  • With the rapid development of scientific technologies and the appearance of new industrial areas, the 4th industrial revolution is rapidly progressed while new values are created and realized by the conversion between industries. The researcher wrote the main questions through the preceding research on domestic and overseas major new technology convergence products and services. The researcher planned the in-depth interview, which is one of the qualitative research methodologies, and conducted the Kano method questionnaire that can embody multidimensional and strategic judgment rather than grasp fragmentary preference trends. According to the results, In addition to strengthening the technical capabilities of the VR/AR game industry, policy needs to raise professional manpower have been raised. Practical workforce development through close collaboration between industry and educational institutions, and continuous supply of human resources through retraining of existing game contents personnel. It gave direction to the creation of new jobs in the VR/AR game industry.

Diagnosis of the Policy Tasks for the Execution of an Urban Regeneration Project Plan in Gangwon-do (강원도 도시재생사업계획 수립을 위한 정책 과제 진단)

  • This study aims to establish the measures required for strengthening the internal stability of and executing the systematic plan for Gangwon-do in relation to the "urban regeneration preliminary project" launched by the Ministry of Land, Infrastructure, and Transport. The results of this study are as follows. The unit project carried out via the Gangwon-do urban regeneration preliminary project presented the tendency for the standardization of the H/W and S/W projects such as the establishment of the community anchor space and the resident competency reinforcement project. Further, rather than focusing on the contents that could objectively measure the effects of the project, it concentrated more on the performance indicators that are required for verifying the execution of unit projects like the establishment of buildings and operating programs. It was found to be insufficient with regard to the practicality of the project, the correlation with the New Deal Project, and the validity of the project contents. To improve these aspects, Gangwon-do would be required to highlight its distinguishability from the other regions and increase its practicality by operating the field-centered urban regeneration educational program, inducing the participation of experts in each of the areas in case there is a need to execute a project plan and discover a project with placeness. It also needs to focus on strengthening its connection with the urban regeneration new deal project by discovering the resident leaders and professional manpower, and establishing the performance indicators needed for systematically monitoring the regional changes in accordance to the urban regeneration preliminary project.

  • Even though the automation of industrial machinery has dramatically increased, most industries still require human hands for the production of goods. Our hands are essential to our existence. For this reason, hand injuries caused by industrial accidents have become an important issue lately. Most hand injuries are external wounds and constitute 38.6% of disabling industrial accidents. This significant statistic cannot be ignored by rehabilitation programs. The rate of success in operations of finger and hand injuries has increased, but relatively less consideration has been given to physical therapy, rehabilitation, research, or systematic installment in terms of welfare, which would help the injured carry on the nominal life they lived before their injury. Therefore, it is necessary to study systematically all related aspects to provide patients with physical therapy, rehabilitation, and social welfare, in order to restore their social, professional, and economical capabilities. Physical considerations, functional usability, and cosmetic restoration, as well as the patients' mental state must be addressed. The results of the study shows several problems. Medical appliances, manpower, and the environment of the treatment rooms are very poor. The patients cannot receive treatment early enough nor enough treatment because of too many patients for too few physical therapists. Close cooperation between physical therapists and doctors, nurses, or related departments is lacking. Furthermore, it is irrational that industrial accident premiums for the exert; e treatment of hand injury patients are not itemized. Lack of recognition of the importance of specialty in hand injury therapists leads to the lack of professionalization of systematic hand injury treatment In order to solve these problems, the professonalism of physical therapy should be acknowledged and particular treatment courses should be available and/or required. Based on the understanding of the hand injury patients' needs, new theories of physical therapy should be developed and modem medical appliances and facilities should be available, in order to provide the patients with qualitative medical treatment, which then will facilitate the patients' recovery.

A report on the regional oral health centers for the disabled in Korea (우리나라 권역장애인구강진료센터 현황과 전망)

  • Purpose : The purpose of this study was to survey the present status of the regional oral health centers for the disabled. Material and methods : Face to face interviews with oral healthcare professionals in eight regional oral health centers and literature reviews were conducted among eight regional oral health centers for the disabled during 2, July to 30, August 2017. Results : It is necessary to establish more regional oral health centers for the disabled in area where the number of disabled person as percentage of whole region population is high. Also, all the centers appeared a lack of professional manpower including dentist, dental hygienist and anesthesiologist, equipment and facilities for the demands of patients and their guardians. It is essential for the government to improve the support system to regional oral health centers for the disabled. Conclusions : This study can be used as a reference for the countermeasure to make a new policy and activate the accessibility of dental care services in the public for the disabled.

