Development projects and related environmental impacts take place in space. Therefore, it is important to use spatial information in the environmental impact assessment process. This study proposes to construct spatial information produced by various organizations as an inventory and suggests it to be utilized in environmental impact assessment process. For this purpose, investigate the use of spatial information in the environmental impact assessment process and list of environmental space information provided by public information systems. and applied the methodology derived from previous studies to build an inventory of spatial information using environmental impact assessment. The spatial information utilized in the environmental impact assessment work was 64 items. Based on the data availability, linkage and renewability, the spatial information of the Environment that can be used for the environmental impact assessment was 45 items. Finally 49 items, including 19 new items were presented as an inventory, contributing to the performance of environmental impact assessment based on spatial information.
The development projects subject to health impact assessment (HIA) in the current environmental impact assessment (EIA) system are limited to some projects under Article 12 of the Enforcement Decree of the Environmental Health Act (Additional Assessment Objects Subject to Health Impact Assessment Items), but health impact-related matters are being evaluated and reviewed during consultation. In particular, when a development site is planned around some pollutant sources in a residential development plan, it is evaluated and reviewed whether the site meets the risk criteria through a current concentration survey of major hazardous air pollutants. This study prepared a quantitative method to confirm the validity of the location of the residential area to be developed in the residential development plan and proposed a plan to expand the project subject to HIA within the EIA procedure. A detailed methodology was proposed by reviewing the screening and scoping procedures of the EIA system, and a case analysis of the urban development plan discussed in the past was conducted to verify the methodology.
This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.
This paper demonstrates Environmental Impact Assessment (EIA) has to be applied for development projects with regard to the ecological, economical and social aspects before any decisions made in the project. Korea has confronted various environmental problems during the last fifteen years, even though EIA has been enacted since 1981. The role of impact assessment in planning and policy processes should be emphasized to investigate the magnitude and intensity of the adverse influences of economic development. In the Seoul Metropolitan Region, it is necessary to apply EIA all urban projects to reduce the adverse effects of urbanization. Special attention should be given to the climatological effects throughout the urbanization process in Korea to keep the urban area energy-efficient. This study intends not only to establish basic data for national-and regional-based land-use policy in the environmental aspects, but also to provide the basic data for the possible climate model (scenarios) that may provide spatial and temporal variability by analyzing the actual climatic record. There is a noticeable impact of urbanization on the atmospheric environment in the Seoul Metropolitan Region. In this sense, the climatic aspect must be taken into consideration in the process of EIA to mitigate the well-known climatic alterations of urbanization. Moreover, the techniques of assessment should be improved by developing geo-reference data sets to build models of the global climate in response to the man-made environmental change.
The life cycle assessment method for environmental impact assessment was used, in this study, to assess the production process of wheat flour which is the most important material in the food industry. Environmental impact assessments were compared between that of the Ministry of Environment, Republic of Korea (method I) with that of the Ministry of Commerce, Industry and Energy (method II). Life cycle inventories (LCI) was performed using internal and external databases and the production statistics database of company S. The procedure of life cycle impact assessment (LCIA) was followed in terms of classification, characterization, normalization and weighting to identify the key issues. The impact categories of method I were divided into 8 categories with consideration of : abiotic resources depletion, global warming, ozone depletion, photochemical oxidant creation, acidification and eutrophication. The impact categories of method II were divided into 10 categories with consideration of: abiotic resources depletion, global warming, ozone depletion, photochemical oxidant creation, acidification, eutrophication, human toxicity, freshwater aquatic ecotoxicity, marine aquatic ecotoxicity and terrestrial ecotoxicity.
