중학교 "환경" 교과의 교수.학습 및 평가 방법 연구 (A Study on Teaching-Learning and Evaluation Methods of Environmental Studies in the Middle School)

  • This study was performed to determine appropriate teaching-learning and evaluation methods for Environmental Studies. To promote the relevance of our study to the needs of the schools and concerned educational communities of environmental education, we reviewed related literature, conducted questionnaire surveys, interviewed related teachers and administrator, held meetings with experts, and field-tested our findings. For selecting and developing teaching-learning methods of Environmental Studies, findings of educational research in general are considered. moreover, principles of environmental education, general aim of environmental education, orientations of environmental education, and developmental stages of middle school students in educational psychology were attended. In addition, relevance to the purpose of the Environmental Studies curriculum, appropriateness for value inquiry as well as knowledge inquiry, small group centered class organization, social interaction centered teaching-learning process, regional environmental situation, significance of personal environment, evaluation methods of Environmental Studies, multi- and inter-disciplinary contents of the Environmental Studies textbook, suitability to the evaluation methods of Environmental Studies, and emphasis on the social interaction in teaching-learning process were regarded. It was learned the Environmental Studies can be taught most effectively in via of holding discussion sessions, conducting actual investigation, doing experiment-practice, doing games and plate, role-playing and carrying out simulation activities, and doing inquiry. These teaching-learning methods were field-tested and proved appropriate methods for the subject. For selecting and developing evaluation method of Environmental Studies, such principles and characteristics of Environmental Studies as objective domains stated in the Environmental Studies curriculum, diversity of teaching-learning organization, were appreciated. We categorized nine evaluation methods: the teacher may conduct questionnaire surveys, testings, interviews, non-participatory observations; they may evaluate student's experiment-practice performances, reports preparation ability, ability to establish a research project, the teacher may ask the students to conduct a self-evaluation, or reciprocal evaluation. To maximize the effect of these methods, we further developed an application system. It considered three variables, that is, evaluates, evaluation objectives domains, and evaluation agent, and showed how to choose the most appropriate methods and, when necessary, how to combine uses of different methods depending on these variables. A sample evaluation instrument made on the basis of this application system was developed and tested in the classes. The system proved effective. Pilot applications of the teaching-learning methods and evaluation method were made simultaneously; and the results and their implications are as follows. Discussion program was applied in a lesson dealing with the problems of waste disposal, in which students showed active participation and creative thinking. The evaluation method used in this lesson was a multiple-choice written test for knowledge and skills. It was shown that this evaluation method and device are effective in helping students' revision of the lesson and in stimulating their creative interpretations and responces. Pupils showed great interests in the actual investigation program, and this programme was proved to be effective in enhancing students' participation. However, it was also turned out that there must be pre-arranged plans for the objects, contents and procedures of survey if this program is to effective. In this lesson, non-participatory observation methods were used with a focus on the attitudes of students. A scaled reported in general description rather than in grade. Experiment-practice programme was adopted in a lesson for purifying contaminated water and in this lesson, instruction objectives were properly established, the teaching-learning process was clearly specified and students were highly motivated. On the other hand, however, it was difficult to control the class when some groups of students require more times to complete their experiment, and sometimes different results. As regards to evaluation, performance observation test were used for assessing skills and attitudes. If teachers use well-prepared Likert scale, evaluation of all groups within a reasonablely short period of time will be possible. The most effective and successful programme in therms of students' participation and enjoyment, was the 'ah-nah-bah-dah-market' program, which is kind of game of the flea market. For better organized program of this kind, however, are essential, In this program, students appraise their own attitudes and behavior by responding to a written questionnaire. In addition, students were asked to record any anecdotes relating to self-appraisal of changes on one's own attitudes and behaviours. Even after the lesson, students keep recording those changes on letters to herself. Role-playing and simulation game programme was applied to a case of 'NIMBY', in which students should decide where to located a refuse dumping ground. For this kind of programme to e successful, concepts and words used in the script should be appropriate for students' intellectual levels, and students should by adequately introduced into the objective and the procedures of the lessons. Written questionnaire was used to assess individual students' attitudes after the lesson, but in order to acquire information on the changes of students' attitudes and skills, pre-test may have to be made. Doing inquiry programme, in which advantages in which students actually investigated the environmental influence of the areas where school os located, had advantages in developing students' ability to study the environmental problems and to present the results of their studies. For this programme to be more efficient, areas of investigation should be clearly divided and alloted to each group so that repetition or overlap in areas of study and presentation be avoided, and complementary wok between groups bee enhanced. In this programme, teacher assessed students' knowledge and attitudes on the basis of reports prepared by each group. However, there were found some difficults in assessing students' attitudes and behaviours solely on the grounds of written report. Perhaps, using a scaled checklist assessing students' attitudes while their presentation could help to relieve the difficulties.

