As the proportion of software in weapon systems increases, the impact of software on the overall system is growing. As a result, software quality management becomes important, and related regulations and work manuals for quality assurance activities at each stage in the R & D process are becoming more sophisticated. However, due to the characteristics of the weapon system software that is developed as a customized form for the purpose of a specific mission, there are limits to specifying and definitizing the detailed requirements (upper and lower level) according to various operational concepts during the development process. Due to this, software modification (patch change, shape change due to upgrade, etc.) occurs on account of many defects and performance improvement in the mass production and operation stage after the development is completed. In this study, we analyze the characteristics of these weapon system softwares and propose quality improvement methods based on ISO / IEC / IEEE 29119 test method.

To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

최근 건설경기 위축으로 건설 계약자들의 치열한 수주 경쟁 및 수익성 저조에 따른 경영악화 현상이 심각한 수준에 이르고 있다. 이러한 상황에서 많은 건설관계자들은 "국가계약법"에 의해 공사비를 보호받을 수 있는 공공건설사업에 대한 의존도가 높아지고 있다. 그러나 이러한 법률적 규정이 존재함에도 불구하고 기성금 신청 및 지급과 관련된 문제가 지속적으로 발생하고 있으며, 이를 해결하기 위해 제시되는 대부분의 방안이 계약관계자간의 상호 영향도를 충분히 반영하지 못하고 있어 이를 정책적으로 반영하는데 어려움이 있다. 이에 본 연구에서는 공공건설사업 시공단계의 기성금 신청 및 지급에 대한 현행 규정제도를 바탕으로 신청 지연 및 지급지연에 따른 계약 관계자들의 상대적 영향도를 정량적으로 파악하고자 한다. 이를 위해 상호 관계성에 관한 지식을 바탕으로 통합적 시각에 따른 현상 분석이 가능한 시스템다이내믹스 모델을 통한 연구를 바탕으로 기성금 신청 및 지급 문제를 해결하기 위한 방안을 제시하였다.

정부는 국가공간정보 활용 기반 마련을 위해 1995년부터 국가 GIS (Geographic Information System)사업을 통해 토지, 도로, 지하시설물, 통계 등 다양한 분야의 GIS활용체계를 구축 운영해 오고 있다. 이러한 기반 하에서 공간정보산업에 대한 중요성이 부각됨에 따라, 국토교통부는 "국가공간정보정책 기본계획"과 "국가공간정보정책 시행계획"을 수립하여, 국가교통분야의 공간정보구축 및 제공을 위한 구체적인 방안을 마련하고 있다. 하지만, 타 분야에 비해 철도 및 철도 관련 시설에 대해서는 공간정보가 체계적으로 구축 제공되지 않고 있다. 즉, 국가공간정보 통합DB에서도 볼 수 있듯이 연계 정보로서의 '교통정보'와 행정정보로서의 '교통'항목이 포함되어 있을 뿐 구체적인 철도 및 철도 관련 시설물에 대한 공간정보에 대한 내용은 부재한 상황이다. 이는 철도 및 관련 시설물에 대한 정보구축 및 활용에 관한 법 제도가 미비하여, 실제 구축사업 및 활용방안에 대한 연구가 부재하기 때문이다. 이에 본 연구에서는 국가공간정보포털의 교통시설 공간정보 DB 구축 동향을 검토하였고, 철도 및 공간정보 관련 법제도를 분석하였으며, 이를 통해 철도 및 관련 시설물의 공간정보 구축 관리 운영 관련 조직설립, 정보 구축 및 관리 관련, 정보 활용관련 법 제도 개선방안을 제시하였다. 본 연구를 토대로 향후 국가 통합공간 정보 내에 다양한 공간정보를 제공하는데 도모할 것이며, 철도 선로 및 시설물에 대한 통합 시설관리, 진보된 유지보수 시스템 등을 구축할 수 있을 것이다.

Objectives : This study aimed to identify the perception of quality improvement in health care and operational performance after the implementation of the Healthcare Accreditation. Methods : Data were collected from 5 hospitals that have experienced the 2th Healthcare Accreditation in Busan, South Korea. A Likert 5-point scale was used to measure the research variables and a structured questionnaire was used. Finally, 206 valid cases were analyzed using SPSS win 18.0. For hypothesis testing, hierarchical multiple regression analysis were performed. Results : The perception of quality improvement in health care after the implementation of the Healthcare Accreditation was higher than the operational performance. In the customer orientation and job performance, the perception of quality improvement in health care and operational performance had a significant influence. Conclusions : It is necessary to use the Healthcare Accreditation as a virtuous cycle of management that can ensure enforcement of workplace regulations and improve the members'ability to provide high quality medical services.

