Analysis of the Global Data Law & Policy and its Implications: Focusing on the cases of the United States, the United Kingdom, and the European Union (국내외 데이터법·정책 분석 및 시사점: 미국, 영국, EU의 사례를 중심으로)

  • This study presents implications of the Global Data Law & Policy by comparing national data strategies, data regulations and policies, and governance in South Korea, the United States, the United Kingdom, and the European Union. According to the result of the comparative analysis, the biggest difference is in data governance, in other words, the management and coordination of policies at the pan-government level and data ethics. Therefore, this study proposes the establishment of a presidential special committee on data policy or the creation of a 'National Digital Innovation Office' at the Presidential Secretariat as a national CDO for the governance of data policies. Furthermore, this paper suggests a) to enact 'the Framework Act on the Development of Data Industry' that can regulate data practices in the private sector, b) to institutionalize the data-centric security and data protection, c) to settle the public ethics and personnel management based on data expertise and professional ethics, including explainability and responsibility, and d) the education and training systems.

Conceptual design of a dual drum-controlled space molten salt reactor (D2 -SMSR): Neutron physics and thermal hydraulics

  • Space nuclear reactors are becoming popular in deep space exploration owing to their advantages of high-power density and stability. Following the fourth-generation nuclear reactor technology, a conceptual design of the dual drum-controlled space molten salt reactor (D2-SMSR) is proposed. The reactor concept uses molten salt as fuel and heat pipes for cooling. A new reactivity control strategy that combines control drums and safety drums was adopted. Critical physical characteristics such as neutron energy spectrum, neutron flux distribution, power distribution and burnup depth were calculated. Flow and heat transfer characteristics such as natural convection, velocity and temperature distribution of the D2-SMSR under low gravity conditions were analyzed. The reactivity control effect of the dual-drums strategy was evaluated. Results showed that the D2-SMSR with a fast spectrum could operate for 10 years at the full power of 40 kWth. The D2-SMSR has a high heat transfer coefficient between molten salt and heat pipe, which means that the core has a good heat-exchange performance. The new reactivity control strategy can achieve shutdown with one safety drum or three control drums, ensuring high-security standards. The present study can provide a theoretical reference for the design of space nuclear reactors.

  • Small and medium-sized enterprises play a fundamental role in the foundation of our country's industry and economy, and most technological innovations occur in small and medium-sized enterprises rather than large corporations. Technology development and innovation are the only way for small and medium-sized enterprises to survive in a fiercely competitive environment, so they focus on it, but interest and investment in technology protection tend to be stingy. As a result, industrial technology leakage accidents occur frequently, and it is difficult to meet improvement measures. When a leak occurs, digital evidence is required to prove criminal activity, but problems such as digital evidence being damaged or deleted due to management loopholes often occur. Therefore, through this study, we aim to design a digital evidence-based countermeasure depending on the type of technology leak accident. We will classify the types of technology leak incidents that actually occurred and study ways to secure digital evidence in the security environment of small and medium-sized businesses that operate internal information leak prevention solutions.

  • Various researches have been studied on WSN(wireless sensor network) for barbed wire entanglements surveillance applications such as industry facilities, security area, prison, military area, airport, etc. Currently, barbed wire entanglements surveillance is formed wire sensor network environment. Traditional wire sensor network guarantee high data transmission rate. Therefore, wire sensor network use fast fourier transform of data of high transmission rate for extraction of feature parameter. However, wireless sensor network in comparison with wire sensor network has very low data transmission rate. Therefore, wireless sensor network doesn't use fast fourier transform of wire sensor network for extraction of feature parameter. In this paper, proposed method use 1 level approximation coefficient of DTW(dynamic time-warped) algorithms based on DWT(discrete wavelet transform) for extraction of detection feature parameter and classification feature parameter for barbed wire entanglements surveillance. l level approximation coefficient have time information and frequency information of signal. Therefore, Dynamic time-warped algorithms based on discrete wavelet transform improve detection and classification of target rather than using energy of signal.

