High speed railroad noise is one of the main causes of environmental impact. An estimate of the relevant noise levels is usually required in order to evaluate the noise barrier and the anti-noise trailer. This paper introduce the test procedure and the estimate for HST noise. The aim of this is to measure, by means of a test, the level of acoustic pressure present during the passing of a KTX(Korea Train Express), in order to satisfy the contractual requirements and the noise criteria. A number of measurements are carried out in order to estimate noise impact by HST along test track.

Because the attenuation of AE signal in composite materials is relatively higher than that of metallic materials, it is required to develop a damage assessment technique less affected by the attenuation property of composite materials in order to use AE sensing as a damage detection method. In the signal processing procedure, it is profitable to use the leading wave that arrives first because the leading wave is less influenced by the boundary conditions. Using wavelet transform, we investigated the frequency characteristics of impact induced AE signals focused on the leading wave in advance and chose the key factors to discriminate the damaged condition quantitatively. In this research, we established a damage assessment technique using the sharing percentage of the wavelet detail components of AE signal, and conducted a low-velocity impact test on composite laminates to confirm the feasibility of the proposed signal processing method.
Purpose: Nowadays, the risk assessment system is widely used in many industrial and public areas to reduce the possible risks. The system is used to determine the priorities of the government quality assurance works in Defense Agency for Technology and Quality. However, as the risk assessment system is used for other purposes, there are some items that need improvement, and in this study, we propose improvement plans by benchmarking the risk assessment systems of other institutions. Methods: In this paper, first, the procedures of risk assessment system used in many industrial sites were reviewed, and how each institution specialized and applied the system. Afterwards, by benchmarking various risk assessment systems, an improvement plan on how to operate the risk assessment system in the case of government quality assurance for centrally procured military supplies was presented, and practical application cases were presented to prove the usefulness of the improvement plan. Results: The proposed risk assessment system differs from the existing system in five major aspects. First, inputs, outputs, and key performance indicators were specified from the systematic point of view. Second, risk analysis was analyzed in four dimensions: probability of occurrence, impact, detection difficulty. Third, risk mitigation measures were classified, control, transfer, and sharing. Fourth, the risk mitigation measures were realized through document verification, product verification, process verification, and quality system evaluation. Finally, risk mitigation measures were implemented and the effectiveness of the risk mitigation measures was evaluated through effectiveness evaluation. Conclusions: In order for the risk assessment procedure proposed in this study to be applied to actual work, it is necessary to obtain the consent of the person involved in the work due to the increased time for risk identification and preparation of the government quality assurance log, and a change in the information system that performs the actual work is required. Therefore, the authors of this study plan to actively perform internal seminar presentations and work improvement suggestions to apply these research outputs to actual work.

The current status of atmospheric environmental impact assessment (EIA) has been summerized and future prospective for effective and accurate atmospheric EIA has been proposed by reviewing available papers and reports for the atmospheric EIA. The number of reports for the EIA in the EIA support system which is operated by the Korean Environmental Institute have been dramatically decreased from 282 reports in 2008 to 113 reports in 2012 during recent five years. This is partially due to simplification of the EIA procedure, the contraction of the public development and economic recession. We analyzed details of the EIA report to review how actual atmospheric EIA has preformed according to the EIA guidelines from the Korean Ministry of Environment. The 264 reports of EIA published in 2011 and 2012 had been reviewed especially focusing on the atmospheric evaluation items such as meteorology, air quality measurement and modeling, odor measurement and modeling, wind corridor in urban planning, and climate change. In overall sense, the atmospheric EIA has been performed quite well by abiding the guidelines except for local meteorological data measurement, permit standard for air quality and wind corridor. The new approaches to improve the procedure of atmospheric EIA and to reflect future of national air quality standard of $PM_{2.5}$ have been proposed. The guidelines on how to evaluate the wind corridor, to implement atmospheric EIA for $PM_{2.5}$ permit, and how to acquire local meteorological data by combining local measurement and model prediction are required for the effective and future oriented atmospheric EIA.
Strategic Environmental Assessment (SEA) is an assessment process integrated with policy and planning processes considering environmental impacts, not at the level of individual project, but at higher level of policy and plan. Presently, two systems for the SEA are being implemented in Korea. One is "the consultation of environmental investigation into a change in national land utilization", which is to be pre-discussed with the head of the related central administrative organizations, based on the respective individual code. The other is "the consultation of environmental investigation into an administrative plan and project", which is to be pre-discussed with the minister of the environments for the administrative plan. However, these two systems are not integrated procedures with the planning process. In other words, there is a separate post-environmental assessment after planning. Also concrete proposal is not yet prepared for the method and procedure of environmental investigation about details of the planning. Therefore, they do not playa role in taking precautions for environmentally sustainable development. In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. The results of this study can be summarized as follows: First, based on the analysis of systematic problems in environmental investigation of this country, the study compared and analysed the SEA method of foreign countries. derived the potential limitations in its applications to this country. Also, the new method in this study, is integrated into planning process by improving the limitations. Thus, we developed the SEA model for this country, which consists of seven steps ; Phase 1; establishing a work program, Phase 2; defining the scop. of the SEA, Phase 3; analyzing an existing environmental situation, Phase 4; examining the consistency with environmental policy, Phase 5; appraising and synthesizing the plan content, Phase 6; proposing recommendations, Phase 7; monitoring and feedback. Second, the two types of application program of the developed assessment model were proposed. One is to integrate this model into planning process, and the other is for the institute and ministry of environments to implement SEA after planning. An aim of this study was developing an environmental assessment model at the planning level which was not yet established in this country and was to apply the model to urban comprehensive plan for inspection. This research will make the effective operation of environmental investigation system possible at the planning level in this country and contribute to the environmental protection at the global level.

