Comparison of Greenhouse Gas Emissions from Road Transportation of Local Government by Calculation Methods (배출량 산정방법에 따른 지자체 도로수송부문의 온실가스 배출량 산정 비교)

  • The objective of this study was to compare greenhouse gas emissions from road transportation by calculation methods (Tier 1, Teir 2, and Tier 3). Tier 1 based on 2006 IPCC guidelines default emission factor and amount of fuel consumption. The Tier 2 approach is the same as Tier 1 except that country-specific carbon contents of the fuel sold in road transport are used. Tier 2 based on emission factor of guidelines for local government greenhouse gas inventories (Korea Environment Corporation), the fuel consumption per one vehicle, and the registered motor vehicles. The Tier 3 approach requires detailed, country-specific data to generate activity-based emission factors for vehicle subcategories (National Institute of Environmental Research) and may involve national models. Tier 3 calculates emissions by multiplying emission factors by vehicle activity levels (e.g., VKT) for each vehicle subcategory and possible road type. VKT was estimated by using GIS road map and traffic volume of the section. The GHG average emission rate by the Tier 1 was 728,857 $tonCO_2eq$/yr, while Tier 2 and Tier 3 were 864,757 $tonCO_2eq$/yr and 661,710 $tonCO_2eq$/yr, respectively. Tier 3 was underestimated by 10.1 and 20.7 percent for the GHG emission observed by Tier 1 and Tier 2, respectively. Based on this study, we conclude that Tier 2 is reasonable GHG emissions than Tier 1 or Tier 3. But, further study is still needed to accurate GHG emission from Tier 3 method by expanding the traffic survey area and developing the model of local road traffic.

Estimation of Economics thorough Prediction of Methane Generation using IPCC Guideline from C Sanitary Landfill (IPCC가이드라인을 이용한 중소도시 C위생매립장의 메탄가스 발생량 예측을 통한 경제성 평가)

  • Global warming effect was intensified due to rapid growth of fossil fuel consumption caused by urbanization and industrialization. Various efforts was being done to solve the problems leading to anomaly climate such as flood, downpour, heavy snow. As a results of international efforts for management of global warming, Kyoto Protocol, which was passed in Kyoto, Japan in 1997, designated $CO_2$, $CH_4$, $N_2O$, HFCs, PFCs, $SF_6$ as a global warming gases. And IPCC(Intergovernmental Panel on Climate Change) suggested IPCC guideline for systematic establishment of national greenhouse gas inventory. Among five categories in IPCC guideline, the representative emission source of waste category is SWDS(solid waste disposal site). The concentrative research should progress for effective management of greenhouse gas related with waste. In this study, Tier1 and Tier2 methods which was suggested by 2006 IPCC(Intergovernmental Panel on Climate Change) guideline, was used to predict methane generation from C sanitary landfill located in Chungju area. To predict methane generation from C sanitary landfill, all factors were defaults values that were provided by 2006 IPCC guideline and Korea emission factors for Tier1 and Tier2 method. And economics of generated methane was estimated. From the predicted result using IPCC guideline, the methane generation was persistingly increased over a 9-year period(2000 ~ 2008). Aggregated amount of methane generation was about 3,017ton and 3,170ton predicted by Tier1 and Tier2, respectively. From the results of estimated economic value gained by generated methane from the C sanitary landfill for ten years from now(2010 ~ 2020), the profit was about 2.39 ~ 2.76 hundred million won.

Study of Selected IPCC Methodologies for the Estimation of Greenhouse Gas Emissions from a Landfill (매립지 온실 가스 배출량 산정을 위한 IPCC 선정방법별 특성 연구)

  • The purpose of this study was to estimate greenhouse gas emissions using IPCC 1996 Guideline Tier 1, Good Practice Guidance 2000 Tier 2 and IPCC 2006 Guideline First Order Decay methods from landfill disposal facility. In addition, a comparative analysis evaluating the pros and cons of each method based on assumptions and default factors was considered for each method. The greenhouse gas emission computed using IPCC 1996 Guideline Tier 1 method (2,760 ton/yr) was higher than the estimation of GPG 2000 Tier 2 and IPCC 2006 Guideline First Order Decay Model which showed 1500 and 880 ton/yr respectively between 2000 and 2013.

An Analysis of Uncertainties in Energy Category: Estimation by using Tier 1 Method (에너지분야 온실가스 인벤토리의 불확도에 관한 연구: Tier 1 에러전파방법을 이용한 추정)

  • IPCC requires the national uncertainties which show how credible the emission of greenhouse gases is. But the Korean government did not submit the total uncertainties, only the detailed uncertainties by items. Also it uses the default values of IPCC including some missing values. This paper tries to estimate the total uncertainties of energy by categories, which accounts for 85.3% in national emission of greenhouse gases. Concretely, it uses Tier 1 method suggested by IPCC. As a result of the analysis, the uncertainties in energy category are 3.4% similar to Finland's. But there was a big difference among greenhouse gases; carbon dioxide 2.7%, methane 116% and nitrous oxide 473%. So this paper suggests Korean government need to improve not only the activity but also the emission factor of data in order to reduce the national uncertainties in energy category.