  • Many historical research and facet about modern art in Indonesia which formulating background of contemporary Indonesian Art. Indonesian art critic Sanento Yuliman states that Modern art has been rapidly developing in Indonesia since the Indonesian Independence in 1945. Modern Art is a part of the super culture of the Indonesian metropolitan and is closely related to the contact between the Indonesian and Western Cultures. Its birth was part of the nationalism project, when the Indonesian people consists of various ethnics were determined to become a new nation, the Indonesian nation, and they wished for a new culture, and therefore, a new art. The period 1960s, which was the beginning of the creation and development of the painters and the painters associations, was the first stage of the development of modern art in Indonesia. The second stage showed the important role of the higher education institutes for art. These institutes have developed since the 1950s and in the 1970s they were the main education institutes for painters and other artists. The artists awareness of the medium, forms or the organization of shapes were encouraged more intensely and these encouraged the exploring and experimental attitudes. Meanwhile, the information about the world's modern art, particularly Western Art; was widely and rapidly spread. The 1960s and 1970s were marked by the development of various abstractions and abstract art and the great number of explorations in various new media, like the experiment with collage, assemblage, mixed media. The works of the Neo Art Movement-group in the second half of the 1970s and in the 1980s shows environmental art and installations, influenced by the elements of popular art, from the commercial world and mass media, as well as the involvement of art in the social and environmental affairs. The issues about the environment, frequently launched by the intellectuals in the period of economic development starting in the 1970s, echoed among the artists, and they were widened in the social, art and cultural circles. The Indonesian economic development following the important change in the 1970s has caused a change in the life of the middle and upper class society, as has the change in various aspects of a big city, particularly Jakarta. The new genre emerged in 1975 which indicates contemporary art in Indonesia, when a group of young artists organized a movement, which was widely known as the Indonesian New Art Movement. This movement criticized international style, universalism and the long standing debate on an east-west-dichotomy. As far as the actual practice of the arts was concerned the movement criticized the domination of the art of painting and saw this as a sign of stagnation in Indonesian art development. Based on this criticism 'the movement' introduced ready-mades and installations (Jim Supangkat). Takes almost two decades that the New Art Movement activists were establishing Indonesian Installation art genre as contemporary paradigm and influenced the 1980's gene ration like, FX Harsono, Dadang Christanto, Arahmaiani, Tisna Sanjaya, Diyanto, Andarmanik, entering the 1990's decade as "rebellion period" ; reject towards established aesthetic mainstream i.e. painting, sculpture, graphic art which are insufficient to express "new language" and artistic needs especially to mediate social politic and cultural situation. Installation Art which contains open possibilities of creation become a vehicle for aesthetic establishment rejection and social politics stagnant expression in 1990s. Installation art accommodates two major field; first, the rejection of aesthetic establishment has a consequences an artists quest for medium; deconstruction models and cross disciplines into multi and intermedia i.e. performance, music, video etc. Second aspect is artists' social politic intention for changes, both conclude as characteristics of Indonesian Installation Art and establishing the freedom of expression in contemporary Indonesian Art until today.

한방간호 관리체계 연구 (Summary and Conclusion Title :Oriental Nursing Management System)

