  • The foremost problem in the agricultural industry in Ukraine is the issue of improving its energy resources efficiency. The existence of this problem is related to the substantial technological inferiority of the industry to those present in the developed countries, especially in terms of creation of no-waste production technologies of agricultural products. The direct effect on the solving of this issue has the necessity to ensure minimal energy costs during treatment of plant objects. This article presents the research results on the effect of electromagnetic energy on activation of plants development. It was found that each such object has its own individual energy resource and that forceful increase of the latter has specific maximum values and gives rise to the plant development process. At the same time, the implementation of the research results is hindered by some factors, among the most major of which are the following: lack of reliable and complete data on the bioenergy resources of plants, its "natural" chart; unavailability of research on the energy sources interaction processes and its effect on the physiological potential of biological objects, at least at the level of low series, absence of the appropriate electrotechnical equipment, including electromagnetic energy sources.

  • Most compensation issues are regulated under domestic law where third parties are suffered damage from crushes of aircrafts or their falling objects. This issue was internationally recognized. A Convention to unify the rules of the law concerning damage caused by aircraft to the third parties on the surface was signed in May, 1933( the 1933 Rome Convention) and it became effective in 1942. Later, modernization was carried out through the 1952 Rome Convention and the 1978 Montreal Protocol amending the 1933 Rome Convention. Ratifying States either to the Convention or to the Protocol is not as many as those States to the Warsaw Convention concerning air-transport. In 1999, which was a turning point of changes of centuries from the twentieth century to the twenty first century, the Montreal Convention was passed to modernize the Warsaw Convention, and was quickly widespread. On September 11 2001, the coordinated simultaneous terror attacks occurred. In the circumstances, the issue modernizing the Rome Convention came up. Thus, workout under the initiatives of the Legal Committee of the ICAO is under operation to adopt new Rome Convention. In Japan, a study on the ICAO Draft Convention was operated by which a working study group composed of experts from academy, industry and government was set up. This article, being based on that study, clarifies issues and gives future perspectives. This article presents author's individual views.

  • The inconsistencies between paralleled battery cells are becoming more considerable issue in high capacity battery applications like electric vehicles. Due to differences in state-of-charge (SOC) and internal resistance within individual cells in parallel, charging or discharging current is not appropriately balanced to each cell in terms of SOC, which may shorten the lifetime or sometimes cause safety issues. In this paper, an intelligent cell-balancing algorithm is proposed to overcome the inconsistency issue especially for paralleled battery cells. In this scheme, SOC information collected in the sub-BMS module is sent to the main-BMS module, where the number of parallel cells to be connected to DC bus is continuously updated based on the suggested SOC comparison rule. To verify the method, operation of the algorithm on 4 paralleled battery cells are simulated on Matlab/Simulink. The simulation result shows that the SOCs of paralleled cells are evenly redistributed. It is expected that the proposed algorithm provides high reliable and prolong the life cycle and working capacity of the battery pack.

  • The significance and means of parks and green space planning have been changed dramatically in this century in Japan. The first priority must be given to define the means and purposes of planning., especially the role of ecological, social and economical management with the increasing trend of environmental concern, and the method to estimate values of park and green space from the point of view of regenerative society development. The role of planning parks and green space is reviewed in the following three aspects; as tools for land use control (master plan), as tools for finding appropriate lands for purchasing land (development plan) and tools for application of individual development technique of green space and landscapes(site plan and design). It is a serious issue that the existence of parks in urban setting which used to be considered as a top priority, is now being challenged in terms of economical, social and environmental benefits. In such processes, the most important issue is to define what makes parks and green spaces attractive and ecological to obtain social support to be developed.

  • In this paper, a single-sourced PV PCS using the trinary asymmetric MLI with a single-ended pre-regulator is proposed. Trinary based asymmetric CHB inverters provide higher output levels for the same number of cells compared to other CHB inverters. However, there is an issue of regeneration with trinary asymmetric inverters and this complicates the system with requirement of bi-directional converters at the input. Modified commutation strategies have been used to remove the regeneration issue with compromise in THD. The single-ended pre-regulator provides the isolated dc-link voltage for the individual H-bridge cells with the advantage of having a single switch and magnetic component. This implementation increases the magnetic utilization of the inductor core and reduces the switching loss in the pre-regulator and also the reduced parts count contributes to the cost competiveness of the proposed PCS. The proposed PV PCS has been verified using simulation results in this paper.

  • Since 2006, heated debates have taken place on both sides of the Pacific over the historical accuracy of Yoko Kawashima Watkins's So Far from the Bamboo Grove, the "historical novel" that depicts the author's painful escape from the just-liberated Korean peninsula to Japan. This study re-visits the controversies that fired up not only the whole Korean society but also not a few Americans and the American press. However, unlike most previous Korean studies on this novel, this study mostly focuses on both the responses of Korean feminists and those of Americans and the American press to the issue. This paper argues that the Korean feminists, who criticized their male compatriots for their feverish reaction, have the same problem as their compatriots, that is, the problem of seeing through a binary perspective that drowns or blurs individual differences. A similar framework is found operating in the Boston Globe's articles on the same issue. This study proceeds to discuss the pitfalls of liberalism underlying the American parents' and the American civil organizations' defence of Watkins and analyzes their poor historical awareness. The conclusion of this study is that So Far from the Bamboo Grove, dictated by an ideological prolepsis, erroneously inscribes the Cold War in the geographical space of the pre-Cold-War Korean peninsula and, as a result, symptomatically participates in the United States' anti-Communist world view.

