활동을 시작하였고, 이를 위해 필요한 모바일 웹 콘텐츠 저작/활용에 대한 모범사례 분석과 가이드라인 표준화, 모바일 단말 정보 공유활용 방안 등에 대한 표준화를 진행해오고 있다. 또한 표준 웹 콘텐츠 인증을 위해 모바일 OK 인증표준화를 추진하고 있다. 본 연구에서는 이러한 W3C 모바일 웹 이니셔티브(MWI: Mobile Web Initiative)" 대한 기술 및 표준화 활동을 살펴보고자 한다.
