After the participatory government began, various cluster policies in explicit and tacit forms had been promoted. However, an opinion of coming up with new policy alternative different from the existing one is recently brought up for strengthening the competitiveness of industrial agglomerations. This research attempts to discuss the ways in which both a smart specialization strategy and a triple-helix innovation system approach, as an alternative approach to regional industrial policy, are theoretically associated with the existing cluster policy. Through this discussion, it highlights that post-cluster policy should be not just based on regional specificity, but also facilitated by establishing the consensus space of innovation on the bassis of voluntary cooperation among industry, academy and government. It also stresses that it is necessary to focus on nurturing a new industry by systematic and intensive investment and the diversification of industrial cluster for reinforcing competitiveness of local universities and revitalizing practical cooperation between industry and university.

In recent, the Korean fisheries industry face an overall crisis. Annual fish catch is continuously decreasing for last two decades even though various programs to improve fish population. Moreover, domestic fish market is more and more occupied by imported cheap fish products from abroad due to the consequence of open economic policy, FTA and WTO/DDA entente. Under the circumstances, this study aims to examine the potential for building fisheries cluster as a policy tool to promote fisheries and fisheries-associated industries in Korea. To achieve this goal, the authors firstly reviewed the theoretical concept of Industrial Cluster in the evolutionary economics point of view, secondly, analyzed the main components of Porterian Cluster(or innovation cluster), thirdly, derived the key reasons to induce the improvement of productivity within the cluster network system and lastly evaluated fisheries capability and industrial infrastructures of each province as a basic condition to build a fisheries cluster. The result of the study demonstrates the voluntary accumulation of fish products and processing techniques in Korea, however, it is not enough to make up a Porterian innovation. Therefore, the present is most opportune for applying fisheries cluster as a strategic policy tool. Government supports to establish innovation cluster for fisheries may contribute both fisheries industry and local economy by developing the latent capacity of fisheries and helping concentrate innovation capabilities.

As socio-economic paradigms have been moving towards the knowledge-based capitalism from the industrial capitalism, it is obvious that research on industrial agglomeration and regional innovation has been explosively increased. However, there is a contradictory tendency that the terms and concepts, which are related to industrial agglomeration, have became less clear and more fuzzy. In this sense, this paper attempts to tackle and reconsider the concept, typology and theories of agglomeration and (or) cluster in economic geography. The main claims are as follows. Firstly, the terms and concepts related to industrial agglomeration and cluster need to be clear. It seems to be that cluster is received as an umbrella concept of agglomerations all-embracing the varieties of a geographical concentration of industry. However, the authors claim that the cluster concept should be part of the diverse types of industrial agglomeration. Secondly, the tendency of a less clear definition on agglomeration and cluster could make it difficult to identify the types of agglomeration being in the forms of diversity. Such a tendency would result in a misguided understanding and interpretation of a typology of agglomeration. Finally and most importantly, as perspectives or theories that are associated with industrial agglomeration and cluster show increasingly a propensity of convergence, it is problematic that related theories and perspectives lose their own identity and distinctiveness.

The Semiconductor Industrial are developed after 1940. It was called “Rice of Industrial”. It needs great effect in Electronics. It was developed highly in recent several years with semiconductor manufacturing equipments. Semiconductor manufacturing devices are developed “In-line” type in the first stage. But It was non-effective in modem many type process. Because this reason, Cluster type manufacturing equipments are proposed. Cluster have ability of many-type-process and effective-scheduling by circular type process chamber In this paper. we propose a real-time 3D monitoring and simulation of this semiconductor manufacturing equipments. By proposed monitoring method, we have capability real visual maintanance & virtual simulation. This effective visual 3D monitoring could apply another dangerous environment in entire industrial.

In the Knowledge-based economy, it is inevitable for companies to implement knowledge management(KM in short) to improve management performance. In order to better understand the KM, it is necessary to examine the relationship between success factors of KM and KM performance in agribusiness sector. This study empirically analyzes the impact of success factors of Knowledge Management on companies' management performance in agribusiness cluster. From the survey data of 43 companies located in Sunchang fermented soybean products Industrial cluster, the study finds that four factors- learning culture, network, knowledge sharing and knowledge creating- influence management performance in a positive way. It also examines whether Industrial cluster strategy functions as a moderator between KM success factors and companies' performance. Furthermore, this study concludes that Sunchang fermented soybean Industrial cluster has not reached to the final stage of KM and suggests elements for further improvements.