  • The purpose of this study is to investigate the present conditions of nursing investment contents, its conversion process, and output in Oriental University Medical Center, Korea to get good qualified Oriental nursing result which is the ultimate purpose of the Oriental nursing management, and to develope a matrix of Oriental nursing management system on the basis of that project. The subjects for nursing investment and output contents were eighteen nursing directors in eleven Oriental University Medical Center and two hundred thirty-nine nurses with three years and over experience in Oriental medical center. The subjects for Oriental nursing organization, human affair management, and control function were nineteen Oriental medical center in Oriental University Medical Center, Korea. Data were collected from November, 2002 to February, 2003 with questionnaire. Data analysis was done by SPSS PC+ 12 program. Frequency, percentage, and minimum/maximum values were used for investment contents, and frequency and percentage were used for conversion process and output contents. 1. The input factors of oriental nursing management system The objective's western hospital career was over five years of one hundred and seventy-five(73.2%) persons. Nursing in-service education was performed in fourteen hospitals(77.8%). Two hundreds(83.7%) were pro to oriental nurse system. Only four hospitals(22.2%) had independent budget in nursing division. Nursing staff allocation to the bed was from 2.8:1 to 9.06:1 respectively, with a big gap of the rate following the hospitals. 2. The conversion factors of oriental nursing system 1) Oriental nursing system Oriental hospital nursing system was organized independently in ten hospitals among eighteen hospitals. The recruitment of nurses which was a vital role of the nursing division of the hospital was mostly(79%) opened. The education to develope nursing personnels was through in-service one in 97.4%. Education for oriental nursing and management was performed in 42.1%(eight hospitals) and that for reserves was done in 36.8%(seven hospitals). Administration for nursing education by nursing division was 68.5%(thirteen hospitals). The post education evaluation was performed by report submission in 36.8%(seven hospitals), by written examination in 26.3%, by questionnaires in 21.1%, and by lecture presentation in 15.8% subsequently. The directorial meeting for the nursing directors was attended by 84.2%(sixteen hospitals), and the meeting type was the medical executive and support division executive meeting in 55.6%(ten hospitals) and the personnel management in 39.6%(seven hospitals). 2) The actual conditions of oriental nursing personnel management The reason of working in oriental hospital was by voluntary in 67.1%(a hundred and sixty persons), by nursing department order in 28.0%(sixty-seven persons), and by others in 5.0%(twelve persons) respectively. The shift form was a three-shifts one in 94.7%(eighteen hospitals), a two-shift one in only one hospital. Duty assignment was functional in 52.6%(ten hospitals), team and functional in 26.3%(five hospitals) and no team alone. Promotion manual was present at 68.4%(thirteen hospitals) and the competency essentials comprised of performance evaluation in 79%, interview, written examination, training result, study result subsequently. No labor union existed in 79%(fifteen hospitals) 3) Oriental nursing preceptor system There were five oriental hospitals(27.7%) administering the preceptor utilization model, which showed lower rate than the twenty-two medical university hospitals in Seoul in which fifteen hospitals (72.7%) were having the system. To the question of necessity of oriental nurse system asked to the objectives of two hundred and thirty-nine with more than three year-experience in oriental hospital, two hundred persons(83.7%) answered positively. 4) The control of oriental nursing The evaluation results from the target hospitals were mostly not opened in 89.4% of oriental hospitals. Thirteen hospitals(68.3%) had evaluation system of direct managers and the next were three hospitals(15.8%) of direct managers and selves. There was one hospital(5.3% each) where fellows and superiors, fellows, and inferiors' evaluation was performed and no hospital where superiors, fellows, inferiors and selves, and superiors, fellows and selves' evaluation was performed. The QI activity of nursing was 42.1%(eight hospitals) for nursing service evaluation, 36.8% for survey of ECSI, 26.3% for survey of ICSI, 15.8% for medical visit rate, 10% for hospital standardization inspection in sequence. 3. The output factors of oriental nursing management system The job satisfaction appeared good in general, indicating very good in thirty-seven persons (15.7%), good in one hundred and fourteen persons (48.3%) and fair in eighty-five persons(36.0%).

산학연 협업 활성화를 위한 R&D 네트워크 연결 예측 연구 (Predicting link of R&D network to stimulate collaboration among education, industry, and research)

  • 최근 전세계적으로 R&D 네트워크 및 산학연 협력 등을 강화하고 있는 추세이다. 네트워크 및 협업연구 부문에 대한 지원이 증가하면 학제간 융합 연구를 통한 새로운 이론의 창출과 새로운 학문 사업 분야로의 확장 가능성을 높일 수 있다. 우리나라도 정부의 R&D 과제 수행을 통해 형성된 R&D 네트워크를 효율적으로 지원할 수 있는 전략의 필요성이 증대되고 있다. 그럼에도 불구하고 우리나라는 국가 R&D 사업 참여자에 대한 개별인력정보와 일반화된 통계 자료에만 의존하여 네트워크 관점에서의 정책은 미흡한 실정이다. 이에 따라 R&D 사업에 참여하는 각 주체들 간의 관계를 분석하고 산학연 R&D 네트워크를 기반으로 향후 발생할 수 있는 네트워크의 변화를 예측하고자 한다. R&D 네트워크 변화 예측을 위해 Common Neighbor 모형과 Jaccard's Coefficient 모형을 기반 모델로서 채택하고자 하며, 이들의 한계점을 보완하고 Link Prediction 정확도를 향상시킨 새로운 예측 모형을 제안하고 이들간의 비교분석 결과를 도출하고자 한다. 이와 같은 연구 결과는 향후 R&D 네트워크의 변화에 대한 효과적인 예측을 통해 선제적인 산학연 사업 지원 전략을 수립하고, 융합 R&D사업 등을 효과적으로 지원할 수 있는 국가 정책을 도모하기 위한 방안을 제시한다는 점에서 의의가 있다. 본 연구결과 가중치의 적용은 Common Neighbor 모형과 Jaccard's coefficient 모형 모두에서 긍정적인 성과를 나타냈는데 상대적으로는 가중치가 적용된 Common Neighbor 모형에서의 정확도가 더 개선된 것으로 도출되었다. 즉, Common Neighbor 모형에서는 4,136개 중 650개를 예측한 반면, 가중치를 적용한 Common Neighbor 모형에서는50개의 정답이 증가한 700개를 예측하는 효과를 보였다. 한편, 상대적으로 Jaccard 계수의 경우는 약간의 성능 개선은 있으나 그 차이가 미미한 것으로 나타났다.

