Improving Public Medical and Social Services Market Management: Application of Information Technologies

  • This article examines the features of improving the public management of the market of medical and social services using information technology to improve the efficiency of public activity in modern conditions. The interpretation of the essence of the categories "information technologies" and "information support" is analyzed. The importance of the organization of information support of public authorities in the insurance of the state apparatus of information management for the adoption and solution of state issues of the market of medical and social services has been studied. Issues and system of information support of public management of the market of medical and social services are considered. The stages of the ICT implementation process in the market of medical and social services are described. The tools of state regulation in the market of medical and social services and the introduction of targeted programs for the development of the social sphere and health care are highlighted. Recommendations for improvement are formulated public management of the market of medical services and social way introduction of ICT tools, which provide for the implementation of a set of measures aimed at intellectualizing the entire system public data management spheres. The necessity of development of innovative tools of public management of the market of medical and social services of Ukraine for the purpose of working out of strategies of increase of quality of medical and social services in the XXI century is substantiated. A number of benefits from the implementation of an effective process of application of information support of public management of the market of medical and social services to ensure the efficiency of public authorities of Ukraine. It is proposed to create a "Department of information support of self-government" and electronic health care system (e-Health) to improve the management decision-making process, which will provide an opportunity to accumulate, process, analyze, and as a result, get the expected effect in the form of balanced management decisions by public authorities of Ukraine.

모바일 위젯기반 개인화 서비스의 영향 요인에 관한 연구 (A Study of Factors Affecting Mobile Widget-based Personalized Services)

  • As digital convergence and mobile services evolve, personalization becomes one of the most important factors attracting customers. Personalization means functions offering individually customized services with relevant contents using information on individual preferences. This sort of personalized services has attracted great attention of a large part of online firms. One of representative services of such personalized services is a mobile widget service. In this study, we identified seven antecedents affecting the quality of personalized mobile widget services and empirically investigated which antecedent has a significant effect of the quality of personalized mobile widget services. In addition we carried out empirical investigation into the effect of the quality of personalized mobile widget service on user satisfaction and trust. As a result of this research, we revealed that seven variables including information services affected components of personalized services, and usefulness and perceived benefit as components of personalized services affected user trust and satisfaction for personalized services.

  • 이 연구의 목적은 도서관 업무 담당자의 목소리를 통해 커뮤니티 정보서비스의 운영 현황과 한계를 파악하고, 향후 과제와 활성화 방안을 모색하는데 있다. 이러한 목적을 위해 이 연구에서는 커뮤니티 정보서비스가 지역주민들의 일상생활과 관련한 정보문제를 해결해주고자 할 때 무엇이 문제이고 어떻게 풀어나가는 것이 바람직한지에 대해 폭넓게 논의해보고자 한다. 이를 위해 (1) 커뮤니티 정보서비스와 관련한 다양한 용어가 사용되어온 추이를 살펴보고, 서비스의 본질적 의미가 가장 잘 드러나는 적절한 대표용어가 무엇인지, 그리고 개념적 범주가 어디까지인지에 대해 고찰해본 뒤, (2) 우리 도서관 현장에서 커뮤니티 정보서비스가 어떻게 운영되고 있는지를 실무자들의 관점에서 검토해 본 후, 이어 (3) 커뮤니티 정보서비스를 능동적으로 수행해 나가기 위해 문헌정보학계와 도서관 현장에서 해야 할 일이 무엇인지에 대해 구체적으로 논의해보았다. 연구에 필요한 데이터는 문헌연구와 더불어 지역대표도서관에서 커뮤니티 정보서비스를 담당하는 사서 20명을 대상으로 한 면담조사를 통해 확보하였다.

A machine learning framework for performance anomaly detection

  • Web services show a rapid evolution and integration to meet the increased users' requirements. Thus, web services undergo updates and may have performance degradation due to undetected faults in the updated versions. Due to these faults, many performances and regression anomalies in web services may occur in real-world scenarios. This paper proposed applying the deep learning model and innovative explainable framework to detect performance and regression anomalies in web services. This study indicated that upper bound and lower bound values in performance metrics provide us with the simple means to detect the performance and regression anomalies in updated versions of web services. The explainable deep learning method enabled us to decide the precise use of deep learning to detect performance and anomalies in web services. The evaluation results of the proposed approach showed us the detection of unusual behavior of web service. The proposed approach is efficient and straightforward in detecting regression anomalies in web services compared with the existing approaches.

  • Recently, there has been rising concerns to integrate and connect a developed spatial information services without consideration of location in the heterogeneous distributed environment. The Open GIS Consortium provides system architecture model related to open web service for spatial information. This paper discusses the issues related to the web service framework for spatial information services using standards of Open GIS Consortium. In particular, we concentrate upon the WRS that support the runtime discovery and evaluation of resources. The technology for integration of spatial information services is expected to get synergy effect and overcomes limit of individual development of each spatial information technology. Also this system provides the interoperability and the reusability and prevents the duplication development of system.

