This paper discussed plurality in urban governance in Nigeria and its implication on delivery of urban environmental services, with a focus on water supply, sanitation and solid waste disposal. Conceptually, it explained urban governance as the sum total of the ways of achieving an inclusive city and expressed the urban governance system of Nigeria based the legal framework set for them. The paper explored the environmental implications of urban governance in Nigeria. It concluded that urban governance has several implications on delivery of urban environmental services in Nigeria. The dualism in urban governance is a factor contributing towards inefficient delivery of environmental services such as water supply, sanitation and solid waste management in Nigeria. The paper recommended, among others, a constitutional reform that will guarantee efficient urban governance and delivery of environmental services in Nigeria.

Companies are paying attention to project governance to realize their goal strategies, project success, and project value in a rapid and complex environment due to the development of information technology. This study aims to explore project governance and factors from literature review and practice guides related to project governance and empirically analyze the impact of project governance factors on IT project objective performance. The survey was conducted on project managers, project team members, and project management members with experience in carrying out business IT projects within two years at companies in various industries in Korea. The main conclusion is as follows. Among the project governance factors, disclosure and reporting that uses and reports using appropriate and reliable information about projects related to decision-making activities positively impact the achievement of IT project objectives: business success and stakeholder satisfaction. Among the project governance factors, project sponsorship, a role that effectively connects management and projects, and a project management framework that provides tools, procedures, resources, and techniques for projects positively impact IT project objective performance. This study is of academic and practical significance in that it identifies the definition and factors of project governance through companies in various industries in Korea and the positive impact of project governance factors on IT project objective performance.

현대의 정보화 사회에서는 정보기술이 기업과 공공기관에 도입되면서 정보기술 전반을 관리해야 한다는 필요성이 대두되었고, 비즈니스 목표와 IT의 연계 필요성이 증대되고 함께 IT투자의 중복을 방지하고 ROI를 추구하는 조직들이 늘어났다. 이에 여러 선진 기업들이 IT 거버넌스라는 개념을 제창하였다. IT 거버넌스는 기업의 비즈니스와 IT에 영향을 미치는 구조적 결정인자들의 구조 및 동적양상을 나타내며, 비즈니스와 IT 관련 사내외 위원회 및 부서, 그리고 그들의 활동범위 및 연관관계를 나타내는 프레임워크, 조직도 및 프로세스 구성으로 표현이 된다. 이러한 외부적인 요인과 맞물려 현재 우리 군의 국방 비전과 목표를 달성하기 위한 국방 IT 거버넌스의 재확립은 필수적인 사항이 되었다. 본 논문에서는 국방 IT 거버넌스의 프레임워크를 구축하기 위한 핵심 추진전략에 대해서 기술하였다. 이러한 주장에 뒷받침하기 위해서 IT 거버넌스의 전반적인 내용을 기술하고 국내 외와 해외의 군 사례를 분석하여 보고 국방 IT 거버넌스의 프레임워크 구축을 위한 핵심 추진전략을 연구하였다.

South Korea's energy policy has been historically established through an energy production structure that relies on thermal and nuclear power generation in relation to a centralized 'Hard Energy System'. However, climate change issues are forcing the transition to renewable energy, and it is crucial for local governments to enable this. This study analyses Seoul city's local energy governance, which is known as One Less Nuclear Power Plant Initiative, by applying the collaborative governance framework inspired by Ansell and Gash (2008) and the Reflexivity framework of Confucianism. It is considered that the local energy governance model of Seoul city can be used as a model by other local governments, and it will eventually lead to a decentralized energy system in this era of energy transition.

IT outsourcing studies have centered on the separate effect of formal contract and relational trust on IT outsourcing performance. In addition, previous studies ignored the importance of the relational capability that combine the formal contract and partnership can be able to deliver IT outsourcing effects. In this paper, we propose an IT governance commitment as a mediated role between relational capability and IT outsourcing performance. We collected data from 143 client companies of IT outsourcing and analyzed it using the PLS method. Our findings are revealed as following: At first, relational capability significantly and directly influence IT governance commitment as well as indirectly through formal contract and partnership. Secondly, IT governance commitment mediate between relational capability and IT outsourcing effect, and in turn affect IT outsourcing performance. The results and implications are further discussed.

시대의 흐름에 따라 기업의 지속적인 비지니스 연계 보증을 위하여 IT의 비중이 높아지면서, IT가 조직의 하나의 부분으로서 작용하는 것이 아닌 전사적인 차원에서 정보화 사회의 경쟁 화두로서 인식되어가고 있다. 정보보안 거버넌스는 정보의 무결성, 서비스 연속성, 정보자산의 보호라는 3가지 목적으로 시작된다. 이는 기업 거버넌스에 필수적이며 투명한 부분이 되어야 하고, IT프레임워크와 연계되어야 한다. 기존의 정보보안 거버넌스 프레임워크는 그 범위가 넓어 소규모 기업 거버넌스와 이해관계를 가지지 못한 문제점이 있다. 따라서 본 논문은 단순화된 정보보안 거버넌스 프레임워크를 제안하여, 문제점을 해결하고, 제안하는 프레임워크의 안전성 분석과 효율성 분석을 통하여 제안 방법의 효율성에 관하여 알아보았다.

