This study was conducted from the time when discussion of improvement and keeping heavy taxation on multiple home owners was began, experts who may express professional opinion such as realtors, tax accountants and revenue officers were picked up besides the direct interested parties such as single and multiple home owners. This study collected their various opinions regarding whether keeping the heavy taxation system on multiple home owners or not and the effect of it. As a result of the survey, people living in Seoul who owned more houses showed higher awareness about heavy taxation on multiple home owners, and people agreed more about abolishing the heavy taxation when they own more homes. From this study, it was found out that different recognition about heavier transfer income tax on multiple home owners of each person concerned and necessity of rearranging this uncertain condition of temporary regulation in the future. The tax law should be improved to supply clear policy signals to the market for recovery of housing transactions and supply expansion of jeonsei to monthly rental housing and managing of taxation policy which reflects taxpayers' opinion may correspond to more effective and fair taxation principle.
The aim of this research is to understand the characteristics and status of existing public facilities, in order to propose the necessary basic materials for the planning and development of improved public facilities to assist communities. Objects of this research are the public facilities provided by the Government throughout the 25gu in Seoul. The methods of this research were carried out through the home page of each facility, telephone inquiries and gujung backseo. Investigations were carried out 3 times between the periods of January-June and September in 2009. Results of the research are as follows - 1) Through the investigations of classifications and distribution status of 5 public facilities over 25gu, quantity supply problems were analyzed. 2) Building distributions of 5 public facilities were classified by types and analyzed. 3) A number of compound facilities were classified and analyzed to determine the complexities of the 5 public facilities. 4) Complex types and characteristics of public facilities in 25gu in Seoul were analyzed. Based on the results of the research, the following conclusions are drawn: 1) Public facilities throughout the 25gu in Seoul have common characteristics and functions and they are spread out evenly in each gu. This means that public facilities are standardized in Seoul. Characteristic public facilities suitable to each gu should be planned accordingly. 2) Public facilities in Seoul show a single form of one facility. Therefore, initiative plans for the complexity of facilities are required. 3) Complex public facilities in Seoul need to be the center of community life in each gu. It is necessary to take into account the diverse life styles and classified needs of residents for complex facilities. Based on the research, complex types such as public administrative+cultural facilities, culture+welfare facilities, medical+welfare facilities can be presented. These complex types should not be classified according to any particular use, but they should be commonly used by diverse generations and every social class. The inquiries of users of public facilities and the programs of each public facility are not included in this research. Thus, the reseaarch limits the proposals for complex public facilities. In the future, the characteristics of each gu in Seoul should be studied and understood, so that appropriate public facilities and their complex plans can be researched continuously and necessarily.

Comparative thickening and dewatering characteristics of municipal wastewater sludge were investigated in terms of separated and combined treatment of primary and secondary BNR sludge. Also, various conditioning methods such as cation polymer addition, steam and ultrasonication treatment were examined to improve dewaterability of sludge. The dewaterability was measured by using specific resistant test, wedge zone simulator and centrifuge. The result of the sludge thickening test revealed that separated thickening was better in terms of solids recovery and supernatant quality. Particularly, the thickening of primary sludge with high solids (about 3.5% TS) showed very poor solid separation. The addition of cation polymer showed better conditioning characteristic for dewatering and the optimal polymer dosage was 0.26% for primary sludge, 0.43% for secondary sludge and 0.38% for combined sludge. Contrary to the result of the thickening, the dewatering test revealed that dewatering of the combined sludge is better than that of separated sludge, representing better solids separation and filtrate quality. The polymer addition was essential to improve dewaterability in filter (belt) press type dewatering but it was inefficient for the dewatering of secondary sludge only. The centrifuge type dewatering showed better performance and the dewaterability was slightly improved when the polymer was added. Based on the results of this research a sustainable sludge treatment process, particularly in terms of the recycle water quality and solids recovery, was proposed.