유럽연합의 세계 대학 평가시스템 '유-멀티랭크' 연구 (A Study on World University Evaluation Systems: Focusing on U-Multirank of the European Union)

  • 본 연구의 목적은 유럽연합에서 개발한 세계 대학 평가시스템 '유-멀티랭크(U-Multirank)'를 통해 대학의 실제 경쟁력과 질적 수준을 재검토해야 할 필요성 그리고 세계 대학 순위평가 시스템이라는 개념을 재정립해야 필요성을 역설하는 데 있다. 지금까지 널리 활용되고 있는 THE나 ARWU와 같은 세계 대학 순위평가 시스템은 연구중심 종합대학에 초점을 맞추어 정량화된 평가 방식을 취해왔다. 그러나 이러한 평가 방식은 세계 고등교육 분야에서 대학과 전공 간의 서열화를 조장하는 동시에 소규모 지방대학이나 유사 고등교육기관을 소외시키는 결과를 낳았다. 더구나 대학 순위평가제의 본래 취지가 잠재적 대학 편 입학자들에게 실질적이고 포괄적인 정보를 제공함으로써 그들 개개인의 교육 이상과 요구에 부합하는 고등교육기관을 선택할 수 있도록 돕는데 있다는 점을 도외시한채, 기존의 정량화된 평가 방식과 순위발표는 결코 도표 위의 수치로 환원될 수 없는 복잡다양한 교육현실을 축소시키는 문제마저 초래하였다. 유럽연합 교육위원회는 세계 대학 평가시스템의 이러한 결함을 보완하고 유럽 사회에 필요한 고등인재를 길러내기 위해 2009년부터 2011년까지 타당성 조사와 파일럿 테스트를 거쳐 '유-멀티랭크'라는 새로운 세계 대학 평가시스템을 개발하였다. THE나 ARWU 등과 차별화되는 유-멀티랭크의 특징은 사용자 중심성, 다차원성, 개별성이라는 원칙 아래 대학에 관한 질적 평가 방식을 취한다는 데 있다. 이 시스템은 모바일 운영체계를 기반으로 설계되어 디지털 글로벌 시대에 최적화된 세계 대학 평가시스템의 본보기를 제시할 뿐 아니라, 사용자의 접근성과 참여폭을 확장시킴으로써 시스템 자체의 무한한 자기검증과 진화 가능성까지 열어놓고 있다. 이는 대학 평가시스템의 투명성 확보와 관련해 대단히 중요한 장점이다. 무엇보다 유-멀티랭크의 사용자 중심 모바일 운영체계는 미국대학 중심의 기존 세계 대학리그에 국내 외의 다양한 대학들을 노출시킴으로써 공정한 질적 경쟁의 장을 마련해준다는 점에서 우리 대학들의 글로벌 경쟁력 강화를 위해서도 희망을 걸만한 대안이라 생각된다. 유-멀티랭크를 통한 세계 대학 평가시스템의 재개념화 가능성을 타진하기 위해 본 연구는 Edgar Morin의 복잡성 사고 이론과 Karl Popper의 과학철학에 기댄 인식론적 접근을 시도하고 있다.

한정된 O-D조사자료를 이용한 주 전체의 트럭교통예측방법 개발 (DEVELOPMENT OF STATEWIDE TRUCK TRAFFIC FORECASTING METHOD BY USING LIMITED O-D SURVEY DATA)

