This study focuses on the issue of control performance of safety budget for preventing and reducing industrial accidents in Korea. The effect of safety budget such as industrial accident prevention fund on the safety performance is statistically examined first. The role and control performance of industrial accident prevention fund is particularly addressed to reduce the related accidents. The effectiveness of the industrial accident prevention fund-industrial accident relationship is then explained with a simple PI control mechanism.

Purpose: The purpose of this study is to introduce the assessment model for industrial accidents prevention policy. Methods: 10 years of industrial accidents data are explored through EDA approach. Case control study is tried in order to assess the effectiveness of the measures taken by Korea Safety and Health Agency, Civilian, and 'Ministry of Employment and Labor'. Propensity score matching is used to match the characteristics of the two groups compared, and then case control study is again conducted. Next, logistic and Poisson regressions are used to assess the risk factors. Results: According to case control study involvement of 'Korea Safety and Health Agency' and 'Ministry of Employment and Labor' were not effective, but Civilian was. Propensity score matching leads to the same conclusion. Poisson regression reveals the impact of the risk factors on the industrial accidents. Industrial accidents occur more often as the number of employees grows. Mining, farming, fishing, 'transportation storage and telecommunication' and forestry have a higher level of industrial accidents but service industry has a lower level. It is odd that more involvement of Korea Safety and Health Agency, Civilian, and Ministry of Employment and Labor means more industrial accidents. Conclusion: 'Korea Safety and Health Agency', Civilian, and 'Ministry of Employment and Labor' seem to visit those industries with more industrial accidents.

Purpose: It is necessary to establish more systematic and efficient accident prevention measures in relation to the promotion of safety activities to prevent safety accidents of foreign workers at construction sites, especially as safety accidents of foreign workers continue to occur among industrial accidents occurring at domestic construction sites. In this study, I would like to suggest ways to respond to legal issues related to the recruitment of foreign workers and ways to promote safety management that can effectively reduce industrial accidents through various safety management measures. Research design, data and methodology: In order to establish systematic safety management measures for foreign workers, in-depth research was attempted by collecting and analyzing various data such as the current status of domestic industrial accidents, employment status of foreign workers, and disaster statistics. Results: In addition, I intend to establish and present a more systematic safety management plan by conducting various analysis and feasibility review such as risk assessment education in terms of accident prevention for foreign workers. Conclusions: By establishing and presenting more systematic management measures, such as foreign employment, employment by occupation, and on-site education, this safety management system can effectively prevent accidents for foreign workers and is expected to contribute to the prevention of accidents at domestic construction sites for both construction companies and construction officials.

This study was designed to analyse the performance and the mechanisms of workers' participation and communications in industrial accident prevention activities leading to the reduction of industrial accidents. This study also aimed to find out the causal relationship influencing the promotion of prevention activities of industrial accidents. Of the manufacturing businesses with more than 5 workers as the population of the survey, a questionnaire was conducted with 2,500 workspaces chosen by stratified sampling. Out of 2500 workspaces, 971 workspaces equipped with industrial safety and health committee were analysed in this study. According to the results of this study, the primary influential factors on safety activities were the management of industrial accidents and the cooperations between supervisors and workers on site. The secondary influential factor was the establishment of industrial safety and health committee. Regarding the effectiveness of industrial accident reduction, -0.01 was shown by workplace safety activities by themselves and -0.09 was shown by participation and communications through indirect safety activities. This indicated workers' participation and communications play an important role in the reduction of industrial accidents. By discovering the clue to the mechanism of the workers' participation and communications, this study is expected to stimulate the reduction of industrial accidents by emphasizing the importance of workers' participation and communications in resolving the safety and health problem in the workplaces.

The importance of the industrial safety has been growing gradually as well as the prevention activities on industrial accidents. Industrial accident rates have been decreasing by the prevention activities. However, the fatal industrial accidents such as the death tend to increase and risk per accident has increased. The previous studies on the industrial accidents focus on the entire accidents. However, these studies are lacking for the fatal industrial accidents such as the death. The purpose of this paper is to analyze the characteristics and trend of death which occurred by industrial accident, based on the real data of deaths collected last 5 years from 1999 to 2003 in korea. This paper suggests a analysis method using MDS(MultiDimensional Scaling) that considers accidents variables and properties simultaneously. We evaluate MDPREF (Multidimensional Analysis of Preference Data), one of the MDS analysis, to know the relations between the type of industry and region as well as the type of industry and occupation. This paper finds the type of industry which has high possibilities of death by regional groups. In addition, we find the type of occupation which has high possibilities of death by the type of industry. These findings indicate that industrial classification should be differently controled according to type of occupation and region.

Records of industrial accidents are essential to maintain efficient and successful safety programs. The objective of this study is to examine the trends of industrial accidents in manufacturing industry, based on the national statistics. From 1972 to 1994, statistics of industrial accidents were extracted from the annual publications of Ministry of Labor. The results show that there are significant characteristics and trends in the records of industrial accidents. These findings identified in this study can be used to manage the accident prevention efforts.

This study was aimed to propose a safety management scheme for industrial accident prevention, which has been increasingly embossed by industrialists and authorities concerned. A particular attention has been paid to the integrated ideas and practices to be needed in the field supervision. For this, a primary perspective of the study was drawn from the significant analysis of the current industrial accidents. From this observation, the researcher assumed that the integrated scheme should be an extension to the scientific approach in order to overcome various industrial accidents. The researcher also tried to provide more detailed information in each divisions. i.e., an essential safety device, an occupational disease, an educational practice. In this paper, the researcher will show in a first step how industrial accident prevention can contribute to progress of industrial peace and safety. Finally, the researcher emphasized that more investments would be highly profitable to industrial accident prevention and we should be in realization that all of activities in safety management are to be the main key in labour-management cooperation.

Even if several chemical accident prevention systems such as PSM(Process Safety Management), RMP(Risk Management Plan), etc. have been carried out, many chemical accidents have still occurred at industrial plants in Korea. We describe the status of chemical industry and the trend of occurrence of chemical accidents in Korea. And this paper analyzes the recent chemical accidents in eight ways. These ways include chemical accident forms, ignition sources, sources of chemical equipment, human vs equipment/material causes, worker's working situation, employee scale, hazardous substances, week & time, fatalities of manufacture & contractor's workers. Finally we proposes the four representative prevention measures brought to result of cause analysis by accident statistics.
