IT거버넌스와 IT서비스 관리 프로세스 성숙도가 IT아웃소싱 성과에 미치는 영향에 대한 연구

  • IT에 대한 의존도와 그에 따른 투자 비용이 증가함에 따라 IT거버넌스에 대한 관심이 높아지고 있는 추세이다. 또한 IT아웃소싱 시장의 확대, 계약 규모의 증가로 인해 IT 아웃소싱의 효과적인 운영에 대한 관심도 또한 높아지게 되면서 IT 서비스 제공을 위한 표준 등 프로세스를 기반으로 한 IT 서비스 관리가 주요 이슈로 떠올랐다. 본 연구는 국내 SI업체 V공급사와 그의 4개의 고객사를 대상으로 고객사와 공급사의 IT거버넌스 및 IT 서비스 관리에 대한 인식에 따른 IT아웃소싱 성공을 평가하였다. 자료의 수집은 IT거버넌스와 IT서비스 관리 프로세스 부문에 대해서는 관련 전문가(key informant)들을 대상으로 인터뷰와 설문을 통해 이루어졌고, IT아웃소싱 성공 평가는 고객사의 사용자(end user)를 대상으로 설문하여 약 200개의 데이터를 확보하였다. 그 결과 IT거버넌스와 IT 서비스 관리 성숙도가 IT아웃소싱 성과에 영향을 끼치는 것으로 나타났으며, IT 아웃소싱 성과를 평가하는 차원들끼리도 전체 만족도에 대해 영향을 미치는 것으로 조사되었다. 본 연구는 IT거버넌스와 IT서비스 관리 프로세스 성숙도가 IT아웃소싱 성과에 미치는 영향을 제시함으로써 IT거버넌스의 중요성을 인식시키고 IT서비스 관리 프로세스 시스템 도입을 고려하는 기업에 지침을 제공하고자 한다.

  • The Korea Development Bank promoted a total outsourcing for IT operation in 1999 for the first time in the banking industry. The Korea Development Bank became the center of public attention because the most banks were unwilling to take an outsourcing with external sources for the reason of financial operation accidents, securities, and threats of strikes. After the introduction of the total IT outsourcing, the Korea Development Bank has continuously diagnosed the problems of the IT outsourcing and adopted various proper complements for the enhancement of the IT outsourcing. As the result of the enhancement, the IT outsourcing of the Korea Development Bank marched into the joint liability operation period after going through the outsourcing operation period and the co-operation period. The joint liability operation which is the most leading outsourcing system which is adopted by the Korea Development Bank for the first time in the banking industry. Through the joint liability operation, the Korea Development Bank could accept the most up-to-date IT, concentrate internal manpower on the core capability, and secure flexibility of manpower. Also, the bank changed the relationship between the bank and the external sources from the one-sided relationship between a producers and a consumer to the joint liability relationship on which both sides are responsible for the operation, and could integrate the internal capacity with the professional know-how of the external IT outsourcing company. In this paper, we testified the soundness and validity for the worries of banks about the total IT outsourcing with external sources. And, we arranged the advantages and outcomes of the total IT outsourcing with external sources compared to the IT outsourcing with internal sources. Moreover, we expect that we can improve the closed financial IT outsourcing industry structure and raise the world competitive power of domestic IT outsourcing companies by correcting wrong ideas on the IT outsourcing with external sources.

  • Outsourcing is used as one of the effective methods while many companies have to start to innovate everything because of increased fierce global competition, low-growth economy, and varied customers' requirements. Under these conditions, a lot of firms are introducing outsourcing for cost savings, risk reduction, management efficiency, strengthen core competence. The purpose of this study is to analyze the effect of between outsourcing success by outsourcing strategy and factors for selecting outsourcing partners and BSC success in the Korea manufacturing. This study was intended to make it possible to get a practical approach on evaluation and compensation of the outsourcing manufacturing enterprises by identifying outsourcing success factors and BSC performance factors. When an outsourcing partner of enterprise is selected, detailed assessment will be possible in terms of partner's competence, financial factors, institutional factors, and operational factors.

  • The most distinctive characteristic in Maeil's outsourcing strategy was the rapid decision process done by CEO. At first, Maeil made a contract with a outsourcing vendor based on 50% investment for 5 years. However, 3 years later Maeil changed their outsourcing strategy from 10% share to 100% outsourcing. This is for the efficiency improvement and cost reduction. Also, Maeil organized separate TFT which could control IS quality. This TFT reviewed the feasibility of requirement analysis and IS planning process. Through this cooperation between TFT and the outsourcing vendor, Maeil could get the stable IT development and operation. During last 5 years, Maeil achieved great performance in the area of IT development and operation from the outsourcing. The present issue related to outsourcing strategy is whether Maeil will continue the current contract or change the vendor due to the anxiety of becoming a captive customer.

