건설안전관리자 선임기준의 개선방향 연구 (Improvement Direction on the Assignment of Safety Managers in the Construction Site)

  • In consideration of current circumstances which management activities for safety performance on construction sites are mostly controlled by safety personnel, it is necessary to maintain qualified safety personnel those who are experienced and have adequate ability. This is a major factor in order to prevent any of work related incident in the construction site. However, the existing standard which enforces certain number of safety personnel in the construction site aligning with respective contract amount could lead to difficulties for proactive safety management. So, it is required to get improvement on the existing standard. In nominating the proper number of safety personnel, it would be more efficient to consider the level of risk for characteristic of work itself and the total number of manpower mobilized in respective construction work, rather than to follow the existing standard of manpower ratio as per the contract amount. Hence, this study aims to propose several plans which enable to improve the existing standard for assignment of safety personnel on construction sites.

여성 119구급대원의 폭력 경험과 이직 의사 (The experience of violence and turnover intention of female 119 emergency medical technicians)

  • Purpose : The purpose of this study was to provide an appropriated direction for fire service organizational management by analyzing the violence experiences and turnover intention of female 119 emergency medical technicians (119 EMT) in Korea. Methods : The questionaries were obtained from 415 female 119 EMT in Korea from April 27 to March 8 in 2009. The collected data were analyzed with SPSS WIN 19.0 program. Results : Female 119 EMTs experienced 94.9%-verbal insults, 57.1%-violence aggression, 62.89%- potential violence, 32.5%-physical assault. About 76.4% of the subjects experienced to feel shame about the verbal insults. They had a stress level (mean 5.47 out of 10) and about 41.2% was more than seven points. About 39.3% of the subjects responded turnover intention. Conclusion : We proposed the preventive program against violence as well as critical incident stress debriefing. These results are expected to be useful in making human resource management plans to lower turnover intention.

  • In aquaculture industrial field, an automatic management and control system is needed to cope with the difficulties such as expensive wage, ripe age of management worker and risk according to the unexpected change of environmental conditions in the aquarium. This paper introduces an automatic aquarium monitoring and control system. The system is developed using PC single board computer. A PC can be connected to multi-single hoard computers, and the communication between PC and single board computers is based on RS-422/485 interfacing method. The physical data of pH, DO, temperature and water level etc. are real-timely treated in the single board computer though individual transducers, transfered to the main monitoring PC through RS-422/485 communication, and those data are graphically shown on the PC monitor. Furthermore, the environmental circumstance can be monitored through the image processing system, and the emergency system can be operated under the condition of environmental incident such as electric power stoppage, DO deficiency, pump shut down and low level water etc.

  • 현재 위험물 운송 사고는 점차 감소하는 추세이지만 위험물 운송 사고는 특성상 한번의 사고로 인해 주변의 인명 및 환경에 막대한 피해를 입히게 된다. 이러한 위험물 운송 사고의 대응을 위해 각 기관들이 있지만 기관별로 메뉴얼 및 방침이 다르게 적용되어 있어 운송 사고에 대한 정확한 정보전달이 미비한 실정이다. 결과적으로 운송사고에 대한 정보가 부족하여 잘못된 대응계획으로 사고처리가 늦어질 수도 있다. 사고시 적절한 대응을 위해서는 위험물질의 종류와 양, 사고위치, 주변상황 등에 대한 정보가 전달되어야 사고대응에 대한 장비, 인력 편성 등 정확한 대응이 이루어질 수 있다. 현재 국내의 정부 유관기관별로 위험물질 사고대응메뉴얼을 구축하여 제공하고 있으나, 운송 및 수송 사고에 대한 사고대응메뉴얼의 부재로 2차적인 피해가 발생되고 있다. 따라서 본 논문에서는 위험물질의 표준화하고 이에 대한 사고대응매뉴얼을 개발하여 위험물 운송 사고시 사고에 대한 정보를 유관기관에게 신속 정확하게 전파하여 통합적인 초동대응이 이루어질 수 있도록 하였다.

NOWPAP사업 추진등 인접국가간 방제협력체제의 구축 21세기 방제정책은 선진 방제체제를 조기에 구축하여 방제작업의 과학적ㆍ전문화ㆍ국제화를 동한 실행적 방제능력 향상에 주력하여야 할 것이다.

