The new millennium has started with several innovations driven by fast evolution of the technologies in energy sector. A strong impulse towards the diffusion of new economical efficient technologies regulatory incentives related to energy production from renewable source and a small scale building trigeneration and to promotion of more sustainable environmental-friendly generation solutions, the evolution of electricity markets, more and more binding local emission constraints, and the need for improving the security of supply to reduce the energy system vulnerability. The 24 percentage energy quantify of total energy consumption consumes in commercial buildings and residential houses and the 30% portion of total $CO_2$ emissions covers also in the commercial buildings and residential houses sector. To cope with efficiently this energy sinuation in building sector, Building microgrid or building tooling, heating & power(BCHP) system has been interested in recent day due to meeting thermal and electric energy requirements efficiently and with appropriate energy quality. A multi agent system is a collective of intelligent agents that communicate with each other and work cooperatively to achieve common goals. Also, it is to medicate and coordinate communication between Control Areas and Security Coordinators for teal-time control of the BCHP system and the power pid. In this new circumstance, it is very important to integrate the power and energy delivery system and the information system(communication, networks, and intelligent equipment) that controls it. Therefore, development of smart control modules with open communication protocol and seamlessly interchange the data and information between control network and data network including extranet and intranet give a great meanings. We designed and developed the TCP/IP-CAN IED agent modules and ModBus./LonTalk/(TCP/IP) IED agent ones to configure the multi-agent system based smart energy network of commercial buildings and also intelligent algorithms for inverter fault diagnostics which ran be operated in control level or agent level network.
Efficiency and competitive power in agribusiness management has became important issue due to the rapid changes in farming environment under new WTO agreement. To increase competitive power, small-sized petty farm should be restructured to be specialized large-scaled farming system. Trust farming corporation(TFC) has been introduced to increase farm productivity and competitive power through large scale farming system and refined management skills. Eventually, TFCs are expected to revitalize rural economy. TFCs are increasing in numbers, but they are unsatisfactory in quality often with insolvent operations. The typical problems with TFCs are internal conflicts among members, lack of management abilities and incentives, inefficiency in machinery use, and insolvent operations. The self effort by members and legal-institutional assistance can alleviate the negative factors against the rational for cooperative management and sustain TFCs. This study identifies the management problems of TFCs. To provide the methods for increasing management efficiency, improving rational management skills, and hence to help revitalizing the rural economy with competitive power, 20 TFCs in Nonsan County is surveyed. The major findings are as follows; 1) According to the survey result of 20 trust farming corporations, investments on the accumulation of knowledges and information, accounting management, machinery management are required due to the present lack of management/accounting ability. There also exist problems associated with revenue sources, labor uses, and public recognition. To increase management efficiency under current situation, corporations should import active business plans with expanding farming execution and off-farm season business. 2) Based on the result of corporations' business analysis, more than 50% of the corporations were not able to provide profit dividends to the members. It suggests that trust farming corporations need appropriate and stable revenue sources to sustain business. It is also required that corporations should reduce their excessive expenditure on fixed assets. 3) Theoretical amounts of consignment fees for tillage operation, planting, and harvesting were found to be 338,874 won, 216,596 won, and 332,318 won, respectively. Although actual levels of fee are 110%~120% of these theoretical levels of consignment fee, corporations' expected fee levels could not be acheived because of competency of consignment market.
The reform of the mixed ownership system of vocational colleges in China is an important driving force in the development of vocational education. The purpose of this study is to discuss the operation direction of the reorganization of the mixed ownership system of vocational colleges at this stage in accordance with the guidelines for vocational education reform in China. Therefore, this study analyzed the necessity and existing problems of reforming the mixed ownership system of vocational colleges using literature research methods. As a result of the study, it was found that the reform of the mixed ownership system of vocational colleges should be continuously developed by preparing measures in terms of legal support, providing incentives, and improving the evaluation system. This study has academic and practical significance in that it suggests the need to reform the mixed ownership system of Chinese vocational colleges, analyzes problems, and prepares policy measures.

In Korea, as the aging phenomenon accelerates, the problem of traffic accidents related to the elderly is continuously emerging. Efforts to improve this are being implemented, but unfortunately the results of these effects are not clear. Therefore, in this study, the effect of traffic characteristics and incentive policies on the return of driver's licenses of elderly drivers was reviewed. As a result of the analysis, it was confirmed that the intention to return the driver's license was low in the case of men, older people, those with low dependence on public transportation, those who undertook long driving hours, and those who took frequent trips. On the other hand, financial incentives were found to play a positive role with regard to the intention to return the driver's license. However, the effect is expected to be insignificant for those with a low intention to return the driver's license. As a result, under the current policy, it is predicted that there is a limit to improving the social problems caused by elderly drivers, meaning that it is necessary to review approaches that induce the return of their driver's licenses.
Purpose - This study aims to examine the impact of leadership on organizational trust and innovation performance, and to identify whether organizational trust plays a mediating role in the relationship between leadership and innovation performance. Also, this study attempts to find out how to improve organizational efficiency and effectiveness based on leadership-based or trust-based strategies. And, this research proposed that organizational trust plays a core mediating role in the relationship between transactional and transformational leadership and innovation performance. Research design, data, and methodology - In order to test the hypotheses of this study, the survey was conducted towards franchise coffee shop employees between November 7 and 18, 2016. We contacted top executives of coffee shop franchise headquarters and explained the purpose of this study. Among 150 questionnaires distributed, 123 were collected. Of these collected questionnaires, 102 questionnaires were coded and analyzed for further analysis. In order to test the unidimensionality and reliability of the factors, factor analysis and reliability test were performed using SPSS/PC+ 22.0. And, the hypotheses were tested using hierarchical mediated regression analysis. Result - The results are as follows. First, transactional leadership, and intellectual stimulation, motivation of transformational leadership had significant impacts on organizational trust. Second, organizational trust, transactional leadership, and influence of transformational leadership had significant impacts on innovation performance. Third, the mediating test of organizational trust showed that transactional leadership plays a partial mediator, and intellectual of transformational leadership plays a full mediator in the relationship between leadership and innovation performance. Conclusions - The implications of this study are as follows. First, the top management should provide their organizational members incentives or rewards based on their performance. Second, top management should identify and express a clear vision and desirable organizational goals for the future, present an idealized vision, and communicate to organizational members that the vision is achievable, also have organizational members to think creatively and find optimal solutions to difficult problems. In sum, this study revealed the important role of leadership in embedding organizational trust in and improving innovation performance of coffee shop employees and the mediating role of organizational trust in the influence of leadership on innovation performance.

