Current Issues and Policy Strategies for the Realization of U-City (u-City 구현을 위한 정책과제와 추진전략)

  • As the title signifies, the current study aims at the realization of u-City, which is short for the Ubiquitous City. For this purpose, firstly, the meaning of u-City realization is sought in the study based on future urban changes. Along with this, current issues in the course of u-City realization are gathered based on in-depth interviews with relevant experts. Thirdly, necessary for the comprehensive planning and management of u-City, several strategies are presented by classifying it into u-Infra and u-Service, and considering relevant laws and regulations. And the study divided the execution process into project, development and management levels, and then suggests some realization strategies that are level-dependent.

A Study on Evaluating Digital Illusion Level of Public Library (공공도서관의 디지털 통합 수준 평가에 관한 연구)

  • This study tends to apprehend how much public library contributes to a role of upbuilder of digital integrated local society through a survey. For this, I performed the survey on 935 organization of public library in the whole country registered in national library statistical system. As a result, firstly, it's apprehended that equipment infra, Internet infra, etc like computer, laptop, scanner, tablet PC, etc are in relatively high level. Secondly, service or resource like electronic book, digital and virtual reference service, library service mobile App, etc that users can use are in relatively high level but software supporting cooperation and group task, fusibility of participating space, etc are shown very low level. Thirdly, the rate of literacy training relating to technology were only 22.4%, education subject focused on resource searching subject and somewhat future-oriented technical education like directions of video conference technique, cloud computing application education, etc wasn't conducted. Finally, we should consider expansion of providing technology and equipment and provision of future-oriented service and education according to a flow of the time that needs to seek change in various roles of library as enjoying culture space or creative space.

The Cost Optimization Solution for Developing the Image Infra-Red (IIR) Missile Seeker Operated Under Various Environments (정밀 유도무기용 적외선 영상탐색기의 운용환경에 따른 성능대비 개발비용 최적화 연구)

  • An Image Infra-Red(IIR) seeker is widely used for precision guided munitions to provide intelligent and precise target detection in terms of high kill probability. However, there have been issues in determining the performance versus cost trade-offs due to high cost of seeker comparing to other units of the munitions. In this paper, performance/cost evaluations have been carried out to find the most cost-effective solution for developing the IIR seekers. The relationships between the critical parameters and cost are investigated to determine the optimal point which represents the low cost with high performance. It is expected that the presented approach will be able to be used for guidelines to select the appropriate IIR seeker for the given operating conditions and can be useful to estimate the cost effectiveness of the precision guided munitions at early design stage.

  • Strategic information systems assist organization with the significant opportunity to gain competitive advantage in executing its business plans and realizing its business goals. The universities establish long-range plan of information systems in an effort to provide just-in-time, useful, efficient and effective information services to their members such as professors, students, and staffs when carrying out various organizational activities. The university information systems started from the primitive computer-based application, extended to the administrative and educational e-transformation, even to the virtual university concept. Through an empirical analysis and complementary case examples, the current study carefully chose three Korean universities according to their chronological importance, that have undergone the information systems planning process years from 1995 to 2001. These universities then, were compared in terms of the information technology architecture: the information architecture, infra architecture, and information management architecture. These three areas of system were cross-examined under the consideration of the evolution of information technology architecture, and its impact on the development of university e-transformation. As part of a fulfillment plan to satisfy the needs of customers of current trend, it is evident that the university e-transformation provides a stepladder to highly competitive, first class university in the market, through achieving the educational advancement, research enhancement, and administrative efficiency. The result of the study analysis indicates that, of the three architectures examined, the weakness showed in the information management architecture. Therefore it is crucial for the university staffs, managers and professors to understand the significance of the successful implementation of the information system and its maintenance. Our study certainly will act as a catalyst for the promotion of the future university e-transformation projects.

  • Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been forcused on hardware infra structure. We should consider software of S&T to enhance effectiveness. S&T Should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy should consider nonmaterial factors which include social, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of korea. In addition, Recent construction sector integration and fusion technologies in various areas of research and planning system is being maintained by the system. Past experience of conservative management in this emerging technology-driven technology commercialization in management of technology through the convergence of various technologies and to find synergies to secure the future of construction technology because it is a need.

