Recently, the importance of IPTV providing multimedia service over IP based networks managed to provide the required level of quality of service and experience, security, interactivity and reliability has been gradually increasing by the commercialization of its service. However, the original purposes of IPTV service - contents are produced and consumed anytime, anywhere, and over any device at the same time - have not been satisfied by service providers because most services offered by service providers depend on closed IPTV platform. In this paper, we propose an open IPTV service platform that an individual or small company can easily produce contents and offer IPTV service independently from the existing closed IPTV platform.. The proposed IPTV platform exploits overlay multicast scheme to offer reasonable service under the environment where network bandwidth and processor resource are limited. It also uses CDN-like scheme to ensure the quality of transmitted contents. The performance evaluation shows that the proposed IPTV platform has the possibility of being an open IPTV platform considering its results such as the quality of transmitted contents, the transmission rate, the channel zapping time, and so on. It also shows that proposed IPTV platform could be applied to real IPTV service with continuous enhancement of its functions and user interfaces.

IPTV Service was launched with great expectation, but it is having difficulty due to the low number of subscribers and contents. In addition, the study of IPTV is still in its infancy and most of previous studies are only focused how IPTV is adopted and spread. In this study, we defined that resistance is the users not tend to accept IPTV service, and analyzed factors affecting resistance which are Innovative characteristics, User characteristics, Service characteristics and proposed implications for IPTV service vitalization. The results that relative advantage, complexity, attitude of an existing product, contents, cost, innovativeness have significant effects on resistance to IPTV.

In a competitive media environment, Internet Protocol television (IPTV) has gained appeal because of its essential characteristics, 'Internet and Interactivity'. Our study aims to explore predictors that affect IPTV-VOD adoption within the context of competing media (i.e., existing multi-channel video programming services, such as cable television and digital broadcasting satellite services). In addition, this study examines if IPTV-VOD functions as a substitute for existing multi-channel services, such as cable television and direct broadcasting satellite services. A self-report survey through face-to-face interviews was conducted in Seoul metropolitan area and other six big cities. Our findings showed that primary factors for adopting an IPTV-VOD are: age of user, subjective importance of terrestial broadcasting services, real-time terrestrial broadcasting services, and other interactive service characteristics, such as time-shifting. Also, IPTV-VOD services were found to be a substitute for existing multi-channel video programming services.

Recently internet protocol television (IPTV) service is becoming a typical emerging service enabled on broadband networks. Through the Internet which cannot support quality of service (QoS) beyond best-effort (BE) policy, how to manage and maintain its service quality is an important and essential issue for successful deployment and settlement of IPTV service. In particular, the current measurement scheme that mostly depends on specific equipments should be replaced with one that supports realtime and constant measurement achieved on a user's own will. Therefore, this paper proposes a scheme so-called 'user centric realtime measurement' of IPTV service. The developed software, which is installed in a set-top box (STB) at a user's premise, measures and reports the quality of IPTV service in realtime. In order to verify the performance and accuracy of the developed software, a number of tests are performed comparing to the measurement values from two major measurement equipments. The result of the tests shows that the measurement by the implemented software is significantly reliable.

IP(Internet Protocol)망을 이용한 IPTV가 활발하게 제공되고 있다. IPTV는 기존의 방송방법과는 다르게 대역폭에 제한 없이 서비스를 제공할 수 있다는 장점이 있다. 또한 통신 기능이 가능하므로 기존 방송에서 서비스 할 수 없었던 대화형 방송 등의 서비스가 가능해 졌다. 그러나 공용 통신망을 사용하므로 기존 방송에서는 문제가 되지 않았던 전송오류 문제가 발생할 수 있다. 사용자가 급격히 증가하거나 데이터가 폭주할 때, 방송 품질이 급격하게 열화 될 수 있으며, 이는 방송 서비스 상에서 문제를 일으킨다. 방송 서비스의 품질을 일정하게 유지하기 위해서는 IPTV서비스의 객관적인 모니터링이 필수적이며, 국내외 표준화 기관에서 IPTV 서비스의 품질 모니터링을 위한 표준화 작업이 진행되고 있다. 본 논문에서는 IPTV의 품질측정관련 표준을 검토하고 IPTV 서비스 상에서 사용자 품질을 측정할 수 있는 방법을 고찰한다.

