건설공사 안전관리자 업무 분장 실태조사 연구 (A Study on the Actual Conditions of Safety Manager's Work in Construction Projects)

  • If the participants in construction site safety management perform their duties in accordance with the provisions of the Industrial Safety and Health Act, the burden on safety managers would be minimal. However, the lack of specific work guidelines for each participating entity and the greater responsibility of the safety and health general manager than the management supervisor have resulted in safety managers' workload being increased due to the problem of management supervisors' neglect of safety management. In this study, we conducted a survey of the safety manager's duties and related documents during the construction project initiation, early stages, ongoing work, and disaster occurrence/investigation, and conducted interviews to improve and enhance the division of duties.

유해작업 사내도급 금지와 관련된 논란 및 개정방안에 관한 고찰 (A Review on Recent Debate on Proposals of Amendment of the Article of Prohibition of Inhouse-Contract for Harmful Work in the Industrial Safety and Health Act)

  • Objectives: The purpose of this study is to review the debate on the Article 28(Prohibition of Inhouse-Contract for Harmful Work) of the Industrial Safety and Health Law. Methods: Literatures and recent debate for prohibition and permission of inhouse-contract for harmful work were reviewed. Proposals of revision for the Article 28 of the Industrial Safety and Health Law were also reviewed. Results: It was not found reasonable to revise the Article 28 based on increased fatal accidents or diseases in the electroplating work and heavy metals handling works that are currently listed in the Presidential Decree under the law as the harmful works. Regulation types of prohibition or authorization for any harmful work shall have inherently poor coverage since the scope of application is extremely limited. Contractors for maintenance and repair of chemical facilities may not be included in the scope of application if the harmful works are defined as chemical handling works. If harmful works are prohibited, the contractor workers may loose their jobs. Therefore, it is necessary to consider balancing job security and occupational safety and health safety. Conclusions: Various limitations were found in the Article 28 and the proposals to revise it. Currently in-house subcontracting is widely spread in the workplace. Therefore, it may be inappropriate to set one or two Article such as the Article 28 and 29 to protect in-house subcontract workers from injury and illness. It is believed that it needs fundamental redirection and new approach with new paradigm to impose occupational safety and health duty to prime contractors.

비용편익분석을 통한 안전보건대장의 경제적 효과성 분석 (Cost-Benefit Analysis on the Economic Effectiveness of Safety and Health Ledger)

  • 건설공사 발주자에게 건설현장 근로자에 대한 안전보건관리 책무를 부여하는 안전보건대장 제도가 「산업안전보건법」 전부개정에 포함되어 도입되었다. 안전보건대장 제도에 대한 낮은 인식과 이행률로 발생되는 제도의 실효성 문제를 해결하기 위해서는 경제성 측면에서 제도의 효과성을 설명할 필요가 있으므로 본 연구에서는 안전보건대장 도입 당시 논의되었던 자료를 근거로 비용편익분석을 활용하여 안전보건제도 이행의 경제적 효과를 분석하였다. 안전보건대장 제도 이행에 있어 추가적인 비용이 발생하는 것은 설계안전보건대장의 작성 및 관리로 분석되었다. 작성비용과 산업재해 감소로 발생되는 직·간접적 편익을 비교한 결과 편익이 비용보다 높게 평가되었으므로 안전보건대장 제도는 건설공사 재해 감소와 경제적 효과를 발생시키는 것으로 판단된다.

This study is located in the southeast industrial complex as a risk reducer manufacturer, machine-based target zones in S Corp owns most of the crane based on the results of the tests is to analyze the problem. Then check the results - to bring its measures and information you need to know for sure is to propose.

크레인 사망 재해 실태와 안전 대책 (Status of Fatal Crane Accidents and Their Safety Measures)

  • This study aims to survey the fatal industrial accidents attributed to crane, and to present their preventive measures based on the results of the survey. The survey was on the basis of 60 fatal accidents caused by crane from January 1998 to July 2003. The results showed that 1) of varying types of crane, fatal accidents were most frequently caused by mobile no: 2) more crane accidents occurred on weekend of Friday and Saturday by a day of the week; 3) experienced crane operators with long length of work or the age of over 40 were more frequently subjected to fatal accidents compared to novice operators; and 4) crane accidents were more attributable to unsafe acts such as poor working method, non-observance for safe working rules, etc. than hardware aspects of crane itself. It is recommended that for reducing crane accidents, more practical education and training for crane operation be reinforced.

관리감독자 안전·보건교육프로그램에 있어서 위탁교육과 자체교육간의 차이에 대한 연구 (Study of Difference between Consignment Training and In-house Training in Supervisor Training Program of Safety and Health)

  • 산업사회의 발전은 우리를 풍요롭게 변화시키고 삶의 질을 높인 반면에 각종 재해로 인하여 근로자 본인은 물론 가족들의 고통을 안겨다 주었다고 볼 수 있다. 이 연구의 목적은 산업재해 예방을 위한 산업안전보건교육프로그램 중 회사 자체교육과 전문교육기관 위탁 관리감독자교육프로그램에 대한 실시 현황 조사와 산업안전보건관리 감독자 교육프로그램의 위탁교육과 자체교육이 산업안전보건법에서 정한 관리감독자 직무를 수행하는 대상의 연령, 업종, 교육이수횟수, 상시근로자수별로 통계적으로 유의한 차이가 있는지를 조사 분석하였다. 그 대상은 안양권역에 근무 하는 관리감독자를 대상자로 하였다. 연구 결과, 기업에서 실시하는 자체교육보다 전문교육기관에서 실시하는 위탁 교육이 더 관리감독자직무에 도움이 되었다는 결과이며, 이는 산업안전보건법의 계속된 개정에 전문교육기관에서 실시하는 위탁교육 이 좀 더 유연하게 대처해왔고 수요자의 요구조사에 더욱 충실하여 틀에 얽매이지 않고 교육 과정을 끊임없이 개발하고 연구해왔다고 해석될 수 있다.