  • 모바일서비스는 정보시스템의 기능을 모바일 환경에서 제공하는 것이라고 할 수 있다. 따라서, 모바일서비스의 성공모형은 정보시스템의 성공모형에 모바일의 특성을 적용하여 도출될 수 있다. 다양한 모바일서비스들이 존재하고 있으며 특히, Commerce, Communication, Entertainmant, Information등은 많이 이용되고 있는 모바일서비스 유형들이다. 본 논문에서는 모바일서비스의 성공에 영향을 미치는 주요 요인들을 도출하고 서비스 유형별로 각 요인들이 어떠한 차이가 있는지를 분석해 본다.

  • 정보사회에서의 통신서비스는 정보교환의 중요한 매체이며 이러한 통신서비스의 정보화란 그 사회 모든 부분에 통신서비스를 통한 정보의 교환이 가능해짐을 의미한다. 본 연구는 통신서비스 정보화의 이론적 토대 위에 우리나라 통신서비스의 역사 및 현황을 살펴보고 분석한 뒤, 그 분석을 바탕으로 개선 방향을 제시하고 있다.

  • Microblog services are such new communication channels with some considerable potential to improve information sharing. The idea of sharing short messages using multiple access points seems to be appealing to people worldwide. Through the lens of flow and social identity, we explored factors that influence information sharing behaviors in microblog services. With an empirical study, we examined enjoyment and concentration(flow) and self-presentation(social identity) in microblog services like twitter can contribute to the user behaviors. Our aim was to gain insight into ways of creating an environment that facilitating voluntary sharing of information. Our findings suggested that enjoyment, concentration, and selfpresentation were crucial determinants of information sharing behaviors in microblog services. This study has important implications for academic researchers and practitioners who seek to understand why microblog service users share their information with other members in microblog services.

이용자 중심의 기록정보 활용 및 서비스 활성화에 관한 연구 (Strategies for Improving User-Oriented Information Services at Archives)

  • 기록정보의 관리와 보존은 활용을 전제로 행해질 때 그 의미와 가치가 살아난다. 따라서 기록관들은 기록정보의 활용을 보다 극대화하기 위하여 기록정보의 검색 및 열람이라는 단순 서비스를 탈피하여 이용자 중심의 보다 적극적 기록정보서비스를 제공하기 위한 많은 노력을 하고 있다. 본 연구는 이러한 노력을 활발히 하고 있는 각국의 국립기록관의 기록정보서비스를 유형별로 즉 1) 교육자와 학생을 위한 학습지원서비스, 2) 연구자를 위한 연구지원서비스, 3) 일반 이용자를 위한 특정주제서비스를 중심으로 하여 각각의 서비스 내용을 심층 비교 분석하였다. 마지막으로 각국의 서비스 현황 분석을 기반으로 우리나라 국가기록원을 비롯한 기록관에서 기록정보 활용을 활성화하기 위하여 제공되어야 할 기록정보서비스 방안을 제시하였다. 이러한 연구는 궁극적으로 기록관별 기록정보 이용 활성화 계획을 수립하는데 기초 자료로 활용될 수 있을 것이다.

국내의 웹 상의 쇼핑 정보 서비스 분류 (Classification of Shopping Information Services on the Web in Korea)

  • In this paper, we review and classify shopping information services for electronic commerce in Korea. Shopping information services for electronic commerce can be divided into shopping mall information service and product information service. Shopping mall information service simply shows and suggests information on the shopping malls that it has in its data store. But product information service provides information about the items of the shopping malls the service has and therefore gives more powerful and convenient interfaces to users. Cutting-edge product information services can perform online comparison shopping facility, which searches and compares the items what the users want on the reasonable basis of economical criteria, such as price. Books, CDs, and Personal Data Assistant(PDA)s are the products of which the specification is clear enough to be described on the Web. And the comparison of the products by the information service is performed on the basis of "price" of the product item. The approach to design and implement product information service can be divided into two categories. The one is an application of data warehousing mechanism, which stores the product information on the regular basis of time and provide it when the users query over the Web-database gateway. The other approach is a shopping agent mechanism, which stores information on "how to shop" and the shopping agent collects the information of product items just after users query about the product and provide the information in real time or notify them by alerting service. Thirty nine shopping information services are compared and classified in this paper and they are extracted from "Naver" and "Yahoo! Korea". The final result shows that most services are just a simple shopping mall information service in growing stage, product information services with data warehousing are lack in product ontology in middle stage, and that product information services with shopping agent are in early stage.
