본 연구는 국내 호스피탈리티 산업변화에 따라 발생할 수 있는 보안환경 변화와 대응방안을 제시하기 위해 전문서적, 선행연구, 관련통계, 인터넷자료 등을 심층적으로 고찰하고, 호스피탈리티 산업특성과 국내외 변화추세를 분석하였다. 분석결과를 토대로, 세계 호스피탈리티 산업이 카지노를 중심으로 하는 복합리조트를 통해, 카지노가 가지고 있는 도박 산업의 부정적인 영향은 최소화하고 호텔, MICE, 공연, 쇼핑 등 다양한 환대산업이 가지는 해당산업의 개별특성들이 긍정적인 시너지를 발휘할 수 있도록 변화하면서 발전해 왔다는 것을 확인하였다. 국내도 세계 복합리조트 산업이 대형화, 복합화와 전문화, 명소화와 집적화, 해외자본유치와 규제완화의 전략으로 발전하는 변화추세에 따라, 복합리조트 산업화 전략을 수립하고 복합리조트 산업발전을 통해 침체된 경제성장에 활력을 불어넣기 위해 시도하고 있다는 것을 확인하였다. 이를 근거로, 개별 복합리조트 기업과 해당지역에 발생할 수 있는 보안환경 변화를 다섯 가지 관점으로 예상하였으며, 보안환경변화에 효과적으로 대응하기 위한 방안을 제시하기 위해 국내 보안환경의 현황분석을 바탕으로, 정부/산업/개인 세 가지 차원의 대응방안을 제시하였다.

민간경비원은 특별한 법적 권한이 주어지지 않은 일반인과 동등한 법적 지위를 보유하고 있다. 그러나 민간경비산업은 그동안 업무영역의 확대를 가져와 제한적이지만 일부 법적 권한을 보유할 시기가 되었다는 주장이 있다. 이 연구에서는 일본 미국 등 주요국가의 경비원 법적 지위를 비교 분석하고 우리나라 민간경비원의 법적 지위에 관하여는 현행법인 경비업법상의 경비원의 법적 지위를 분석함으로써 우리나라의 민간경비원 법적 지위의 문제점을 도출하고 그에 대한 대안을 제안하는데 목적이 있다.

세계적으로 민간경비산업은 경제발전과 비례하여 성장해 왔다. 기존의 국가기관에 의한 치안서비스로는 다양한 경제주체와 국민들의 보다 질 좋은 경비서비스에 대한 욕구를 충족해주지 못하였기 때문이다. 따라서 현대의 민간경비업체에 의한 치안서비스는, 기본적으로 시장의 원리에 의한 자율경쟁 하에서 제공되는 서비스의 질과 가격, 그리고 고객의 수요에 따라 결정된다고 할 수 있다. 그렇지만 경비서비스의 공공재적 성격상 국가가 해당 경비업체의 자격과 서비스 질을 평가하고 관리하는 세련된 관리시스템도 필수적이다. 그러나 우리나라의 경우 민간경비산업의 비약적 성장에도 불구하고 경비서비스의 질을 담보할 수 있는 경비원 자격, 훈련 및 경비업체에 대한 국가적 관리시스템은 뒤떨어져 있다는 비판이 꾸준히 제기되어왔다. 본 논문에서는 민간경비산업에 대한 국가적 규제정책이 체계화되어 있으면서도 경비업체의 자율성을 중시, 경비서비스의 질을 높이기 위한 민 관의 협력적 체제가 잘 구축된 영국의 경비원 의무적 자격증제도 및 인증계약자 제도를 자세히 검토하고 우리나라의 경비 산업 규제정책에 주는 시사점을 살펴본다. 영국의 민간산업정책의 가장 큰 특징은 독립된 민간경비산업위원회를 두어, 민간경비 규제업무의 전문화와 품질향상 효과를 높임으로써 민간경비산업의 자율적인 발전을 이끌고 있다는 점이다. 또한 매우 구체적이고 세부적인 규정과 기준을 마련하면서도 자발적인 인증계약 제도를 도입하여, 경비업체의 재무구조의 투명성, 양질의 경비원 충원 등을 통해 경비서비스의 질을 향상시키고 있다. 뿐만 아니라 민간경비산업위원회에서 다양한 설문과 여론조사를 통해 민간경비서비스 제공자와 고객의 인식과 수요를 판단, 민간경비산업 정책에 대한 전문성을 높여가고 있다. 본 논문은 이러한 검토를 통해 우리나라에서도 경찰청 위주의 비전문적 민간경비관리시스템에서 벗어나 영국과 같은 전문적인 국가기관의 민간경비관리기관을 설치하고, 경비원 의무적 자격증제, 인증계약자제도를 도입할 것을 제안한다.