Early neutral evaluation (ENE) is a fairly recent form of alternative dispute resolution procedure used in the construction industry. In the UK, ENE is usually carried out on an entirely without prejudice basis, however the parties may agree that any or part of it may be referred to at trial or any subsequent hearing. The early neutral evaluation consists of a preliminary assessment of the issues in dispute for use as a basis for negotiations which may result in a settlement of the dispute. An independent person is appointed by the parties who reviews the case and provides an opinion, in written form and in some detail, with reasons on the merits of the matters in dispute. The opinion is non-binding but provides the parties with what in the opinion of the independent person a formal tribunal may decide whether a court or an arbitrator, if the dispute is not resolved. However, ENE has yet to take off in the construction industry in the UK. This paper will explain this procedure and explore the use of it in the UK and internationally, considering the benefits and drawbacks of its use. It will consider whether or not it is more effective than other early resolution forms such as mediation and adjudication. It will argue and conclude that it is a very useful cost effective procedure, particularly in the resolution of complex disputes, whether local or international.

An analysis of the annual frequency of collapse(AF) is performed for each bridge pier exposed to ship collision. From this analysis, the impact lateral resistance can be determined for each pier. The bridge pier impact resistance is selected using a probability-based analysis procedure in which the predicted annual frequency of bridge collapse, AF, from the ship collision risk assessment is compared to an acceptance criterion. The analysis procedure is an iterative process in which a trial impact resistance is selected for a bridge component and a computed AF is compared to the acceptance criterion, and revisions to the analysis variables are made as necessary to achieve compliance. The distribution of the AF acceptance criterion among the exposed piers is generally based on the designer's judgment. In this study, the acceptance criterion is allocated to each pier using allocation weights based on the previous predictions.

Nature-friendly river project has became common practice in Japan. In order to make it available for the conservation and rehabilitation of desirable water environment, water criteria for water environmental assessment must be established. Especially, the criteria estimating the effects on ecosystem in and around river should be constructed. In this paper, classification method for water quality has been developed using biological indices and applied to observed data in Honmyo River, Nagasaki, Japan. Modified PI method (BI') has been suggested and those of three most abundant species resulted effective estimate for an overall water quality with comparatively simple procedure. Extensive database management code was prepared for the comprehensive ecological monitoring of river basin, which includes various biota. That system enables easy access of all the ecological data for a dissemination of a sound and sustainable water environment. The result of this study could improve knowledge base, serve making consensus for citizens, and help river management plans. In Japan, citizen's realization and action are the most critical factor for nature-friendly river restoration project.
This study saw developed to build a landscape monitoring methodology by simulation of landscape effect prediction. A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. The viewpoint for judging the change in the visual landscape of the development plan and development project should be selected as the effective point where the development project is expected to result in a remarkable landscape change. As for the method of selecting effective viewpoints, the main viewpoints are selected by analyzing the visible area of the target viewpoint. When selecting the viewpoint centered on the viewpoint target, it was judged that it is possible to reduce the procedure of selecting and checking the existing preliminary viewpoints and widening the effective visible range. The proposed visual landscape monitoring is expected to be able to solve the existing institutional problems, and to be used when the implementers and authors of the development projects review the effects on the landscape.
Expressions for determining the value of the impact force as reported in the literature and incorporated into code provisions are essentially quasi-static forces for emulating deflection. Quasi-static forces are not to be confused with contact force which is generated in the vicinity of the point of contact between the impactor and target, and contact force is responsible for damage featuring perforation and denting. The distinction between the two types of forces in the context of impact actions is not widely understood and few guidelines have been developed for their estimation. The value of the contact force can be many times higher than that of the quasi-static force and lasts for a matter of a few milli-seconds whereas the deflection of the target can evolve over a much longer time span. The stiffer the impactor the shorter the period of time to deliver the impulsive action onto the target and consequently the higher the peak value of the contact force. This phenomenon is not taken into account by any contemporary codified method of modelling impact actions which are mostly based on the considerations of momentum and energy principles. Computer software such as LS-DYNA has the capability of predicting contact force but the dynamic stiffness parameters of the impactor material which is required for input into the program has not been documented for debris materials. The alternative, direct, approach for an accurate evaluation of the damage potential of an impact scenario is by physical experimentation. However, it can be difficult to extrapolate observations from laboratory testings to behaviour in real scenarios when the underlying principles have not been established. Contact force is also difficult to measure. Thus, the amount of useful information that can be retrieved from isolated impact experiments to guide design and to quantify risk is very limited. In this paper, practical methods for estimating the amount of contact force that can be generated by the impact of a fallen debris object are introduced along with the governing principles. An experimental-calibration procedure forming part of the assessment procedure has also been verified.