  • IPTV is referred to the service which provide integrated IPTV services for providing video, 10/100-Mbit/sec Internet, voice, video-on-demand (VOD), and other broadband applications including home security, video conferencing, and telemedicine. All services are integrated into an IP (Internet Protocol) architecture designed specifically for Gigabit Ethernet FTTH systems, HFC or xDLC. It is absolutely necessary that telecon operators provide IP video delivery platforms that enable service providers to transform their business. With their own products, they can better manage their existing services and generate new revenues from broadcast TV, movies on demand and multimedia. Triple-play is a combination of broadcast, telephony and broadband services offered through IPTV networks. With cable operators allowed to offer a triple-play bundle, the nation's telecom operators are beginning to get a little anxious. Cable operators assert that triple-play is a must-have and natural extension of the cable service bundle. The Korean Cable TV Association asserts that the triple-play model is of paramount importance to the cable industry's future growth. But the telecom sector considers itself unfairly disadvantaged, saying they cannot compete until regulatory issues are resolved. The start of web-based television in Korea may still be some time off with a confrontation between the nation's IT regulator and broadcasting sector over the service's legal boundaries shows no signs of being resolved my time soon. korea should be is the fastest-growing provider of IPTV solutions in the industry, with over worldwide customers.

  • Recently many companies began to feel the pressures of cost savings due to the global recession, so they have been interested in the Cloud Computing. Cloud Computing is one of using method of IT resources through the network. Users can borrow softwares or hardwares instead of buying them. Many people expect remarkable growth in Cloud Computing industry because of it's effectiveness. But Cloud Computing industry is still at an early stage. Especially, people who in the public sector hesitate to adopt Cloud Computing Services due to security issues and their conservative views. Also, they just have limited understanding, so we need to investigate what they really know and understand. Researches about the Cloud Computing generally focus on technical issues, so we can hardly find researches reference for decision making in considering the services. The study aims to investigate diverse factors for agencies' adoption decisions, such as benefits, costs, and risk in developing the most ideal type of cloud computing service for them, and performs priority analyses by applying ANP (Analytic Network Process). The results identify that features pertaining to the risk properties were considered the most significant factors. According to this research, the usage of private cloud computing services may prove to be appropriate for public environment in Korea. The study will hopefully provide the guideline to many governmental agencies and service providers, and assist the related authorities with cloud computing policy in coming up with the relevant regulations.

Technology Standards Policy Support Plans for the Advancement of Smart Manufacturing: Focusing on Experts AHP and IPA (스마트제조 고도화를 위한 기술표준 정책영역 발굴 및 우선순위 도출: 전문가 AHP와 IPA를 중심으로)

  • The adoption of smart factories and smart manufacturing as strategies to enhance competitiveness and stimulate growth in the manufacturing sector is vital for a country's future competitiveness and industrial transformation. The government has consistently pursued smart manufacturing innovation policies starting with the Manufacturing Innovation 3.0 strategy in the Ministry of Industry. This study aims to identify policy areas for smart factories and smart manufacturing based on technical standards. Analyzing policy areas at the current stage where the establishment and support of domestic standards aligning with international technical standards are required is crucial. By prioritizing smart manufacturing process areas within the industry, policymakers can make well-informed decisions to advance smart manufacturing without blindly following international standardization in already well-established areas. To achieve this, the study utilizes a hierarchical analysis method including expert interviews and importance-performance analysis for the five major process areas. The findings underscore the importance of proactive participation in standardization for emerging technologies, such as data and security, instead of solely focusing on areas with extensive international standardization. Additionally, policymakers need to consider carbon emissions, energy costs, and global environmental challenges to address international trends in export and digital trade effectively.

An Analysis of IT Trends Using Tweet Data (트윗 데이터를 활용한 IT 트렌드 분석)

