A Study on Transit-Oriented Development Method to Activate Transit Use for High Urban-Density Muti-Nucleated Seoul (고밀다핵도시 서울의 대중교통이용 활성화를 위한 역 중심 개발 유도방안 연구)

  • Transit-Oriented Development Model, which is recently proposed to activate transit use, is suitable for solving environmental erosion problems of sprawl cities with low urban density. Accordingly this model is inadequate to apply to Muti-Nucleated City with high urban density like Seoul. With this background. this study proposes ways to effectively implement changes from automobile-oriented Seoul to transit-oriented city through comparative analysis of the urban design policy of Station Impact Zone (SIZ) of Seoul and Transit-Oriented Development Policy of Singapore and Tokyo. First, the study suggests that the implementation strategies for Transit-Oriented Development in the job-oriented SIZ and the neighborhood-oriented SIZ should be made separately. In addition, the job-oriented SIZ should be designated as 'Strategic Centers' in Seoul Comprehensive Plan in order to make Transit-Oriented Centers. Lastly, the SIZ should be designated as 'the Empowerment Zones' in order to make the blighted areas around stations viable for redevelopment and new incentive system should be applied to activate setting up transit-transfer facilities.

A Study on Quality-incorporating Models in Evaluation of Hospital Efficiency with Data Envelopment Analysis - An Analysis on National University Hospitals in Korea - (DEA에 의한 병원 효율성 평가에서 질적 측면 통합 모형에 관한 연구 - 국립대학교병원에 대한 분석을 중심으로 -)

  • Rising healthcare cost is a global phenomenon that justifies governments' introduction of 'incentive regulation' plan for the improvement of hospital efficiency. A number of previous studies tried to evaluate the efficiency of healthcare organization by using Data Envelopment Analysis(DEA), a common efficiency benchmarking method. However, there is a concern that this kind of efficiency evaluation could induce "quantity-quality trade-off". Moreover, as quality aspect is especially important in terms of 'effectiveness' of health care, it should be considered in efficiency evaluation of healthcare organization. A number of different models were tried so far to incorporate quality aspect into DEA, however, none is universally recognized as a standard. Thus, in this study, previous quality-incorporating DEA models were categorized into 6 types according to the way of incorporating quality aspect, and strengths and limitations of each type were reviewed with a set of artificial data as an example. Based on this review, a new quality-incorporating efficiency evaluation model, named Quality-adjusted output DEA(QAO-DEA), was suggested. As an exploratory empirical analysis, technical efficiency of human resource were measured with different quality-incorporating DEA models, using 2004 data from National University Hospitals. In conclusion, Quality-adjusted output DEA(QAO-DEA) model seems to be one of the most desirable alternatives to incorporate quality aspect in efficiency evaluation of hospital, and deserves the consideration as a policy tool to induce simultaneous improvement of both efficiency and quality.

  • As FTA is spreading, it is becoming more and more necessary to improve the accuracy and reliability of the country of origin information at the domestic trading stage in preparation for the actual surveys expected to surge in the near future. However, there are many problems in collecting and managing information related to origin. It is pointed out that the shortage of export-oriented profits and the incentive for issuance of FTA-related profits, as well as the lack of information on the distribution and management of origin information of domestic manufacturing companies are also pointed out as important causes. In this paper, we propose a method to improve the efficiency of management and circulation of smooth FTA origin (comprehensive) certificate of Korean companies and to improve reliability through manipulation prevention by building prototype of origin information management system based on private block chain Hyperledger. The block chain, called Distributed Ledger or Trusted Internet, provides a technical infrastructure that enables various related companies to distribute origin information with high reliability and immediate distribution in the supply chain, but research on its application is still in the beginning stage.