In the 21st century when people're pursuing the qualitative improvement of life, the concern about the quality of housing is growing as living standards have been improved and the desire for life has been various. Life satisfaction can be found that basic needs of residential satisfaction have been met in life, and the quality of life will be higher with the fulfillment of these desires. Humans all live in social relations, which have a big impact on the quality of life of individuals in a variety of aspects. Thus, this researcher tried to investigate middle-aged people's residential environment and the actual situation of social capital and to examine the effect of social capital on the relationship between residential environment satisfaction and life satisfaction through an empirical study. The survey was conducted for middle-aged people to collect data, 500 copies of a questionnaire were distributed and 490 of them were collected, and then the actual analysis of 484 copies without missing values was done using SPSS Ver. 21.0. As a result, first, middle-aged people's residential environment had a significant effect on life satisfaction. Second, moderating effects of social capital between middle-aged people's residential environment satisfaction and life satisfaction showed a partly significant influence. Depending on these results, the researcher try to offer the direction for the improvement of the quality of life to middle-aged people and useful data to establish Korea housing policy.
In order to supply the residential land for the promotion of public welfare, it must take a land of city suburb. That land have the difference in thinking is large for the determination of land prices to a variety of development pressure and land use regulations. In the process of executing a public project, the difference of these ideas has become a cause of conflict. Therefore, through objective study for the determination of land prices, to reduce the difference of ideas is going to be a clue of conflict resolution. This study selected the case area that is typical public district of many conflict, and then fix a compensation unit price like fair price as dependent variable. The selected variables through previous studies and expert consultation was an independent variable. To analyze the impact factors of land prices in the hedonic price model. The results were analyzed by distinguishing the group on the basis of the zoning and using, whether or not the site of the building in part that there is influence variable, the aspects of accessibility and regulation in part degree of influence variable came out different results for each group. It is analyzed that it reasonable results. Add selected site assimilation of the building that have not been presented in previous studies as a variable and which was applied at a rate to a variable of road have improved in more expliction of the influence of variables.
The purpose of this study is to review the U.S. renewable energy policies implemented by the federal government and the state governments to investigate potential barriers of renewable energy expansion and to develop policy implications for the successful renewable energy policy making in Korea. Recently, the restructuring in the energy supply chain has been being a new trend in many countries that shows a transition from traditional fossil fuels to sustainable renewable energy sources. The United States has enforced effective renewable energy policies (i.e., regulatory policies, financial incentives), which have led to the exploding growth of renewable energy facilities and productions over the last ten years. For example, many state governments in the U.S. are implementing Renewable Portfolio Standard (RPS) policies that require increased energy supply from renewable energy sources (i.e., solar, wind and geothermal). These RPS policies are expected to account for at least 10-50 percent of total electricity production in the next fifteen years. As part of results, in the recent three years, renewable energy in the U.S provided over 50 percent of total new power generation constructions. On the other hand, Korea initiated to develop climate change policies in 2008 for the Green Growth Policy that set up a target reduction of national Greenhouse Gas (GHG) emissions up to 37 percent by 2025. However, statistical data for accumulated renewable energy capacity refer that Korea is still in its early stage that contribute to only 7 percent of the total electricity production capacity and of which hydroelectric power occupied most of the production. Thus, new administration in Korea announced a new renewable energy policy (Renewable Energy 3020 Plan) in 2017 that will require over 95 percent of the total new generations as renewable energy facilities to achieve up to 20 percent of the total electricity production from renewable energy sources by 2030. However, to date, there have not been enough studies to figure out the barriers of the current policy environment and to develop implications about renewable energy policies to support the government plan in Korea. Therefore, this study reviewed the U.S. renewable energy policies compared with Korean policies that could show model cases to introduce related policies and to develop improved incentives to rapidly spread out renewable energy facilities in Korea.
The trends of Green growth and environmentally-friendliness came to be the key development indicator for sustaining global environment for the future. Korean government reflected these trends in the main flows of the national development index. Korean construction industry is concentrating investment on fields related to these trends such as technologies for carbon dioxide deduction, materials or products for environmentally-friendly building and alternative energy development, as well. However, efforts to follow these trends during the construction process as a step for production phrase are not being considered enough. In this study, we analysed current status and points to be improved of on-site environment management by surveying major project owners and representatives of the environmental affairs in the leading companies of those fields. Also, we suggested organizational structure and operation model as a solution for enhancing environmentally-friendliness for systematic approach to manage on-site environment in public construction sites. In addition to these solutions, further approaches such as shifting paradigm of project owners and contractors, securing workforce and practical budget for efficient management activities, developing environmental management manuals, setting standards for evaluation of activities are needed for the stable settlement of on-site environmental management.