Wind power is the most rapidly growing energy source in the world. Increased focus on climate changes and renewable energy is supporting the wind power industry in gaining momentum. Noksan wind cluster in Busan has been a major area in manufacturing the elementary parts of wind turbine. Despite growing recognition of the significance of Noksan, there has been only limited attention paid and in recent years. This paper reviews the literature of the current burning issues in wind turbine industries in the western countries. In addition, it describes the present state of Noksan wind power generation cluster and suggests the future plans to make it more effective complex.

Strategies for regional development has been implemented by facilitating the cultural industry since the mid 1990s. The government of Gyeongbuk attempted to establish the cluster of cultural industries and to enhance the capability of cultural industries. However, infrastructure of the industries is still weak. The most cultural industries are small-sized enterprises and are in low value-added production link in the value chain. This research examines the situation of cultural industries and then to recommend the direction of cluster of cultural industries in Gyeongbuk. The cluster of cultural industries in Gyeongbuk needs to be decentralized integration. Cultural industries in Gyeongbuk are found in dispersed regions with own cultural and industrial characteristics. The hub of cluster of cultural industries should be formulated to promote network among cultural industrial complexes in dispersed regions; thus, the hub is able to provide knowledge and information for the cultural industrial firms in Gyeongbuk. The supporting center as the hub of cluster has to input more energy to establish the on-line and off-line network among firms, and between firms and innovation agencies such as universities, cultural industrial organizations, and local governments. The cultural industrial cluster should be linked with IT cluster in Gumi and cluster of Daegu cultural industries to upgrade the value chain of cultural industries.

The most of national industrial complex were developed and supplied not according to the requirements of enterprise but the needs of the government. And it leads to current serious out of balance in demand and supply of industrial complex. Buckpyoung industrial complex started sale from when the industrial complex developed in 1995 however the unsold percentage of it was 67% until in October,2005. And this result was ranked the top in the unsold percentage among the 42 national industrial complex in korea. In this paper we research how to accelerate the sale of Buckpyoung industrial complex and to reinvigorate local economy and present the constitution of building material cluster and physical distribution system as the results of our research.

Currently, the SW industry is the center of digital economy and it is very important industry in terms of market scale and ripple effect. Due to the suffering from poor working environment of the SW industry and the disproportion of manpower supply due to the lack of experienced SW manpower, it is hard to create jobs of high quality for the SW professionals who can be applied to various convergence industries. In this study, we try to analyze the benchmarking cases of successful foreign industrial innovative clusters in order to promote sustainable development direction of SW industry and to create high quality SW jobs. First, the comparison criteria are derived from the viewpoint of creation of high quality SW jobs through an analysis of SW environment by using expert FGI (Focus Group Interview) technique. The critical success factors (CSFs) are derived by comparing and analyzing each industrial cluster cases in terms of SW job creation. This article presents the desirable implications of the cluster of SW industry that can generate SW jobs continuously from the viewpoint of ecosystem environment infrastructure. Through this study, we propose a meaningful direction of SW clusters for job creation, and solve the business inconsistency and suggest ways to increase the sustainability of core competence manpower.

Sports paradigm shift gave an opportunity to transform into production-oriented industry activities creating high value-added. Sports industrial cluster, organic union of qualitative industries producing and distributing of various sports derivative products, is necessary system in these sports paradigm shift. This study is intended to suggest the definition, construction, and direction for future of sports industrial cluster. In order to ensure the sustainable growth of sports industrial cluster, a growth strategy such as switching to the sementic cluster is needed. And the direction for future of sports industrial cluster were as following; finding the growth engine sports industry field according to the convergence, systematically promoting by setting the medium and long term development goals, constructing a wide industrial region for global competitiveness of sports industry.