  • Recently, with the development of wireless communication technologies and mobile equipments, various studies on mobile P2P networks have been conducted. In this paper, we propose an advertisement dissemination method considering peer's mobilities and preferences in mobile P2P networks. The proposed scheme generates a peer's preference through the analysis of users' activities to disseminate advertisements with user preferences. To reduce duplicated advertising messages and improve reception ratio, the priority of advertisement re-dissemination is determined according to peer's preferences, mobilities, and advertisement reception ratio. We improve the participation rate of the advertisement dissemination of mobile peers using the incentive mechanism in mobile P2P networks. To show the superiority of the proposed scheme, we compare it with the existing scheme in terms of the number of messages and accuracy.

  • In recent years, the stability, safety and comfort of trains has received increased attention. The mechanical characteristics and differential settlement of the foundation are the main problems studied in high-speed railway research. The mechanical characteristics and differential settlement of the foundation are greatly affected by the ground treatment. Additionally, the effects of train load and earthquakes have a great impact. The dynamic action of the train will increase the vibration acceleration of the foundation and increase the cumulative deformation, and the earthquake action will affect the stability of the substructure. Earthquakes have an important practical significance for the dynamic analysis of the railway operation stage; therefore, considering the impact of earthquakes on the railway substructure stability has engineering significance. In this paper, finite element model of the CFG (Cement Fly-ash Gravel) pile + cement-soil compacted pile about composite foundation is established, and manual numerical incentive method is selected as the simulation principle. The mechanical characteristics and differential settlement of CFG pile + cement-soil compacted pile about composite foundation under train load are studied. The results show: under the train load, the neutral point of the side friction about CFG pile is located at nearly 7/8 of the pile length; the vertical dynamic stress-time history curves of the cement-soil compacted pile, CFG pile and soil between piles are all regular serrated shape, the vertical dynamic stress of CFG pile changes greatly, but the vertical dynamic stress of cement-soil compacted pile and soil between piles does not change much; the vertical displacement of CFG pile, cement-soil compacted pile and soil between piles change very little.

  • This study is to suggest the solutions about the problems of maximum requirements of animation broadcasting. About 10 experts of broadcasting, animation production, animation related professor and researcher and government take part in this study and discuss problems and their solutions of maximum requirements of animation broadcasting from January to march in 2009. This policy introduced 4 years ago had the positive effects such as the increase of animation production and the number of animation production company, but also the negative effects such as continuous decrease of rating in terrestrial broadcasting and transferring to low rating time slot of animation, downward equalization of animation and changing to minimum securement method. This study suggested the solutions as follows; first the enlargement of this policy to cable and satellite broadcasting, second introducing incentive policy in prime time, third the subsidy of media oriented investment. Finally this study stressed that this solutions should not be compulsory order but voluntary system.

Identifying the Best Approach to Revitalize High School Culinary Education Curriculum in Korea (조리실습에 대한 인식 조사를 기반으로 한 조리교육 활성화 방안 연구)

  • The aim of this study was to identify the most effective methods with which to revitalize Korean high school culinary education. To achieve this aim, a culinary recognition questionnaire survey of 616 students from 9 culinary high schools was carried out. The 9 surveyed schools represented the following of 7 regions: Chungnam, Busan, Incheon, Daegue, Jeonbuk, Gyeongbuk, and Gwangju. Collected data were subjected to descriptive analysis, $x^2$-test, t-test, and one-way ANOVA using SPSS(version 14.0). The results of this study are as follows. Culinary practice interest and learning demand of most students were high. 6.8% of students indicated that initial theory learning, followed by video education, and finally live demonstration is an effective teaching methodology. They preferred practicing on actual ingredients as the primary teaching and learning method, nominating technician cooking as the most favorite. As for areas needing improvement in culinary practice education, difficulties with material preparation and insufficient learning hours were identified as prominent factors by 66.8% of respondents. There was unanimous agreement that culinary practice education can be enhanced by highly skilled teachers, while interest for the discipline itself can be fostered by initiating and encouraging cooking participation in the home. Freshmen and special high school students suggested that a cooking related website is necessary to expand the current information interface, which is currently limited to colleagues and employers. In relation to culinary education revitalization, consistent promotion of departments, or high schools that have proven student satisfaction rates and effective culinary curriculum are required. Furthermore, teachers can also aid this process by more effective student pastoral care in order to improve school life satisfaction. However, teacher job satisfaction is an important component of this process, and better employment conditions and remuneration packages reflecting extra work must be considered as part of an attractive teacher-incentive employment policy.

