  • Korea has been preparing and operating crisis management standardized manuals so that over 30 disaster types that need to be managed at the national level can be selected and systematically managed. This study analyzed the crisis alert levels of two standard manuals related to the case with reference to the contents of the Framework Act on the Management of Disaster and Safety and National Crisis Management Basic Guidelines. According to the Act and Guidelines, crisis alerts are issued before a crisis or disaster, but the criteria of crisis alerts of the two manuals showed that the national crisis had already occurred and the disaster occurred due to a marine vessel accident at the serious level. In addition, the results of timing of issuance of crisis alert were reviewed. If the signs can be identified, a crisis alert may be issued prior to the occurrence of the incident, but a crisis alert cannot be issued when an incident occurs without a sign. In the case of an incident where there are no signs, but there is a possibility of spreading to a national level disaster, the disaster management supervision agency could issue a crisis alert.

  • Maritime security incidents by pirates and by terrorists increase, but maritime incidents investigation models are limited to figure out the maritime security incidents. This paper provides the analysis model for maritime security incidents. To develop this analysis model, this categorizes five threat factors, the ship, the cargo type, port system, human factor, information flow system, makes the risk assessment matrix to quantify the risk related to threat factors and classifies four priority categories of risk assessment matrix. Also, this model makes from the frameworks which include a variety of security initiatives implementing in stakeholder levels like international organizations, individual governments, shipping companies, and the ship. Therefore, this paper develops the Analysis for Maritime Security Management model based on various security initiatives responding to the stakeholder levels of maritime security management and top-bottom/bottom-up decision trees, and shows the validity through verifying the real maritime security incident of M/V Petro Ranger.

  • In this paper, It proposed the development of integrated data management's prototype system for aviation accident and incident system. With the recent development of the aviation accident investigation equipment, accident investigation system should collect and manage the various types of jpg, avi, and wav data files. However, the ECCAIRS system does not have a separate database for managing the various generated data during the accident investigation. And the Korea aviation accident management system also has the same problem. Therefore, in this paper, we analyze the aviation accident report system of major foreign countries and prepare a method to apply it to the domestic environment. Through the prototype of the integrated data management system, we confirmed the performance through inputting the existing data and the recently investigated data. We will use this result as basic data for completion of final integrated data management system.

  • The major objective of this research is to evaluate performance of improved intersections for response time to emergency vehicle preemption. Smart technologies have been introduced to civil infrastructure systems for resilient communities. The technologies need to evaluate their effectiveness and feasibility to confirm their introduction. This research focuses on the performance of emergency vehicle preemption, represented by response time, when smart intersections are introduced in a community. The response time is determined by not only intersections but also a number of factors such as traffic, distance, road conditions, and incident types. However, the evaluation of emergency response has often ignored factors related to emergency vehicle routes. In this respect, this research synthetically analyzes geospatial and incident data using each route of emergency vehicle and conducts before-and-after evaluations. The changes in performance are analyzed by the impact of smart intersections on response time through Bayesian regression models. The result provides measures of the project's performance. This study will contribute to the body of knowledge on modeling the impacts of technology application and integrating heterogeneous data sets. It will provide a way to confirm and prove the effectiveness of introducing smart technologies to our communities.

  • With the development in field of industry and medicine, new machines and techniques are being launched. Moreover, the complexity of the techniques is associated to an increasing risk of incident. Especially, a small error in radiotherapy can lead to a serious patient-related incident, risk management is necessary in radiotherapy in order to reduce the risk of incident. However, in field of radiotherapy, there are no legally binding clauses for risk management and there is an absence of risk management systems at an institutional level. Therefore, we analyzed institutional status of risk management, reporting & classification systems, and risk assessment & analysis in 31 countries. For risk management and reporting systems, 65% of countries investigated had legislation or regulations; however, only 35% of countries used classification systems. It was found that 43% more countries had legislation for risk management in healthcare than those for radiotherapy; 19% more countries had reporting systems for healthcare than those for radiotherapy. For classification systems, 60% more countries had legislation, recommendation, and guidelines in the field of radiotherapy than those for healthcare. Recently, international institutes have published several reports for risk management and patient safety in radiotherapy, owing to which, countries adopting risk management for radiotherapy will gradually increase. Before adopting risk management in Korea, we should precisely understand the procedures and functions of risk management, in order to increase efficiency of risk management because classification & reporting system and risk assessment & analysis are connected organically, and institutional management is needed for high quality of risk management in Korea.

  • The advanced traffic management system of intelligent transport systems automates the related traffic tasks such as vehicle speed, traffic volume and traffic incidents through the improved infrastructures like high definition cameras, high-performance radar sensors. For the safety of road users, especially, the automated incident detection and secondary accident prevention system is required. Normally, CCTV based image object detection and radar based object detection is used in this system. In this paper, we proposed the algorithm for real time highway incident detection system using multi surveillance cameras to mosaic video and track accurately the moving object that taken from different angles by background modeling. We confirmed through experiments that the video detection can supplement the short-range shaded area and the long-range detection limit of radar. In addition, the video detection has better classification features in daytime detection excluding the bad weather condition.
