The contractor management is one of the important factors for the modem defense acquisition program. The occurrence of unlawful company causes the reason in which defense acquisition program is unable to be reasonably fulfilled and setback to the deployment of defense weapon system. In this paper, we propose the Artificial Neural Network to develop a prediction model for the discrimination of unlawful company in defense procurement. The data which are used in analysis, are obtained targeting domestic small & medium manufacture enterprises. It is expected that our model can be used to improve the program management capability for defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

E-commerce has not only brought about a great change in the way we exchange goods and services but also revolutionized the way we handle business transactions. In addition, it has a significant influence upon the present business structure, and most of firms in service industry as well as manufacturing are considering adopting E-commerce in a serious manner. Most vessels purchase merchandises through a number of shipping agents. As the amount of harbor materials increase, the number of vessels and their navigation frequency also increase. As a result, the amount of procurement for ships has increased. Traditional means such as telephone and fax to handle ever-increasing harbor transaction, however, has proved to be very time-consuming and cost ineffective. Therefore, people are starting to look for more effective ways. In this paper, an internet-based scheme of B2B transaction is proposed to handle procurement problem between shipping agency and shipping company, and between vessel and suppliers as a more effective approach to streamline such problems. We extract problems of shipping agency through task-analysis and present a scheme that performs decision making and procurement as a system agent with brokering structure. Purchaser and supplier are offered material information rapidly and task loads are minimized by the scheme. Also, the system can support decision making of purchasing goods, and information is shared among purchaser, supplier and system through the system interface.

The research objective was to identify the effect of various instruction media on improving students' foodservice management competencies and for increasing class satisfaction. The research involved a comparison of two student groups. One group consisted of students who attended a lecture-based food purchasing class (Group A). The other group was students who attended the same class, and who also used various media as well as receiving the lecture (Group B). The results were as follows: 1) After a 16 week program, Group B perceived their procurement management competencies to be higher than those of Group A, especially in setting up purchasing goals, marketing research, and using computer systems for procurement; 2) In terms of class satisfaction, it was also observed that Group B was more satisfied with food purchasing class than was Group A. Group B gave high scores, especially in effective utilization of media, increasing motivation, and understanding; 3) Group B perceived that various instruction media was helpful for developing their procurement management competencies. Respondents evaluated the usefulness of media in the following order: using Power Point watching videos, visiting web-sites for food purchasing class, and surfing the World Wide Web. The results of the research show that using various instruction media for food purchasing classes would improve students' foodservice management competencies. Therefore, instructors who teach foodservice management related courses should consider developing teaching strategies that apply various instruction media for students to enhance their foodservice management competencies and to increase class satisfaction.

In this paper, we develop a prediction model for the effective defense project by using the Discriminant Analysis, the Logistic Regression & Artificial Neural Network and analyse the core variables that determine the Improper Businessman in many variables. It is expected that our model can be used to improve the project management capability of defense acquisition and contribute to the establishment of efficient procurement procedure through entry of the reliable domestic manufacturer.

The application of LCC-techniques is being introduced at the on-going procurement programs of various techniques. LCC-techniques have the common characteristic that all are designed to motivate contractors to design, manufacture and deliver equipment with lower life cycle costs. You may believe that savings may be in the acquisition cost component of life cycle costs. However, primary emphasis is generally on reducing and controlling operating and support costs by transferring more responsibility to the contractor for equipment operating and support cost performance. It has been found that life cycle cost procurement provisions must be individually tailored to each program. In this study, the currently identified LCC procurement techniques including a variety of LCC incentive provisions are introduced. Moreover, verification method, a procedural issue and incentive to application of LCC-techniques are examined.

The procurement of generation and transmission/Distribution capacity in vertically-integrated electric industry is sufficient by facility construction in suitable time. However, the introduction of competitive electricity market increase the efficiency of availability for facilities and fuels. As a result, long-term capacity procurement is required for stable demand-supply balance since it is expected to maintain their generation capacity at a minimum for profit maximization. In this paper, a new long-term capacity procurement mechanism is constructed, which is able to assure supplemental contribution in competitive electricity market.

