산업용 기계 안전시스템(장치/제도) 강화의 필요성에 관한 연구 - 사례분석을 중심으로 - (A Study on the Necessity of Reinforcing the Industrial Machine Safety System (Device/System) - Focused on Case Analysis -)

  • By analyzing the current status and type of industrial safety accidents caused by industrial machinery, this study aims to examine the importance and necessity of the safety devices that are installed on-site. Additionally, this study aims to determine the implications for Korea by analyzing the status of industrial accidents in major countries and the responses to the accidents. We found that workers could easily access and operate the safety devices and that productivity and convenience were more important than safety. Thus, safety devices need to be mandatorily installed on-site for the safety of workers, and only management supervisors should be given the authority to operate them to afford a sense of safety responsibility to the workers.

  • An industrial injury prevention has a basis on fundamental spirit of human respect rather than only injury prevention in company. The employer should recognize employee as a core part of an industrial management and use as a starting point of safety and health management rather than means of production. There are many reason for unsafety action without safety operation. The reason is no standard safety operation in company or the workers never get a enough education. Standard safety operation is prepared by paper for accurate directions and orders and operators must read the paper to prevent an error of action. Also an essential particular is safety of equipment and machine must be assumed to establish standard safety operation then safety of operations will be possible.

  • 산업사회의 발전은 우리를 풍요롭게 변화시키고 삶의 질을 높인 반면에 각종 재해로 인하여 근로자 본인은 물론 가족들의 고통을 안겨다 주었다고 볼 수 있다. 이 연구의 목적은 산업재해 예방을 위한 산업안전보건교육프로그램 중 회사 자체교육과 전문교육기관 위탁 관리감독자교육프로그램에 대한 실시 현황 조사와 산업안전보건관리 감독자 교육프로그램의 위탁교육과 자체교육이 산업안전보건법에서 정한 관리감독자 직무를 수행하는 대상의 연령, 업종, 교육이수횟수, 상시근로자수별로 통계적으로 유의한 차이가 있는지를 조사 분석하였다. 그 대상은 안양권역에 근무 하는 관리감독자를 대상자로 하였다. 연구 결과, 기업에서 실시하는 자체교육보다 전문교육기관에서 실시하는 위탁 교육이 더 관리감독자직무에 도움이 되었다는 결과이며, 이는 산업안전보건법의 계속된 개정에 전문교육기관에서 실시하는 위탁교육 이 좀 더 유연하게 대처해왔고 수요자의 요구조사에 더욱 충실하여 틀에 얽매이지 않고 교육 과정을 끊임없이 개발하고 연구해왔다고 해석될 수 있다.

정부출연연구기관 연구원의 안전의식 실태 및 제고방안 (Status of Researchers' Safety Consciousness and It's Improvement Measures in Government-Supported Research Institutes)

  • The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

건설업 기초안전보건교육의 운용적 문제점과 실태에 관한 연구 (A Study on operational issues and status of Certificate of Basic OSH Training in Construction)

  • Full embroidery industrial accidents in recent years has shown a declining trend. But disaster embroidery of domestic construction industry were more than 20,000 deaths per year is about 500 people. The government has introduced a construction site often changing the recruitment of new construction based on health and safety as an alternative to road safety education training yisuje of construction workers, daily work periods short. Certificate of Basic OSH Training in Constructions had also been evaluated as successful by reducing the accident rate problem. It is conducted in private educational institutions has occurred on the friction between workers and employers and training costs are difficult to approach workers in the education standards for such facilities due to the superintendent. Educational institutions are institutions that have been caused by excessive competition lowered levels of education. There is also a lack of evaluation that the training is limited to the basic safety knowledge. These details are brought formal safety education purposes only and is introducing the results of other self jyeotgi difficult to reap the proceeds to good effect. In this study, we propose a plan for improving operational problems and enemy status based on research data presented after the Certificate of Basic OSH Training in Construction.

  • This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors

  • Unpaid Family Worker is blind area of industry safety. Danger of industrial accident is some high but because was excepted in industrial accident compensation insurance application. In most case, because paltry Unpaid Family Worker is no opportunity to take safety education to prevent industrial accidents and there are few safety facility and safety equipment, etc., among business, it may be said that probability to suffer industrial accidents on a trifling mistake or carelessness is higher than general worker of business. Consider such difficult actuality of Unpaid Family Worker and our country must give these benefit of industrial accident compensation insurance application, as opened the door of insurance application in recognition of worker position by "Industrial accident compensation insurance Law" to middle·smaller enterprise's business proprietor or special form labor employees.

  • This study carried out the investigation about the actual conditions of the management, disaster analysis and safety awareness on excavator in one of construction equipment and tried to make it's preventive measures. To achieve this, first of all, the accident of the internal Construction Industry process Investigation and Analysis, and then analyze an cause of accident based on it. Next, For the conditions of safety management conduct a survey to Investigation and Analysis and Propose preventive measures. The results of this study can be summarized as follows. 1st, Status of safety awareness and management of construction equipment tend to seek quickly and easily for the interests of sight. 2nd, Half the precincts of the equipment is causing major disaster. 3rd, The risk of excavator operation's indicators and drivers is so much potential. 4th, The preventive measures are needed for strengthening safety education, professional legal education, changes in safety awareness, the development of prevention system.

고등학생들의 연구실 이용에 따른 안전 인식 및 교육 필요성에 관한 연구 (A study on necessity of education and safety awareness to high school students when accessing laboratories)

  • 본 연구는 고등학생의 연구실 이용에 따른 안전 인식과 교육에 대한 필요성을 조사하였다. 이를 위하여 서울 소재 3개 고등학교 2학년 재학생 290명을 대상으로 설문 조사를 실시하였으며, 수집된 자료를 분석하였다. 분석 결과 정규 수업 전 안전교육은 64.8%가 경험한 것으로 나타났으며, 사고 경험 6.6%, 체험 교육 시 안전 교육 68.0%로 사전 안전교육이 부족한 것으로 나타났으며, 안전교육에 대한 인식도와 필요성은 높게 인식하고 있는 파악되었다. 특히, 연구실 사고 대처 방법에 관한 교육의 필요성을 안전 교육 경험 학생이 높게 나타나 연구실 안전 교육의 체계적인 관리 및 학생들의 안전 시 사고체계에 대한 다각적인 관리 방안 마련이 요구된다. 연구실 안전 인식과 교육 필요성 요인은 생활안전과 연구실 이용 안전교육 필요성과 상호 관련성이 높았고, 기기 및 실험 안전에 대한 필요성이 높을수록 연구실 이용 안전과 사고 대처 방법에 대한 인식도 높은 것으로 나타나 고등학생 대상의 연구실 안전 교육 프로그램 개발과 관리적 방안에 관한 연구를 제안한다.