According to "The regulations regarding the residential construction standards", residents' common spaces are restricted by the standards on building facilities. In a typical apartment complex, residents' communal facilities are represented by a children's playground, a elderly social station, and a management office. However, these residents' communal facilities do not reflect residents' composition characteristics. Multidisciplinary research and experimentation to enable the community of housing complex are being actively conducted. In these situation, we observed institutional improvement about installing standard of community space, and analysed the tendency. The purpose of this study is to propose practical institutions to review the institutional improvement. We conducted a case study where was renovated the community space according to the new standard. As a results, the installing standard of the community space has changed in the direction to increase the autonomy of resident. These results raise the practical performance of the community space, and it has the effect of increasing the satisfaction of the residential environment. The results of this study suggest an alternative to the institutional aspects and planning aspects for community activation in housing complex.

범죄발생시 초동수사는 범죄피해자보호에 매우 중요하다. 경찰은 초동조치메뉴얼을 만들고 112신고시스템을 통하여 현장초동조치를 수행하고 있다. 그러나 최근 경찰초동수사의 실패사례가 발생하였다. 범인검거에는 성공했으나 범죄피해자보호에 실패한 경찰에 대한 사회적 비난이 거세었다. 앞으로 이런 일이 발생하지 않도록 초동수사의 개선방안이 요청된다. 이에 따라 범죄피해자보호를 위하여 경찰 초동수사에서 지역경찰 인사제도개선, 신고체계개선, 112신고와 119신고의 통합, 압수 수색규정의 개선, 피해자배려, 범죄대응훈련강화가 필요하다.

국가연구개발사업의 성과관리정책을 효율적으로 추진하기 위해서는 정책추진의 제도적 기반이 되는 관련 법령의 체계적인 정비와 함께, 정책의 효과적인 시행을 위한 실제적인 운영체계가 적절히 수립되고 집행되어야 한다. 본 논문은 그동안 국가연구개발 성과관리제도에 대한 법제적 측면에서의 분석과 검토가 미흡하다는 점에 착안하여, 국가연구개발 성과관리법제의 발전과정을 살펴보고, 현행 법령이 가지고 있는 미비점을 검토하여 그 개선방안을 제시함을 목표로 하고 있다. 현행 국가연구개발 성과관리제도는 국가과학기술정책의 기본방향을 규정한 "과학기술기본법"과 국가연구개발사업의 성과관리에 관한 세부적인 정책추진의 기본원칙과 방법을 규정한 "국가연구개발사업 등의 성과평가 및 성과관리에 관한 법률"에 따라 운영되고 있으나, 구체적인 사항은 "국가연구개발사업의 관리 등에 관한 규정"에 의하여 규율되는 법체계로 운영되고 있다. 그런데 현행 국가연구개발 성과관리제도는 그 제도운영법령, 성과관리 대상과 범위, 성과관리의 방법 및 내용에 있어서 발전적 개선이 필요한 것으로 평가된다. 즉, 관련 법령간의 정합성을 제고하고, 성과관리의 대상과 범위를 국가연구개발사업의 성과 전반으로 확대하며, 국가연구개발사업의 목표와 방향을 고려한 합리적인 성과관리가 될 수 있도록 그 내용과 방법을 개선하는 것이 필요하다.

1. Standard and regulations for functional food evaluation cases form overseas (1) Japan For food function indication, Food Nutrition Improvement Act was amended in September 1991 and they managed functional food after setting specific health food in one of classification of special functional foods. For manification of raw material usage, the classification of health functional foods was performed by their application on: the control of internal organ status, cholesterol, blood pressure, mineral absorption, and prevention of dental caries. Making practical use of urban MAGLEV system which is tried by government includes technique development and railway construction. Because huge amount of money will be spent on this project, feasibility study is being carried out in order to check the feasibility and to devise the master plan in prior to making practical use of urban MAGLEV system. The key issues of feasibility study are possibility of technique development, economical feasibility, location of a model railway and the improvement of related laws and regulations. This paper shows the approach to solve these key issues.