  • It was difficult that each enterprise clearly defines PDM in domestic vehicle manufacturing industry and decides investment for the successful foundation in the mid-90s. Also, it was true that most investments to success repeat a process of trial and error even if they decide and propel. Now, PDM is not a luxurious system. Because the company is operated well even if it manages business manually, the company may not be interested in PDM introduction. Problem is business efficiency and product competitiveness. Now, we must consider that introduction and drive of PDM became necessary as instrumentation for Re-Engineering of business process concerning innovative dimension restructuring that is not reorganization, development and improvement of business for enterprise's survival. This indicates that now is when level of infra construction for an IT technology dominates competitiveness of business management. Enterprise can expect effects of PDM by implementation that manages Intellectual Properties through administration of knowledge and information finally.

Traffic Flow Management under Ubiquitous Transportation System Environments (유비쿼터스 교통 환경하에서 교통류 관리구상)

  • It is crucial in traffic flow management to maintain productivity and the traffic stability at the same time especially under congested traffic conditions. This issue has not been explicitly addressed under the intelligent transportation system environments. However, the ubiquitous transportation system environments make it possible to collect the data for each vehicle's position and velocity and to perform more sophisticated traffic flow management at individual vehicle or platoon level through V2V and V2I communications. In this paper, a preventive traffic flow management scheme is proposed, in which the objective is to maintain traffic flow stability while the productivity of the system is not decreased. The management scheme is proposed based on Greenshield's model because it is simple and easy to handle. It is considered that further research should be performed to evaluate the various traffic flow models.

The Effect of VDI Technical Characteristics on Interaction and Work Performance (VDI 기술특성이 상호작용과 업무성과에 미치는 영향에 관한 실증적 연구)

  • Recently, many organizations are actively adopting VDI (Virtual Desktop Infrastructure), an IT-based business system, to build a non-face-to-face business environment for smart-work. However, most of the existing research on VDI has focused on the satisfaction of system service quality or the use of IT resources and investment for VDI introduction. However, research on effective management and utilization of factors according to the characteristics of VDI technology is urgently required. This study is an empirical research study on how VDI technology characteristics affect interactions and work performance by identifying differences in utilization factors between general organization members and IT managers, presenting standards for business utilization and management. This study proposed a model and hypothesis that the system technology characteristics for VDI use are mediated by interactions in which users respond to functions appropriate to their work. In order to verify the hypothesis, a questionnaire survey was conducted on 188 people of companies and institutions that have adopted and used VDI through a questionnaire survey. Data analysis was performed with partial least squares (PLS), a structural equation modeling (SEM) technique that uses a component-based approach to estimation. As a result of the empirical analysis, the same environmental function for performing work, N-th security, and remote access function factors for non-face-to-face work have a significant effect on interactivity, and IT managers have an additional significant effect on the management technology characteristics of resource reallocation. Has been shown to affect. The results of this study aim to minimize trial and error due to new introduction by presenting considerations for future VDI introduction through case analysis.

  • The world is in the great change by the digital revolution and is changing fast to knowledge-based society beyond information society. That is to say, Knowledge is the most powerful source of competitiveness. This change of environment needs new paradigm in design. As of today, There is need to study systematically and approach practically about knowledge management. So that, we are intend to reconstruct theoretical system from design-oriented viewpoint and propose knowledge-creation paradigm through the importing technique of knowledge management into design. This study is to develop theoretical frame work of knowledge management in design as a basic study on the implementation of knowledge management for design. By the method of study for this, It was studied literature and precedent. Further more, proposed the appropriate direction of knowledge management implementation in design. Also, It was composed knowledge management system of the infra system, information system, decision-making support system and knowledge competency. Finally, The technical feature of knowledge management system was analyzed from a information technology point of view.

  • The NGIS(National Geographic Information System) project is in its third phase currently. To put the produced data to practical use, central and local governments are trying to implement spatial data warehouse(SDW). In this study, status of local and international SDW(Spatial Data Warehouse) technology were investigated. It has been observed that in Korea it was necessary to shift the focus from management of spatial data to servicing of spatial data to information end users. To that end, the following tasks should be pursued : 1) standardization, 2) automatic ways of linking various legacy administrative information, 3) development of customized middleware for spatial data integration and 4) legal system infra structure.
