Comparative Research of Competitiveness and Influence Factors of Computer and Information Service Trade of South Korea, China and Japan

  • The paper chooses four trade competitiveness assessment indices to compare the international competitiveness of Computer and Information Service(C&IS) trade between South Korea, China and Japan. The results show that the competitiveness of China is the strongest, Japan secondary and Korea the weakest among the three countries. However, the competitiveness of Korea can be promoted the most quickly and it has exceeded Japan according to TC and NXRCA indices. Meanwhile, there was still a huge gap between the three countries and the two world strong countries-India and Ireland. The main findings of empirical research on influencing factors show that domestic market demand and trade opening degree are the two most important factors influencing the competitiveness of three-country C&IS trade. At the same time, improving the utilization of C&IS and realizing good interaction of C&IS trade and electronic information, communication and other relevant and auxiliary industries can also contribute to the competitiveness improvement.

  • Since the recent COVID-19 pandemic, countries have been strengthening trade protection for their security, and the importance of securing strategic materials, such as food, is drawing attention. In addition to the cultural aspects, the global preference for food produced in Korea is increasing because of the Korean Wave. Thus, the Korean food industry can be developed into a high-value-added export food industry. Currently, Korea has a low self-sufficiency rate for foodstuffs apart from rice. Korea also suffers from problems arising from population decline, aging, rapid climate change, and various animal and plant diseases. It is necessary to develop technologies that can overcome the production structures highly dependent on the outside world of food and foster them into export-type system industries. The global agricultural industry-related technologies are actively being modified via data accumulation, e.g., environmental data, production information, and distribution and consumption information in climate and production facilities, and by actively expanding the introduction of the latest information and communication technologies such as big data and artificial intelligence. However, long-term research and investment should precede the field of living organisms. Compared to other industries, it is necessary to overcome poor production and labor environment investment efficiency in the food industry with respect to the production cost, equipment postmanagement, development tailored to the eye level of field workers, and service models suitable for production facilities of various sizes. This paper discusses the flow of domestic and international technologies that form the core issues of the site centered on the 4th Industrial Revolution in the field of agriculture, livestock, and fisheries. It also explains the environmental awareness production technologies centered on sustainable intelligence platforms that link climate change responses, optimization of energy costs, and mass production for unmanned production, distribution, and consumption using the unstructured data obtained based on detection and growth measurement data.

  • 'Healthcare 3.0' paradigm, which comes from the convergence of medical and department of ICT(Information and Communication Technology), meets the government's 'creative economy'. It has emerged as new higher value-added markets and industries, created jobs, and got the 'land of opportunity'. Despite of the global recession, the health care market in the world from 2009 to now has earned a steady growth. The annual growth rate in domestic industrial scale is expected to more than 10% higher based on 153 trillion won in 2010. In particular, combination of health care and ICT, BT(BioTechnology), NT(NanoTtechnology), which is so called 'super-convergence', leap in the health care industry, is expected to open up a new paradigm. In addition, by 2020 all of the health care industry, the IT convergence industries account for the largest proportion, and more than 50,000 of the employment are to be expected. In this study, we survey and analyze problems of medical and IT convergence technology, the future of the medical and health care industry, the demanded healthcare IT staff, finally suggest education plan of human resources required in convergence industry of medical and IT.

  • Tourism now stand among the fastest and largest industries in the global economy in the 21 st era, with knowledge information and environment industry. After 1990's, each local government in korea that has been organizing and expanding new and existing festivals, those related locality, natural resources, speciality and ethnic customs. While netizens have increased from the later half of 1990's, the Internet has appeared in it with a main advertizing channel of all industries, especially tourism. Each local county publicizes a local festival and all kind of information while managing its web-site. However, they have lots of difficulties In building local information web sites because of lack of technical and financial resources. This study examined general theories about Internet web sites and local festivals to elicit the previous problems and to suggest the ways to activate local festivals utilizing Internet, based upon analysis of web sites and Internet utilization on local festivals designated by the Ministry of Culture and Tourism as the cultural tour one among local festivals.

  • Sensor networks are utilized in various fields as the useful system that provides the useful information to the user, by storing, processing and analyzing the various data collected from sensors. In construction of such sensor networks, by utilizing cloud PaaS for both communication server and the database server, the cost reduction and stabilization of the system can be achieved. In this paper, UDIPSN (User Decision Information Providing Sensor Network) was implemented to provide the decision information to the users by being treated as a cloud service for the location information of a moving object as well as various sensor data. Finally, we showed that the operation of the proposed system was performed properly.