21세기 기업경영에서 기업 내 IT(Information Technology: 정보기술)의 중요성과 복잡성이 급속히 증가되었고, 기업에서 필요로 하는 IT의 역할이 성공적으로 수행되기 위해서는 높은 수준의 IT 거버넌스와 효과적인 관리가 선행되어야 함에도 불구하고, IT 거버넌스의 확립 정도는 기업에 따라 큰 차이가 있다. 또한 IT 거버넌스 활동과 관리에 대한 실증적 연구 역시 충분하지 않다. 이에 본 연구는 거버넌스 이론을 근거로 하여 IT 거버넌스 활동과 성과, 그리고 기업성과간의 관계를 파악하는 연구모형과 가설을 도출하고 실증적으로 검증하였다. 본 연구는 비즈니스 전략과 IT 전략간의 연계성, IT 계획, 전사적 아키텍쳐, 프로젝트 관리 조직, 서비스 수준 관리, IT 컴플라이언스, 장애관리, 정보시스템 효과성, 가시성, 기업성과 등, 구성개념 간의 가설을 검증하기 위해 LISREL을 활용한 구조 방정식 모형을 개발하였고, 108개의 기업과 기관에 대한 설문 조사를 수행하였다. 연구 결과, 비즈니스 전략과 IT 전략간의 연계성은 IT 거버넌스 활동 중, IT 위원회와 IT 계획에 긍정적인 영향을 미치는 것으로 나타났다. IT 거버넌스 활동 중, IT 거버넌스 위원회, IT 계획, 서비스 수준 관리, 장애 관리는 IT 거버넌스 성과로서의 정보시스템 효과성에 긍정적인 영향을 미치는 것으로 나타난 데 반하여, IT 컴플라이언스는 정보시스템 효과성에 부정적인 영향을 미치는 것으로 나타났다. 또한 IT 계획, 전사적 아키텍쳐, 서비스 수준관리, IT 컴플라이언스는 IT 거버넌스 성과인 정보시스템 가시성에 긍정적인 영향을 마치지 않는 것으로 나타났다. 마지막으로 정보시스템 효과성과 가시성은 기업 성과에 긍정적인 영향을 미치는 것으로 나타났다. 본 연구는 IT 거버넌스에 대한 근거 이론들을 논리적으로 정리하여 IT 거버넌스의 이론적 배경을 체계적으로 확립하고 IT 거버넌스 활동 및 IT 거버넌스 성과, 비즈니스 성과를 포함하는 이차원적 성과를 제시함으로써 학계와 실무 측면에 공헌하고자 하였다.

본 논문은 국가 주도의 정보화 사업 중 하나인 금융정보화에 대한 IT 거버넌스의 조직 구조를 연구 대상으로 하고 있다. 금융정보화는 국내 전자금융의 발전은 물론 우리의 일상생황에 큰 영향을 미치고 있다. 다중 사례 연구를 통한 정략적인 데이터 분석을 통해 본 연구는 금융정보화의 효과적인 IT 거버넌스에 장애가 되고 있는 요인들을 파악한다. 그리고 금융정보화에 IT 거버넌스를 효과적으로 도입하기 위한 참여자들의 범위와 역할을 찾는다. 금융정보화에 대한 성공적인 IT 거버넌스를 위해서는 관련된 감독당국 및 이에 직접적으로 영향을 받는 제2금융권의 참여와 책임 부여가 중요한 것으로 연구결과 나타났다.

This study is to seek alternatives for regional governance related to transnational labor migration issues in Southeast Asia. This study examined the present situation and trends of labor migration in the region, reviewed involved transnational issues, and identified the current issues of governance to seek alternatives for regional governance. The increase in cross-border labor migration is no doubt a sign of growth and dynamism of the region and greater integration of their economies. But it also poses complex policy and management issues as well as transnational issues over such as unequal economic profits, illegal migration, human rights, and social security issues. In this reality, regional governance is a very important theme and the efforts to manage their migration inherently involve fundamental conflict and tension between related countries and regions. However, politics and governance of transnational migrant workers in Southeast Asia are still pursued at the national level. To resolve these issues, it is urgently required to secure not only collaboration between the parties concerned but also governance at the regional level. Findings of this study are: First, although labor migration has been a relatively long-time transnational issue, the history of addressing the issue at the regional governance is very short and still inceptive. Second, given its size, labor migration in Southeast Asia requires effective regional governance but no breakthrough was possible due to the conflict of interests between origin and destination countries and the conflict of logic between the labor market and the state. Third, the issue of labor migration is an important element for the formation of economic and socio-cultural communities the ASEAN countries have pursued. Fourth, it is urgently needed to seek alternatives for good and effective regional governance as a key to resolving these issues over migrant workers in Southeast Asia.

본 연구의 목적은 인적자원능력이 정보시스템 아웃소싱 성공에 미치는 영향에 있어서 IT 거버넌스의 매개적 변수효과 모형을 개발하고 검증하는 것이다. 본 연구를 위해 설문방법을 이용하였고, 분석을 위한 데이터는 연매출 100억이상 기업을 대상으로 수집한 총 108개의 데이터를 적용하였다 그리고 자료의 분석은 구조방정식모형을 사용하였다. 분석결과, 첫째, 인적자원능력은 정보시스템 아웃소싱 성공에 직접적인 영향을 미치기 보다는, IT 거버넌스를 매개로하여 영향을 미치는 것이 더 효과적인 것으로 나타났다. 둘째 인적자원능력 중에서 준비능력과 관계능력이 IT 거버넌스에 영향을 미치는 주요 변수인 것으로 나타났다. 본 연구의 결과는 정보시스템 아웃소싱 분야에서의 IT 거버넌스의 역할을 제시하였다는 점에서 의의가 있다.
