  • As IT industries importance for economic growth, export and the promotion of employment increases, forecasting and analysing development direction in the IT industry & the meaning of the national economy is more important than ever. This study will contribute to policy making in IT industry through improving comprehension of IT and understanding development trend of the new fields of IT industry. Moreover, It will be helpful to formulating the various support programs for the IT industry. In this situation, this study has importance in the side of taking a triangular position in policy direction based on the future of IT industry.

  • In e-learning industry which represents the convergence of IT and education, the standard of e-learning content development cost has been calculated according to the guideline or standard of existing similar industries without considering the characteristics of the industry until today. The absence of contents development cost standard related to e-learning has been recognized as one of the most difficulties in e-learning industry. The calculation of the content development cost without reflecting the characteristics of e-learning industry has bad effects such as the degradation of content quality and development of e-learning industry, and the growth obstruction of them. This paper suggest a standard of development cost for e-learning content development considering the characteristics of e-learning industry. We analyse current problems and the characteristics in e-learning industry, and define the development cost standard. We propose the methodology for developing e-learning industry and for contributing quality improvement of e-learning content.

Firm Characteristics and Modes of University-Industry Collaboration: Cases of Japan and Thailand

  • Despite the importance of university-industry collaboration, issues pertaining to the characteristics of collaborating firms, their modes of interaction, and the relationship between these modes and outcomes are not well-researched. The impact of country's development on these issues is also unclear. This case study examines Japan and Thailand-respectively representing developed and developing countries-and features the following key findings: 1) the characteristics of firms affect modes, with large Japanese firms being more collaborative with universities, whereas Thai SMEs significantly collaborate more with universities; 2) the relationship between modes in Thai firms is stronger than those of Japanese firms because in Thailand, perhaps due to weak technological capacity, R&D collaboration is conducted alongside university consultancy services; and 3) in Japan, R&D and human resource development collaboration lead to product innovation, whereas different outcomes are expected from different modes in Thailand. Apparently, trivial informal collaborations do have significant impact on innovation.

  • In 1994 Korea government began to develop the healthcare industry, since then the government has tried to create opportunities to promote the industry through various political efforts and policies. The biggest achievement was attracting foreign patients from 2009 to 2016 with a cumulative 1.56 million and total revenue of 3 trillion won. But Korea still loses the opportunity to become a global leader in the health care industry due to regulations and various ideological disputes. Accordingly, it is necessary to facilitate policy understanding and present a practical road map so that Korea's healthcare industry become a new growth engine that will lead the trend of global market in the future. It also suggests a national economic development paradigm, the health economy as health and economic value are rotated through a shift in view of health care. At this point, 20 years after the beginning of the healthcare industry development, it is necessary to evaluate the related policies and discuss effective future directions. In this sense, the purpose of this study is to examine the policies and limitations of the healthcare industry by each government division, and based on it, to propose political tasks for the future.

  • With the qualitative methods for casino-related policy analysis on sense of residents, the degrees of expectation, support, adequacy, awareness, participation, contribution, and benefit which were derived from results are as follows: Firstly, from the recognition analysis on casino related policy, recognition III ranked at the top, and benefit and contribution II followed next. From the result, promotion policy on closed mine area fell short of expectations. The second phase of development project and appropriate the dead-mine development fund for promotion of substitute industry by the needs of residents. Secondly, derived from the comparative evaluation of casino-related industry, all comparison targets ; awareness of promoting policy and contribution to regional development, participation and contribution to Regional development, benefits and contribution to regional development, participation in the closed-mine area and contribution to regional balanced development, and lastly benefits and regional balanced development) are related to each other.

A Course Development of the Marine Leisure Sport Policy (해양레저스포츠 정책의 발전방향)

  • The purpose of this study is to show a course development of the marine leisure sport policy in Korea. The preceding researches and the analysis on the actual conditions on marine leisure sport in Korea were conducted for this research. And analyzing the obstacle and development factors in marine leisure sport, the conclusions intended to provide the preliminary data on the marine leisure industry are as follows: First, as policy-based problems, there will be needs for the public perception improvement in the marine culture caused by the lack of publicity, the reflection reinforcement of the national policy on the marine leisure industry, the prevention of the overlapping investment for the national resources development in the marine industry and marine leisure sport complexes, and the reinforcement of the close networks with the developed countries. Second, as human-based problems, there will be needs for the new organization of the specialty agencies involved in the marine leisure industry field, the nurture of the capable specialists and the reinforcement and nurture of TF team for the infrastructure industry. Third, as facility-based problems, there appeared to be the expansion of the SOC related to the marine leisure, the ease of the laws and regulations for the development of the marine leisure facilities, the prevention of the thoughtless development caused by close cooperation system with the local government. Fourth, as law and institution-based problems, there appeared to be the abolishment of the regulation-centered laws involved in them, the prevention of the legal and institutional confusion caused by policy confusion. Fifth, as industry-based problems, there must be the expansion of the domestic supply and demand, the reinforcement of parts industry and the nurture of the license system for the mechanics on the vessels and the engines.

  • Through the convergence of the games industry value creation is possible regions. It typically appears as a Serious Game. Education, medical, defense such as industry and convergence are creating greater added value. The government also identified the importance of the games industry, and the budget set, game development, support business, human resources development policy, along with business and industry to industry to solve the social problems of regulatory policy and operations are being announced. However, by accessing it from a different perspective on the continued growth of the industry's problems is thought to act as. Thus, policymakers in government positions and in fact industry to conduct business in the private sector to reflect both the position of the design of a new development approach is needed. In this study examines the current game industry development policies, as well as activities at corporate level and industry level, the activities of national at the same time that the service should consider using a model with an integrated perspective of the games industry development policy is proposed.

  • The cruise industry is a future-oriented convergence industry based on tourism and shipping, and has attracted great attention not only in the global market but also in Korea. The rapid growth of Asian cruise population, especially in China, has had a considerable impact on both the global market as well as the Korean market. With the recent THAAD problem, the need for diversification of the market has been raised as the entry of cruise tourists from China has been greatly reduced. It is also time for a more systematic and comprehensive development strategy ahead of the opening of the new cruise terminal. This study draws out the problems based on the interviews with experts such as prefectures, travel agencies, and related organizations, as well as analyzing literature on domestic and overseas government plans, policy reports, and research data. Then, the SWOT analysis is used to develop the development strategy and explore the policy support direction. The research scope can be extended to sustainable development model through wider linkage of mid to long term strategy and policy.

  • Recently, the service innovation is getting interests among innovation researchers. After reviewing the Lancasterian approach concerning the service innovation, this paper explains concretely the innovation in the cultural industry, specifically online game industry, using Lancasterian approach. Combining Lancasterian approach and the value chains in the cultural industry systematically, we draw both implications in theory and policy. Theoretically, the innovation in the cultural industry needs interdisciplinary research due to the inclusion of diverse innovation natures-technical, content, and marketing innovation. Also this paper suggests policy makers to apply research and development(R&D) concept in the manufacturing sector to the cultural industry in which content R&D means the creation of new concepts or new development of the service.
