  • Analyses of performance of wireless broadband communication systems employing fiber-optic link have presented. We have analyzed CNR penalty to evaluate system performance by taking into account, radio link considering rainfall attenuation, and optical link considering several carrier-to-noise ratio versus the optical modulation index.

  • This study is to consider political implication of indicators to measure personal information security in public sector studied by Ministry of Public Adminstration and Security from 2008 to 2011. The study analyzed the priority of personal information security policy dividing into personal information security infrastructure, personal information management with life cycle, correspondence of information infringement by scholars, experts, and chargers. As the results, to progress personal information security policy is important to management of personal identification information on web site; specially institutional infrastructure as responsible organization, exclusive manpower, and security budget; personal information security infrastructure. As like the results, it would be reflected in the progress of personal information security policy and tried to provide systematic management program with improving safe information distribution and usefulness.

The Moderating Effects of Information Security Policy between Information Security Maturity and Organizational Performance (정보보호 성숙도와 조직성과 간의 정보보호 정책의 효과분석)

  • The absence of proactive information security management to ensure availability, accessibility and safety of information can bring serious risks to customers as well as to the organization's performance and competitiveness because improper security management undermines business continuity. This study analyzed the maturity of information security which affects the organizational performance. Through the literature reviews, a research model using the organizational performance as the dependent variable, the risk management process maturity and risk assessment process as independent variables and the information security policy indexes as moderate variables was proposed, and an empirical analysis was made on the basis of survey. The results showed that there was a high causal relationship between information security maturity and organizational performance. However, even if the proportions of information security staff ratio and the information security budget ratio increased, information security maturity did not affect organizational performance. It suggests that information security maturity affects organizational performance, but information security regulations have their limitation as being a catalyst to improve organizational performance.

  • The importance of information security has grown alongside the development of information and communication technology. However, companies struggle to select suitable countermeasures within their limited budgets. Sönmez and Kılıç (2021) proposed a model using AHP and mixed integer programming to determine the optimal investment combination for mitigating information security breaches. However, their model had limitations: 1) a lack of objective measurement for countermeasure efficacy against security threats, 2) unrealistic scenarios where risk reduction surpassed pre-investment levels, and 3) cost duplication when using a single countermeasure for multiple threats. This paper enhances the model by objectively quantifying countermeasure efficacy using the beta probability distribution. It also resolves unrealistic scenarios and the issue of duplicating investments for a single countermeasure. An empirical analysis was conducted on domestic SMEs to determine investment budgets and risk levels. The improved model outperformed Sönmez and Kılıç's (2021) optimization model. By employing the proposed effectiveness measurement approach, difficulty to evaluate countermeasures can be quantified. Utilizing the improved optimization model allows for deriving an optimal investment portfolio for each countermeasure within a fixed budget, considering information security costs, quantities, and effectiveness. This aids in securing the information security budget and effectively addressing information security threats.

  • To solidate information security, Korea government introduces information security governance. The public institutions and agencies in korea have begun to recognize the importance of information security governance. For solidating information security governance, the government has tried to establish and solidate an information security policy and information security systems. This study suggests factors affecting the level of information security governance in the public agencies and institutions through the factor analysis and the linear regression analysis. The results of this study show that the CEO's support is able to elevate the level of information security governance. The level of information security governance has relation with the number of the staff in information departments, and the budget in the public agencies and the institutions. This study provides directions for the public agencies and the institution for elevating the levels of information security governance.

  • Purpose and Method: Financial field among the various changes due to the nationalization of fire fighting officials is the main point and to stably settle according to the purpose, improvement of special account for fire fighting officials is suggested by analyzing the facts and related acts. Results: To use the fire fighting project budget entirely in fire fire fighting project by the purpose of the installation of special account for fire fighting officials, dual budgeting standard for labor cost should be revised. In the reserve cost budgeting standard "Within 1/100 of the total budget rule" total budget includes the labor cost, as a result reserve cost budget will keep increase, so reserve cost budget should be fixed by the project budget instead of the total budget. Conclusion: To use the fire fighting budget by the purpose of the installation of special account for fire fighting officials, improvement on budgeting standard is necessary to increase quality of the fire service and stably operate the fire fighting organization.

  • In order to achieve efficient and effective organizational information security objectives, for the level of information security to accurately evaluation and direction for improving that performance evaluation index and method of measurement for information security outcomes are needed. For information security activities of domestic companies to measure the performance or effectiveness, that standard method of measuring and the available evaluation Index are insufficient. company is difficult to investment for information security budget. Therefore, the purpose of this study was developing of performance evaluation index and method of measurement for information security outcomes applying BSC available in the company. The results of this study that companies can determine the level of information security itself. Analysis of the information security status and the strategy establishment of the information security investment can be applied.

  • Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.

  • Information is a valuable asset regardless of the size of the enterprise and information security is an essential element for the survival and prosperity of the enterprise. However, in the case of large corporations, Security is ensured through rapid introduction of information security management system. but In the case of SMEs, security systems are not built or construction is delayed due to complex factors such as budget constraints, insufficient security guidelines, lack of security awareness. In this paper, we analyze the actual situation of information security management of SMEs through questionnaires, and We would like to suggest a comprehensive security plan for SMEs in free or inexpensive ways. We believe that by applying the method presented in this paper, SMEs will be able to implement the lowest cost basic information security and will benefit SMEs who plan to establish an information security plan.

  • Smart factory of Manufacturing sector is rapidly spreading, globally. In case of domestic, it is on going based on KOSF. It is neither lack of invest nor security of information due to it has been spread from manufacturing sector. Hence, that's very difficult to efficiency prevent from new type of intimidation and security accident happened sometimes from this situation. According to research information security condition with recognized new menace, there is a most efficient way is provide education of information security without any extra budget to safely spread smart factory. Thus, this study of research has developed security awareness training curriculum from international standard, requirement of the industry, and curriculum of educational institution based on NCS (National Competency Standard). It is be very helpful to spread smart factory safely due to expert group has been test of validity.