일본은 방범설비협회가 중심이 되어 표준화 문제, 설치기준문제, 자격제도 운영 등을 주도하고 있다. 즉, 이 협회는 기계경비업자, 제조업자, 시공업자 등이 가입하여 방범기기, 방범시스템, 정보시큐리티 시스템에 관한 조사, 연구를 하고 있다. 그리고 방범설비에 종사하는 자의 연수, 방범설비 보급 등을 통해 범죄를 방지하고 국민생활의 안전에 공헌하고 있다. 그리고 방범기기에 대한 연구와 표준화로 방범설비협회가 제정한 기술기준과 시공기준을 업무에 적용하고 있는 실정이다. 아울러 방범설비협회를 중심으로 우량방범기기인정제도(RBSS: Recognition of Better Security System) 등을 시행하고 있다. 또 방범설비사와 종합방범설비사 자격제도를 도입하여 방범기기 설치 및 제조자의 능력을 향상시키고 생산기술 향상을 도모하고 있다. 그러나 우리나라의 경우는 경비업법에 따라 한국경비협회가 중심을 이루고 있지만, 경비시장의 중추를 이루고 있는 기계경비업체는 참여가 거의 없는 실정이다. 그렇다고 기계경비업체나 방범기기 제조업체와 설비업체들이 함께 할 수 있는 조직이 있는 것도 아니기 때문에 방범기기에 대한 통합된 노력을 할 수 없는 환경이다. 따라서 본 연구의 목적은 일본의 시큐리티산업과 방범설비산업의 현황 및 방범설비협회의 사업과 운영 등을 살펴보고 한국에 적용할 수 있는 시사점을 제시하는 것이다.

The importance of communication security is increased in the power industry. The representative communication network of power industry is the SCADA(Supervisory Control and Data Acquisition) systems. The SCADA system has been used for remote measurement and control in the power industry. Recently, many studies of SCADA network security have been carried out around the world. In this paper, we introduce recent security issues in the SCADA network and propose the application of a symmetric encryption method to the Korea SCADA network.

Trust models in the literature of MANETs commonly assume that packets have different security requirements. Before a node forwards a packet, if the recipient's trust level does not meet the packet's requirement level, then the recipient must perform certain security association procedures, such as re-authentication. We present in this paper an analysis of the epidemic broadcast delay in such context. The network, mobility and trust models presented in this paper are quite generic and allow us to obtain the delay component induced only by the security associations along a path. Numerical results obtained by simulations also confirm the accuracy of the analysis. In particular, we can observe from both simulation's and analysis results that, for large and sparsely connected networks, the delay caused by security associations is very small compared to the total delay of a packet. This also means that parameters like network density and nodes' velocity, rather than any trust model parameter, have more impact on the overall delay.

With the release Apple's iPhone, smartphone is enjoying a tremendous popularity. Security experts pointed the smartphone security risks and KCC(Korea Communications Commission) published safety rules for smartphone users. In this paper we surveyed market and product trends of smartphone and analyzed the security technology of smartphoen OS including Symbian, iPhone OS, Windows Mobile and Android.

Recently, the industry of private security needs to cope with system for specialization improvement to security business. Especially, private security will very important in various international events such as 2002 World Cup soccer game and so on. The analyses of this study have led to the following conclusions: First, the industry of private security must advance to trait by oneself. Second, it is needed that both public and private security must know about role-sharing between them on the basis of efficiency, and try to cooperate with each other for the events security. Third, it will educate and train their officials in professional techniques to events security. In addition, it should be expand to reserve manpower and for the motivation to security officials establish as minimum pay scale.

In this paper, we propose 'a self - conformance system of convergence security provider' to provide basic data for security and reliability of convergence industrial technology, system and service. It is difficult to evaluate convergence security systems, limited to information and communication service providers, unable to check convergence security items, burden of submission documents, difficulty in measuring convergence security service level and we will summarize product and service-based requirements that can be integrated and systematically measure the level of convergence security and define renewed life cycle-based convergence security information and content security and assurance requirements. On the basis of this, each convergence security company declares conformity with the standard itself without the certification of the certification body, and introduces the provider conformity certification system which can manufacture and sell. This will enable the company to strengthen its competitiveness through timely launch and implementation of products and services and cost reduction.

중국은 개혁개방이후 경제의 발전과 치안환경 변화에 따라 안전서비스영의 변화와 사회치안제도의 변화를 수반하게 되어 보안서비스산업이 날로 증가하고 이에따른 문제도 증가를 하고 있는 실정이다. 중국의 보안서비스 시장경제가 활성화 되려면, 우선 보안서비스에 대한 공안기관의 독점을 취소해야 하고 전람, 전시판매, 문체, 상업 등 활동의 안전보위와 각종 안전기술 방범상품의 연구개발, 확충과 응용, 안전기술 방범계통 공정의 접속과 그에 상응한 기술업무의 제공과 보안서비스 업무영역의 확충이 요구 된다. 그리고 보안회사의 행정관리권, 재산권과 경영관리권의 분리를 실행하고 보안본사는 완전히 시장요구에 따라 각종 자원에 대하여 최적화를 위해 통합조정하며 권리와 소속 관계를 명확히 하고, 경영관리가 통일되고, 자원이 최적화되어 함께 나눌 수 있는 기업실체를 건립하여 보안서비스 시장에서 경쟁력을 향상시켜야 한다. 또한 이제 시행된 중국의 보안서비스조례를 현실적으로 적용하고 진정한 보안서비스 시장경제를 활성화 시킬 수 있는 방안을 연구하여 보안서비스 관련 각종 조례를 정비하여 보안서비스 업무의 특성에 맞도록 정비하여야 할 것이다. 마지막으로 중국은 공안과 보안서비스의 상호협력체계를 구축함에 있어서 공안기관은 보안서비스가 범죄예방과 사회질서 유지에서의 중요성과 보안서비스회사의 지위를 승인해 주고 보안서비스에 대한 일방적인 지휘와 관리체제에서 벗어나 양자의 동반자 관계를 확립하고 아직 초보발전단계에 있는 보안서비스업을 긍정적인 태도로 발전 시켜야 한다.
