This study aims to analyze the on-site improvement area of residential environment improvement project based on research results derived from the on-site and questionnaire survey in case of Daegu. The main findings are as follows. First, residents complain about delay of project completion because a long time has been passed after on-site improvement area was designated. Experts and government officials agree that a new method of development is required. Second, future development should discriminate on-site improvement area according to its level of project completion. The area should be classified into project completion areas and on-going area, and new methods, such as redevelopment, apartment-housing construction method, should be allowed. Third, for better management of on-site improvement area, laws and regulations must be ready and government's will for improvement is crucial.

청소년들의 게임 중독이 사회적 문제로 부각되자 청소년들의 게임 이용을 제한하는 다양한 게임 규제 정책들이 도입되기 시작하였다. 그러나 '강제적 셧다운제', '선택적 셧다운제'를 포함하여 논의 중인 기타 게임 규제 정책들이 실제로 실효성이 없다는 지적이 증가하고 있으며, 이론적으로도 그 필요성에 대한 논쟁이 지속되고 있는 상황이다. 따라서 본 연구에서는 청소년들의 게임 규제에 대한 국내외 도입 현황 및 선행 연구 결과들을 고찰하여 이론적 측면의 청소년 게임 규제 정책의 필요성을 재검토한다. 또한 게임 규제 정책 도입 전후의 청소년들의 게임 이용시간 및 패턴을 비교 분석하여 실증적 효과에 대해서도 탐색한다. 연구 결과에 따르면 청소년 게임 규제 정책들의 실제 효과는 미비한 것으로 나타나고 있는데, 이에 대하여 본 연구에서는 법 정책 기술적 측면을 포함한 융합적 접근을 통해 합리적인 개선방안을 제시한다.

본 연구의 목적은 청소년 보호를 위한 광고 규제를 분석하여 문제점을 발견하고 개선 방안을 제시하는 것이다. 청소년 보호법을 근간으로 하여 청소년에게 유해한 매체물에 대해서는 광고를 포함한 모든 매체들이 규제를 받는다. 청소년 보호를 위한 주요 광고 관련 규제들 중에서 어린이 식생활안전관리 특별법, 방송법에 근거한 방송광고심의에 관한 규정 및 그 외 국민건강증진법의 청소년 보호 광고 규제 조항들을 분석하였다. 분석 결과, 청소년 보호를 위한 광고 규제들이 산만하게 흩어져 있어서 운용의 일관성 및 객관성이 우려되며, 현실과 동떨어진 규제 조항들이 발견되어 새롭게 정립할 필요성이 있고, 주류 광고 규제의 정립이 시급하다는 점이 발견되었다. 결론적으로 청소년 보호를 위한 통합된 단일의 광고 심의 규정 또는 가이드라인이 제정될 것을 제안하였다.

경제방첩의 중요성이 높아지고 있는 현재의 추세에 따라 우리나라도 국가정보원법을 개정하였으나 법문의 명확한 해석의 필요성이 제기되고 있고, 경제방첩활동의 실효성을 높이기 위한 방안을 마련해야 할 요구가 높아지고 있다. 본 논문은 이러한 문제인식 하에 경제방첩법령 개선을 위한 방안을 제시하고 있다. 첫째, 우리 법은 경제방첩의 범위와 관련하여 "해외연계 경제질서 교란"을 규정하고 있으나 그 의미가 명확하지 않은 바, 방첩업무규정의 법문과 개별법령 및 미국법을 참고하여 그 의미를 명확히 할 수 있다. 둘째, 경제방첩활동의 효율성을 높이기 위하여 방첩기관의 협조요청권을 강화하는 법개정 또는 자료획득을 위한 별도의 허가절차를 도입할 수 있다. 마지막으로, 경제방첩활동의 효과를 배가하기 위해 외국세력이 주도하는 활동에 대한 처벌을 강화하는 제도를 도입할 수 있다.

본 연구는 무인항공기, 레이저스캐너 등 최신의 기술을 활용하여 3차원 지형 분석 플랫폼 개발 등 토공현장을 디지털화하여 궁극적으로 토공 자동화를 이루는데 있다. 이를 위해서는 해당 요소기술 개발과 함께 국내 건설공사의 특성에 맞게 기술이 적용 활성화될 수 있도록 제도화가 요구되어진다. 본 연구의 무인항공기 및 레이저스캐너를 활용한 토공측량 자동화 기술은 시범사업을 통해 토공작업 계획, 현장관리 등의 기본 정보가 되는 지형의 좌표, 토질, 시추, 토공량, 성 절토 여부 등의 정보가 원활하게 취득될 수 있도록 하는 활용성 검토가 이루어졌다. 또한, 토공자동화에 대한 기술개발 및 활용에 있어 활발하게 적용되고 있는 일본에서의 토공자동화에 대한 기준, 매뉴얼 등 제도 개선 추진현황 및 내용을 파악하고 이를 벤치마킹하여 국내 관련 제도의 개선안을 마련하였다. 향후 금번 제시한 "공공측량 작업규정" 개선을 포함하여 건설사업 초기단계부터 시공완료 단계까지 해당 기술 적용에 요구되어지는 관련 제도 내용을 파악하여 구체적인 제도화를 추진할 계획에 있다.

The worldwide improvement of the safety, efficiency and rationality in the field of aircraft operation environment and certificate management of aviation personnel has been proceeded cheerfully as a part of each country's globalization movement. Considering the importance of aviation transportation industry supporting nation's international trading has the competition among the airlines regarded possibly as that among the countries. In order to make Korean Government and Airlines more competitive in this race, the standardization and generalization of aviation regulations are required. On this study, some amendments are recommended to improve regulations and systems for pilot's certification management and operation environment by comparison analysis of regulations of ICAO, FAA and Korean aviation law.

In order to improve the speed of railway, several parameters and/or technical issues, which are affecting speed improvement negatively, need to be considered in addition to the enhancement of physical performance of the railway system such as maximum speed, speed at curve, and speed at turnout track. The parameters under complicated situation of railway system are from the areas of rolling stocks, track, power system, signalling, etc. In general, two different aspects of technical issues can be evaluated; Technical issues in the hardware aspect and technical issues in the software aspect. The hardware parameters include running performance, braking performance, and power performance, while the software factors are rules, regulations, and riding quality. In this investigation, a comparison study between hardware and software aspects in technical issues was conducted to provide technical information on the amendment of railway speed-up regulations.

The railway industry of each country has variant technical standards and regulations unlike other industries. For this reason, it is necessary to investigate the domestic technical standards and regulations and to prepare the countermeasure of the variance for advancing the korean high-speed railroad system into foreign market. This study was designed to investigate the railway design/manufacturing, examination/inspection and safety of domestic and foreign countries subject to a world market for advancing the korean high-speed railroad system into a foreign market. Because the reliance of a railroad system is a prerequisite for the safety of railroads, it is very important to obtain the reliance data, which is based on the RMS analysis of foreign countries subject to a world market.

Having Efficient Contracting Laws and Regulations is one of the critical success factors for SI (System Integration) industry growth. This paper explores problems in contracting systems for SI business. Two perspectives have been used in this analysis. One is on law itself perspective, the other is on industry growth perspective. A comprehensive survey on contracting practices has been done, and the structure of SI industry has been analysed. Also, characteristics of SI contracting processes have been analysed. A framework for efficient contracting laws and regulations for SI industry has been discussed based on the characteristics of SI business and SI industry. Future research will be needed to expand the current framework and to examine the effectiveness of the proposed framework.
