The purpose of this study is to propose a quantitative toxicity endpoint distance suitable for the initial response of firefighters by comparing and analyzing the commonly applied toxic level of concern (T-LOC), specifically emergency response planning guidelines (ERPG), acute exposure guideline levels (AEGL), and immediately dangerous to life or health (IDLH). This is to protect the fire brigade, which responds to toxic chemical accidents first during the golden time. Using areal locations of hazardous atmospheres, a damage prediction program, the amount of leakage for both acidic and basic substances, along with the endpoint distance, were analyzed for alternative accident and worst-case accident scenarios. The results showed that the toxicity endpoint distance, serving as a compromise between Level-3 and Level-2 of T-LOC, was longer than ERPG-3 and shorter than ERPG-2 with IDLH, while its values were analyzed in the order of ERPG-2, AEGL-2, IDLH, AEGL-3, and ERPG-3. It is suggested that the application of IDLH in an emergency (red card) and ERPG-2 endpoint distance in a non-emergency (non-red card) can be utilized for the initial response of the fire brigade.
Calculation of the damage impact of chemical accidents is an important element in site, and the initial isolation distance and the protective action distances are significant factors in coping the chemical accident. In this study, three major cities that represent each Province were selected, and the safety distances were calculated considering regional climate conditions. The results were compared with the prescribed values in Emergency Response Guidebook. It is concluded that the regional meteorological conditions such as temperature, vapour pressure, relative humidity, wind speed, and cloud cover should be reflected in estimating the initial isolation distance and the protective action distance.
The Convention on the international regulations for preventing collisions at sea, 1972(COLREGs) defines the collision avoidance principles and various navigation rules for the prevention of collision at sea. In particular, the initial responses to avoid risk of collision are mainly decided by navigation officer's experience and subjective judgement. However, collision accidents could be effectively prevented if the minimum criteria of quantitative initial response are suggested to the junior officers and the cadets who have insufficient sea experience and navigation competency. This study reviewed the COLREGs terms related to the initial response and the existing papers concerned with risk assessment model. A questionnaire survey is also carried out for safe passing distance, degrees of alternating course and initial response distance to avoid collision in accordance with various encounter situations. Base on these results, we propose the proper minimum safe passing distance between the vessels, the initial response distance and required turning angles for alternation in each encounter situations. The suggested criteria of initial response will contribute to the prevention of collision at sea as well as the improvement of gradual navigation technology.

As hazardous chemicals are releasing in process industries such as chemical & petro-chemical plants, the importance of initial responses has been always emphasized. However, little attention of quantitative analysis of the consequence by different initial responses during releasing of the chemicals has been done. The main objective of current paper is to investigate the effects of initial responses for the release accidents of hydrofluoric acid. For this, a simplified equation that can easily calculate the effect distance by varying concentrations of hydrofluoric acid was firstly deduced. In addition, a causal loops for the initial response steps using the system dynamics technique was constructed during release of 50% hydrofluoric acid. The effect distances according to different scenarios of the initial actions were also quantitatively analyzed by applying the simplified equation to the causal map. As a result, the highest reduction rate on the maximum effect distance was obtained with 'start time of action after leak detection' being about 87% while the lowest was 'arrival time of professional response team' being about 50%, as expected. It is expected that the results gained from the current study can be helpful as of basics of the initial response to the workplace, dealing with the hydrofluoric acid.

Track jump control is a random access strategy for short distance movement. The most common track jump scheme is a bang-bang control of a kick and brake manner. In a conventional track jump scheme, a track-following compensator is turned off during kick and brake periods, and restarted at a target track for track pull-in. The inevitable controller switching with non-zero initial condition results in undesirable transient response, and excessive overshoot in the transient response causes track pull-in failure. In this paper, a new track jump scheme is proposed for enhancing track jump stability. Instead of control switching, internal states of a track-following controller are artificially manipulated for kick and brake actions in a digital control environment. Experimental results are provided in comparison with conventional track jumps.