  • Predicting IT trends has been a long and important subject for information systems research. IT trend prediction makes it possible to acknowledge emerging eras of innovation and allocate budgets to prepare against rapidly changing technological trends. Towards the end of each year, various domestic and global organizations predict and announce IT trends for the following year. For example, Gartner Predicts 10 top IT trend during the next year, and these predictions affect IT and industry leaders and organization's basic assumptions about technology and the future of IT, but the accuracy of these reports are difficult to verify. Social media data can be useful tool to verify the accuracy. As social media services have gained in popularity, it is used in a variety of ways, from posting about personal daily life to keeping up to date with news and trends. In the recent years, rates of social media activity in Korea have reached unprecedented levels. Hundreds of millions of users now participate in online social networks and communicate with colleague and friends their opinions and thoughts. In particular, Twitter is currently the major micro blog service, it has an important function named 'tweets' which is to report their current thoughts and actions, comments on news and engage in discussions. For an analysis on IT trends, we chose Tweet data because not only it produces massive unstructured textual data in real time but also it serves as an influential channel for opinion leading on technology. Previous studies found that the tweet data provides useful information and detects the trend of society effectively, these studies also identifies that Twitter can track the issue faster than the other media, newspapers. Therefore, this study investigates how frequently the predicted IT trends for the following year announced by public organizations are mentioned on social network services like Twitter. IT trend predictions for 2013, announced near the end of 2012 from two domestic organizations, the National IT Industry Promotion Agency (NIPA) and the National Information Society Agency (NIA), were used as a basis for this research. The present study analyzes the Twitter data generated from Seoul (Korea) compared with the predictions of the two organizations to analyze the differences. Thus, Twitter data analysis requires various natural language processing techniques, including the removal of stop words, and noun extraction for processing various unrefined forms of unstructured data. To overcome these challenges, we used SAS IRS (Information Retrieval Studio) developed by SAS to capture the trend in real-time processing big stream datasets of Twitter. The system offers a framework for crawling, normalizing, analyzing, indexing and searching tweet data. As a result, we have crawled the entire Twitter sphere in Seoul area and obtained 21,589 tweets in 2013 to review how frequently the IT trend topics announced by the two organizations were mentioned by the people in Seoul. The results shows that most IT trend predicted by NIPA and NIA were all frequently mentioned in Twitter except some topics such as 'new types of security threat', 'green IT', 'next generation semiconductor' since these topics non generalized compound words so they can be mentioned in Twitter with other words. To answer whether the IT trend tweets from Korea is related to the following year's IT trends in real world, we compared Twitter's trending topics with those in Nara Market, Korea's online e-Procurement system which is a nationwide web-based procurement system, dealing with whole procurement process of all public organizations in Korea. The correlation analysis show that Tweet frequencies on IT trending topics predicted by NIPA and NIA are significantly correlated with frequencies on IT topics mentioned in project announcements by Nara market in 2012 and 2013. The main contribution of our research can be found in the following aspects: i) the IT topic predictions announced by NIPA and NIA can provide an effective guideline to IT professionals and researchers in Korea who are looking for verified IT topic trends in the following topic, ii) researchers can use Twitter to get some useful ideas to detect and predict dynamic trends of technological and social issues.

Effect of Mobile Devices on the Use Intention and Use of Mobile Banking Service in Myanmar (미얀마에서의 모바일기기 특성이 모바일 뱅킹 서비스 사용의도와 실제 사용에 미치는 영향 연구)

  • Most banks in Myanmar have begun to provide their services via mobile phones. However, few studies investigated the factors that may help to set mobile services from a customer perspective. So, this study aims to propose and test a conceptual research model to predict the user's intention to use and actual use level of mobile banking service by combining UTAUT and DeLone-Mclean IS model. Data were collected from 206 citizens who had experienced mobile banking in various regions of Myanmar. The study found that performance expectancy, effort expectancy, information quality and service quality influence the user 's intention to adopt mobile banking services which directly affects the user's actual use of them. However, social influence, facilitating condition and system quality don't influence the user's intention. The study results contribute to meeting customer's needs and reducing customer risk in Myanmar's mobile banking industry, suggesting to seamlessly provide the necessary resources like technology improvements, organizational infrastructure and service centers. Another future study are required to include service's security and trust factors so that the service providers could gain their customers' reliability and trust.

  • Looking at the application examples related to RFID systems around the world, it is easy to find that RFID systems are introduced in various industries, such as retail and consumer goods sectors, financial and security sectors, automotive and transport sector, leisure and sports sector, logistics, and health-related fields. This is because they can get their operational efficiency and competitiveness by means of product's visibility and transparency of information through RFID systems. However, it is required that evaluation of effectiveness on introducing RFID systems should be performed to strengthen construction willingness of RFID systems before actual introduction of the RFID systems in the process. This activity affects to introduction of RFID systems in industry-wide and then, will be able to create a synergy effect such as national industrial competitiveness improvement. The purpose of this study is to offer rational method on effectiveness analysis before and after RFID based process. Accordingly, the proposed Choquet fuzzy integral-based model will be allowed rational analysis by integrating quantitative and qualitative analysis. Through the effectiveness analysis of C company's RFID based process using the proposed evaluation model, we could identify that RFID-based logistics process was more effective than existing process.
