A Study on the Influence of SI Project Manager's Leadership Competencies and Project Participants' Individual Competencies on Project Performance (SI 프로젝트 관리자의 리더십 역량과 프로젝트 참여자 개인역량이 프로젝트 성과에 미치는 영향에 관한 연구)

  • In order to improve project performance by analyzing the effects of the project manager's leadership competency and the individual competency of the project participants on the project performance, this study examines the effect. In this study, a research model and hypothesis were established to understand the causal relationship between leadership competency, individual competency, and project performance, and a survey was conducted based on this. Overall, it was found that the leadership competency of the project manager and the individual competency of the project participants had a positive effect on the project management performance, the project leadership competency had a positive effect on the completion performance, and the project participant individual competency had a negative effect on the completion performance. As a result of analyzing the effect of the project manager's core competency on the project management performance according to the amount or period of the project type, which is the moderating variable, it was found that there was no moderating effect on the management performance. For the success of the SI project, it is most important to understand the project characteristics well and select a PM suitable for the characteristics, and methods for nurturing excellent project managers should be further studied. In addition, it is expected that it will be possible to identify the effect of project manager leadership competency and participant competency on project performance based on sophisticated research design for more competent PM selection.

  • Many companies have considered IT outsourcing as one of strategic alternatives in order to rapidly respond to changing business environment and strengthen their competitiveness. Despite its strategic role, however, IT outsourcing project has been plagued by a high failure rate and difficulty in realizing the promised project performance because of its inappropriate risk management. This study examines the effect of IT project management risk factors on project performance. We propose that project risk management factors(communication, technology sharing, and project control) influence project performance(process performance and product performance). Based on the empirical results, theoretical and practical implications of the study are discussed along with its limitations.

The Effect of the Project Plan Variance on Customer Satisfaction: Focus on IT Project Results (프로젝트 계획의 변동이 고객만족도에 미치는 영향: IT 프로젝트 결과 중심으로)

  • Companies are planning and executing IT projects using information technology as a means to secure external competitiveness. However, IT projects have high risks and uncertainties due to the invisibility of outputs (systems, services, products), and changes in plans frequently occur during project execution. As a result, most IT projects are closed without achieving the target performance. This can lead to a waste of resources and money for the company, which in turn leads to the loss of opportunities to enter new markets. This study intends to analyze the effect of changes in the project plan on customer satisfaction, which is the project performance. Also, we want to find the importance of project planning so that the target performance of the IT project can be achieved. For the empirical analysis of this study, about 500 actual project data were collected. As for the analysis method, statistical analysis such as simple and multiple regression analysis and control effect was performed. Looking at the results of the analysis, it was found that the scope change affects the cost change and the schedule change. Also, changes in scope and cost were found to affect project performance. The theoretical performance of this study proved the theoretical fact that good project performance comes out if the IT project is executed as planned. The practical performance suggested the need for a change in project management by proving that thorough execution of the project planning stage can improve the project performance in the Korean project management culture, where the project planning stage is poorly performed for the rapid implementation of the IT project.

Leadership Competencies of IT Project Managers : from Team Social Capital Perspective (IT프로젝트 관리자의 리더십 역량 : 팀 내 사회적 자본 관점에서)

  • This study explores the applicability of social capital theory in IT project management. Specifically, an empirical model is developed using different types of leadership competencies (emotional, cognitive, and social) as independent constructs impacting IT project performance. Social capital shared among team members are measured and placed as a mediating construct between leadership competencies and performance. Using PLS analysis of 120 data points collected through a survey of IT project participants in two large electronic manufacturers, direct and indirect impacts of leadership competencies are explicated. Research results reveal that emotional leadership competency seems to directly influence the project performance but not through team social capital, while social leadership competency seems to indirectly influence the project performance through team social capital but not directly onto the project performance. Cognitive leadership competency is the only leadership competency that maintains direct and indirect influence on project performance. Total effect of cognitive competency on project performance is almost two times larger than the total effect of emotional leadership competency and six times larger than the total effect of social leadership competency. Implications of findings are discussed at the end, and further studies are suggested.

The Mediation Effect of Knowledge Transfer on IT Project Performance (IT 프로젝트 성과에 대한 지식이전의 매개효과에 관한 연구)

  • Recently, knowledge transfer has been recognized as one of the major factors for success of IT projects but little investigated in Information Systems research. IT project, which needs collaboration between organization's IT project team and external partner, is an critical source for a firm to acquire external knowledge and to achieve its competitive advantage. Based on this recognition on knowledge transfer under IT project, we investigate a mediation role of knowledge transfer to IT project performance after identifying its antecedents such as project team capabilities and partner capabilities. The research model is tested by analyzing 161 sample data gathered from firms' employees who have participated IT projects within last two years. The results reveal that knowledge transfer has full-mediation effect between its antecedents and IT project performance. Moreover, project team capabilities have more impacts on knowledge transfer than partner capabilities do.