  • The objective of this research is to test the feasibility of developing a statewide truck traffic forecasting methodology for Wisconsin by using Origin-Destination surveys, traffic counts, classification counts, and other data that are routinely collected by the Wisconsin Department of Transportation (WisDOT). Development of a feasible model will permit estimation of future truck traffic for every major link in the network. This will provide the basis for improved estimation of future pavement deterioration. Pavement damage rises exponentially as axle weight increases, and trucks are responsible for most of the traffic-induced damage to pavement. Consequently, forecasts of truck traffic are critical to pavement management systems. The pavement Management Decision Supporting System (PMDSS) prepared by WisDOT in May 1990 combines pavement inventory and performance data with a knowledge base consisting of rules for evaluation, problem identification and rehabilitation recommendation. Without a r.easonable truck traffic forecasting methodology, PMDSS is not able to project pavement performance trends in order to make assessment and recommendations in the future years. However, none of WisDOT's existing forecasting methodologies has been designed specifically for predicting truck movements on a statewide highway network. For this research, the Origin-Destination survey data avaiiable from WisDOT, including two stateline areas, one county, and five cities, are analyzed and the zone-to'||'&'||'not;zone truck trip tables are developed. The resulting Origin-Destination Trip Length Frequency (00 TLF) distributions by trip type are applied to the Gravity Model (GM) for comparison with comparable TLFs from the GM. The gravity model is calibrated to obtain friction factor curves for the three trip types, Internal-Internal (I-I), Internal-External (I-E), and External-External (E-E). ~oth "macro-scale" calibration and "micro-scale" calibration are performed. The comparison of the statewide GM TLF with the 00 TLF for the macro-scale calibration does not provide suitable results because the available 00 survey data do not represent an unbiased sample of statewide truck trips. For the "micro-scale" calibration, "partial" GM trip tables that correspond to the 00 survey trip tables are extracted from the full statewide GM trip table. These "partial" GM trip tables are then merged and a partial GM TLF is created. The GM friction factor curves are adjusted until the partial GM TLF matches the 00 TLF. Three friction factor curves, one for each trip type, resulting from the micro-scale calibration produce a reasonable GM truck trip model. A key methodological issue for GM. calibration involves the use of multiple friction factor curves versus a single friction factor curve for each trip type in order to estimate truck trips with reasonable accuracy. A single friction factor curve for each of the three trip types was found to reproduce the 00 TLFs from the calibration data base. Given the very limited trip generation data available for this research, additional refinement of the gravity model using multiple mction factor curves for each trip type was not warranted. In the traditional urban transportation planning studies, the zonal trip productions and attractions and region-wide OD TLFs are available. However, for this research, the information available for the development .of the GM model is limited to Ground Counts (GC) and a limited set ofOD TLFs. The GM is calibrated using the limited OD data, but the OD data are not adequate to obtain good estimates of truck trip productions and attractions .. Consequently, zonal productions and attractions are estimated using zonal population as a first approximation. Then, Selected Link based (SELINK) analyses are used to adjust the productions and attractions and possibly recalibrate the GM. The SELINK adjustment process involves identifying the origins and destinations of all truck trips that are assigned to a specified "selected link" as the result of a standard traffic assignment. A link adjustment factor is computed as the ratio of the actual volume for the link (ground count) to the total assigned volume. This link adjustment factor is then applied to all of the origin and destination zones of the trips using that "selected link". Selected link based analyses are conducted by using both 16 selected links and 32 selected links. The result of SELINK analysis by u~ing 32 selected links provides the least %RMSE in the screenline volume analysis. In addition, the stability of the GM truck estimating model is preserved by using 32 selected links with three SELINK adjustments, that is, the GM remains calibrated despite substantial changes in the input productions and attractions. The coverage of zones provided by 32 selected links is satisfactory. Increasing the number of repetitions beyond four is not reasonable because the stability of GM model in reproducing the OD TLF reaches its limits. The total volume of truck traffic captured by 32 selected links is 107% of total trip productions. But more importantly, ~ELINK adjustment factors for all of the zones can be computed. Evaluation of the travel demand model resulting from the SELINK adjustments is conducted by using screenline volume analysis, functional class and route specific volume analysis, area specific volume analysis, production and attraction analysis, and Vehicle Miles of Travel (VMT) analysis. Screenline volume analysis by using four screenlines with 28 check points are used for evaluation of the adequacy of the overall model. The total trucks crossing the screenlines are compared to the ground count totals. L V/GC ratios of 0.958 by using 32 selected links and 1.001 by using 16 selected links are obtained. The %RM:SE for the four screenlines is inversely proportional to the average ground count totals by screenline .. The magnitude of %RM:SE for the four screenlines resulting from