The information and communications construction business has the characteristics of an infrastructure industry and responsibility for the construction and maintenance of all ICT infrastructures. With the recent proliferation of the smart convergence of various industries based on ICT infrastructure, the role of the information and communications construction business has been highlighted to accommodate the convergence and implementation environment in construction and medical industries. Therefore, this paper seeks policy measures to establish the new role of the information and communications business under the rapidly developing smart convergence environment and the priorities of policy measures to strengthen the capability of the information and communications business using a quantitative model. The analysis result suggests that the difference in importance of each policy measure should be considered in order to execute effectively the policy of promoting the information and communications construction business. Given the constraint of limited budget, policy priorities include the development of new markets, and establishment of incentive for new technology. This study is significant for its theoretical contribution, being the first quantitative approach to policy priorities for the promotion of information and communications construction business under the smart convertgence environment.

정보사회를 맞이하여 교육정보화에 대한 많은 노력들이 기울여지고 있다. 특히 정보사회에서의 교원은 정보 통신 및 정보 처리 기술 등을 교수 학습활동, 학생관리, 학사 및 행정업무 등 제반 교육활동에 효과적으로 활용할 수 있는 정보활용능력에 대한 요구가 높아가고 있다. 본 논문에서는 교원들의 정보활용능력 향상을 위해 교육현장에서 꼭 필요한 정보기술분야를 교육내용으로 선정하여 원격연수자료를 개발하고, 교원들의 정보활용능력을 측정하기 위한 평가도구를 개발하여 급수를 부여하였다. 교원정보활용능력 급수제는 정보사회에 교원이 갖추어야할 정보활용능력에 대한 기준이 될 것이다.

This study develops a contingency fit between client IT capability and vendor competence in IS outsourcing relationship by integrating both the contingency theory in organization and the relationship theory in IS outsourcing. By adopting a fit as a moderation, the relationship intensity of IS outsourcing is hypothesized to be influenced by the fit between client IT capability and vendor competence, thereby leading to the success of outsourcing. The testing data was obtained from 20 IS outsourcing projects from both clients and vendors in Korea. The research model proposed in this study was then tested using the structural equation model (SEM). As expected, the result shows that when there is a fit between client IT capability and vendor competence, higher level of relationship intensity and outsourcing success exhibits. The findings have significant impactions for further research and practice.

The process capability indices are widely used to measure the capability of the process to manufacture items within the specified tolerance. Most evaluations on process capability indices focus on point estimates, which may result in unreliable assessments of process performance. The index $C_p$ has been widely used in various industries to assess process performance. In this paper, we propose new testing procedure on assessing $C_p$ index for practitioners to use in determining whether a given process is capable. The provided approach is easy to use and the decision making is more reliable. Whether a process is clearly normal or nonnormal, our bootstrap testing procedure could be applied effectively without the complexity of calculation. A numerical result based on the proposed approach is illustrated.

The fire department has one of the most important role as public resources of response to disasters in the aspect of supply and the adequate distribution of resources of response is essential, but the distribution of the response capability to disaster of fire department does not reflect the regional hazard vulnerability and hazard risks. Researchers performed database process with simple mapping based on the regional fire disaster response capability and the regional hazard vulnerability and hazard risks. The cities and towns are divided to four types each, total eight types and relative threat ratios are extracted from every type. The fire disaster response capability was extracted from number of firemen and fire vehicles in defined region. The distribution of the fire disaster response capability was inadequate and not matching to relative threat especially in small cities and some types of towns. The regional relative threat and resources should be analyzed by more delicate mapping and software development in the future.

This research explores how the success of smart factory adoption is influenced by firm's dynamic capability. This research describes the underlying processes on how organizations manipulate or adapt organizational elements harmoniously to implement smart factory successfully. Although understanding of these processes is essential to many researchers and practitioners in the field, the information system research literature contains very few examples of this type. The research is conducted in the following sequence: first, the concept of dynamic capability is presented followed by research methodology; and then the analyses of case data are presented followed by discussions and future directions. The results of this research show that the firms with higher dynamic capability adopted smart factory more easily through alignment of various organizational elements.

공정능력을 측정하고 분석하기 위하여 공정능력지수가 매우 중요한 역할을 한다. 흔히 품질수준은 공정능력지수들에 의해 측정된다. 세 가지 공정능력지수 $C_p$, $C_{pk}$, $C_{pm}$들은 품질 현장에서 프로세스 성과를 평가하는 데 널리 유용하게 사용되는 바, 이들 추정량들의 상관관계를 보다 명확하게 규명, 연구하여 적절히 활용할 필요가 있다. 본 논문에서는 공정표본이 정규분포에 따를 때 이러한 지수들의 추정량들에 대한 점근적 상관성을 연구하였다. 제2절에서는 공정능력지수 $C_p$, $C_{pk}$, $C_{pm}$들을 정의하여 기본적인 관계를 설명하였고, 제3절에서는 단일변량 정규공정하에서의 점근적인 상관계수를 구체적으로 계산, 규명하였다. 이러한 연구결과를 이용하여 보다 정확한 공정능력지수들의 상관관계를 통해 필요한 분석을 수행하는 것이 바람직할 것이다.

생산 분야에서는 최적의 수요예측을 통해 최적의 생산량을 적용하는 형태로 변모해가고 있다. 본 연구에서는 현재 수요예측 시스템에서 활용되는 다양한 예측방법들의 예측력을 비교하고자 한다. 이를 통해 최적의 예측력을 제공하는 방법론을 탄력적으로 선택하게 하는 방안을 제공하고자 한다.

In present, advanced countries in the world are seen concentring on Military Transformation to create new military capability as there is a shift in Warfare Paradigm. Rapid development of technology enables military system, operational concept and organization innovated. As a result, Revolution in Military Affairs(RMA) that dramatically increased warfighting capability is pursued. Especially, advanced information technology constructs system of systems with abilities of battle visualization, information sharing in battlefield, long-range strike capability that are interoperable and combined. Corresponding to this, engagement methods and organizations are being progressively developed. The purpose of this thesis is overview of newly developing Warfare Paradigm and analysis of tendency of Military Transformation that advanced countries are pursuing preparation to this. Above all, specific aspects and contents of the Warfare Paradigm which emerged by information age were summarized. Subsequently, Military Transformation which provides the basic concepts and principles to the advanced countries in the world for the creation of new military capability was discussed. In conclusion, the tendency of Military Transformation by U.S.A, Japan, China, and Russia surround the Korean peninsular as the major power in military was carefully observed.

The recent development of the Internet of things (IoT) has led to the introduction of new access control measures. Even during the access control for security, however, there might be privacy infringements due to unwanted information provision and collection. Measures to control this process are therefore required. This paper defines the structure and policies of tokens to protect privacy that can be exposed through the token information when you use the capability token in the IoT service system.
