  • The wetness index has been frequently used to describe the spatial distribution of the hydrologic status on the platform of the grid based model such as TOPMODEL and THALES. The statistical and spatial distributions of the wetness index are primarily depend upon the flow determinatin algorithm. The comparison among various algorithms and the decision making of the application algorithms are desirable. The entropy is used to evaluate the information transfer patterns of the various flow determination algorithm. The Holmgren's H algorithm and the SDFAA algorithm were found to be the better scheme than the other approaches to maximize the information contents of the wetness index.

  • Background: The objectives of the study are to find out the effect of the implementing reform in three Central Asian countries, identify its impact on health status and health care delivery systems. This study address to identify strong and weak points of the health systems and provide a recommendation for further health care organization. Methods: A comparative analysis was conducted to evaluate the effects of implemented policy on health care system efficiency and equity. Secondary data were collected on selected health indicators using information from the World Health Organization Global Health Expenditure Database, European Health Information Platform, and World Bank Open Data. Results: In terms of population status, countries achieved relatively good results. Infant mortality and under-5 mortality rate decreased in all countries; also, life expectancy increased, and it was more than 70 years. Regulations of the health systems are still highly centralized, and the Ministry of Health is the main organ responsible for national health policy developing and implementation. Among the three countries, only Kyrgyzstan was successful in introducing a national health system. Distribution of health expenditure between public expenditure and out-of-pocket payments was decreased, and out-of-pocket payments were less the 50% of total health expenditure in all countries, in 2014. Conclusion: After independent, all three countries implemented a certain number of the policy reform, mostly it was directed to move away from the old the Soviet system. Subsequent reform should be focused on evidence-based decision making and strengthening of primary health care in terms of new public health concepts.

  • The "sharing economy" describes a type of business built on the sharing of resources - allowing customers to access goods when needed. While sharing goods has always been a common practice among friends, family, and neighbors, in recent years, the concept of sharing has moved from a community practice into a profitable business model. This study explores gaps between customers' actual usages and current policies on accommodation sharing by analyzing what needs to be done for the better establishment of sharing economy in society. The purpose of this study is to investigate perceptions of accommodation sharing by analyzing reviews and negative aspects that help resolve complaints and improve better services through policy establishment. This study investigates key attributes that influence business performance to improve citizens' decision-making for the usage of accommodation sharing. This study applies qualitative research by collecting demand- and supply-side reviews from selected registered accommodations using a random sampling procedure. This study finds that guests prefer entire house sharing with instrumental attributes related to properties. Entire house sharing of multiple dwellings shows business impacts in terms of high occupancy rate on the platform, while there are policy concerns with entire house sharing. The results provide policy and managerial implications by suggesting proper policies and considering relationships with citizens.

  • Governments around the world are enacting laws mandating explainable traceability when using AI(Artificial Intelligence) to solve real-world problems. HAI(Human-Centric Artificial Intelligence) is an approach that induces human decision-making through Human-AI collaboration. This research presents a case study that implements the Human-AI collaboration to achieve explainable traceability in governmental data analysis. The Human-AI collaboration explored in this study performs AI inferences for generating labels, followed by AI interpretation to make results more explainable and traceable. The study utilized an example dataset from the Ministry of Oceans and Fisheries to reproduce the Human-AI collaboration process used in actual policy-making, in which the Ministry of Science and ICT utilized R&D PIE(R&D Platform for Investment and Evaluation) to build a government investment portfolio.

  • The concept of citizen science(CS) is defined as "scientific work carried out by citizens." Here, 'citizen' means someone who has knowledge of everyday life, regardless of whether they have formal expertise in a related field. This definition may encompass scientists, as many scientists participate in scientific democracy and use their expertise in a citizen-oriented manner. That work is derived from their citizenship, so their scientific work is CS. CS in Korea has expanded from the Korea Pollution Research Institute, which was founded in 1982, to the Center for Democracy in Science & Technology, which was founded in 1997. Furthermore, in recent years, government agencies have started using CS approach. In this paper, I introduce Korean CS and examine its accomplishments and difficulties through eight cases. I show that Korea's CS activities have made a significant impact on Korean society and the experience of these activities has implications for the future directions of CS. I do so by examining four modes of CS and explore practical messages for more varied roles of CS. Until now CS has been mainly considered in the context of "CS as education" or "CS as movement" in Korea. However, governance and the platform mode of social decision-making or research, though still rare, have recently emerged as additional CS activities. Although it cannot be said with certainty that CS is better, it is undoubtedly better the more varieties of its modes coexist. The four types of CS will contribute individually or complementarily to social learning. Thus, because of its distinctive potential, CS is not exhausted by the supplementary concept of science.

  • Modern company faces an uncertain future and a competitive environment and are seeking new technologies and creative products to ensure the corporate growth and survival in the market through continuous innovation. "University Industry Cooperation(UIC)" is a point of contact for overcoming the crisis faced by companies and universities in this era and a cooperation platform for mutual prosperity. As a subsidiary of a university, "Technology Holding Company(THC)" is attracting attention as a new window for UIC in Korea. The role of THC is to establish and foster the business opportunities of their subsidiaries and to return investment profits to the university ecosystem again. But recently, the life cycle of technology is getting shorter, and the development cost is steadily increasing. In particular, with the increase of hybrid projects based on convergence and combination, the risk of conducting research(R&D) and new product development(NPD) projects is gradually increasing. A PMO refers to a project management organization that can contribute to improving the success rate of projects with increasing uncertainty by supporting project visibility and appropriate decision-making. The purpose of this study is to raise a research question on whether THC's corporate performance can be improved when "Project Management System(PMO Service)" is introduced into the subsidiary incubation system of THC. This study proposes several research methods to identify the relationship between the introduction of PMO and the corporate performance of THC.

  • The context aware service is the service to provide useful information to the users by recognizing surroundings around people who receive the service via computer based on computing and communication, and by conducting self-decision. But CAS(Context Awareness System) shows the weak point of small-scale context awareness processing capacity due to restricted mobile function under the current mobile environment, memory space, and inference cost increment. In this paper, we propose a mobile cloud context system with using Google App Engine based on PaaS(Platform as a Service) in order to get context service in various mobile devices without any subordination to any specific platform. Inference design method of the proposed system makes use of knowledge-based framework with semantic inference that is presented by SWRL rule and OWL ontology and Jess with rule-based inference engine. As well as, it is intended to shorten the context service reasoning time with mapping the regular reasoning of SWRL to Jess reasoning engine by connecting the values such as Class, Property and Individual which are regular information in the form of SWRL to Jess reasoning engine via JessTab plug-in in order to overcome the demerit of queries reasoning method of SparQL in semantic search which is a previous reasoning method.