the fourth and last GM run by using 32 and 16 selected links is 22% and 31 % respectively. These results are similar to the overall %RMSE achieved for the 32 and 16 selected links themselves of 19% and 33% respectively. This implies that the SELINICanalysis results are reasonable for all sections of the state.Functional class and route specific volume analysis is possible by using the available 154 classification count check points. The truck traffic crossing the Interstate highways (ISH) with 37 check points, the US highways (USH) with 50 check points, and the State highways (STH) with 67 check points is compared to the actual ground count totals. The magnitude of the overall link volume to ground count ratio by route does not provide any specific pattern of over or underestimate. However, the %R11SE for the ISH shows the least value while that for the STH shows the largest value. This pattern is consistent with the screenline analysis and the overall relationship between %RMSE and ground count volume groups. Area specific volume analysis provides another broad statewide measure of the performance of the overall model. The truck traffic in the North area with 26 check points, the West area with 36 check points, the East area with 29 check points, and the South area with 64 check points are compared to the actual ground count totals. The four areas show similar results. No specific patterns in the L V/GC ratio by area are found. In addition, the %RMSE is computed for each of the four areas. The %RMSEs for the North, West, East, and South areas are 92%, 49%, 27%, and 35% respectively, whereas, the average ground counts are 481, 1383, 1532, and 3154 respectively. As for the screenline and volume range analyses, the %RMSE is inversely related to average link volume. 'The SELINK adjustments of productions and attractions resulted in a very substantial reduction in the total in-state zonal productions and attractions. The initial in-state zonal trip generation model can now be revised with a new trip production's trip rate (total adjusted productions/total population) and a new trip attraction's trip rate. Revised zonal production and attraction adjustment factors can then be developed that only reflect the impact of the SELINK adjustments that cause mcreases or , decreases from the revised zonal estimate of productions and attractions. Analysis of the revised production adjustment factors is conducted by plotting the factors on the state map. The east area of the state including the counties of Brown, Outagamie, Shawano, Wmnebago, Fond du Lac, Marathon shows comparatively large values of the revised adjustment factors. Overall, both small and large values of the revised adjustment factors are scattered around Wisconsin. This suggests that more independent variables beyond just 226; population are needed for the development of the heavy truck trip generation model. More independent variables including zonal employment data (office employees and manufacturing employees) by industry type, zonal private trucks 226; owned and zonal income data which are not available currently should be considered. A plot of frequency distribution of the in-state zones as a function of the revised production and attraction adjustment factors shows the overall " adjustment resulting from the SELINK analysis process. Overall, the revised SELINK adjustments show that the productions for many zones are reduced by, a factor of 0.5 to 0.8 while the productions for ~ relatively few zones are increased by factors from 1.1 to 4 with most of the factors in the 3.0 range. No obvious explanation for the frequency distribution could be found. The revised SELINK adjustments overall appear to be reasonable. The heavy truck VMT analysis is conducted by comparing the 1990 heavy truck VMT that is forecasted by the GM truck forecasting model, 2.975 billions, with the WisDOT computed data. This gives an estimate that is 18.3% less than the WisDOT computation of 3.642 billions of VMT. The WisDOT estimates are based on the sampling the link volumes for USH, 8TH, and CTH. This implies potential error in sampling the average link volume. The WisDOT estimate of heavy truck VMT cannot be tabulated by the three trip types, I-I, I-E ('||'&'||'pound;-I), and E-E. In contrast, the GM forecasting model shows that the proportion ofE-E VMT out of total VMT is 21.24%. In addition, tabulation of heavy truck VMT by route functional class shows that the proportion of truck traffic traversing the freeways and expressways is 76.5%. Only 14.1% of total freeway truck traffic is I-I trips, while 80% of total collector truck traffic is I-I trips. This implies that freeways are traversed mainly by I-E and E-E truck traffic while collectors are used mainly by I-I truck traffic. Other tabulations such as average heavy truck speed by trip type, average travel distance by trip type and the VMT distribution by trip type, route functional class and travel speed are useful information for highway planners to understand the characteristics of statewide heavy truck trip patternS. Heavy truck volumes for the target year 2010 are forecasted by using the GM truck forecasting model. Four scenarios are used. Fo~ better forecasting, ground count- based segment adjustment factors are developed and applied. ISH 90 '||'&'||' 94 and USH 41 are used as example routes. The forecasting results by using the ground count-based segment adjustment factors are satisfactory for long range planning purposes, but additional ground counts would be useful for USH 41. Sensitivity analysis provides estimates of the impacts of the alternative growth rates including information about changes in the trip types using key routes. The network'||'&'||'not;based GMcan easily model scenarios with different rates of growth in rural versus . . urban areas, small versus large cities, and in-state zones versus external stations. cities, and in-state zones versus external stations.