A large amount of combustible household waste are incinerated on a large scale. Incineration ashes including flooring and scattering materials are generated in the incineration facilities. The incineration materials (flooring and scattering) are generated 16.5% of the total amount ashes brought into the incinerator. The amount of incineration materials decrease the landfill period of existing landfills and increase the needs for the construction of new landfills. This study introduces technical and institutional suggestions to solve increasing incineration ash problem by recycling them. As a technical recycling method, incineration materials can be recycled by producing earthwork materials and concrete products. In addition, the government and local governments will be able to promote recycling by improving related laws such as the Waste Management Act and by preparing active institutional support measures such as incentives for recycling companies for Green New Deal strategies.
This study aims to analyze the differences between the safety leadership of the laboratory director, safety climate, safety motivation, and safety behavior of research workers based on whether they have participated in the certification system for exemplary laboratories in safety management (CSEL). An online survey was conducted among research workers to analyze the effect of the CSEL. The independent variables used in the survey were participation and non-participation in the CSEL, while the dependent variables were the safety leadership of the laboratory director, safety climate, safety motivation, and safety behavior of research workers. The results demonstrate that the group that participated in the CSEL had statistically significantly higher levels of safety leadership, safety climate, safety motivation, and safety behavior than the one that did not do so. Therefore, it can be concluded that the CSEL has a positive impact on the establishment of an autonomous safety management system in a laboratory by improving the safety culture and safety behavior of research workers. Further, the extrinsic factors, which are subfactors for safety motivation, did not reflect a significant difference between the group that participated in the CSEL and the one that did not. Thus, a reward system for research workers with excellent safety activities should be operated by research institutes since it is necessary to strengthen the intrinsic safety motivation of individual research workers which can be strengthened by compensation. The government should consider measures such as providing research incentives to researchers participated in CSEL.

This study aims to diagnose the military manpower shortage problem caused by the rapid decline in fertility and aging population in South Korea and explore countermeasures. To this end, it analyzes the trends of demographic changes and military manpower supply and demand forecasts in Korea, and evaluates major alternatives such as expanding female soldiers, introducing a voluntary recruitment system, and adopting advanced weapons. It also seeks to derive implications through case studies of military manpower policies in major countries such as the United States, Japan, and Germany. The results show that in order to secure sustainable manpower for the Korean military, it is necessary to increase the proportion of female soldiers, review the voluntary recruitment system from a long-term perspective, minimize the power gap due to troop reduction, strengthen incentives for skilled manpower, and draw social consensus on improving the military service system and defense reform. This study is expected to contribute to the establishment of future military manpower policies in Korea.
Gyeonggi-do has conducted bus management and service evaluation of bus operating company since 2005 under the law for promoting public transportation. The evaluation results are used for improving bus service, making policy, and estimating incentives to bus companies. A lot of cost and man-month are needed to evaluate bus management and service for bus operating company, and many companies are against the evaluation. Therefore, the effect analysis on evaluation system should be followed to maintain it. This research results in the evaluation system has positive effects through quantitative and qualitative analysis. The data of bus company's operation condition in 2005 and 2006 are used for a comparative analysis. From the survey result for the company, bus drivers, and administrators, it results that positive effects are predominant. The results of this research could be used for a shield against some criticism about appropriateness of the evaluation criteria and effectiveness of the evaluation system. For improving bus service, evaluation items and criteria could be added or adjusted based on this research.
New Car Assessment Program(NCAP) provides consumers with vehicle safety information, primarily front and side crash rating results, and more recently rollover ratings, to aid consumers in their vehicle purchase decisions. NCAP is a system to improve driver and passenger safety by providing market incentives for vehicle manufacturers to voluntarily design their vehicles to better protect drivers and passengers in a crash and be less susceptible to rollover, rather than by regulatory directives. NCAP have been performed since 1999 in Korea by the government in order to reduce fatalities and injuries caused by traffic accidents. Although as the number of vehicles models increases, more vehicle models are required to be test and NCAP is evaluated as a valuable system for vehicle safety, the expansion of the system is slow. It looks like that the benefit of NCAP quantitatively was not verified. In this study, based on the idea that the benefit of the NCAP is defined as the decrease of traffic accident severity by improving vehicle safety, a methodology to analyze the effectiveness of NCAP quantitatively in terms of traffic safety was developed. According to the developed methodology, the reduced numbers of fatalities and injuries were 1.51 and 466 in 2005.
