  • As recently the interest in the future industry grows high, the demand for forecasting the future shape of science and technology, especially exploring 'weak signals' of changes in science and technology, increases as well. The 'weak signals' means that currently they are uncertain and abnormal signals, but are preliminary signals which might lead future changes. Accordingly they can provide important clues to the future forecast. The study of 'weak signals' has its significance in providing important clues to the projection of the future technology earlier. As it has not a long history from its concept to exploration methods to utilization, more intensive study is required. Exploring 'weak signals' has been conducted mainly through the information analysis by experts with a high level of intelligence and sense. However, such an analysis is difficult and broad in scope, and furthermore the interpretation of analysis results is very limited, relying primarily on the decision of experts themselves. The purpose of this study is to provide a more objectified way to support these expert-based tasks. It derives quantitative results from non-structured article information and provides a logical basis for detecting the signals based on the results.

Imported Expertise in World-class Knowledge Infrastructures: The Problematic Development of Knowledge Cities in the Gulf Region

  • Due to the oil business, settlements in the Gulf Region developed into prosperous cities. But in the near future, oil is off. The plans of the Gulf Cooperation Council (GCC) states bank on diversified and knowledge-intensive economies. Are those development plans realistic? What is the state of the art of knowledge institutions in the GCC countries? Applying the theoretical frameworks of Knowledge City and Science Indicators research, we empirically and theoretically studied the emerging Gulf cities Kuwait City (Kuwait), Manama (Bahrain), Doha (Qatar), Abu Dhabi, Dubai, Sharjah (all UAE), and Muscat (Oman). Our methodological framework includes grounded theory, ethnographic field study, ServQual-like quantitative questionnaires and semi-standardized qualitative interviews conducted on-site with informed people, informetrics, and, finally, the use of official statistics. In particular, we describe and analyze the cities' knowledge infrastructures, their academics, and expenditure on R&D as input indicators; and publications as well as graduates as output indicators. A further crucial aspect of a knowledge society is the transition of graduates into knowledge-intensive public services and private companies.

  • Recently air breathing propulsion system is much interested in relatively comparing to the conventional chemical propulsion, and the R&D of this area is performed much more including the basic research of the solid ramjet in our country. The boron is applied to the solid fuel because of its high heating value, but it has a complicated combustion characteristics. therefore many researches have been studied in this area. In this paper the combustion characteristics of the boron have been investigated through the published papers for the purpose of the ramjet fuel application.

  • The purpose of this study is to identify topic areas of academic library research using two informetric methods; word clustering and Pathfinder network. For the data analysis, 139 articles published in major library and information science journals from 2005 to 2009 were collected from the Korean Science Citation Index database. The keywords that represent research topics were gathered from two sections: an and titles in references. Results showed that reference titles usefully represent topics in detail, and combinings and reference titles can produce an expanded topic map.

  • The purpose of this study is developing a information support system for R&D decision making to maximize economic results of the R&D. This system is composed of studying the model of work flow for R&D decision making, analyzing a technology information, connecting with the databases from KISTI and others, and valuing R&D technology on line. Especially in the case of technology valuation, this system is combined with the valuation model which supports knowledge information for helping more objective estimation.

Factors Influencing Research Collaboration in the Field of Informetrics (연구자 협업의 영향 요인에 관한 연구: 계량정보학 분야를 중심으로)

  • The collaboration is becoming ever more widespread in scientific research. Unlike collaboration in other areas such as in a company, research collaboration has an unique feature that it is reflected by scholars' characteristics. Based on previous studies on research collaboration, five major factors are identified. We propose five hypotheses from them and examine these by using both in-person questionnaire survey and relational bibliometric analysis. The survey analysis informs individual choice factors and the bibliometric analysis informs collective consequence factors. The results of this study may have implications for science policies and digital collaboration services.

  • Scientific communication is an information exchange activity between scientists. Scientific communication is carried out in a variety of informal and formal ways. Basically, informal communication takes place by word of mouth, whereas formal communication occurs via the written word. Science is a highly interdependent activity in which each scientist builds upon the work of colleagues past and present. Consequently, science depends heavily on scientific communication. In this study, three mathematical models, namly Brillouin measure, logistic equation, and Markov chain are examined. These models provide one with a means of describing and predicting the behavior of scientific communication process. These mathematical models can be applied to construct quality filtering algorithms for subject literature which identify synthesized elements (authors, papers, and journals). Each suggests a different type of application. Quality filtering for authors can be useful to funding agencies in terms of identifying individuals doing the best work in a given area or subarea. Quality filtering with respect to papers can be useful in constructing information retrieval and dissemination systems for the community of scientists interested m the field. The quality filtering of journals can be a basis for the establishment of small quality libraries based on local interests in a variety of situations, ranging from the collection of an individual scientist or physician to research centers to developing countries. The objective of this study is to establish the theoretical framework for informetrics which is defined as the quantitative analysis of scientific communication, by investigating mathematical models of scientific communication.

A Study on the Forecasting Model of Technology Life Cycles by Analysis of US Patent Citation (특허인용 분석을 통한 기술수명예측모델 개발에 관한 연구)

  • This study is intend to analyze the cited patent life time of US patent data via more objective way. It is based on exploratory approach which is one of various methods for technology forecasting. The life spans of cited patents of specific technological field are deduced from using informetric analysis of USPA database of KISTI, which is composed of US patent data covered from 1972 to present. The statistics of the results may help to estimate the economic life span of the specific technological area for technology valuation.

  • Liquid-propellant rocket engines are widely used all over the world, thanks to their high performances thrust, in particular high thrust-to-weight ratio. The sucess rate of the launching of the liquid propulsion is similar to the solid one even though it has more complex mechanical system. In general, liquid propulsion is seemed as a mature technology, the requirements of a renewed interest for space exploration has led to the development of a family of new engines, with more design margins, simpler to use and to produce associated with a wide variety of thrust and life requirements.

  • Patent data have both properties of technological and industrial information. They satisfy explicit requirements for originality, technological validity, and commercial value. They comprise all fields of innovation for a long period of time. They show their own qualitative importance by forward citation of them. In this paper, we attempt to establish and apply an analytical model and process based on informetric approach using patent information in order to predict emerging technologies which have the possibility of industrial development in the future.