In this paper, we consider an optimal guidance problem with both the terminal impact angle and control constraints in addition to the usual zero miss distance constraint. We first present the optimal solution of the problem for the missile of an arbitrary order, and show that it is a linear combination of a step response and a ramp response of the missile. Therefore the usual practice of using the control obtained by saturating the optimal solution for the case of unlimited control may result in a large terminal miss. A method called the initial command saturation is suggested to reduce this terminal miss, where the control in the initial phase of guidance is forced to be saturated until a certain condition for a guidance variable is met.
Removal of COD and TSS from rice mill wastewater was investigated using continuous electrocoagulation method (CEC). The electrical energy consumption (EEC) of the process was also examined in order to evaluate the economic viability. The Box-Behnken statistical experiment design (BBD) and response surface methodology (RSM) were used to investigate the effects of major operating variables. Initial pH, current density, electrode distance and flow rate were selected as independent variables in BBD while COD removal, TSS removal and EEC were considered as the response functions. The predicted values of responses obtained using the response function was in good agreement with the experimental data. Optimum operating conditions were found to be pH of 7, current density of 15 mA $cm^{-2}$, electrode distance of 5 cm and flow rate of 70 ml/min. Under these conditions, greater than 89% removal of COD and TSS were obtained with EEC value of 7 KWh.
The minimum safe separation distances from LPG filling station was discussed in this work based on the accident data from 1987 to 1998 in south korea, the initial damage of accident, and standards of countries. The safety distances are adequate to reduce ignition probability by released gas and provide space for implementation of emergency response after ignition. Therefore, the distances are related to the distance to LFL(Lower Flammable Limit) and the length of jet fire to prevent accident escalation. The range of the distance was suggested in this work to make standard with considering economic, culture, and safe guards.
An eigenspace projection clustering method is proposed for structural damage detection by combining projection algorithm and fuzzy clustering technique. The integrated procedure includes data selection, data normalization, projection, damage feature extraction, and clustering algorithm to structural damage assessment. The frequency response functions (FRFs) of the healthy and the damaged structure are used as initial data, median values of the projections are considered as damage features, and the fuzzy c-means (FCM) algorithm are used to categorize these features. The performance of the proposed method has been validated using a three-story frame structure built and tested by Los Alamos National Laboratory, USA. Two projection algorithms, namely principal component analysis (PCA) and kernel principal component analysis (KPCA), are compared for better extraction of damage features, further six kinds of distances adopted in FCM process are studied and discussed. The illustrated results reveal that the distance selection depends on the distribution of features. For the optimal choice of projections, it is recommended that the Cosine distance is used for the PCA while the Seuclidean distance and the Cityblock distance suitably used for the KPCA. The PCA method is recommended when a large amount of data need to be processed due to its higher correct decisions and less computational costs.
This study was concerned on the application of a hybrid approach for analyzing the buried pipelines deformations subjected to earthquakes. Nonlinear time-history analysis of Finite Element (FE) model of buried pipelines, which was modeled using laboratory data, has been performed via selected earthquakes. In order to verify the FE model with experiments, a statistical test was done which demonstrated a good conformity. Then, the FE model was developed and the optimum intersection angle of pipeline and fault was obtained via genetic algorithm. Transient seismic strain of buried pipeline in the optimum intersection angle of pipeline and fault was investigated considering the pipes diameter, the distance of pipes from fault, the soil friction angles and seismic response duration of buried pipelines. Also, a two-layer perceptron Artificial Neural Network (ANN) was trained using results of FE model, and a nonlinear relationship was obtained to predict the bending strain of buried pipelines based on the pipes diameter, intersection angles of the pipelines and fault, the soil friction angles, distance of pipes from the fault, and seismic response duration; whereas it contains a wide range of initial input data without any requirement to laboratory measurements.