  • The objective of this research is to construct and build a software platform to enable collaboration among enterprise headquarters, product designers, software engineers, manufacturing plants, and suppliers which are locate at different remote locations via internet. In specific, agent technology is adopted as a software vehicle to automate demand and supply process in the internet environment. Agents are programs that act on behalf of their human users to perform laborious tasks such as information locating, accessing, filtering, integrating, adapting and resolving inconsistencies. Global competion is forcing the present day industry to produce high quality product more fast and inexpensively. In Korea, most labor-intensive industries have moved to China and other Asian countries for cost reduction. The need for fast information exchange has increased among the remote locations for the cooperation and coordination. In this research, a virtual global purchasing and ordering system will be constructured that distributes production schedule among remote places, acts as a bridge between the headquarters and manufacturing plants, distributes tasks and collates different solutions between demand and supply using agent. The external communication protocol takes HTML format, internal message handling requires SGML for document exchange, and KQML for agent implementation. The expected benefits will be : reduced cost of real-time information exchange, realization of global manufacturing environment, the maximum utilization of internet for the enterprise data exchange.

Theory and Practice in Media Education (언론학 교육에서 이론과 실제)

  • Discussions and debates over media education abound in Korra as the number of both institutions that provide media related education and students enrollment for these programs increases rapidly in recent years. In spite of this rather impressive expansion, however, many have raised serious questions about media education of Korea for its not being able to meet the need of the Industry and students, and, moreover, inability to face the challenges brought by new communication related technologies. Who teaches What for what purposes are some of the fundamental questions underlying these heated debates and discussions. To understand these rather complex and interrelated issues more clearly, it is attempted to delineate the nature of these debates by exploring the evolutionary process of media education. The issues related to debates over purposes of media education, curriculum, and faculty qualification have changed through the history of media education, but the nature of the debates, that is the struggle between professionalism and academism, or the tension between practice and theory, has not. Upon this understanding, some argue that what distinguishes opposing sets of dichotomies, such as skills vs. knowledge, training vs. education, now-how vs. know-why. professional vs. academic, practice vs. theory, is more a reflection of social class division and group interests which have privileged theory over practice than a rational scholastic distinction. In addition, it has been often pointed out that the media studies have failed to establish ties with specific industries, and furthermore academic studies seriously lack solid theoretical and practical bases. In the case of the United States, leaders of the industry had contributed much for the Initiation of journalism education in a college setting. However, once inaugurated,, the process of its evolution has depended heavily on academicians. In a country like Korea, where academic and theoretical orientation is much stronger, these problems of media studies and education are even more acute. In this study, it is suggested that academicians and educators be more open-hearted to the realities of changing world, practices of the industries, and recruitment of professionals and practitioners to fill the gap between practice and theory, for the sake of the future of media studies and education.

The Free Trade Agreement on Broadcasting Service between Korea and USA and Meaning of Cultural Diversity Agreement (한.미간 방송 시장 개방(FTA) 협상과 문화다양성협약의 의의)

  • The industrialization and globalization in the field of broadcasting are rapidly proceeded by extension of multilateral agreement as GATT and WTO, and by expansion of bilateral FTA. The broadcasting gets important in the industries according to the change of broadcasting environment grounded on industrial logic. As the broadcasting products become an important article of trade, broadcasting industry is the best bet in the cultural industries. In the international trade, the USA and Japan will treat cultural products the same as common goods and keep in the frame of free trade. On the contrary, the EU nations and Canada take a position that the cultural products are common goods and also public goods at the same time, and that therefore the cultural products will be excepted from the free trade. But this so called cultural exception, which is formed in the multilateral free trade agreement, is merely a temporal countermeasure, not a fundamental alternative especially in the present circumstances of DDA negotiation of WTO and of enlargement of FTA by the USA. So a nation shall carry out policies for cultural identity and cultural autonomy by the guarantee of Cultural Diversity Agreement of UNESCO, and organize a new cultural exchange order which substitutes the trade order by trade agreements.

  • Augmented Reality (AR) is a crucial technology in the Fourth Industrial Revolution that can revolutionize the existing Information and Communication Technology (ICT) market and powerfully create a new market However, it is hard to find the clear answer for AD/PR strategies in the rapidly changing AR market. Thus this research explores the big picture of the AR industry as it pertains to Politics, Economy, Social, and Technology through in-depth interview with seven AR experts who are leading the domestic AR market. The research also analyzes the AR market's Strengths, Weaknesses, Opportunities, and Threats. Furthermore, it looks for strategies to vitalize the advertising and PR industry by analyzing the Contents, Platform, Network, and Devices of the AR ecosystem. The results of the research indicate a need for the government's strengthened policy of supporting the AR market, fostering of pace-setting killer contents, connecting services of several industries through AR platforms, strengthening the network of communication systems such as through 5G, and the commercialization and industrialization of domestic devices in order to vitalize the AR industry in its marketing and PR spheres. Therefore, this research suggests measures to revitalize the marketing and PR industries of the AR ecosystem, which has only recently gotten to its developing stage and provides an academic as well as practical foundation for future research in the field of AR.
