Strategies for the Efficient Management of the Port Authority System in Korea: Focused on Incheon Port Authority (항만공사제도의 효율적 운영방안 - 인천항만공사를 중심으로 -)

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

  • To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.

Introduction of Port Authority and Activation Schemes in the Age of Localization (지방화시대의 항만공사 도입과 활성화 방안)

  • Localization is one of the typical phenomena of this age in Korea. Localization of Port is on the beginning in this Country as the introduction of Port Authority in the Port of Busan and Incheon. As the condition of world trade has been changed, the level of Competition among Ports is severer than before, especially in the East Asia Area. Since many experts of Port say that centralized control system of Port has many Problems, some other Port Control system has been studied and suggested for long time. One of the Countermeasures of these Port Problems is Port Authority System which aims the balance of central and local development. Port Authority System does not want to achieve only Public Duty or Utility but also Commerciality which is fundamentally very important for the survival of Port. In this Paper, the necessities of Port Authority Introduction in Korea was explained. And Port Authority System will be introduced 2004 year in Busan Port firstly and Incheon Port, secondly. The Main Contents of Port Authority System was suggested , in this Paper and some Problems which shall be considered for better operation of Port Authority System was investigated. I suggested some countermeasures, endeavoring the competitive advantage of Port and higher Port Performance, in terms of 3 Dimensions. One is in the side of basic Policy Directions, the other is the activation schemes of functional department which composed of many activities of Port Authority System and the third is in the side of operation body. As this paper, however, has some limitations and Port Authority System is just beginning stage, future research shall be continued in real and concrete level.

Is Port Authority the Best Choice of Korean Port Reform?

  • In response to insurmountable pressure for a broad distribution of political power between the central government and local governments, the Korean Government pushes for the establishment of the local port authority as the optimum choice to achieve its goal. Starting with the Pusan and Incheon ports, the local port authority system is expected to setout the dramatic change in port management system throughout the Korean ports. However, this paper points out that the port reform choice should take into account the specific features of the society and country and some basic questions should be clearly answered beforehand. The fundamental questions are: whether institutional reform will markedly improve the ports managerial and operational efficiencies? and what will be the benefits and costs, compared to those of not changing? Without rigorous and comprehensive analysis on these issues in the institution transition, haphazard port reform will have the possibility to increase port users costs and disrupt the efficient port services. Experiences around the world clearly show that the indiscriminate copy of port reform found in other countries may be neither feasible nor practical presently in Korea. They also indicate that the port reform should be made on a gradual basis with full control of the pace.

  • The aim of this study is to identify the difference of the customer satisfaction before and after establishment of Busan Port Authority with focus on container terminals in Busan Port. As a result, the customer satisfaction varies according to customer types, and it has been changed followed by container port environment. Therefore suitable strategies have to establish, i.e. berth number for large shipping company, connectivity for feeder company, and activity of customer attraction for terminal operating company.

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

An Analysis on Optimal Port Operation for New International Passenger Terminal Using Conjoint Analysis: Focusing on Incheon Port (컨조인트분석을 활용한 신국제여객터미널 최적 항만운영 방안에 관한 연구-인천항을 중심으로)

  • This study uses Conjoint Analysis to study optimal port operations at the newly built International P assenger Terminal (IPT) at Inchon Port, Korea. The perceptions of users, operators, and the Incheon Port Authority are compared and analyzed. The results of user Conjoint Analysis showed that rent calculation method was the most important factor in the NIPT operation plan, followed by establishing automation and the size of the site area. For the Incheon Port Authority and operators, the rent calculation method turned out to be the most important factor for NIPT operation plans. It was followed by establishing automation and the site area. Utility results showed the "investment cost preservation method" to have the highest rent calculation utility, "yard automation" as the priority, and "43,000 pyeong-48,000 pyeong" as the optimal site area.

  • The cruise industry in the Mediterranean region increased from 2000-2018, being the second most important region after the Caribbean. The purpose of this study was to analyze the networks and hub ports of the Mediterranean. This paper used the SNA (Social Network Analysis) methodology, which includes Hub and Authority Combined Centrality (HACC) that has been used to analyze cruise port centrality, as well as degree centrality such as In-Degree, Out-Degree, and Betweenness. This empirical study suggests that the top three ports of the Mediterranean ports' network in terms of hub index are Barcelona, Civitavecchia, and Palma de Mallorca. The academic implications are the suggestion for data integration based on real itineraries and numbers of POC (Port of Calls), as well as the selection of the hubs of the targeted areas. The practical implications are suggested such as a clear requirement for cruise industry, as a way to widen the scope for the Mediterranean region and a valuable reference for cruise ship companies to select the best fit home ports.

A Study on the Effects of the Port Service Quality on Customer Satisfaction and Performance in Incheon Port (인천항의 서비스품질이 고객만족과 경영성과에 미치는 영향)

  • Purpose: The purpose of this study was to propose useful suggestions by analyzing causal effect relationship between port service quality, and customer satisfaction and performance in port industry. Methods: The collected data through the survey were analyzed using multi-regression analysis. The measurement tools used for this study were divided into three dimensions such as internal quality, interaction quality and environmental quality. Results: The results of this study are as follows; regarding the influence of pot service quality dimension on customer satisfaction, it was found that the effects of interaction quality and internal quality were significant and those of environmental quality was not significant on customer satisfaction. It was found that customer satisfaction made statistically significant influence on performance from the investigation of the causal effect relationship between customer satisfaction and performance. Conclusion: Incheon Port needs to act actively paying attention to port facilities, efficient operation, network, cargo recruitment activities, smooth communication and fast handling.

An Analysis of Transshipment Competitiveness of Container Cargoes in Incheon New Port (인천신항의 환적경쟁력 분석에 대한 연구)

  • This study is aimed at evaluating transshipment competitiveness of Incheon New Port which will open in 2013. For this reason, we used Conjoint Analysis(CA) for a methodology of this research as CA had been frequently adopted for empirical analysis of new container terminal in previous studies. We have provided the questionnaires to the stake holders of the port such as experts in Port Authority(PA), logistics companies, and terminal operators. The result showed that transshipment competitiveness of Incheon New Port was subordinate to transshipment costs and port costs of Busan and Shanghai. Overall, we hope this study could help draw up the policies on a New Port that will attract transshipment cargoes and set up marketing plan for an early settlement.