Local freight forwarder's circle is suffering worsening profitability and insecure employment from over-competition which caused by a saturated local logistics market. It is emerging UN procurement market for local freight forwarders. However it is needed to study on successful entry, market status and supporting measures from government and research institute. Currently there are no national research data of UN procurement market in logistics sectors but as per the writer's experience and viewpoint to UN bidding, it would seem that appropriate measures should be made such as government's enhanced support for overseas advancement, price competitiveness, building global network and development of education program for trainees associated with current overseas internship program by government.

It is difficult to evaluate the performance of process innovation of e-procurement which has large scale and complex processes. The existing evaluation methods for measuring the effects of process innovation have been mainly done with statistically quantitative methods by analyzing operational data or with qualitative methods by conducting surveys and interviews. However, these methods have some limitations to evaluate the effects because the performance evaluation of e-procurement process innovation should consider the interactions among participants who are active either directly or indirectly through the processes. This study considers the e-procurement process as a complex system and develops a simulation model based on MAS(Multi-Agent System) to evaluate the effects of e-procurement process innovation. Multi-agent based simulation allows observing interaction patterns of objects in virtual world through relationship among objects and their behavioral mechanism. Agent-based simulation is suitable especially for complex business problems. In this study, we used Netlogo Version 4.1.3 as a MAS simulation tool which was developed in Northwestern University. To do this, we developed a interaction model of agents in MAS environment. We defined process agents and task agents, and assigned their behavioral characteristics. The developed simulation model was applied to G2B system (KONEPS: Korea ON-line E-Procurement System) of Public Procurement Service (PPS) in Korea and used to evaluate the innovation effects of the G2B system. KONEPS is a successfully established e-procurement system started in the year 2002. KONEPS is a representative e-Procurement system which integrates characteristics of e-commerce into government for business procurement activities. KONEPS deserves the international recognition considering the annual transaction volume of 56 billion dollars, daily exchanges of electronic documents, users consisted of 121,000 suppliers and 37,000 public organizations, and the 4.5 billion dollars of cost saving. For the simulation, we analyzed the e-procurement of process of KONEPS into eight sub processes such as 'process 1: search products and acquisition of proposal', 'process 2 : review the methods of contracts and item features', 'process 3 : a notice of bid', 'process 4 : registration and confirmation of qualification', 'process 5 : bidding', 'process 6 : a screening test', 'process 7 : contracts', and 'process 8 : invoice and payment'. For the parameter settings of the agents behavior, we collected some data from the transactional database of PPS and some information by conducting a survey. The used data for the simulation are 'participants (government organizations, local government organizations and public institutions)', 'the number of bidding per year', 'the number of total contracts', 'the number of shopping mall transactions', 'the rate of contracts between bidding and shopping mall', 'the successful bidding ratio', and the estimated time for each process. The comparison was done for the difference of time consumption between 'before the innovation (As-was)' and 'after the innovation (As-is).' The results showed that there were productivity improvements in every eight sub processes. The decrease ratio of 'average number of task processing' was 92.7% and the decrease ratio of 'average time of task processing' was 95.4% in entire processes when we use G2B system comparing to the conventional method. Also, this study found that the process innovation effect will be enhanced if the task process related to the 'contract' can be improved. This study shows the usability and possibility of using MAS in process innovation evaluation and its modeling.

Despite the recent depression of the construction industry, overseas plant market especially Middle East plant market is booming owing to the high oil price. Since many Middle Eastern countries are placing orders of big scale projects based on the high oil price, Korean EPC contractor are trying to get over the depression through theses plants. Presently, since the plant market is in prosperous condition in general, it is not hard to get overseas orders; however the original licenses that requirehigher technology and high added values are exclusive for advanced engineering companies which great difficulty is predicted for developing countries like us to join the crowd. Therefore, the objective of this study is to propose establishment of material management system on the filed to gain optimized effect of material management in connection with procurement system that all the procurement related personals execute tasks in advanced level by systemizing the task operation within the knowledge and task ability in time for plant construction procurement as a method to strengthening the competitiveness of Korean companies.