IPTV는 기술적으로 TV에 PC적 기능이 더해지고 인터넷 프로토콜(IP)을 통해 인터넷과 연결되는 서비스로, 국내 초고속인터넷의 속도가 VDSL, 광랜과 같은 서비스의 등장으로 최대 100Mbps에 이르러 동영상 콘텐츠의 실시간 스트리밍 서비스가 가능한 환경이 구현되었다. IPTV 도입을 통해 산사건 방송, VOD 등의 기본적인 서비스뿐만 아니라, 양방향 광고, IPTV 민원발급 및 IPTV 공공서비스 제공 등 다양한 응용서비스의 개발 및 활성화를 기대하였다. 또한 IPTV를 통해 유료방송의 경쟁을 촉진시키고 케이블TV의 디지털 전환을 촉진시킴으로써 시청자들의 복지를 향상시킨다는 취지도 함께 있었다. 정량적으로는 IPTV가입자가 2012년에 이르러 보수적으로 290만가구, 낙관적으로는 450만 가구에 이를 것으로 예상하였으며, 관련 시장규모도 동년도에 약 7,515억원에 이를 것으로 전망하였다. 하지만, 2011년 말이 이미 450만 가입자를 돌파하고 2012년 8월 500만 가입자를 유치하면서 IPTV 서비스는 본격적인 mass market을 형성해 나가고 있다. IPTV 시장이 확대해 나가면서 유료방송 가입가구 수도 증가하였는데, 도입당시인 2008년 말 1,740만 가구가 유료방송에 가입하여 104%의 보급률을 보였으나 2011년 6월말 현재 가구수 대비 유료방송 가입자구수는 127%로 증가하였다. 이렇게 IPTV서비스 시장이 확대되고는 있으나, 정부의 신규 서비스에 대한 과도한 요금규제, IPTV와 경쟁하는 케이블방송사(SO) 계열의 콘텐츠 사업자(CP)들의 방송채널 공급거절 및 지상파 방송사의 과도한 재전송 대가, 전국 권역사업자인 IPTV에 대한 권역별 가입자점유율 규제, IPTV의 차별성으로 내세웠던 T-Commerce 및 양방향 광고에 대한 규제는 앞으로 개선해 내가야할 과제이다. 이에 본고는 IPTV의 시장성과를 조망하고, 시장의 지속성장을 위해 필요한 제도개선 방향을 살펴보았다.

This paper attempts to conceptually examine the potential of IPTV(Internet Protocol Television). First, this paper reviews the concept of a bridging telecommunication service and a gap-filling telecommunications service. Second, the current status of various emerging telecommunications services including mobile WiMax, called WiBro, and both satellite and terrestrial digital multimedia broadcasting service, called DMB are comprehensively analyzed. Based on those analysis, this paper analyzes whether IPTV is regared as a bridging telecommunications service or a gap-filling telecommunications service and examine the potential growth possibility of IPTV. Finally, the suggestions for policy makers are discussed.

근래 한국 IT 산업의 성장률과 경쟁력은 전반적으로 둔화 추세에 있으며, IT 제조업과 IT 서비스업의 불균형 또한 심각한 수준이다. 특히 IT 서비스업의 세계시장 점유율은 1%에 불과한 실정으로 시장성장 한계, 신규서비스 활성화 미흡, 지출여력 한계 등의 여러 원인이 지적되고 있다. 한편, 이러한 IT 서비스 산업의 성장 한계를 극복하기 위해 '융합(convergence)'이 대두되어 왔으며, IPTV가 방송-통신 융합을 주도하는 핵심적 미디어로 진화하고 있는 중이다. 그러나 IPTV의 기술적 진화가 반드시 시장 확산과 발전을 이끌어 내지는 않을 것이며, 정부규제, 콘텐츠 수급, 고객니즈, 마케팅전략 등 여러 측면에서의 고려가 병행되어야만 한다. 이같은 배경 하에서, 본 연구는 IPTV 결합서비스의 발전방안을 제시하고자 사례연구와 실증연구를 수행하였다. 사례연구 결과, IPTV 서비스가 시장에서 확산되기 위해서는 결합서비스 형태가 바람직하고, 우수 콘텐츠 확보가 요구된다. 실증연구 결과, IPTV 결합서비스 시장은 고객가치를 기준으로 세분화 될 수 있으며, 세분시장별 효과적 마케팅전략을 제안할 수 있었다. 마지막으로 본 연구는 IPTV 결합서비스 관련 주체별로 발전의 저해요인을 분석하고 활성화 방안을 제시하고 있다.

차세대 IPTV 서비스에서 개방형 융합서비스를 제공하기 위한 IPTV 융합서비스 플랫폼 기술에 대하여 소개하고, 관련 연구 동향을 분석한다. 먼저 사용자의 소비행태 변화에 따른 차세대 IPTV 서비스의 정의에 대하여 살펴보고, 이를 만족시키기 위한 플랫폼의 필요성에 대하여 고찰한다. 다음으로는 개방형 융합 서비스 제공을 위한 Open API, SOA, SDP 등의 기술 및 표준화 현황에 대하여 살펴보며, 이를 바탕으로 진행되는 SDP 기반 플랫폼의 논리 구조 및 진행되고 있는 IPTV 융합서비스 플랫폼의 개념에 대하여 기술한다. 마지막으로는 국내외에서 진행중인 개방형 서비스 및 개방형 IPTV에 대한 동향을 살펴봄으로써 IPTV 융합서비스 플랫폼의 미래에 대하여 고찰한다.

방송통신 융합 환경에서 공공서비스를 제공하기 위한 표준화나 규격정립이 안되어 있어 현 시점에서 대국민 서비스를 제공하기 위해서는 IPTV 사업자별로 별도의 IPTV 서비스 개발 및 제공이 필요하며, 이에 따른 중복투자 및 운영의 비효율성이 우려된다. IPTV기반 방통융합공공서비스를 제공함에 있어 공공기관과 IPTV사업자들의 중복투자를 막고 효율적인 서비스 제공을 위해 복수의 공공기관과 복수의 IPTV사업자간 효율적인 서비스연동 및 통신망 연동을 위한 체계 정립이 필요하다. 또한 One Source Multi-use 구현을 위한 ACAP-J기반의 서비스 표준플랫폼 정립을 통한 상호 연계 방안 확립이 요구된다. 이에 본 논문에서는 ACAP-J기반의 One Source Multi-use를 위한 양방향VOD형 공공서비스 제공 방안과 관련 규격을 제안한다.