Application of 2006 IPCC Guideline to Improve Greenhouse Gas Emission Estimation for Livestock Agriculture (2006 IPCC 가이드라인 축산부문 도입에 따른 온실가스 배출량 계산 개선방안 연구)

  • Current estimation of greenhouse gas (GHG) emissions from livestock agriculture in Korea was based on Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories (1996 IPCC GL) published in 1996 and emission data were published in National Inventory Report. New guideline book, 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2006 IPCC GL), however, was published in 2006. Hence preparation to apply new guideline for the estimation of GHG emission would be necessary. In this study, 1996 IPCC GL and 2006 IPCC GL for livestock agriculture were compared. Estimated GHG emissions based on Tier 1 methods of 1996 IPCC GL and 2006 IPCC GL between 2000 and 2008 were also compared. Estimated GHG emissions based on 2006 IPCC GL were 1.27~1.33 times higher than those based on 1996 IPCC GL. These results were mainly caused by emission factors of each IPCC GL. More researches should be conducted to decrease uncertainties of national GHG inventories.

  • CO2 emission makes up more than 80% of whole green gas. Therefore CO2 is recognized as the main culprit of global warming. IPCC (Intergovernmental Panel on Climate Change) is advising the 3 methods measuring CO2 emission. TIER1 is measured CO2 emission by criteria the energy consumption, TIER2 measure by criteria the emission factor according to the emission control technique each kind of vehicle, TIER3 is measured by criteria the distance each kind of vehicle. Currently, the most of CO2 emission measurement is used by TIER1. But it is not standardized that CO2 emission measurement method have the factor as work condition each distance. Specially, it is not suggest that methodology has the condition changing load of equipment according to site condition and the same position work as construction equipment. So, this study is suggested the CO2 emission measurement methodology of construction equipment.

Estimation of Greenhouse Gas Emission from Motorcycles in 2008 (이륜차의 온실가스 배출량 추정(2008))

  • Recently the number of motorcycles has increased in urban area, and it is believed that motorcycle is one of the air pollution and greenhouse gas emission sources. But the greenhouse gas emission from motorcycle has been high uncertainty due investigation of a lack of activity data and emission factors in Korea. So in this study, the greenhouse gas emission from motorcycle is estimated by considering the population of moped and VKT(vehicle kilometers travelled) of motorcycle by recent other studies. And the emissions by IPCC Tier 2 and Tier 3 methodology are calculated and compared. As the results, the nationwide $CO_2$ equivalent emissions from motorcycles by Tier 2 and Tier 3 method are calculated as 2,758 kton/yr and 2,739 kton/yr in 2008. The contribution ratio of this emission is estimated as 2.7% in on-road transport sector.

A Study on Estimation of CO2 Emission and Uncertainty in the Road Transportation Sector Using Distance Traveled : Focused on Passenger Cars (도로교통부문에서 주행거리를 이용한 CO2 배출량 및 불확도 산정에 관한 연구: 승용차 중심으로)

  • Since Greenhouse Gas Inventory & Research Center (GIR) of Korea was founded in 2010, the annual greenhouse gas inventory reports, one of the collections of GIR's major affairs, have been published from 2012. In the reports many items related to greenhouse gas emission quantities are included, but among them uncertainty values are replaced to basic values which IPCC guideline suggests. Even though IPCC guideline suggests the equations of each Tier level in details, the guideline recommends developing nation's own methodology on uncertainty which is closely related to statistical problems such as the estimation of a probability density function or Monte carlo methods. In the road transportation sector the emissions have been calculated by Tier 1 but the uncertainties have not been reported. This study introduce a bootstrap technique and Monte carlo method to estimates annual emission quantity and uncertainty, given activity data and emission factors such as annual traveled distances, fuel efficiencies and emission coefficients.

A Study on the Calculation of GHG Emission for Domestic Railroad Transport based on IPCC Guideline (IPCC 가이드라인을 이용한 국내 철도수송에 따른 온실가스 배출량 산정에 관한 연구)

  • Recently, new climate change mechanism after 2020 year has been accepted with the parties, and so government is pushing ahead the GHG reduction policies to achieve the effective results. Especially, it is essential to enhance the role of railroad in the public traffic system as well as to develop new cars with high energy efficiency for the GHG reduction of transportation sector. Thus, the calculation method of GHG emission of railroad should be established to manage the emission continuously. In this study, the calculation method of GHG emission of railroad was defined with Tier level considering its emission sources to refer to 2006 IPCC guideline for national GHG inventories. Also, the GHG emission of railroad at Tier 1 level was investigated using the activity data related to the amount of diesel and electricity consumption from 2008 to 2010. As a result, total GHG emission in 2010 was about 2,060 thousands ton CO2e, which have 73% of electricity and 27% of diesel. In future, the plans on the GHG reduction of railroad will be accomplished by the analysis of the detailed trends on the basis of the emission management of Tier 3 level under operating patterns. Therefore, it is important to develop the specific GHG emission factors of railroad in advance.

Estimation of Greenhouse Gas Emission from Off-road Transportation (비도로 수송에 의한 온실 가스 배출량 추정)

  • Off-road transportation sector including construction equipment, ground support equipment in airport, cargo handling equipment and agroforestry machinery have not calculated as emission source classification in 1A3e2. In this study, the statistics of oil consumption for construction, aviation, shipping and agroforestry are separated for this sector by oil type. And the greenhouse gas emission by off-road transportation emission factor in 1996 & 2006 IPCC Guidelines are calculated and compared with each other. As a result, the nationwide $CO_2$ equivalent emission from off-road transportations by the emission factor of 1996 & 2006 IPCC Guidelines are calculated as 4,919 kton/yr and 5,530 kton/yr in 2007. The contribution ratio of off-road transportation emission by this study is estimated as 5.5% to the subtotal emission from on-road transport sector.