Because of their nature as public facilities, demands that former military facilities be utilized for the public welfare are increasing, thereby leading to an increase in cases in which these military facilities are reestablished as parks. Cases in which former military bases were reestablished as public parks were analyzed; as a result, several implications were derived. First, the objectives of public park projects should be examined from the perspective of the concept of urban regeneration and regional revitalization. Moreover, it is necessary that profits are yielded and that regional identity and history are reproduced through reusing existing facilities as much as possible rather than entirely remodeling former military sites. As parks become larger in size, bases should be reorganized into complexes rather than single facilities or programs. It is also necessary that parks be established in stages considering the enormous expenses required for building public parks. Consequently, because the special characteristics of military facilities can lead to insufficient on-site investigation in the process of establishing parks, thereby incurring a vast amount of costs for design adjustment and contamination disposal, this should be considered in advance. A method of delegating the development rights to partial sites to private businesses and supplementing the costs of park establishment and maintenance with development benefits should be examined. In addition, given that there are various interests and stakes in former military bases, a method of operating a public-private cooperative decision-making organization during project execution should be considered. Finally, policies related to urban parks need to be improved in order to raise funds, expand profitable businesses, facilitate social services and sponsorship, and encourage the participation of trusts and non-profit organizations in park operation and management.
The purpose of this study was to examine the characteristics of change in the composition of indoor spaces in Korean-style houses which have been repaired and improved extensively through the 'Bukchon Improvement Project' and are being utilized for public purposes. For this, we conducted a field survey through visiting the house sites from the 5th to the 26th of May, 2006. Conclusions drawn from this study are as follows. Bukchon Korean-style houses maintain centripetal space composition, in which the rooms surround the court. Centering on the court, the hierarchy of spaces is determined, and the hierarchy of spaces and the composition of internal layout are restructured centering on the court and the main hall without change in direction and position. The main hall is sometimes converted to a room, but it maintains an open space relation with other spaces centering on the court, and therefore, even after its use has been changed, it is still the most Korean-style space. In addition, with floor heating, the common sitting-style life is maintained continuously although the rooms have been converted and standing-style furniture is used. In this way, publicly promoted policies for Korean-style houses are allowed within the limit that the appearance is maintained and the internal spaces do not change the overall structure. However, in order to maintain the tradition of Korean-style houses and utilize them as various spaces, the following supplementations are necessary. First, the main hall and the inner court of a Koreanstyle house should be utilized actively. The court sometimes keeps individuals' privacy or expands the space by extending the view to outdoor spaces, and is sometimes used as an open space through interconnection between the inside and the outside of the house. Second, consideration should be given to vertical spaces. Horizontal expansion causes a change of floor plan. Thus, space should be secured using various cross-sectional changes, such as a kitchen and a loft over the kitchen. Third, structure should be changeable in order to adjust the size of spaces. Thus, through research on traditional windows, we need to develop changeable walls that can be installed and removed easily according to the use of spaces.

Despite rapid changes in the structure of industry, manufacturing remains a key industry for economic progress, promotion of trade, increased employment, and the creation of new industries. Production technologies are essential for strengthening the competitiveness of small- and medium-sized manufacturing industries. However, it is very difficult to standardize and systematically propagate production technology from an experienced worker to an inexperienced worker because these technologies are generally improved by the skilled people in a workshop. In this study, we introduce a Web-based platform system consisting of a knowledge authoring tool, technology database, semantic database, and Web portal service for sharing production technologies for the exterior housing parts of mobile products. By investigating various cellular phone designs, reference form factors for three types of mobile phone housings were designed based on the standard features. In addition, several manufacturing technologies and considerable information such as reference mold designs and molding conditions optimized using CAE and recent R&D outputs are stored in this system.