Directions and Assignments of Educational Welfare in Korea (우리나라 교육복지의 방향과 과제)

  • The study is to examine the actual conditions and problems of educational welfare which is a part of social welfare and to offer its future directions and things to do. First of all, education has been considered to be part of social welfare in developed countries for a long time and it has been used the same as school educational welfare. These days Korea is confronted with increasing needs of educational welfare caused by emphasis of manpower, appearance of new poor class after IMF, handing down poverty to their children, absence of public education and educational fever, stress of life long learning and extending needs of students' social welfare service. In advanced countries compared to Korea, people perceive education as an equal opportunity. To reach this thesis, various efforts have been making in terms of manpower development such as reform of related laws, financial and official support, offering of parental skills and protecting children for the disadvantaged, dispatching school social workers and overall life improvement. The subjects and age of educational welfare are also diverse ranging from poor families and pre school children to general public and adults. On the other hand, Korea lacks related laws and financial support that are supposed to enforce educational welfare systematically. Also integrated and professional services are not often available due to the lack of cooperation between related agencies. Therefore, government's role and responsibility should be defined clearly in the future directions of educational welfare in Korea. For this, it is needed to establish related laws and build a concrete financial and executive interrelationship. Also every person should be a target of educational welfare putting priorities on the disadvantaged. A lot of efforts should be made to achieve things mentioned above. Multi-dimensional approach intertwined with education, welfare and labour, establishment of cooperation system between related agencies, reinforcement of life long learning, extension of free education including infants and toddlers, and offering financial support to the poor are a few among these efforts. Finally, institutionalization of school social welfare and improvement school facilities are strongly recommended to get to the right track of educational welfare.

  • This research measures the urgency and importance listening to experts' opinions as a proposal for vitalization of folk modern dance groups. Firstly, the open type FGI(Focus Group Interview) was implemented for five groups of an expert by applying the new industry foster theory, and total 24 types of second questionnaire were developed through importantly referred or repeated contents. They were distributed to 20 people including a dance group representative, a planner, a university professor and etc to measure experts' importance and urgency. In the research result, For big list, Financial aid for both importance and urgency appear first, and for comparative analysis of importance and urgency for small list, differences in infrastructure construction are shown. "expansion of dance program's advertisement channels" and "rank 1" appeared in "Secure space for dancers". Suggestions for analyzing such results are as follows. It is shown that "detailed financial aid for the operation of dance groups" and etc in the aspect of financial aid, "the employment of professional human resources including design and producing etc" in that of performance and education related production development, "training a dancer who can assimilate a complex genre" in that of manpower training, "arrangement of exclusive space for a dance group" in that of infrastructure building, and "the employment of professional human resources including design and producing etc" in that of consulting support are important and urgent matters considered by experts.

  • It should be supported by the ease and economic production in terms of appropriate technology to be widely used in the real applying fields. In particular, the diagnosis of diseases is one of the most difficult areas to apply to the developing countries compared to other fields because of the high costs of professional manpower, equipment, and medial reagents. In recent years, paper, which is one of the most common materials around, has been used to fabricate the disease diagnostic chips, particularly without any special facilities or the equipment. These new technologies lead the possibility of using point-of-care testing devices that can be manufactured quickly in the field by lowering the production cost. These paperbased technologies will contribute to solve many of the deadliest medical problems in developing countries and ultimately improve the quality of human life.

  • Korea's clothing industry which has been country's leading export industry and basic strategical industry is now faced with many difficulties both domestically and internationally. Domestically it is faced with continuing shortage of manpower in both production line and management high labour cost causing increase in price putting more weight on behavior of consumers resulting in change of industrial environment and continuing structural problems of industry itself. Internationally it is faced with strengthening of import regulations and protectionism of developed countries and rapid emergence of underdeveloped countries as leading exporting nations. In reality export plays the most essential role in our economy and is especially sensitive to the external environmental factors. Already economic bloc phonomenon can be seen everywhere and is continuing to accelerate in place such as E. U in Europ, North & South America as NAFTA, and South East Asian contries which recent tendency of economic unity effort is present. These countries of such economic blocs are imposing heavy custom duties reinforcing provision of country origin and acting out strict inspection regulations in order to protect the interest of their own industry. Therefore it is vital to manufacture excellent quality goods For these reasons study in this area has brought attention in Korea as well as worldwide in the recent years. Apparel industry which requires professional technology and ability is the most competitive international business. In order to challenge the international market the high level of intelligence is most required to produce high quality goods. The purpose of this study is to analyze the relationship between functions and roles of marketing and to approach problems in more efficient manner. Apparel industry is composed of various programs such as design pattern making merchandising and textile science. To succeed in the business is to give the highest satisfaction to the targeted market. Hence this study will example the factors that determine the Cost Quality and Performance of apparel products. The study will involve following steps; firstly establish relationship between the quality concept and productivity of apparel products Secondly inquire in to marketing strategy laying stress on apparel production related factors focusing on merchandising marketing production and operations Thirdly prospect 21st century apparel industry focusing on garment production and trade and also other countries structural improvement Fourthly establish the new dimension of competitive factors by grasping the actual circumstance of Korea's apparel industry in the international market. The research method will include; First reality approach method by analysing the present state of industry Second literal analysis such as marketing comparisons between leading apparel exporting countries.