  • 오늘날의 기업 환경은 그 어느 때보다 다양하고 빠르게 변화하고 있다. 이러한 환경에서 급변하는 정보요구와 기술변화에 대처하기 위해 많은 기업들은 해당분야의 외부 전문업체에게 위탁하는 아웃소싱 전략을 활용하고 있다. 본 논문에서는 이와 같이 기업이 아웃소싱을 활용하는 부분중 한 분야인 '웹사이트 구축 및 운영'에 관한 아웃소싱에 대하여 성공요인을 도출하여 보고, 이러한 요인들이 아웃소싱 성공의 여러 차원인 경제적, 전략적, 기술적 이익과 아웃소싱을 통하여 구축된 웹의 성과에 어떻게 영향을 미치는지 살펴보았다.

  • 최근의 기업 환경은 고객욕구의 빠른 변화, 글로벌 경쟁의 격화와 급격한 정보기술의 발전으로 변화의 속도가 가속화하면서, 경영의 위기와 기회를 동시에 맞고 있다. 이러한 환경 속에서 기업의 핵심역량 강화와 경쟁우위를 위하여 필요한 정보기술을 어떻게 빨리 확보해서 활용하느냐가 매우 중요한 관건이 다. 종전에 는 이를 기업 내부에서 수행했으나, 요즈음은 외부 전문 업체에게 아웃소싱을 하는 추세이다. 이에 따라 국내 기업의 정보시스템 아웃소싱의 사례 연구를 통하여 아웃소싱의 위험 요소와 문제에 대한 방안을 제시하고자 한다.

  • 과거 제조업의 글로벌화에 이어 지식서비스의 글로벌화 추세는 소프트웨어 부문에서도 새로운 유형의 국제분업화를 야기하고 있고 소프트웨어 기업들의 비즈니스 방식에도 상당한 영향을 주고 있다. 하지만 국내 소프트웨어 산업은 글로벌 소프트웨어 아웃소싱 시장에서 매우 작은 비중을 차지하고 있고, 고임금 구조로 글로벌 기업들의 아웃소싱 수요를 유인할 수 있는 동기 요인을 제공하지 못한 것이 사실이다. 따라서 본 글에서는 최근 부각되고 있는 인도와 중국의 글로벌 소프트웨어 아웃소싱 시장 동향과 정부의 정책적 지원 현황을 살펴보고, 한국 상황에 적합한 글로벌 아웃소싱 모델이 무엇인지를 살펴본다.

  • The national IT outsourcing is actively achieved centering around the manufacturing enterprise and financial institution. The If outsourcing of the public institution is generalized. The IT development and operation management task are the field in which first an outsourcing is introduced due to a factor including the technological change, the efper increase in demand, and etc. Particularly, the core business of the public institution is the public service. Therefore, the core business of the public institution can concentrate on the core business and by drastically outsourcing the etc task ran improve an efficiency. Therefore, as to the IT outsourcing, the innovative method that can enhance the quality of the public service can become. In this paper, We analyze how the Supply Administration introducing the service level agreement (SLA: Service Level Agreement) and the problem that the Samsung SDS is faced with were solved. And the practical affairs guide-line for managing elements which can minimize trial and error and successfully implement the IT outsourcing is presented.

A Resource-Based Perspective on Three IT Resources and Their Relationships in IT Outsourcing (IT 아웃소싱 성공에 영향을 미치는 3가지 IT 자원들과 그 관계: 자원기반 관점에서)

  • IT outsourcing (ITO) is an integration of two firms-external vendor(s) and a client firm-IT resources by contract. According to resource-based view(RBV), three different resources-ITO vendor's resource, client firm's resource, and the relationship resource between two firms- may have an impact on ITO performance. However, there have been few previous studies considering all three IT resources simultaneously. There have been also few empirical studies in ITO context, which test Bharadwaj (2000)'s findings: 1) IT resources can be divided into tangible IT asset and intangible IT capability, and 2) only IT capability has an impact on the IT performance. Therefore we examined whether, in ITO context, all three different resources have a significant impact on ITO performance. Adopting the findings of previous IT studies, we also divided IT resource into IT asset and IT capability. To achieve this research objective, we analyzed 62 ITO cases of 45 companies being listed in Korean top 100 companies for recent 3 years. Also, we analyzed the data with the Partial Least Squares method. The results of this research lead to the following conclusions: First, only when partnership is high, ITO vendors' resource can have an influence on ITO performance. Second, only client firm's IT capability, not IT asset, is directly related to the ITO success. Third, a firm's IT capability can increase the partnership. Therefore, we concluded that 1) RBV is also an useful theory in ITO context, 2) Bharadwaj(2000)'s suggestion is valid in ITO context as well, and 3) the relationship resource is also important in ITO.
