The informationization policies undertaken in concentration only on the national economic growth invited the unbalance between technology and social culture, displayed the serious reverse function phenomena, and these problems threatened the personal identity of individual in the cyber space. In this study, we developed an index model on the information and communication ethics where the national level of information and communication ethics can be examined. For this purpose, based on diverse previous research data, the areas of the ethical indicators in information and communication has been developed through the brain storming of the research staff. Through the consultation with experts, the feasibility and representation as index was heightened, and the weighted values to the each index was provided by the AHP method. The outcome of questionnaires from the information users and information providers (great portals) was also reflected in simple average method into the calculation of the weighted value to the each index element.

As people increasingly access the internet on mobile, the importance of internet ethics and Information Communication(ICE) Ethics has been gradually emphasized in a global society. Therefore it is needed that young students should learn cyber-ethics at school. However, currently there is almost no appropriate ICE-education program for primary school students in Korea. In this paper, we propose an ICE-education program based on digital storytelling. The proposed ICE-education program makes students to learn ICE naturally through the experiences obtained in the process of making their own digital storytelling about ICE. We applied the proposed ICE educational program to the 6th grade students of an elementary school located in Seoul. The result showed that the most participated students have enhanced their scores in participation, respect and temperance among four key elements of ICE.

The internet which is fast spread over all areas of our lives provides us with benefits of efficiency, productivity, and amusement; however, its features as an anonymous and non-face-to-face medium have raised a serious social issue of the collapse of internet ethics due to the abuse of it. Thereupon, the importance of internet ethics education has been highlighted to prevent side effects resulted from the internet and cultivate human-centered internet culture. In this paper, we suggests desirable methods for internet ethics education based on the investigation and analysis of the status of university freshmen's internet ethics. This research conducted a survey and analyzed its result after categorizing the status of internet ethics into the invasion of private information, invasion of intellectual property rights, harmful information, internet communication culture, cyber violence, internet addiction, and internet fraud. And based on the result of analyzing their internet ethics, this paper suggests desirable methods for internet ethics education. Next, internet ethics education was conducted by applying the proposed methods for internet ethics education, and its educational effect was evaluated. According to the result of verifying the educational effect measured statistically, it has proved that the suggested internet ethics education is effective to improve undergraduates' internet ethics.

The purpose of this thesis was to implement effective blended PBL(Problem-Based Learning) systems for information communication ethics education. Online learning and face-to-face classes were systematically combined for achieving the teaching-learning goals. And the main module for online learning run on Moodle, an open source learning management system. To examine educational effectiveness of the proposed systems, an experimental study was conducted through the method to the subject of two class in the second-grade of university located in ${\bigcirc}{\bigcirc}$ city. For experiment 60 students(treatment group=30, control group=30) are participated. And they were assigned to one of ten subgroups, comprising of six students, respectively. The results of this study are follows, First, the education using proposed blended PBL method is more effective in cultivating consciousness of information communication ethics than the education using face-to-face PBL learning method. Second, learners who participated in the proposed blended PBL more experienced various effects of PBL, such as (1) Improvement of problem solving ability, (2) Understanding of cooperative learning than the other learners who participated in the face-to-face PBL.

The proposed e-PBL is based on PBL which is one of the constructivism teaching-learning theories. The results of this study showed that the education using proposed e-PBL is more effective in cultivating consciousness of information and communication ethics and learners responded positively than the education using traditional face-to-face PBL learning method.

The harm caused by the opposite function of information and communication has also done increasing with making use of internet more spread. Especially the information and communication are even used as new criminal methods in the society. The objective of this study is to find the orientation on the ethics education of information and communication through the opinion of the undergraduate students who lead the culture of internet for suggestion of the target to raise the upright and sound members of society as well as to solve the above such problems and to establish the desirable model of the ethics. From the questionnaire result by the undergraduate students of S University, students in the field of Humanities and Social Science need the education against the opposite function of information and communication and also the education of netiquette of conscience and moral. In case of opinions in the field of Science and Engineering, the result shows that the students have the opinion on the necessity of the professional education to deal with the opposite function to information and communication as well as the education for upgrade of ability to make use of expert knowledge of information and communication toward the positive side. Finally, the students in the field of Medicine show that they have also the opinion to deal with the opposite function of information and communication. In addition, such result shows that they have the opinion of necessity to the special education against various addicted symptom related to the computer.

Although communication technologies are developing day by day, moral and ethical attitude in using the technologies do not come up with thier development. Because of this, the negative side of development is getting worse. Recently, educational and social institutes are recoginizing the depth of the negative effects of development and are trying to teach communication etiquettes and ethics. However, a systemic education of communication ethics for the gifted students in the information technology field is absent. Education should be done appropriately according to the levels of its recipeints. Thus, it would be necessary that education of commuication ethics be performed suitable for the gifted students. In this paper, We analyze the actual state of Internet usage of the gifted students of elementary school and also to present a plan for teaching the ethics of communications to those students.

Information and communication brings us some degree of convenient but also serious side effects. Especially, information and communication ethics is an important issue for elementary school children who are early stage in moral value. This paper proposes a triple-connected teaching and learning model. which can be applied to the elementary school children. in order to improve the educational level. The model is formed by selecting three discretionary teaching models, and applying independently them into the different classes with linking the contents for each class. A teacher can choose the teaching models based on what he wants to teach. Caring model, Home-Connected model and Simulation model were linked in our experiment. Experiments were conducted in the same condition but different learning models, Then, an educational effect was compared and analyzed in the educational level improvement point of view, between the Triple-connected teaching and learning model and the single teaching and learning model.

The present paper questionable matter and necessity of real estate information ethics, triangular position method etc. is an escape and for is. 1. Today mass communication informs us of the unethical behaviors of business almost everyday and the social interest about them including individuals implicated in loss and gain grows larger. It is the real aspect that business manager and scholars do not cope with the situation. 2. Five business ethical scales as justice theory, relativism, egoism, utilitarianism, deontological theory and information ethics were applied to this thesis. 3. Hypothesis : There will he a difference in the response on five ethical scales and the recognition degree of information ethics with consumers. 4. The response on five ethical scales with the sex of consumers showed a significant difference but that with the age showed a little difference that with the academic career showed a significant difference in justice theory, relativism, utilitarianism and deontological theory 5. The recognition degree of information ethics with the age and academic career of consumers showed a significant difference and the hypothesis was accepted, but that with the sex showed a little difference.
