A Study on the Countermeasures for the Change of Security Environment in the Hospitality Industry (호스피탈리티 산업변화에 따른 보안환경 변화와 대응방안)

  • This research has examined in depth professional books, advance research, related statistics, and internet data to present security environment changes and countermeasures that may arise due to changes in the domestic hospitality industry. The Hospitality industry characteristics and the trend of change at home and abroad were analyzed. Based on the analysis results, the global hospitality industry has minimized the negative impact of the gambling industry held by casinos through Integrated Resorts, and confirmed that the individual characteristics of various hospitality industries, such as Hotels, MICE, Performances and Shopping, have been developed in such a way that they can exert positive synergy. It has confirmed that South Korea is also trying to revitalize its sluggish economic growth by setting up strategies for industrializing the Integrated Resort and developing the Integrated Resort industry. Based on this, the security environment changes that could occur in individual Integrated Resort companies and the region were expected from five perspectives, and three levels of government/industry/personal response measures were proposed for effective response to changes in the security environment.

  • Private security guards are not given special legal privileges to the general public, and holds the same legal status. However, the private security industry has been the expansion of business areas, but some legal rights to bring a limited time you can claim that. In this study, major countries such as Japan, the United States and comparative analysis of the legal status of the security guards and private security guards in Korea about the legal status of the current law on the guards private security law Korea by analyzing the legal status of private security guards to the issue of the legal status and thereby derive an alternative proposes a purpose.

Insights from the Compulsory Licensing and the Approved Contractor Scheme of the UK Private Security (영국의 민간경비 의무적 자격증 및 인증계약자 제도에 관한 연구)

  • The private security industry has expanded in proportion to economic developments throughout the world, largely because the existing security services provided by the government do not satisfy demands of various economic entities and people in the society for better security service. Therefore, it would not be unfair to say that security services by private sectors are decided by its quality, price, and customers' needs. A refined management system, however, is essential to assess qualification of security companies and their service quality, given the nature of public goods of security service. Despite the steady growth of private security industry in Korea, however, it has been continuously criticized that its security management system for better qualification of security guards, training, and private security companies have not been fully updated enough to guarantee good quality. This paper aims to gain insights to effective policy formation in the Korean private security industry, through reviewing the licensing system of private security guards and the Approved Contractor Scheme (hereinafter the ACS) in the UK- that has on one hand systematically regulated private security industry, but on other hand has enforced public-private cooperation by laying significant stress on autonomy of private security companies. The distinctive characteristic of the UK policy for the private security is that the Security Industry Authority (hereinafter the SIA), an independent authority, is leading development of the private security industry of the UK through specialized private security regulation and enhanced service quality. In addition, the UK is developing quality of security service with transparent financial management and recruitment of good quality security guards by adopting not only substantially specified regulations and standards, but the voluntary ACS system. Moreover, the SIA analyzes customers' demands for security service specializing the policy for private security through conducting a variety of surveys. With the analysis of the UK private security system, this paper suggests that the Korean government change from a non-specialized private security regulation system by the National Police Agency to an independently specialized private security authority like the SIA and adopt the compulsory licensing and the ACS system of the UK.

State of the Japanese Security Industry and Its Implications for Korea (일본 시큐리티산업 현황과 한국의 시사점)

  • In Japan, the Security Equipment Association takes the initiative in standardization, the preparation of installation standards and the management of the qualification system. This association is joined by electronic security companies, manufacturers and installers and makes research in security equipment, security alarm system and information security system. But, the Korea Security Association takes the initiative in the security industry in accordance with the security business act, but few electronic security companies that are the hub of the security market have joined the association yet. Currently, there is no organization in which electronic security companies, security equipment manufacturers and installers can participate together, and it's not possible for all the parties concerned to make a concerted effort for the development of security equipment under the circumstances.

  • The importance of communication security is increased in the power industry. The representative communication network of power industry is the SCADA(Supervisory Control and Data Acquisition) systems. The SCADA system has been used for remote measurement and control in the power industry. Recently, many studies of SCADA network security have been carried out around the world. In this paper, we introduce recent security issues in the SCADA network and propose the application of a symmetric encryption method to the Korea SCADA network.

Impact of Trust-based Security Association and Mobility on the Delay Metric in MANET

  • Trust models in the literature of MANETs commonly assume that packets have different security requirements. Before a node forwards a packet, if the recipient's trust level does not meet the packet's requirement level, then the recipient must perform certain security association procedures, such as re-authentication. We present in this paper an analysis of the epidemic broadcast delay in such context. The network, mobility and trust models presented in this paper are quite generic and allow us to obtain the delay component induced only by the security associations along a path. Numerical results obtained by simulations also confirm the accuracy of the analysis. In particular, we can observe from both simulation's and analysis results that, for large and sparsely connected networks, the delay caused by security associations is very small compared to the total delay of a packet. This also means that parameters like network density and nodes' velocity, rather than any trust model parameter, have more impact on the overall delay.

  • Recently, the industry of private security needs to cope with system for specialization improvement to security business. Especially, private security will very important in various international events such as 2002 World Cup soccer game and so on. The analyses of this study have led to the following conclusions: First, the industry of private security must advance to trait by oneself. Second, it is needed that both public and private security must know about role-sharing between them on the basis of efficiency, and try to cooperate with each other for the events security. Third, it will educate and train their officials in professional techniques to events security. In addition, it should be expand to reserve manpower and for the motivation to security officials establish as minimum pay scale.

Convergence Security Provider Self-Conformity System (융합보안 공급자 자기 적합성 제도)

  • In this paper, we propose 'a self - conformance system of convergence security provider' to provide basic data for security and reliability of convergence industrial technology, system and service. It is difficult to evaluate convergence security systems, limited to information and communication service providers, unable to check convergence security items, burden of submission documents, difficulty in measuring convergence security service level and we will summarize product and service-based requirements that can be integrated and systematically measure the level of convergence security and define renewed life cycle-based convergence security information and content security and assurance requirements. On the basis of this, each convergence security company declares conformity with the standard itself without the certification of the certification body, and introduces the provider conformity certification system which can manufacture and sell. This will enable the company to strengthen its competitiveness through timely launch and implementation of products and services and cost reduction.

  • With the changing safety services and social order systems accompanied by the economic development and changing public security environment since the Chinese economic reform, the security service industry in China is growing daily and related problems are increasing. For the Chinese security service market to be activated, the monopoly of security services by the public security agencies must be removed. In addition, the research and development, expansion, and applications of safety and crime prevention technologies regarding the safety and protection of exhibition, sales, culture, sports, commerce activities, combinations of safety technologies and crime prevention processes, the provision of relevant technical operations, and the expansion of security service areas are required. Furthermore, the administration rights, property rights, and business management rights of security companies must be separated, the security headquarters must be integrated and coordinated for optimization of various resources solely by market needs, and their rights and affiliation relations must be clear. Besides, the competitiveness of security companies in the security service market must be enhanced by unifying the business management, and optimizing and sharing their resources. The security service ordinances of China that have been implemented now must be applied realistically, methods to activate the true market economy for security services must be researched, and various ordinances related to security services must be realigned in line with the characteristics of security services. Finally, for the mutual cooperation system between public and private security services, the public security agencies must acknowledge the importance of private security services and the status of security service providers in crime prevention and social order maintenance. They must establish partnership relations with each other beyond the unilateral direction and management system for security services and drive with positive attitudes the security service industry which is still in its infancy.