  • There is a growing interest in project management knowledge, project management information systems, and process improvement to systematically project execution in public sectors, achieve high performance and value, and increase the effectiveness of the overall industry. In particular, the software industry is a knowledge-intensive industry centered on professional manpower. This study examines the effect of the project managers' competences of regional SW promotion agencies on and project performance and the moderating effect of the level of project management maturity. We collected data using a questionnaire to the project managers of regional SW promotion agencies. In this study, a structural equation model was used to analyze the relationship between project managers' competences and performance. In addition, a multi-group structural equation model was used to analyze the moderating effect according to the high and low project maturity. As a result of the analysis, it was found that only contextual competence among the competences of the project manager had a positive effect on project performance. It was found that technical and behavioral competence did not have a positive effect on management and completion performance. It was found that the moderating effect according to the maturity of business management of local institutions was not significant.

  • The purpose of this paper is to examine the present performance evaluation methods and to make Monte Carlo Simulation Model for the IT-based Government innovation project. It is suggested the proper ways in applying of Monte Carlo Simulation Model by integration of present evaluation methods. It develops the theoretical framework for this paper, examining the existing literature on proposing an approach to the key concepts of the economic impact analysis methods. It examines the actual conditions of performance evaluation focusing on the It-based Government Innovation project. It considers how the simulation model is applied to the performance management in the public innovation project focusing on the framework, process and procedure of performance management.

A Study on the Effects of Risk Perception and Opportunism on the Project Performance (위험인식과 기회주의 행동이 프로젝트 성과에 미치는 영향에 관한 연구)

  • Purpose: The purpose of this study is to analyze the effects of risk perception and opportunistic behavior on project performance and the moderating effect of cooperation in this relationship through literature review to identify factors affecting the performance of large-scale nuclear power plant construction projects. Methods: This study conducted a survey on nuclear power plant construction project participants and verified the hypothesis using statistical methods. Results: The results of this study are as follows; First, risk perception appeared to have a positive effect on opportunistic behavior, and it was confirmed that opportunistic behavior among participating companies could occur even in nuclear power plant construction projects. Second, it has been proven that risk perception has a negative effect on project performance as suggested in previous studies. Third, in the relationship between opportunistic behavior and project performance, it was found that opportunistic behavior had a negative effect on project performance. Finally, cooperation was found to have a moderating effect on the relationship between performance risk and project performance. Conclusion: This study is a case of empirical analysis targeting nuclear power plant construction project workers, and provided a basis for reference in future related academic research and project implementation.

Investigating the Impacts of the Quality of Project Management Information System on Project Performance and User Satisfaction (프로젝트 관리 정보시스템 품질이 프로젝트 성과와 사용자 만족도에 미치는 영향)

  • The use of Project Management Information System (PMIS) is increasing in project management industries such as construction, defense, manufacturing, software development, telecommunication, etc. It is generally known that PMIS helps to improve the quality of decision making in project management, and consequently improves the project performance. However, how much and which parts of project management performance are affected by PMIS still need to be studied further. The purpose of this study is to investigate the impact of PMIS quality on project management performance. We collected data from various project based industries such as construction, defense, manufacturing, software development and telecommunication by using survey questionnaire. PMIS quality was measured in three dimensions. They are system quality, information quality and service quality. Project management performance was measured in nine variables such as time reduction, work accuracy, cost management, etc. Statistical analyses such as multiple regression were used to analyze the data. The results showed that PMIS quality had significant impacts on the project management performance and user satisfaction. It was notable that only two dimensions out of the three PMIS quality dimensions, system quality and information quality, affected the project management performance. Also, it was found that PM performance played a mediating role between PMIS and user satisfaction, and between PMIS and reuse intention. The contribution of this research is that it helps to clarify what aspects of PMIS affect the project management performance and user satisfaction.

Evaluation System for Defense IT Project in Korea: Post-Implementation Stage

  • Performance measurement is not an easy task. However, it is necessary to measure the expected value of the informatization project to be invested, to help the successful progress of the informatization project, and to confirm the result of the informatization project. This study describes the evaluation systems of the defense informatization project in Korea used after the end of the informatization project (post-implementation evaluation stage). In the post-implementation evaluation stage of proposed system, the informatization project is evaluated in terms of performance achievement, project plan compliance, project management, and economic validity. For each element, this study suggests metrics and practical measurement method. With metrics and their method, it can be evaluated which project is better than others. Moreover, the lessons learned can be developed. Under scarce budget condition, defense organizations can make better performance from IT project with the evaluation system suggested in this study.