  • The crowdsourcing software development (CSD) is growing rapidly in the open call format in a competitive environment. In CSD, tasks are posted on a web-based CSD platform for CSD workers to compete for the task and win rewards. Task searching and assigning are very important aspects of the CSD environment because tasks posted on different platforms are in hundreds. To search and evaluate a thousand submissions on the platform are very difficult and time-consuming process for both the developer and platform. However, there are many other problems that are affecting CSD quality and reliability of CSD workers to assign the task which include the required knowledge, large participation, time complexity and incentive motivations. In order to attract the right person for the right task, the execution of action plans will help the CSD platform as well the CSD worker for the best matching with their tasks. This study formalized the task assignment method by utilizing different situations in a CSD competition-based environment in artificial intelligence (AI) planning. The results from this study suggested that assigning the task has many challenges whenever there are undefined conditions, especially in a competitive environment. Our main focus is to evaluate the AI automated planning to provide the best possible solution to matching the CSD worker with their personality type.

A Scoping Review of Components of Physician-induced Demand for Designing a Conceptual Framework

  • Objectives: The current study presents a new conceptual framework for physician-induced demand that comprises several influential components and their interactions. Methods: This framework was developed on the basis of the conceptual model proposed by Labelle. To identify the components that influenced induced demand and their interactions, a scoping review was conducted (from January 1980 to January 2017). Additionally, an expert panel was formed to formulate and expand the framework. Results: The developed framework comprises 2 main sets of components. First, the supply side includes 9 components: physicians' incentive for pecuniary profit or meeting their target income, physicians' current income, the physician/population ratio, service price (tariff), payment method, consultation time, type of employment of physicians, observable characteristics of the physician, and type and size of the hospital. Second, the demand side includes 3 components: patients' observable characteristics, patients' non-clinical characteristics, and insurance coverage. Conclusions: A conceptual framework that can clearly describe interactions between the components that influence induced demand is a critical step in providing a scientific basis for understanding physicians' behavior, particularly in the field of health economics.

Effect of Real Estate Holding Type on Household Debt

  • Purpose: This study aims to provide implications for the government's housing supply policy by analyzing the factors that determine the type of real estate holding and household debt. This study started from the awareness that the determinants of household debt differ depending on the type of real estate holding. Research design, data and methodology: Real estate ownership type was classified and analyzed into 4 models: model 1 (1 household 1 house and self-resident), model 2 (1 household multiple real estate ownership and self-resident), model 3 (1 household 1 house and rent residence), model 4 (1 household holds a large number of real estate and rent residence). The analysis method used multiple regression analysis. The dependent variable was household total debt. As independent variables, household debt, annual gross household income, financial assets, real estate net assets, annual repayment, demographic & residential characteristics were used. Results: 1) Model 4 has the highest household debt and the highest gross income, Model 2 has the most real estate mortgage loans and real estate net asset, and Model 1 has the highest real estate mortgage payments. 2) The positive factor of common household debt determinants is real estate net assets, and the negative factor is financial assets. 3) It was the net assets of real estate that acted as a positive factor in common for the four models. In other words, the more financial assets, the less household debt. It was analyzed that the more net assets of real estate, the more household debt. The annual repayment of financial liabilities had no influence on household debt, while the annual repayment of loan liabilities and household debt had a positive relationship. Conclusions: 1) It is necessary to introduce benefits and systems that can increase the proportion of household financial asset. Specific alternatives include tax benefits and reduced fees for financial asset investment. 2) In the case where a homeless person prepares one house for one household, it is necessary to prepare various support measures according to the income level. The specific alternative is to give additional points for pre-sale or apply an interest rate cut incentive for mortgage loans.
