Full motion video data is the most effective data type that transmits information in multimedia enviornment. VOD service is system that uses network to transmit full motion video data interactively. Therefore VOD service system must satisfy the following requirements. First, it should transmit high quality full motion video. Second, it should be able to control a large quantity of full motion video. Third, a user should be able to retrieve the full motion vide effectively. However the existing VOD service system is established based n file system that not only does it have disadvantages in managment such as transaction control but also it is not suitable for distributed multimedia environment. The goal of this research is to build a VOD service system that provides high-quality full motion video assuming information retrieval. In order to mainly search video data's bibliographical information and to manage related information, VOD service system and DBMS system are to be closely related. Also, to transmit high quality full motion video data, we use MTP$^{TM}$(Media Transfer Protocol) developed by StarLight. MTP$^{TM}$ guarantees high bandwidth that is necessary to tansmit high quality full motion video data effectively. In other hand TCP/IP which is used for information search does not guarentee high bandwidth as that in MTP$^{TM}$. Therfore VOD service system that seraches information managed by DBMS and transmits requried full motion video data should control different kinds of protocol simultaneously. This paper describes the configuration of VODB system that has solved these problems, implementation and efficiency of data applied system.stem.

Ministry of Environment developed ‘Emergency Response Information System (ERIS)’ in 2001, which is in operation. As a next step, currently National Emergency Response Information System (NERIS) is being developed. The main difference among ERIS and NERIS is to enhance the system in the national level, including transportation of hazardous materials. This paper introduces concepts and methods applied to NERIS, especially HAZMAT, and the information system, operating strategies. Based on GIS and transportation-network data, the best route can be offered using Risk Analysis. Strategies for reporting and first-response information systems are also designed for emergencies in the paper.

Information is an essential factor leading the rapid progress which is one of the distinguished characteristics in modem society. As more information is required and as more is supplied by individuals, governmental units, businesses, and educational institutions, the greater will be the requirement for efficient methods of communication. One possibility for improving the information dissemination process is to use computers. The capabilities of such machine are beginning to be used in the process of Information storage, retrieval and dissemination. An important problems, that must be carefully examined is whether one technique for information retrieval is better for worse than another. This paper examines problem of how to evaluate an information retrieval system. One specific approach is a cost accounting model for use in studying how to minimize the cost of operating a mechanized retrieval system. Through the use of cost analysis, the model provides a method for comparative evaluation between systems. The general cost accounting model of the literature retrieval system being designed by this study are given below. 1. The total cost accounting model of the literature retrieval system. The total cost of the literature retrieval system = (the cost per unit of user time X the amount of user time) + ( the cost per unit of system time X the amount of system time) 2. System cost accounting model system cost = (the pre-search system cost per unit of time X time) + (the search system cost per unit of time X time) + (the post search system cost per unit of time X time) 1) Pre-search system cost per unit of time = cost of channel per unit time + cost of central processing unit per unit time + cost of storage per unit time 2) Search system cost per unit of time = comparison cost + document representation cost. 3) Post-search system cost per unit of time. = cost of channel per unit time + cost of central processing unit per unit time + cost of storage per unit time 3. User cost accounting model Total user cost = [pre-search user cost per unit of time X (time + additional time) ] + [search user cost per unit of time X (time + additional time) ] + [post-search user cost per unit of time X (time + additional time) ].

As the use of Internet being generalized, ordering system can be easily achieved on the Web so that the direct sailing system is replaced the various types of Built-To-Order system. It is important to give the up-to-date information to the end-user in order to build the Built-To-Order system. Recently, the way of providing information is updating the product related information continuously. In this study, we provide the method that can be streamlined Product Data Management System which manages a creation and update for product information into the direct BTO system in order to achieve the newest information. This methodology is not only transferring the information but also processing the information in an appropriate form. So this paper is going to cover the various point of view of information processing.

The purpose of this study is to provide a basic data by evaluation the problems about nursing information system and identifying the need of improvement of it. Data were collected from April 6 to 15, 2000 through questionnaires taken by 218 nurses working in a general hospital using nursing information systems. The two structured questionnaires were used for the collecting the data. The data obtained were analyzed by using frequency, percentage, mean, standard deviation, t-test, one-way ANOVA, Pearson's correlation coefficients, and Cronbach's alpha coeffcients. The results are as follows: 1. In the problem of nursing information system, ${\lceil}$There are no appropriate programs for independent nursing information systems because there are no nurse informatists in the information department${\rfloor}$ scored highest. Also, ${\lceil}$There is a lack of manual for operation of the nursing information system${\rfloor}$, ${\lceil}$There is difficulty getting help when the system is in trouble${\rfloor}$, ${\lceil}$General information about using computers and managing problems are lacking${\rfloor}$, ${\lceil}$Unsatisfactory matters about the nursing information systems are not improved quickly.${\rfloor}$ received high scores. 2. In the need for improvement of the nursing information system, ${\lceil}$Nursing education and research${\rfloor}$ was the highest area of the system. 3. The problems of the nursing information system showed high positive correlation with the need for improvement of the system(p=.00).

Telegram is an indispensible information & telecommunication system to our daily life. VTS(Voice Telegram System) under intensive research is intended to enhance exchanging capability of information & telecommunication by adding voice media to existing telegram system. Overall configuration and necessary core technologies of the system were investigated for its development. Among those many technologies in need, the technology of compressing and recording data is most critical to the development of cheap hardware. This is so called vocoder algorithm and is the core technology of voice information system. So, here, vocoder algorithm now being studied will be introduced.

The concept of a "switching language " between different indexing languages and information retrieval systems has been discussed since the mid-1960s. Some preliminary investigates into the feasibility of switching between mediating tool yielded positive results. The Broad system of ordering(BSO) , a general classification scheme for information exchange and switching, has been under development as a joint FID/UNESCO project since 1973. The purpose of this study is to find out the origin, development, definition, and principle of BSO. The results of the study can be summarized as follows: (1) BSO is a switching language for the purpose of interconnection of information system which is located different regions, or using different indexing languages. (2) BSO is in effect, fully faceted and broad classification system. (3) BSO is not only a subject code but also an ordering system. (4) BSO can be used information retrieval system because the notation of composite subjects is formed by combining notation. (5) BSO has to some extent sacrificed brevity by leaving large unused notational gap for future use. (6) The structure of the scheme is in no way dependent upon the notation. notation.

Korea 5MBA(Small and Medium Business Administration) is operating SMEs Policy Information System called SPi-1357 as a part of electronic government business, G4B. SPi-1357 system is offering tailor made policy information to a nation through on-off line system. In this paper, I provide the offering status of policy information, the status of SPi-1357 system, political results of SPi-1357 system, comparison with other country's policy information system, and the development direction of SPi-1357 system. Until now, most Policy Information Systems documents have focused on policy maker but the focus of this paper is functionally oriented SMEs.

As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

With a population of around 237,424,363 in 33 provinces, Indonesia is one developing countries that needs an excellent School Management Information System (SMIS) to accomplish its educational mission. To reach the goal, it is necessary to know the rules, culture of school and related data prior to building the SMIS. This study is focused on the Indonesian National Education Standards. It is has nine standards that are described by the Regulation of Education Ministry. To manage the schools' organization, this paper aims to develop a SMIS based on the Indonesian National Education Standards by using ARIS(Architecture of Integrated Information System) to help schools run efficiently. The new system will be built using UML(Unified Modeling Language), this new system conforms to the education rules of the government. Finally, the conclusion and future research are described.
