IT 아웃소싱의 가치에 관한 연구: 한국 산업에 대한 실증분석 (Value of Information Technology Outsourcing: An Empirical Analysis of Korean Industries)

  • Information technology (IT) outsourcing, the use of a third-party vendor to provide IT services, started in the late 1980s and early 1990s in Korea, and has increased rapidly since 2000. Recently, firms have increased their efforts to capture greater value from IT outsourcing. To date, there have been a large number of studies on IT outsourcing. Most prior studies on IT outsourcing have focused on outsourcing practices and decisions, and little attention has been paid to objectively measuring the value of IT outsourcing. In addition, studies that examined the performance of IT outsourcing have mainly relied on anecdotal evidence or practitioners' perceptions. Our study examines the contribution of IT outsourcing to economic growth in Korean industries over the 1990 to 2007 period, using a production function framework and a panel data set for 54 industries constructed from input-output tables, fixed-capital formation tables, and employment tables. Based on the framework and estimation procedures that Han, Kauffman and Nault (2010) used to examine the economic impact of IT outsourcing in U.S. industries, we evaluate the impact of IT outsourcing on output and productivity in Korean industries. Because IT outsourcing started to grow at a significantly more rapid pace in 2000, we compare the impact of IT outsourcing in pre- and post-2000 periods. Our industry-level panel data cover a large proportion of Korean economy-54 out of 58 Korean industries. This allows us greater opportunity to assess the impacts of IT outsourcing on objective performance measures, such as output and productivity. Using IT outsourcing and IT capital as our primary independent variables, we employ an extended Cobb-Douglas production function in which both variables are treated as factor inputs. We also derive and estimate a labor productivity equation to assess the impact of our IT variables on labor productivity. We use data from seven years (1990, 1993, 2000, 2003, 2005, 2006, and 2007) for which both input-output tables and fixed-capital formation tables are available. Combining the input-output tables and fixed-capital formation tables resulted in 54 industries. IT outsourcing is measured as the value of computer-related services purchased by each industry in a given year. All the variables have been converted to 2000 Korean Won using GDP deflators. To calculate labor hours, we use the average work hours for each sector provided by the OECD. To effectively control for heteroskedasticity and autocorrelation present in our dataset, we use the feasible generalized least squares (FGLS) procedures. Because the AR1 process may be industry-specific (i.e., panel-specific), we consider both common AR1 and panel-specific AR1 (PSAR1) processes in our estimations. We also include year dummies to control for year-specific effects common across industries, and sector dummies (as defined in the GDP deflator) to control for time-invariant sector-specific effects. Based on the full sample of 378 observations, we find that a 1% increase in IT outsourcing is associated with a 0.012~0.014% increase in gross output and a 1% increase in IT capital is associated with a 0.024~0.027% increase in gross output. To compare the contribution of IT outsourcing relative to that of IT capital, we examined gross marginal product (GMP). The average GMP of IT outsourcing was 6.423, which is substantially greater than that of IT capital at 2.093. This indicates that on average if an industry invests KRW 1 millon, it can increase its output by KRW 6.4 million. In terms of the contribution to labor productivity, we find that a 1% increase in IT outsourcing is associated with a 0.009~0.01% increase in labor productivity while a 1% increase in IT capital is associated with a 0.024~0.025% increase in labor productivity. Overall, our results indicate that IT outsourcing has made positive and economically meaningful contributions to output and productivity in Korean industries over the 1990 to 2007 period. The average GMP of IT outsourcing we report about Korean industries is 1.44 times greater than that in U.S. industries reported in Han et al. (2010). Further, we find that the contribution of IT outsourcing has been significantly greater in the 2000~2007 period during which the growth of IT outsourcing accelerated. Our study provides implication for policymakers and managers. First, our results suggest that Korean industries can capture further benefits by increasing investments in IT outsourcing. Second, our analyses and results provide a basis for managers to assess the impact of investments in IT outsourcing and IT capital in an objective and quantitative manner. Building on our study, future research should examine the impact of IT outsourcing at a more detailed industry level and the firm level.

IS 아웃소싱의 위험과 아웃소싱의 정도에 관한 연구 (The Effect of Risks and Strategic Recognition on the Degree of IT Outsourcing)

  • Today, IT outsourcing has become a very important management strategy of implementing information systems in organizations. This paper investigates the risks and strategic recognition as a key factors effecting on the degree of outsourcing, Specifically the risks of outsourcing and its four components-control risk, economical risk, technical risk, relational risk-are examined to be a negative effect on the degree of outsourcing. And strategic recognition about outsourcing is examined to be a mediator factor between the risks and the degree of outsourcing. To empirically test these relationships, data are gathered from senior IT managers in 62 corporations. Results of this study show that the degree of outsourcing is strongly influenced by control risk, economical risk, relational risk. But technical risk does not influence on the degree of outsourcing. And strategic recognition about outsourcing is found that is mediator concern with the risks and the degree of outsourcing. The results indicate to provide a good framework to minimize the risks for IT outsourcing success.