국가 감염병 공동R&D전략 수립을 위한 분류체계 및 정보서비스에 대한 연구: 해외 코로나바이러스 R&D과제의 분류모델을 중심으로 (The Classification System and Information Service for Establishing a National Collaborative R&D Strategy in Infectious Diseases: Focusing on the Classification Model for Overseas Coronavirus R&D Projects)

  • 세계는 신형 코로나바이러스 감염증(COVID-19)으로 수 많은 인명 피해와 경제적 손실을 기록하고 있는 상황이다. 우리나라 정부는 연구개발(Research & Development)을 통해 국가 감염병 위기를 극복하려는 전략을 수립하고 실행하기 위한 투자방향을 수립하였다. 기존 기술분류나 과학기술 표준분류에 따른 통계를 활용하면 특정 R&D 분야의 특이점 및 변화를 발견하기 어렵다는 한계가 존재해왔다. 최근 우리나라 감염병 연구개발 과제를 대상으로 수요자의 목적에 맞게 분류체계를 수립하고 연구비 비교 분석을 통해 투자가 요구되는 연구 분야를 제시하는 연구들이 진행되었다. 하지만 현재 국가 보건 안보와 신성장 산업육성이라는 목표를 달성하기 위한 실행방안으로 요구되고 있는 전염병 연구분야의 국가간 협력전략 수립에 필요한 정보를 체계적으로 제공하고 있지 못한 상황이다. 따라서 국가 공동 연구개발 전략 수립을 위한 분류체계와 분류모델기반의 정보서비스에 대한 연구가 요구되고 있다. 우선 감염병관련 NTIS 과제데이터를 기반으로 정성분석을 통해 7개의 분류체계를 도출하였다. 스코퍼스(Scopus) 데이터와 양방향 RNN모델을 사용하여, 분류체계 모델을 학습시켰다. 최종적인 모델의 분류 성능은 90%이상의 높은 정확도와 강건성을 확보하였다. 실증연구를 위해 주요 국가의 코로나바이러스 연구개발 과제를 대상으로 전염병 분류체계를 적용하였다. 주요 국가의 감염병(코로나바이러스) 연구개발 과제를 분류체계별로 분석한 결과, 세계적으로 유행하는 바이러스의 예상치 못한 창궐이 확산되는 속도에 비해 백신과 치료제 개발이 제대로 이뤄지지 않는 원인의 배경을 간접적으로 확인할 수 있었다. 국가별 비교분석을 통해 미국과 일본은 상대적으로 모든 영역에 골고루 연구개발 투자를 하고 있는 것으로 나타난 반면, 유럽은 상대적으로 특정 연구분야에 많은 투자를 하는 집중화 전략을 취하는 것으로 나타났다. 동시에 주요 국가의 코로나 바이러스 주요 연구조직에 대한 정보를 분류체계별로 제공하여 국제 공동R&D 전략의 기초정보를 제공하였다. 본 연구 결과를 통해 세 가지 정책적 의미를 도출할 수 있다. 첫째, 데이터기반 과학기술정책 관점에서 수요자 관심분야에 대한 국가 R&D사업의 정보를 글로벌 기준으로 문서를 분류하는 방안을 제시하였다. 둘째, 감염병관련 국가 R&D사업 영역에 대한 정보분석 서비스 기획의 기반을 마련하였다. 마지막으로 국가 감염병 R&D 분류체계 수립을 통해 분류 체계의 궁극적 목표인 산업, 기업, 정책 정보를 제공할 수 있는 기반을 마련한 것이다.

해외사례 분석을 통한 조경분야에서의 BIM 도입효과 및 실행방법에 관한 연구 (A Study on the Effects of BIM Adoption and Methods of Implementationin Landscape Architecture through an Analysis of Overseas Cases)

  • 현재 미국, 호주, 북유럽 등지의 해외 조경실무에서 BIM의 필요성에 대한 자각과 함께 전문적 연구가 수행되고 있으며, 관련 단체에서도 조직적 활동을 펼침으로써 BIM을 활용한 조경 프로젝트들이 증가하는 추세다. 그러나 아직 국내 조경분야에서는 BIM 도입이 이루어지지 않고 있으므로, 본 연구에서는 BIM을 활용한 조경 프로젝트 사례를 조사, 분석하여 BIM 도입에 따른 효과와 활용방법을 논하고자 했다. 이를 위해 세 가지 BIM 도입효과인 설계업무의 효율성 향상, 협업 환경의 마련, 지형설계의 형태 구현을 보여주는 조경 프로젝트들을 선정하고, 이들을 대상으로 조경정보 구축, 3D 모델링 제작, 상호운용성 확보, BIM 모델의 시각적 활용이라는 네 가지 측면에서 BIM의 활용방법을 살펴보았다. 첫째, 조경정보 구축의 측면에서 사례들을 살펴본 결과, 시설물과 수목 등 상세한 조경요소들로부터 기반시설 등 광범위한 건설정보들이 3D 라이브러리나 2D CAD 형식으로 구축되었다. 둘째, 3D 모델링 제작을 살펴보면 간단한 지형과 수목을 포함한 조경공간을 Revit으로 모델링하거나, 정교하고 복잡한 지형을 Maya와 같은 전문적 3D 모델링 도구로 모델링했다. 그리고 통합모델은 분야별 모델을 제작하여 주기적으로 교환, 검토하고, 최종적으로 이들을 통합하는 방식으로 제작되었다. 셋째, 분야간 데이터의 상호운용성은 파일 포맷의 단일화, 상이한 포맷의 변환, 또는 정보 표준의 준수를 통해 이루어졌고, 이를 토대로 건설정보를 공유하여 협업을 도모했다. 넷째, 3D 모델을 시각화함으로써 참여자들간의 의견조율, 설계안의 인허가, 대중 홍보가 이루어졌다. 사례분석을 통해 BIM은 디자인 도구라기보다 설계업무의 효율성을 높이고, 분야간 협업을 도모하는 프로세스임을 알 수 있었고, 특히 조경가들이 BIM을 활용한 통합 프로젝트에서 중요한 역할을 수행하고 있음을 확인했다. 따라서 그간 건설분야에서 BIM으로의 전환을 통해 많은 이익과 기회를 누렸듯이 조경분야에서도 적극적으로 BIM을 도입해야 할 것이다.

