The Department of Energy's (DOE) Scientific and Technical Information Program (STIP) has successfully reinvented the way in which DOE collects, organizes, archives, disseminates, and uses scientific and technical information in the performance of research and development (R&D). Through a suite of innovative Web-based products conceived and developed by the Department's Office of Scientific and Technical Information(OSTI), information and resources resulting from the Department's R&D activities, as well as worldwide information needed by the research community, are readily available to all users in a fully integrated E-Government environment. In Korea 2016, the largest earthquake occurred in Gyeongju since the beginning of monitoring earthquakes. Consecutively the second-largest earthquake occurred in Pohang. At that time, immediately after the earthquake, citizens were not notified adequate information for evacuation. In consequence the response process was very confusing and citizens were not able to properly evacuate to shelter. For resolving these problems, it is needed of a service to inform quickly information which citizens want to know immediately after the earthquake. So, we have developed the customized information service model, the earthquake safety service which help citizens to escape safely using an earthquake shaking alert device. In this paper, we will introduce this model and present the future direction of R&D and strategic plans for technology dissemination and improvement of practicality through user demand survey.

The Competitive power of the country in knowledge information can be determined that how efficiently useful knowledge and information can be circulated. Korean government established the second National GIS Master Plan, and constructed National Geographic Information Clearinghouse to the goal 'whole nation's internet circulation of the geographic information and practical use'. But every departments of government are trying to circulate their geographic information individually, And this case, consumer group should approach to several dissemination network in various routing line to get the geographic information. In fact, it is difficult to present the solution for uilified single dissemination network. It is difficult to present suitable linkage plan coinciding in special environment and characteristics of all systems. Consequently, in this study, we suggested linkage element that should consider far link with National Geographic Information Clearinghouse, and presented linkage plan by linkage target type.

The study investigates the relationship between broad-scope management accounting information usage, market orientation, and the firm performance. This study employs a survey data of 149 top-level and mid-level managers working in Vietnamese tourism enterprises. To analyze research data, we employ SmartPLS 3 software. The analytical process include measurement model evaluation (evaluate the scale's validity and reliability) and structural model evaluation (test research hypotheses). The results reveal that broad-scope management accounting information usage has a positive direct effect on market orientation dimensions (include information generation, information dissemination, and responsiveness). Then, market orientation dimensions also have positive direct effects on the performance of Vietnamese tourism firms, excluding information dissemination. Moreover, this study also reveals that the market orientation dimensions mediate the relationship between broad-scope management accounting information usage and firm performance. The findings of this study suggest that tourism firms should pay more attention to the use of management accounting information in decision-making. With the increasingly fierce competition of the tourism firms today, capturing and meeting the needs of the market is a prerequisite to help firms enhance their competitiveness and improve their performance. To do that, Vietnamese tourism firms need to consider pursuing market orientation and enhancing broad-scope management accounting information usage.

A serial concatenated decoding algorithm with dynamic threshold is proposed for low-density parity-check codes with short and medium code lengths. The proposed approach uses a dynamic threshold to select a decoding result from belief propagation decoding and order statistic decoding, which improves the performance of the decoder at a negligible cost. Simulation results show that, under a high SNR region, the proposed concatenated decoder performs better than a serial concatenated decoder without threshold with an Eb/N0 gain of above 0.1 dB.