  • The purpose of this study was to examine the effect of individual tendency of individualismcollectivism and the type of incentive system on pay satisfaction. Data were collected from 243 workers employed in a variety of organizations and a hierarchical regression and MANOVA was conducted to test hypothesis. The results of regression indicated that the interaction between the type of incentive and tendency of collectivism has positive influence on pay satisfaction. In addition, the results of MANOVA indicated that the interaction between individual tendency of individualismcollectivism and the type of incentive system has significant effect on pay satisfaction Specifically, the tendency of individualism has positive influence on the pay satisfaction under the individual incentive condition. However, the tendency of collectivism has negative influence on the pay satisfaction partially under the individual incentive condition. In addition, the tendency of collectivism has positive influence on the pay satisfaction under the group incentive condition. These results suggest that careful consideration in the organization need to decide for the use of individual incentive system, when we regard the Korean culture as high tendency of collectivism. In other words, individual incentive system may could not provide pay satisfaction to the employees who have high level collectivism. However, to generalize these results, more studies were examined in the future.

  • Recently, 'happiness' has become a major issue of national level, exceeding the matter of personal issue. Especially, Korea has actually increased its GDP by focusing on the economic growth for decades, and now it has achieved the economic/technical development as an IT power. However, Korean people's satisfaction with life called 'happiness index' is moving back every year. Even though there have been continuous efforts to enhance the national happiness by mentioning it as an essential issue in the national level, there are not many researches related to it. This study drew measures to enhance happiness by extracting happiness factors and unhappiness factors of Korea through social network service. Especially, it aims to analyze, compare, and apply happiness factors and unhappiness factors of three countries such as the US, UK, and Brazil with higher happiness indexes than Korea. For this, through the topic modeling of text mining technique, postings including keywords about happiness and unhappiness were collected/analyzed from Twitter of Korea, the US, UK, and Brazil. The significance of this study is to discuss measures to increase happiness and to decrease unhappiness by mining/analyzing the actual public opinions about happiness and unhappiness in four countries like Korea, the US, UK, and Brazil by using the topic modeling. Through this, the quality of life of Korean people could be improved by suggesting measures to enhance happiness and to decrease unhappiness in the level of individual, family, society, and government.

  • In order to develop a domestic research roadmap for severe accidents, a special committee was established by the Korean Nuclear Society. One of the subcommittees discussed the characteristics and the relevant technical issues in the stages of fission product release and physical forms of radionuclide release and transport. The group members developed a tree to identify fission product release phenomena by tracing failures of individual defense-in-depth barriers and added possible countermeasures against failure. For each elemental issue, they searched for technical problems by examining the phenomena, accident management actions, and regulatory aspects relevant to the mitigation features for containment, including mitigation strategies against containment bypass accidents. Regulatory concerns, including the source term and the acceptance criteria for radionuclide release, were also considered. They identified further research needs regarding important technical issues based on the degree of the current knowledge level in Korea and in foreign countries, looking at the significance and urgency of issues and the expected research period required to reach an advanced level of knowledge. As a result, the group identified the 12 most important and urgent issues, most of which were expected to require mid-term and long-term research periods.

  • The importance of classes aiming at enhancing students ability in problem solving and decision making has been being recognized as chances of individual citizen for taking part in social decision making processes. This study was intended to find whether teachers' opinion presentation have effects on students' decision making in a class introducing environmental issues. Total of 6 classes, 202 middle school students have participated in a series of experiments including 4 different environmental issues. Only two issues had been addresses in classes as experimental issues and other two issues not addressed as control issues. For each of the two experimental issues, the teacher researcher applied three different approaches to his students that included positive, negative, or no opinion. The results of this study can be summarized as follows; First, the results showed that students changed their decisions on environmental issues more frequently when dealing with those issues in a class than when not dealing with them. Second, as examining the relationship between patterns in which students make decisions and whether a teacher proposed his opinions or not, it is shown that the rates of students whose opinions is not changed nearly have no difference, while when teachers propose their opinions, it is shown that students who haven't yet chosen their positions easily make their decisions into pros or cons, compared with the opposite case. Third, the results of this study partly supported the third hypothesis that teachers opinion presentation would effect on decision-making of students. It was found that there has been a significant effect in the case of car free day system issue, but no statistically meaningful result in the case of no pets in the national park issue. However, in the issue of car free day system, it seems pretty clear that the students followed the direction of teachers' opinion no matter what it was pros or cons.