This study presented politic proposals and diverse utilization-type in coastal areas by analyzing results of reviewed related-statements of marine environment during the one year period of 2007 by Marine Environmental Impact Assessment Center. Total of 358 cases were reviewed, which was a significant increase from 270 in 2006. Consultation on the utilization of sea areas (CUSA) accounted for the largest number of 165 (46.1%) and it was followed by 104 cases of environmental impact assessment (EIA) (29.0%) and 89 cases of prior environmental review (PER) (24.9%). As such, evaluation statements (EIA+PER) related to consultations of the Ministry of Environment accounted for approximately 54% of the entire cases reviewed. To analyze the overall results of reviewing marine-related evaluation statements, utilization and planning were conducted by 47.9%, 38.4% and 13.7% in the South Sea, West Sea and East Sea of Korea, respectively. In evaluation statements (EIA+PER), port construction, industrial complex construction, urban management plan and road construction took up most of the part by 40.9%, 20.2%, 10.4% and 7.3%, respectively. In terms of CUSA-statement, it was evaluated that consultations were mostly carried out on use and reclamation of public water surface in coastal areas and on sea aggregate extraction process in EEZ. The largest number of plans for coastal use were established for Jeollanam-do, followed by Gyeongsangnam-do, Chungcheongnam-do, Gyeongsangbuk-do and Gyeonggi-do. In particular, development plans were concentrated on Jeollanam-do and Gyeongsangnam-do with stable marine environment and outstanding view of the nature. In most cases, these regions are adjacent to the areas designated as a sea area for environmental management and fisheries resources protection zone. Therefore, conflicts exist between development and preservation. Also, rather than random development, more detailed marine environmental impact assessment, gathering of public opinions and politic harmony are essentially required. For efficient coastal management and environmentally sound and sustainable development, fulfilling consistent and transparent coastal policies as well as active and reliable decision making to center on coastal environment by management bodies will be important.
The need for improvement is raised due to limitations with environmental impact assessment, and the importance for data-based environmental impact assessment is increasing. In this study, data demand was derived by analyzing Agreed Terms and Conditions in the Water Environment field (Water Quality, Hydraulic & Hydrologic Conditions, and Marine Environment) of environmental impact assessment. Agreed Terms and Conditions on environmental impact assessment in the water environment field were classified and categorized by environmental impact assessment stage (addition to status survey, impact prediction and evaluation, establishment of reduction measures, post-environmental impact survey), and data demand for each type of consultation opinion was linked. As a result of the categorization of Agreed Terms and Conditions, it was classified into 18 types in the water quality, 15 types in the hydraulic & hydrologic conditions, and 17 types in the marine environment. As a result of linking data demand, the total number of data demand was 236 in the water quality, 98 in the hydraulic & hydrologic conditions, and 73 in the marine environment. The highest number of Agreed Terms and Conditions and data demands were found in the water quality for the evaluation item and establishment of reduction measures, specifically establishment of non-point source pollution reduction measures, for the stage. The numbers were judged to be linked to the relative importance of the items and the primary purpose of environmental impact assessment. The derivation of data demand through the analysis of Agreed Terms and Conditions in the environmental impact assessment can contribute to the advancement of the preparation of environmental impact assessment reports and is expected to increase data utilization by various decision-makers by establishing a systematic database.
This paper presents a study of water quality model applications in environmental impact statements which were submitted during recent years in Korea. Most of the applications have reported that the development projects would have significant impacts on the water quality, especially, of streams and rivers. The water quality models, however, were hardly used as an impact prediction tool. Even in the cases where models were used, calibration and verification studies were not performed and thus the predicted results would not be reliable. These poor model applications in environmental impact assessment can be attributable to the fact that there were no available model application guidelines as well as no requirements by the review agency. In addition, the expected waste loads were improperly estimated in most cases, especially in non-point sources, and the predicted parameters were not good enough to understand water quality problems expected from the proposed plans. The effects of mitigation measures were not analyzed in most cases. Again, these can be attributed to no formal guidelines available for impact predictions until now. A brief guideline is described in this paper, including model selection, calibration and verification, impact prediction, and analysis of effects of mitigation measures. The results of this study indicate that the model application should be required to overcome the current improper predictions of environmental impacts and the guidelines should be developed in detail and provided.

The objective of the study is to produce preferential impact assessment factors for Environmental Impact Assessment by considering regional features and public participation in the initial stages of EIA. In order to produce preferential impact assessment factors, the study was carried out through theoretical research and a survey of public awareness as a ways to reflect public participation based on theoretical research. The survey of public awareness was conducted in the form of an interview to review the impact which the construction of atomic power plants at Hyo-am village, Jang-an, Kyungsang Province and Bi-hak village, Suhsang-myon, Ulsan-Kun will have on the surrounding environment: to reflect public participation on deciding preferential assessment: and to determine the extent of alternatives of the proposed project. As the result of the study, the following were identified as preferential assessment factors in the settlement and surrounding areas cultivation marine products, change of temperature of seawater due to flow of warm water, land use(negative), noise vibration during construction, existing plants, erosion accumulation, influx of manpower for construction(negative), recreation landscaping during construction and operation, change in flow of transportation during construction, the quality of seawater during construction and operation were produced as preferential assessment factors in both settlement area and neighboring areas. In the settlement area, the educational environment(negative & positive) and positive aspects of the influx of manpower for construction were also identified as preferential assessment factors.