해외 사례 비교를 통한 건설현장 추락재해 예방기법 개선방안 (Improvement of Fall Prevention Method in Construction Site through Comparison with Advanced Countries' Cases)

  • 국내 산업재해는 점진적으로 감소하고 있음에도 불구하고 건설업에서의 사망자는 전체 산업의 49.9%를 차지하고 있으며, 그 중 추락사고 사망자는 59.7%의 높은 비중을 차지하고 있다. 이에 따라 정부차원에서 건설업의 추락사고를 예방하기 위한 다양한 안전 활동 및 정책을 추진하고 있으나 그 효과는 미비한 실정이다. 반면 미국, 일본, 영국, 싱가포르 등 해외 선진국의 경우 각국의 상황에 적합한 안전 활동, 규제 및 정책 등을 펼친 결과, 국내보다 산업재해 발생율이 저조했다. 따라서 본 연구의 목적은 국내 산업안전보건법과 해외 선진국의 법령을 추락재해에 밀접한 영향을 미치는 기인물별로 비교·분석하여 국내 실정에 맞는 개선방안을 제시하는 것이다. 비교 분석 결과, 본 연구에서는 국내 건설현장의 추락재해 저감을 위한 개선방안으로 1)추락 높이에 대한 기준 개선 2)안전난간 상부난간대 높이의 개선 3)수평안전대 부착설비 연구 및 지침의 개정 등의 개선방안을 제시하였다. 향후 본 연구는 해외 선진국의 사례분석을 위한 기초자료로 활용될 것이다.

서비스업 기초안전보건교육의 실시방안에 관한 연구 (A Study on the Application Plan of the Basic Safety and Health Education for Service Industries)

  • Recently, as Korean industrial structure is moving to the service job, the number of workers engaged in the service job is increasing slowly. According to the statistics by Ministry of Employment and Labor announced in June, 2013, the number of service job workers in Korea was 7,477,135 which accounted for 48.4% of total workers. The trend of this service job is expected to increase continuously in the future. According to the 2013 statistics by Ministry of Employment and Labor, the number of industrial accidents victims of industrial accidents in the service job was 30,526 which was the biggest number among the entire businesses. The victims in the service job accounted for 33.2% among the total number of industrial accidents and represented more than those in the manufacture and construction industry. The service job had various works and employment patterns and most service jobs are petty and are small-sized establishments and it is difficult to try voluntarily to prevent the industrial accidents. However, Korean occupational safety and health act was enacted in accordance with the construction and manufacture in which industrial accidents occurred frequently in the past. The support of the government for the industrial accident prevention is focused on the construction and manufacture. Therefore, the current service job is placed on the blind spot of the safety management. Raising the safety awareness of workers through the safety education is the most important in order to prevent the industrial accidents of the service job with many conventional/repeated disasters such as the conduction by a simple mistake. Accordingly, this study analyzed the features and accidents of the domestic service jobs through the literature survey and analyzed the institutional devices for the safety management of the domestic service job, and the safety management cases of foreign service jobs and compared with domestic systems. Considering demands for the basic safety education for service job workers, a questionnaire was conducted targeting the service job workers and the execution plan of the basic safety & health education targeting the service job workers was carried out through the brainstorming of trainers of worker in the service job.

건설현장 추락재해 방지를 위한 해외 선진국간의 법령비교연구 (A Comparative Study on Laws and Policies of Advanced Countries to Prevent Fall Accident)

  • Although accidents in the domestic construction industry have been decreased gradually, deaths in the construction sites have been occupied 49.9 percent of the total industry and deaths from fall accident have been accounted for 59.7 percent of the construction industry. In order to prevent fall accident, Occupation Safety and Health Act(OSHA) was enacted for setting management standards and detailed regulations was designed by the Ministry of Employment and Labor. Although government has been pushed for companies and workers to comply the regulations, currently, many domestic construction sites have been violated. On the other hand, in safety-advanced countries such as the United States, Japan, and the EU, industrial accidents have been decreased due to continual application of adapted safety policies according to characteristic in each country. Therefore, it is necessary to analyze laws and polices of advanced countries and apply them to domestic construction sites in order to reduce fall accidents. Therefore, the objective of this study is to compare domestic laws related fall accident with advanced countries laws. In the future, the results of this study will be utilized as a reference to reinforce Occupation Safety and Health Act(OSHA).

국내 화장품 원료성분에 대한 유해성 조사 (Hazard Investigation of Cosmetic Ingredients in Korea)

  • Objective: The purpose of this study was to investigate the hazards of cosmetic ingredients in Korea. Methods: An Excel database of cosmetic ingredients was developed on a website(Korea Cosmetic Ingredient Dictionary) and used for a hazard assessment based on Tox-free, a database containing toxic information such as on carcinogens, mutagens or reproductive toxicants(CMRs) and endocrine disrupting chemicals(EDCs), as well as other regulated chemicals in Korea. Results: A total of 16,605 chemicals were registered with the cosmetic ingredient dictionary and 308 of them were identified as either CMRs or EDCs. CMRs included formaldehyde and nickel gluconate, and EDCs included parabens, benzophenon, styrene, and toluene. Reproductive toxicants such as xylene, zinc chloride, toluene, and formaldehyde were regulated by the Occupational Safety and Health Act and the Act on the Registration and Evaluation, etc. of Chemical Substances(the Chemical Control Act). Conclusions: Regulations on cosmetics components should be strengthened, and the right to know about cosmetics containing hazardous chemicals should be guaranteed.