A RURAL HEALTH SERVICE MODEL FOR KOREA BASED OH A PRIMARY CARE NURSING SERVICE SYSTEM

  • This study concerns itself with the development of a new model of comprehensive health service for rural communities of Korea. The study was conceived to resolve the problems of both underservice in rural communities and underutilization of valuable health manpower, namely the nurses, the disenchanted elite health personnel in Korea. On review of the current situation, the greatest deficiencies in the Korean health care system were found in the availability of primary care at the peripheries of md communities, in the dissemination of knowledge of disease prevention and health care, and in the induction of and guidance for active participation by the clientele in health maintenance at the personal, family and community level Abundant untapped health resources were identified that could be brough to bear upon the national effort to extend health services to every member of the Korean Population. Therefore, it was Postulated that the problem of underservice in rural communities of Korea can be structurcturally resolved by the effective mobilization and organization of untapped health resources, and that. a primary care Nursing Service System offers the best possibility for fulfillment of rural health service goals within the current health man-power situation. In order to identify appropriate strategies to combat the present difficulties in Korean rural health services and to utilize nurses and other health personnel in community-centered health programs, a search was made for examples of innovative service models throughout the world. An extensive literature survey and field visits to project sites both in Korea and in the United States were made. Experts in the field of world health, health service, planners, administrators, and medical and nursing practitioners in Korea, in the United States as well as visitors from other Asian countries were widely consulted. On the basis of information and inputs from these experts a new rural health service model has been constructed within the conceptual framework of community development, especially of the innovation diffusion Model. It is considered especially important that citizens in each community develop capacities for self-care with assistance and supports from available health professionals and participate in health service-related decisions that affect their own well-being. The proposed model is based upon the regionalization of health care planning utilizing a comprehensive Nursing Service System at the immediate delivery level The model features: (1) a health administration unit at each administrative level; (2) mechanisms for community participation; (3) a continuous source of primary health care at the local community level; (4) relative centralization of specialty care and provision of tertiary or super-specialty care only at major national metropolitan centers; and (5) a system for patient referral to the appropriate level of care. This model has been built around professional nurses as the key community health workers because their training is particularly suited and because large numbers of well-trained nurses are currently available and being trained. The special element in this model is a professional nurse-guided, self-care facilitating primary care Community Nursing Service System. This is supported by a Nursing Extension Service as a new training and support structure. (See attached diagrams). A broad spectrum of programs was proposed for the Community Nursing Service System. These were designed to establish a balance of activities between the clinic-centered individual care component and the field activity-centered educational and supportive component of health care services. Examples of possible program alternatives and proposed guidelines for health care in specific situations were presented, as well as the roles and functions of the key health personnel within the Community Nursing Service System. This Rural Health Service Model was proposed as a real alternative to the maldistributed, inequitable, uncoordinated solo-practice, physician-centered fee-for-service health care available to Koreans today.

  • T-DMB(Terrestrial-Digital Multimedia Broadcasting) for portable and mobile broadcasting service was officially launched in the metropolitan area of Korea in December 2005. The development of interactive data services and the expansion of T-DMB network have been now progressed, and the regional T-DMB broadcasters will be selected in the near future. Although it is important to evaluate service area and reduce a fringe area for optimizing RF coverage of T-DMB, there was no professional system to support those works, and therefore lots of resources in budget, manpower and time were required. The measurement considering characteristics of SFN(Single Frequency Network) is essential in the implementation of T-DMB network which needs to control synchronization, spacing and output power of transmitters. In addition, mobile measurement, enough measured parameters for many-sided analysis of reception quality, efficient management of enormous measured data and representation of measured results on the electronic map are also important in evaluating service area. In this paper, we derived requirements for a new measurement system in T-DMB by considering the above details, and we proposed and developed an integrated measurement and analysis system. The developed system was applied to the implementation of T-DMB network of KBS and field tests, and it proved its efficiency and accuracy in result.