조직의 전략과 정보기술 역할이 아웃소싱 의도결정에 미치는 영향 (The Effect of Corporate Strategy and IT Role on the Intent for IT Outsourcing Decision)

  • 정보기술 아웃소싱의 확대와 함께 최근 들어 아웃소싱을 전술적인 의도가 아닌 전략적인 의도에서 바라보며 비즈니스에 미치는 효과를 최대화하고자 아웃소싱을 추진하는 기업이 증가하고 있다. 이에 따라 다양한 형태를 보이고 있는 아웃소싱의 의도 결정에 영향을 미치는 요인에 대한 연구의 필요성이 제기되고 있다. 아웃소싱 의도는 선행 연구에 따라 정보시스템 개선, 사업에의 영향, 상업적 이용으로 분류하였고, 이러한 아웃소싱 의도를 결정하는 요인으로 조직 전략 유형 및 정보기술 역할 그리고 이들 간의 상호작용을 채택하고, 이들 요인이 아웃소싱 의도 결정에 미치는 효과를 보다 명확하게 파악하고자 조직 규모 및 정보기술 성숙도를 조절변수로 채택하였다. 분석 결과 정보기술의 역할보다는 조직의 전략이 아웃소싱 의도 결정에 영향을 미치는 것으로 밝혀졌다. 조직의 전략 유형 중 방어자는 분석자와 수동적 반응자에 비해 정보시스템 개선을 위한 의도로 아웃소싱하는 정도가 높았다. 또한 탐색자의 경우에는 분석자 및 수동적 반론-자에 비해 상업적 이용을 위한 의도로 아웃소싱하는 정도가 높았다. 이는 조직의 전략적 특성이 아웃소싱 의도에 반영되는 것으로 볼 수 있다. 정보기술의 역할에 따라 아웃소싱 결정이 달라진다는 선행 연구가 있지만, 정보기술의 역할에 따라 아웃소싱 의도가 달라진다고 보기는 어려운 것으로 밝혀졌다. 또한 조직의 전략 유형 및 정보기술 역할 간 상호작용에 따라 아웃소싱 의도가 달라진다고 보기는 어려운 것으로 나타났다. 아웃소싱 결정을 내리게 될 때 조직의 전략을 적극적으로 파악 및 반영하여 아웃소싱의 의도를 분명히 한다면, 아웃소싱의 실패 위험을 낮추고 성공 가능성을 높여주게 될 것이다.

파트너십 관계유형에 따른 아웃소싱의 성과분석 (The Analysis of the IT-Outsourcing Moderated by Partnership Types)

  • The classical IT-Outsourcing studies have focused on the factors which a company decides for the IT-Outsourcing strategy. But the main concerns of recent researches are more about the Critical Success Factors determining the Success of the IT-Outsourcing service. Especially, the factors, which enhance the level of Success during and after the implementation of IT-Outsourcing services, are the main field of the recent researches. The study about the Partnership between Outsourcer and Outsourcee are also one of the most frequently researched themes. The result of these studies shows us that the "Reliability" and "Communication" are the main factors for the successful partnership. In this paper we try to find out how the IT-Outsourcing factors (independent variable) have influenced on the Success of IT-Outsourcing strategy (dependent variable) with 4 kinds of parameters. These moderate variables are the 4-types of Partnership by FORT, that is, "Support", "Reliance", "Alignment" and "Alliance".

서비스 분야의 IT 아웃소싱의 도입요인이 도입성과에 미치는 영향 (A study on the effect on IT adoption results by adoption factors of IT Outsourcing in the services industries)

  • 본 연구는 국내의 금융 등 서비스 산업을 중심으로 IT 아웃소싱의 도입요인으로 기업요인, 아웃소싱의 범위요인, 위험요인을 독립변수로 하고 도입성과를 종속변수로 하여 도입요인이 성과요인에 미치는 영향을 분석하였다. 분석 결과를 요약하면 다음과 같다. 첫째, IT아웃소싱 도입에 있어서 기업요인과 관련된 산업경쟁력과 최고경영자 지원은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났으나, 서비스의 기술적인 환경변화는 유의한 영향을 미치지 못하는 것으로 나타났다. 둘째, IT아웃소싱 도입에 있어서 아웃소싱 범위요인과 관련된 인프라아웃소싱, 애플리케이션 아웃소싱, 토털 아웃소싱은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났다. 셋째, IT아웃소싱 도입에 있어서 위험요인과 관련된 안전성의 위험, 비용증가의 위험, 자율성 상실의 위험은 아웃소싱 도입성과에 긍정적인 영향을 미치는 것으로 나타났다.

