  • Innovations in the procurement logistics now is very popular in Kazakhstan. Nowadays there are a lot of documents of transport infrastructure and Kazakhstan logistic system is developing more and more. Procurement logistic is the direction where you can count, sometimes you can buy some products or transport equipments. Logistic in Kazakhstan is new direction, there are a lot of young people who choose this specialty and will stay demanded. Our president said a lot of words in strategies about development in logistics and so there will be new methods that will be used here. Innovations are new technologies that are used in different spheres so this structure as procurement logistic will develop in Kazakhstan and every citizen of our republic will support it. Transport systems are used for transitions different products so there are a lot new transition roads for example Western China - Western Europe; Astana-Almaty; Astana-Ust-Kamenogorsk; Astana-Aktobe, Atyrau; Almaty - Ust-Kamenogorsk; Karaganda - Zhezkazgan - Kyzylorda; Atyrau-Astrakhan, it helps Kazakhstan to support international links between other countries.

  • Since construction management(CM) was recognized as a formal procurement route by law in 1995, it is interesting to observe the trend of its increasing adoption. Particularly in the public sector, local government clients more adopted the CM Procurement route than central government clients. The objective of this paper is to investigate and analyse the motivation of local government clients in selecting the CM procurement route. It is important to understand such motivation for achieving a better understanding of public client's CM needs and for promoting CM business in the public sector.

  • Taking into account the globalization of the economy and the intensification of European integration processes, it has been proved that an important part of evaluating the effectiveness of activity of public sector enterprises should be a comparative analysis of the overall operation environment, namely public procurement, economic environment and tax policy, with the relevant systems of other countries of the world. The indicators and components of international ratings "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been studied. Different groups of indicators forming "Doing Business" and "Paying Taxes" in the context of the impact on public sector enterprises have been identified: those which fully comply with the need to evaluate the operating environment of public sector enterprises and those which should be used with restrictions, regarding the peculiarities of creating and functioning of public sector enterprises. A comparative analysis of the place of Ukraine, Lithuania and Slovenia among other countries of the world in accordance with the international rankings of "Doing Business", "Paying Taxes", "Benchmarking Public Procurement" have been made. It has been substantiated that the results of such comparative analysis will allow identifying risk areas, and relevant information can be used in developing of recommendations for improving the effectiveness of activity of public sector enterprises.

  • Engineering is a value-adding process applying knowledge and skills in the construction industry that includes the planning, feasibility study, project management (PM), front end engineering and design (FEED), detail design, procurement, construction, supervision, and operation. Among these engineering activities, FEED is defined as a comprehensive design practice in the early design phase focused on conceptual design and basic design. It is a particularly influencing area that determines the competitiveness of procurement and construction capability of construction firms (KNIN 2013). Nevertheless, previous studies in FEED have been limited to the design process, deliverable, or particular management technique (e.g. system engineering, collaboration, information etc.). In this context, the purpose of this study is to propose a comprehensive FEED business process structure for project management of thermal power plant construction projects encompassing the entire project life cycle. And an assessment methodology for FEED functions was developed. It is expected that the proposed structure of FEED functions and FEED evaluation methodology will contribute to improvement of competitive capability of engineering, procurement, and construction (EPC) companies.

Factors Affecting Nurse Clinicians' Knowledge and Attitude of Organs Procurement from Brain Dead Patients (임상간호사의 뇌사자 장기기증에 대한 지식과 태도에 영향을 미치는 요인)

  • Purpose : This study investigated factors affecting the knowledge and attitude of organ procurement from brain dead patients in nurse clinicians. Methods : A survey was conducted with 160 clinical nurses from a university hospital in Seoul. Descriptive statistics, t-tests, an ANOVA, $Scheff{\acute{e}}^{\prime}s$ test, Pearson's correlation coefficient, and a multiple regression analysis were used. Results : The mean score for knowledge of organ procurement from brain dead patients was $12.41{\pm}2.16$ (mean correct answers = 62.1). Factors influencing the knowledge of organ procurement among nurse clinicians were working department (${\beta}=.454$, p < .001), a recent family death (${\beta}=.187$, p = .014), experience recognizing potential brain dead patients (${\beta}=.182$, p = .033), and experience referring to potential brain dead patients (${\beta}=-.192$, p = .048). Conclusion : To ensure effective organ procurement from brain dead patients, it is necessary to continually educate nurse clinicians to improve their attitude and knowledge concerning organ donation.