  • Through so that accident of semiconductor industry deduces unsafe factor of the person center on unsafe behaviour that incident history and questionnaire and I made starting point that extract very important factor. Also, see significant difference that analyzes interrelation between leading persons about human mistake in semiconductor industry and connect interrelation of mistake by this. Continuously, dictionary road map to human error theoretical background to basis traditional accidental cause model and modern accident cause model and leading persons. I wish to present model and new model in semiconductor industry by backbone that leading persons of existing scholars who present model of existent human error deduce relation. Finally, I wish to deduce backbone of model of pre-suppression about accident leading person of the person center.

  • Korean societal concern for the train accidents is fast and widely increasing with an ever-increasing demand and use for KTX. Most of these train accidents are inclined to be caused by human error. Experts used to attribute the causes of human error to the defects in various aspects such as technology, organizational system, practices, corporate culture, and/or human resource itself. Among the diverse causes of human error, an important one, even though it was rarely focused, may be the issue of impact of rule or procedure change on human error. Giving attention to the implicit importance of this issue, this study intends to highlight the theme of frequent procedure change in railway driving manual as a critical factor of human error. To attain this purpose mentioned above, dual methodologies were adopted. One is to qualitatively analyze the real cases of procedure change in relevant manuals followed by the incident case(passing the station scheduled to stop) happened lately. Another is to quantitatively perform statistical analysis based on questionnaires received from 224 train drivers. Results show that frequent changes in internal affairs procedure is or may be an important factor causing stress and human error from train drivers.

방재 자원의 효과적 분류 및 식별에 관한 연구 (A Study of the Classification and Identification of the Disaster Protection Resources)

  • 많은 기관에서 방재 자원을 관리하고 운영하고 있으나 이들 자원에 대한 통일된 분류 및 식별 체계가 존재하지 않고 있어서 시스템 간의 호환성에 대한 근본적인 문제를 발생시키고 있다. 미국은 NIMS에서 방재자원에 대한 표준 체계를 제시하고 있으며, 이러한 표준 체계에 따라 IRIS, webEOC 등에서 자원을 관리하고 있다. 방재자원에 대한 분류와 식별은 궁극적으로 재난 발생 시 신속히 필요한 자원 리스트를 확인하고, 해당 자원을 정확히 찾을 수 있는 체계를 제공하는 것을 목적으로 한다. 본 연구에서는 국제적 표준과 현장 요구사항을 반영한 방재자원에 대한 분류 및 식별 기준 체계를 제시하였다.

안전과학 패러다임의 전환과 환자안전의 개선 (What Will We Learn from the Paradigm Shift in Safety Science for Improving Patient Safety?)

  • Patient safety remains one of the most important health care issues in Korea. To improve patient safety, we have introduced concepts from the field of safety science such as the Swiss cheese model, and adopted several methodologies previously used in other industries, including incident reporting systems, root cause analysis, and failure mode and effects analysis. This approach has enabled substantial progress in patient safety to be made through undertaking patient safety improvement activities in hospitals that are systems-based, rather than individual-based. However, these methods have the shared limitation of focusing on negative consequences of patient safety. Therefore, the paradigm shift from Safety I to Safety-II in safety science becomes the focus of our discussion. We believe that Safety-II will complement, rather than replace, Safety-I in the discipline of patient safety. In order to continuously advance patient safety practices in Korea, it is necessary that Korea keeps abreast of the recent global trends and development in safety science. In addition, more focus should be placed on testing the feasibility of new patient safety approaches in real-world situations.

  • Method a target estimation in spatial are mobile wireless communication using network cell and GPS. It have much error that mobile wireless communication depend on cell size. GPS method can't find a target in shadow and inner area. In this paper, we estimate a target as direction of arrival method using adaptive array antenna system. Adaptive array antenna system can obtain desired signal to remove other signal This paper studied digital beamforming method in order to estimation a target. Proposed method is modified optimum weight and antenna error correction to estimation an optimal receive signal. Digital beamforming method decided a signal phase and amplitude from received signal on array antenna element. But if it is not to do error correction of received signal, system performance have decreased. Firstly, we proposed modified optimum weight in order to finding desired target. Secondly, we are error correction of antenna incident signals by optimal weight before digital beamforming method. Thirdly, throughly simulation, we showed that system performance of proposed method compare proposal method with general method. It have improved resolution of estimation target to good performance more proposed method than general method.
