  • This study aims to give suggestions based on survey to improve the quality of Global Construction Engineer Training Program in line with the government goals. The domestic construction industry in Korea has kept shrinking, whereas the global construction market is forecasted to keep expanding in the future. It has become an urgent task to be taken up for construction contractors and engineering firms so as to improve their capacity, in particular, in the fields of planning, management, finance as well as engineering. To deal with the lack of capacity of the domestic engineers and to help them emerge as global players in the competitive overseas construction market, the Ministry of Land, Infrastructure and Transport of the Korean government has designed a program called 'Global Construction Engineer Training Program.' The eligible target of the training program is mid-career professionals who are working for the construction contractors or engineering firms. To draw suggestions for this program, an importance-satisfaction analysis is conducted to evaluate the effectiveness of the training program implemented by the S University. The S University, along with C University, was selected as an implementation organization of the program in 2014 by the government. Through an email survey, the participating students in the program were asked questions on the importance and satisfaction against 17 indicators classified into 5 categories: instruction method, professional knowledge of instructors, contents of program, curriculum, and facility and environment. The survey results show that students are satisfied with the overall quality of the program, but it was also found that they want the program opens more coursework on practical application of knowledge, case studies, and global networking.

  • Korea plans to be the world's first country to transform its electricity network into "smart grids," which use information and operational technologies to help to facilitate the reduction of carbon emissions, make more efficient use of existing infrastructure/resources through meeting customer demand/less generation, and support renewable resources with real time monitoring and controls. In this situation, universities do the needful on priority to nurture smart grid engineers who will be responsible for state-of-the-art technologies as today's electric grid transitions to a digital network. This paper thus attempts to permanently turn out high-quality human resources in electrical engineering by fleshing out strategies for training smart electric grid engineers, based on lessons from a national undertaking of nurturing qualified power IT engineers starting on February 1 of 2007.

  • The purpose of this study is to identify the level of development of major technologies used in smart manufacturing in Korea and to use it as an objective basis for establishing smart manufacturing R & D personnel training policies. We select 25 key technologies to build and operate smart factories for the US, Germany, Japan, EU, Korea, and China, and examine the level (%) and gap (year) by smart manufacturing technology in each country. Based on the results, it is expected to contribute to reinforcing the global market competitiveness of the Korea manufacturing industry by checking the current status of R & D personnel training and suggesting policy suggestions for nurturing R & D personnel.

  • This article introduces a recent innovation in Korea's human resources development policy in the SW sector. Facing serious problems in cultivating SW engineers such as a mismatch in supply and demand of SW workers, shortage of globally competitive SW professionals, and insufficient education and training of university graduates, the Korean government has decided to adopt a new paradigm in national SW engineering education, based on supply chain management (SCM) in manufacturing. SCM has been a major component of the corporate competitive strategy, enhancing organizational productiveness and responsiveness in a highly competitive environment. It weighs improving competitiveness of the supply chain as a whole via long-term commitment to supply chain relationships and a cooperative, integrated approach to business processes. These characteristics of SCM are believed to provide insight into a more effective IT education and university-industry collaboration. On the basis of the SCM literature, a framework for industry-oriented SW human resources development is designed, and then applied in the case of nurturing computer-software engineers in Korea. This approach is expected to fumish valuable implications not only to Korean policy makers, but also to other countries making similar efforts to enhance the effectiveness and flexibility in human resources development. The construction of SCM-based SW HRD model is first trial to apply SCM into SW HRD field. The model is divided into three kinds of primary activities and two kinds of supportive activities in the field of value chain such as SW HRD Council, SW demand and supply plan establishment and the integration of SW engineering capabilities that contribute the reduction of the skill and job matching through SW HR demand and supply collaboration.

  • This paper aims to evaluate the performance of S University's Premier Global Construction Engineer Training Program. The net impact of the program is evaluated through a quasi-experiment design approach. The competency level of an individual participant is compared with that of a non-participating expert with similar professional background. The results show that the training program contributed to a significant improvement in the professional competencies of the participating students. The competency level was regressed on the subjects of curriculum. The achievements are attributable to a group of subjects focused on the skills for project development such as PPP, feasibility study, and project financing. Another group of subjects found to have significantly contributed to the improved competencies can be categorized as subjects focused on nurturing global perspectives. The paper shows it is possible to quantify the contribution of the program and the results provide a set of information that can be useful in designing and operating similar programs.

  • The purpose of this research is to find a solution for matching service between recruiting and job seeking of software developers. An efficient matching service solution is essential for acquiring solid global competitiveness in software industry and IT academia. An in-depth analysis on deep-rooted problems on mismatching has been performed. Past and present policies on mismatching solutions have been reviewed based on desirable co-growth structure. A new matching solution has been derived and a triple-helix strategy has been suggested. A survey result for 14 domain experts and 85 employees of large and small software companies shows that the suggested matching solution is useful. The results of this research can be used for finding a better matching service solution and policies.

  • In this rapidly changing information society, the needs for professional technicians in IT-related industrial fields are increasing, but the supplies of such men are not enough. A well-designed educational program is required in order to produce outstanding technicians in this up-to-date information-centered industrial environment. It is widely recognized that the educational program of two-year level college today should be improved because it has been mainly oriented to train or exercise short-term skills with a few basic theory. With this educational program, it is not easy to achieve the original educational goal to cultivate and to produce the specialists to be equipped with both technological and intellectual skills. Therefore, new three-year academic educational program is expected to accomplish that goal. This paper is aimed to offer a model of a new educational program on three-year academic system, which would help to meet IT industry's requirements.