수주자 관점에서의 정보기술 아웃소싱 위험요소와 성과와의 관계에 관한 연구 (A Study on the Relationship between Outsourcing Risks and Performance for Contractors)

  • Recently, IT outsourcing has been one of the major concerns of many companies. This study proposes a model which composed the outsourcing planning and operational risks affecting the outsourcing performance. Especially, this study focused on the contractors perspective, because the outsourcing risk relative researches are recently performed on the service receivers perspective, contractors perspective researches were relatively lacked. The result of this study, outsourcing planning risks had not affected the outsourcing performance but it had positively affected the operational risks. And also, the outsourcing operational risks had negatively affected the outsourcing performance. For this reason, It is necessary to reduced planning risk induction for the outsourcing performance improvement. Because the planning risks positively affect the operational risks, it is necessary to reduced planning risk induction for the outsourcing performance improvement.

아웃소싱 성과를 위한 IT 서비스 관리에서 IT 거버넌스 커미트먼트의 중요성에 대한 연구 (An Empirical Study on the Importance of IT Governance Commitment in IT Service Management for Outsourcing Performance)

  • IT outsourcing studies have centered on the separate effect of formal contract and relational trust on IT outsourcing performance. In addition, previous studies ignored the importance of the relational capability that combine the formal contract and partnership can be able to deliver IT outsourcing effects. In this paper, we propose an IT governance commitment as a mediated role between relational capability and IT outsourcing performance. We collected data from 143 client companies of IT outsourcing and analyzed it using the PLS method. Our findings are revealed as following: At first, relational capability significantly and directly influence IT governance commitment as well as indirectly through formal contract and partnership. Secondly, IT governance commitment mediate between relational capability and IT outsourcing effect, and in turn affect IT outsourcing performance. The results and implications are further discussed.

A Contingency Fit Between Client IT Capability and Vendor Competence in IS Outsourcing Relationship

  • This study develops a contingency fit between client IT capability and vendor competence in IS outsourcing relationship by integrating both the contingency theory in organization and the relationship theory in IS outsourcing. By adopting a fit as a moderation, the relationship intensity of IS outsourcing is hypothesized to be influenced by the fit between client IT capability and vendor competence, thereby leading to the success of outsourcing. The testing data was obtained from 20 IS outsourcing projects from both clients and vendors in Korea. The research model proposed in this study was then tested using the structural equation model (SEM). As expected, the result shows that when there is a fit between client IT capability and vendor competence, higher level of relationship intensity and outsourcing success exhibits. The findings have significant impactions for further research and practice.

  • 오늘날 급격하게 변화하는 정보기술 시장에서, IT 아웃소싱은 지속적인 경쟁우위 달성 및 IT 유연성 확대를 위한 전략적 도구가 되고 있다. 많은 기업들이 IT 아웃소싱을 도입하길 원하지만, IT 아웃소싱 과정을 명확하게 설명한 사례는 거의 보고되지 않았다. 따라서 본 연구에서는 유통업체인 A업체를 대상으로 IT Outsourcing의 구체적 평가 방법론과 과정에 대한 심층적 사례분석을 시도하였다. 먼저 기업의 내/외부 환경을 분석하고, 조직/인력/직무 평가를 실시하며, 마지막으로 IT 아웃소싱 업무를 선정하고 인력을 재배치하게 된다. 본 연구에서 제공하는 IT outsourcing을 위한 절차 및 방법론을 통해 IT outsourcing을 준비하는 기업들에게 실무적 지침을 제시하였다.

  • This study explores a model of partnership to the success of outsourcing CTI(computer telephony integration) based customer service centers of a telecommunication service company. The motivation of the study is to extend the research on IT outsourcing to IT-enabled BPO of customer service centers as a specific IT outsourcing practice. Previous research on IT outsourcing partnership and success is reviewed for developing an a research model of IT-enabled BPO. This model is proposed based on the previous partnership success models in information systems research. The results of the study confirm major factors related to successful IT-enabled BPO in previous research. Especially, the specificity of a contract and strategic collaboration in partnership are found to be influential on the success of IT-enabled BPO.