  • Recently, US, EU and major development countries, including Korea, have set green growth strategy the for national robust economic growth. Green growth strategy was also adopted as economic stimulus policy. Korea also have established some policies for green growth such as Green Growth National Strategy and 5-years Plan. Thought the SMEs play an important role as the innovative driver that can supply material and components for final products, there are few policies for joining green growth strategy. So, the purpose of this paper is to explore the current extent of public procurement for technology-development products and propose the betterment of it. Firstly, we analyzed the public procurement-policies of major countries to kinds of policy-purposes and types including Korea. and then we deducted the needs to policy utilizing the public procurement for joining the SMEs to green growth strategy. Second, we proposed that the objects of purchase conditional public procurement policy be extent to the pre-commercial technologies. The pre-commercial technologies could be performed further R&D by some other compaines or pubic institutes. Considering the natures of green technology-such as quasi-public-, this improvement would be helpful for SMEs which could create initial-marketplace and sales-references.

  • Since the year of 2003, the overseas plant market has grown by an average of 6% per year. It is because of the increase of oil-money, economic growth of BRICs, and the result of heavy competition among the countries which demands a great amount of resources for the purpose of resource securing. Such a situation is expected to be continued for a while. The procurement is one of critical functions for successful completion of a plant project. For effective procurement, it is required to manage vendor's information efficiently. But most of the vendor management systems deal with simple general information and performance data about vendors. In this sense, this paper proposes a vendor management system which can be used within a decision-making system. The system uses existing DB and makes the close relationship with the vendors. This paper will also reduce risks and difficulties in the process of selecting the proper vendors and will increase efficiency of procurement process in electronic bidding between companies.

  • Advanced IT of Korea is the important factor that has improved the performance of business to business e-business systems, especially On-Line E-procurement System (KONEPS). Obviously KONEPS is well positioned in businesses of Korea. In order to be higher performance in KONEPS, it needed to be analysed important characteristics composed of KONEPS. Even though KONEPS has been operating well, user's satisfaction and customer loyalty for KONEPS was not high in real businesses. In this research, we tried to find the factors affecting user satisfaction and customer loyalty for KONEPS and figure out the mechanism among the factors. We surveyed using characteristics, which are information diversity, usability, system reliability and stability, on suppliers, main users of KONEPS. We consider the using characteristics as independent factors of the research model. Meanwhile, we model user's satisfaction and customer loyalty as the dependent factors. The results from the study are helpful in providing policies and strategies to promote the use of KONEPS.

  • The research on the efficiency analysis of domestic auto parts companies is mostly based on the calculation of the magnitude of the performance creation such as the sales amount compared to the input assets. However, the performance indicators such as sales, operating profit, and net profit are directly related to the cost structure and This cost structure is affected by changes in the firm's asset and capital structure. As a result, it is considered that efficient capital procurement needs to be done at the same time to create efficient management performance through proper investment. This study focuses on this point and attempts to measure the efficiency of procurement capital relative to the sales and other performance indicators generated by the first 33 suppliers who supply parts to Hyundai Kia Motors. Among the methods of evaluating efficiency, the DEA model based on the linear programming method is most widely used as a nonparametric method but The efficient frontier-based DEA model has the limitation that it can not use the variables that have a downward influence on the efficiency. This is inadequate to directly consider variables such as borrowings and total liabilities related to capital procurement. In this study, the efficiency of capital procurement was measured using Worst Practice DEA and the improvement direction of the capital procurement aspect of domestic auto parts companies was suggested

Analysis of defense procurement agency Study on the appropriate brokerage fee and effectiveness (군수품 무역대리점의 효과성과 적정 중개수수료에 관한 연구)

  • In this study, two analyses were conducted in relation to the defense procurement agency. The first was a questionnaire survey conducted by defense business personnel to quantitatively measure the effectiveness of the defense procurement agency's utilization. In the second, the appropriate standard for brokerage fees was developed, the actual work of the defense procurement agency in overseas sales was surveyed, and the brokerage profit of the general product was applied to the defense procurement agency's brokerage profit data. Using the defense procurement agency was 1.07 times more effective than not using it, and the appropriate brokerage fee varied according to the project size. For medium / small projects, 5.1 ~ 8.7% of the total project cost is an appropriate brokerage fee, compared to 1.2 ~ 1.8% for big-scale projects. The government's appropriate brokerage fee is not fixed, but is elastically applied according to the size of the total project cost, and it is appropriate to analyze the characteristics of the project and identify and adjust the required activity cost in advance.