삼중고 탈피 후 대역전의 성공을 이끈 걸 그룹'카라'의 차별화 전략 (The Korean Girl Group Kara's Differentiation Strategy Which Overcome the Trilemma and Led to the Great Reversal Success)

  • 걸 그룹 '카라'는 데뷔 성적 부진, 팀 해체 위기, 소속사 경영 위기란 삼중고에 시달렸지만, 모두 극복하고 회생해 한국 대중음악사에 위업을 남겼다. 그러나 그 성공전략은 이들의 앨범·공연 프로젝트에 참여한 내부자들에 의해 전혀 공개된 적이 없다. 따라서 본 연구는 사실상 활동 종료 상태인 '카라'의 성과 요인을 분석해 학술적 시사점을 제공하고 고인이 된 경영자 이호연 대표와 '카라'의 핵심 구성원 구하라의 업적을 기리고자 실시하였다. 이에 따라 자료 분석을 선행한 뒤 2020년 11~12월 프로젝트에 참여한 매니저, 작곡자, 스타일리스트, 멤버 구하라(그녀만 생전인 2019년 별도 인터뷰)를 대상으로 심층 인터뷰를 실시했다. 분석 모델은 포터(Porter)의 경쟁 우위 전략과 음악 산업의 가치사슬 모델을 결합해 '상품 혁신 차별화'(프로듀싱, 음원·앨범 제작, 공연활동)와 '마케팅 차별화'(표적시장 설정, 이미지 특화, 홍보·소통)의 범주로 나눠 설정하였다. 연구 결과, 상품 차별화에서 무모한 스타 가수 모방하기 대신 힐링을 유발하는 '밝은 에너지의 발산'을 목표로 구성원들이 지닌 고유의 개성과 진솔함의 가치를 재발견해 창작한 밝은 노래 및 댄스들과 완전히 조화시키고, 마케팅 차별화에서는 일본의 10~20대를 표적시장으로 정해 팬·미디어와 친화성을 높여 역전에 성공한 것으로 분석되었다. 본 연구는 포터의 차별화가 아이돌 그룹의 육성, 흥행, 그리고 부활 실현에서도 유의미한 전략으로 기능할 수 있음을 시사한다. 일본 배우 게키단 히토리의 호명은 '카라'의 일본 흥행을 이끈 강력한 점화효과를 유발했기에 초기 또는 명사 팬덤의 활동이 차별화 실현의 유효한 촉매제가 될 수 있음을 재확인시켜준다.

  • UN의 SDGs 추진을 위해 우리나라는 2019년 K-SDGs를 제시하였으나, SDGs의 중요한 이행 수단인 과학기술 분야에 대한 역할과 과제가 구체화 되지 않았다. 이에, 2020년 과기정통부의 정책연구과제인 '신남방정책 확산 및 2030 SDGs 실현을 위한 과학기술 ODA 추진 로드맵'을 통해 SDGs 추진을 위한 과학기술 ODA의 역할을 정립하고, 물, 기후변화, 에너지, ICT 등 10개 분야에 대한 향후 10년간의 추진 목표와 전략 및 중점과제를 도출하였다. 본 논문에서는 SDGs 실현을 위한 과학기술 ODA 추진 로드맵의 30개 중점과제를 분석하여 효과적인 로드맵 추진을 위한 중·단기 과제 및 추진방안을 제안하고자 한다. 각 분야의 중점과제 중 로드맵 추진 여건 조성 및 통합이 가능한 ICT/스마트화, 글로벌 문제해결거점, 협력/소통 플랫폼, 비즈니스 모델/창업지원플랫폼/리빙랩의 4개 공통 키워드를 도출하고, 이를 로드맵의 세부 내용과 연계하여 과학기술 ODA 네트워크 구축, 리빙랩 연계 창업지원 비즈니스 플랫폼 구축, 수원국 현지 스마트화, 글로벌문제해결거점 확장 및 지속성 확보의 4개 중·단기 과제로 설정하였다. 도출된 중·단기 과제에 대해서는 글로벌문제해결거점의 ICT화를 통한 추진 방안을 제시하였다. 본 논문에서 제시하는 중·단기 과제의 추진은 과학기술 ODA 로드맵의 보다 효과적인 달성에 기여할 수 있을 것이며, 이를 통해 우리나라의 SDGs 이행 또한 높은 성과를 올릴 수 있을 것으로 기대한다.
